Use of masks was common in Asian countries in earlier episodes of SARS and other epidemics, making it widely used long before this crisis. President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

Ali Gomaa, the grand mufti of Egypt, gives his ideas on Articles 2 of the 1971 Constitution (which established Islam as the religion of the state), and Article 7 of the interim Constitution (which guarantees equal citizenship before the law, regardless of religion). As head of Egypt's agency of Islamic jurisprudence, he gives his assurance to the West and to Egyptians, that the religious establishment of Egypt and he personally, is committed to tolerance and popular sovereignty that respects the rights of all citizens. He points to Egypt's tradition of a moderate and tolerant view of Islam. He says that Egypt threw out the heavy hand of authoritarian rule after many years and is not about to replace this with another type of authoritarian rule based on Islam. Islam's place in Egypt he argues, will be similiar to state churches in Denmark, and England, and similiar to Islam as the national religion in secular states like Tunisia and Jordan. The kind of Islam he sees for Egypt, in his words, is that of freedom and tolerance....

Daisy Maxey of the WSJ talks to 3 financial advisers during Dec. 2014 about how investors should approach stock market volatility, the U.S. Federal Reserve's plan to raise interest rates, and tax issues in 2015. The advisers say investors should not let the volatility affect a steady long term investing strategy. Joel Isaacson says he prefers high-dividend paying stocks over the 10 year U.S.Treasury bonds because of the lack of much upside in bonds. He adds that taking extra risks on high yield bonds is not warranted. The advisers refer to opportunities in areas which are not doing well in 2014 such as in Europe. On tax issues having some money in Roth IRA's is suggested, to have money in tax deferred as well as tax free accounts. Annuities depend on individual situations.

Young people in the job market and retirees making less than Rs 60,000 a month will not pay any tax under the Budget for 2023 for India. Growth will be generated through capital spending on infrastructure improvements that is 33% higher in 2023 than in 2022. By keeping the fiscal deficit under 5.9% the government is encouraging private industry to invest for growth. Some of the roots of the Alawite role in Syria go back to the colonial period. Alawites are a Muslim sect living in the coastal mountainous region of Syria in towns such as Tartus, Latakia and in the mountains. The French setup a Alawite state in 1924-1936 before it was merged with the rest of Syria. The Russians have set up a small naval base in Tartus. As the Free Syrian Army reaches Damascus and suburbs the Assad regime is expected to move to Tartus and the coastal region and mountains. This account by NYT reporters from the area reveal the unreal nature of the conflict and the Assad regime. The seaside town of Tartus swells with people fleeing Damascus and other cities, with people from the Assad regime or allied to it, and the real estate market booms. During the same week other accounts in the NYT reported accounts of cluster bombs being used against civilians by the Assad regime. The civil war brought artillery attacks and air raids by the predominantly Alawite Assad military regime on mostly Sunni civilian populations thorough most of 2012. The Russians, the Assad military and public officials, living what may be the last weeks of this civil war as it takes on a sectarian nature, in some kind of bubble. From the international community only France, Turkey, Britain, and Egypt may retain credibility in Syria after the passive role of the U.S. under president Obama to the struggle for freedom in Syria. The U.S. Democratic administration's distaste for engagements overseas may have carried it to the point of standing by as artillery was turned against a civilian population. France and Britain's role in the Libyan people's struggle, and its lower profile assistance to the freedom struggle in Syria compared to the earlier effort under president Sarkozy, still creates a measure of respect. A no fly zone by the U.S. would have prevented the destruction to civilian population that occurred and salvaged U.S. respect, at very little cost relative to the one trillion dollars spent in Iraq and Afghanistan....

He looks to growth in Lyrica for fibromyalgia, and Prevnar for pneumococcal vaccine. And sees growth in China and emerging markets. Even with government ordered price reductions in China, increase in volume sales make up for the price reductions. Asked about the closing of the Pfizer labs in Sandwich, England, Read says the competitors were ahead of Pfizer in areas of research at Sandwich such as allergy, respiratory and urology. Pfizer will move scientists from Groton, Connecticut, to Cambridge, Mass, to bring scientists together in hubs of innovation such as La Jolla, Boston, and Cambridge, England. In the old days Groton served as a location because it was near a river, fermentation was needed and water access had to be provided. Read says Pfizer will focus on the core- neuroscience, cardiovascular medicine, oncology, inflammation, immunology and vaccines, specialized units for pain, sensory disorders and biosimiliars- and make sure this is producing results....

This situation benefits China, the European Union countries, India, Turkey and the U.S. in a period of slow economic growth in 2015-2016. Russia looks to use this period of low oil prices to shift to domestic industry after a period of rising imports when oil prices were high. The Saudis seeing their interests in the region threatened by Iran and Russia, and dissatisfied with the foreign policy of president Obama, see a policy of pushing for market share as appropriate in the current geopolitics of the region....
