Sony is setting aggressive goals for its medical business by targeting sales of 200 billion yen ($2.6 billion) by 2020. The Olympus joint venture with Sony is expected to make up about one third of the sales. Olympus has a 70% share of the endoscopes market. Allan Blakeney was health minister of the Canadian province of Saskatchewan, and later premier of the province. Blakeney, as health minister in premier Woodrow Lloyd's government expanded a program in 1962 to cover the costs of doctor provided medical care. Earlier in 1946, the Saskatchewan government of Tommy Douglas setup a program of universal insurance coverage for hospitalization. This program of universal healthcare was extended to all of Canada in 1966. He later headed the provincial New Democratic Party and was premier of Saskatchewan from 1971-1982. During this period he introduced a New Deal for People, which included a dental program for children, prescription drug program, subsidized housing and a guaranteed income supplement for the elderly poor.

Swiss banking regulators are requiring UBS to make its investment banking unit a separate legal entity with its headquarters in another country. This is an effort to ring fence the investment banking operation so that the Swiss government does not have to come up with funds to recapitalize the Swiss bank in another financial crisis. Credit Suisse and UBS have combined assets larger than the GDP of Switzerland. Under the new structure the investment banking unit would have its own capital and be overseen by local regulators. It is still not clear if the local regulators would not demand that the Swiss government come in and cover future losses at the investment bank.

U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

The House voted 321 to 105 to expand the AmericCorps service program and create volunteer programs with focus on education, health care, clean energy, and veterans. Americorps would grow from 75,000 to 250,000. The bill would raise the education stipend for volunteers to $5350- same as aPell Grant. President Obama's budget provides $1.2 billion for the expansion of programs in next fiscal year. AmeriCorps will get financing of $6 billion over the next 5 years. China still enjoys a huge surplus with the U.S. This plan is intended to better manage the next phase of the competition with China as China seeks to get an edge in high tech products. The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. A public hearing is set for May 15 in Washington, and companies can file objections till May 22. ...

WSJ looks at the 75 years of the US Saudi Arabia relationship that started when US president Franklin Delano Roosevelt met Saudi king Ibn Saud at Bitter Creek, Egypt, on a US Navy destroyer ship in 1945. It has gone through many phases over this period and mainly involved the Saudi kingdom maintaining its supply of oil to the US and Western Europe. This relationship went through an oil embargo during tense periods of Israeli Palestine conflict as in 1983 with an oil embargo that pushed up oil prices. What is different this time is the situation in Yemen where Iranian supported Houthi rebels near the border with Saudi Arabia are engaged in a conflict with the Saudis. Democratic administrations under first Obama and Biden today support reaching a deal with Iran on nuclear weapons development and limit US military support for the war in Yemen. The Saudis for their part are not keen on a regional war and turned down efforts by president Trump to respond to attacks from Yemen. Mr. Biden's envoy has arranged for a deal to reduce tensions between the Houthis in Yemen and Saudis. The diplomatic impasse in relations stems from the Kashoggi incident and president Biden's concern for the human rights situation in Saudi Arabia. Other factors making relations difficult are the economic interests of the two countries diverging. The relationship Roosevelt started in 1945 has changed in its fundamental character. Oil supplies for imports into the US is no longer a factor for the US which was the original interest of president Roosevelt in Saudi Arabia. This changed by 2015 as the US fracking industry enabled US to become self sufficient in oil and able to supply LNG to western Europe. Instead of the US Saudi oil now goes to China. Russian oil also goes to China as its industry expanded with American investment. This has led to a new Saudi relationship with China which has changed the dynamic of the American Saudi relationship. Some of the new aspects of this can also be seen in Saudi relationship with South Asia. Saudi ties have increased with India and India in 2021 was the first country to provide vaccine supplies to Saudi Arabia. Saudis, Qatar, United Arab Emirates are building relationships with India as a close neighbor in the region. Relationships are in some ways improving in the Asian region compared to the period when oil was simply exchanged as a commodity for defense supplies from the US without regard to cultural, educational and other changes in Saudi society. In a sense US and Western Europe paid little attention to the huge democracy of over 1 billion people right in the middle of Asia and followed policies that led to major investments in China and little or no investment in India, and without realizing it followed a policy that the British had pursued in the British Empire of treating different communities and religions as separate as opposed to one community of people in South Asia that were engaged in modernizing, building infrastructure and changing centuries old ways of living. The British Empire was sustained by this kind of thinking, and as long as Indians were complacent and lacked the will to make their aspirations for a better life and infrastructure for modernization this kind of thinking prevailed. The economic crises in Asia have reinforced the idea that there is one community entirely focused on development and modernization in South Asia. The people in South Asia care most about the cost of living and the infrastructure and services for the quality of life they live and their children can aspire for- same in European Union that chose the Greens and chancellor Scholz, and same in the US that chose president Biden to invest infrastructure and people, the same in China and the same in India and the rest of Asia. This is the situation that the US and Britain, and the European Union are now beginning to learn and adapt to that is a constructive aspect of these changes to rebuild the connections and supply chains that were sorely neglected before now. ...

This report in MIT Technology Review says in 2022 the children and teenagers in America spent 103 minutes on TikTok. Tiktok and Facebook split the social media market with about 5 billion minutes each. If users are on both this could give an average of 206 minutes or over 3 hours a day. Consider that there is a Chinese version Douyin. In China its version of TikToK is strictly regulated for a long time now and nowhere poses the kind of threat to education, reading and building a better educated population in China than in the US. Is that a conspiracy. No, says MIT Technology Review, it is because how quickly and forcefully the Chinese governments regulates digital platforms.  It a clear failure of the US Congress and the federal government that has led to this situation where this may be the first generation of young people that are less prepared for civic responsibilities and are from the amount of time dedicated to social media spending less time on reading to to be knowledgeable, and reading in general for education.  In China action is swift. Take for example video games and addiction. In 2021 the rule was put in that children under 18 could only play video games between 8.00 pm and 9.00 pm on weekends and holidays. They are blocked from using outside of these hours. China is looking for new measures that require creators to obtain a license, and for ways for the government to regulate the social media algorithms themselves.  ...

Liverpool has lost its World Heritage Site status but this may not be a bad thing, says Christoph Brumann, research leader at the Max Planck Research Institute for Ethnological Research in Halle, Germany. Fewer tourists, he says in this report in DW.com, but now the city can do what it wants to modernize the docks area, and not have to worry about the World Heritage Committee or the British government interfering in its plans. The World Heritage Committee is now subject to diplomatic lobbying of many countries, and the label has lost some of its value as more countries push sites in their country. Liverpool was asked by the World Heritage Committee to stop construction on the waterfront that was helping to bring new life to the city and revitalize the docks area to keep its World Heritage status. In the end the committee that met in China with China as the chair and lobbying by other countries, deteriorating China-UK relations, and and the UK sending only a representative from the Culture Ministry not the Foreign Ministry, played a part in the vote at the World Heritage Committee, says this report. Since 1972 Europe has gained a larger share of the World Heritage Sites. After 2010 meeting in Brazil this has shifted to other countries. There is no clear idea of what a World Heritage site is- cultural, or natural. Cultural is at this point 80% of the sites. This DW report shows some of the contenders in 2021, and only a few of them can be considered to be worthy of visiting. The committee that decides this has removed Dresden for building a new bridge across the Elbe river site, a decision made in 2007, so that it is becoming more controversial. ...

Its presidential system led to faster decisions than Germany's decentralized mode leading to some experts saying it should borrow this aspect from France. France also has 70% of its energy from nuclear, Germany by contrast depended too long on Russia and Merkel's decision to completely get out of nuclear and to let overconcentration of supplies of energy from Russia happen was a mistake. Merkel also supported the auto industry without anticipating changes taking place after the Copenhagen Climate conference in 2009 and preparing for the future. The auto industry has taken a hit in Germany as it relies too much on imported EV batteries from China and was slow to make the transition to EV's and hybrids. In fairness to the SPD's Scholz and Greens Habeck considering the economy handed to them by Merkel they had to scramble after the Russian war in Ukraine in the middle of the pandemic. Germany made it through in record 1 year's time to be independent of Russian oil and gas, a huge achievement. Over time Germany will recover as it makes a transition of business away from overconcentration in China, another of Merkel's and German business failures to develop a vision for the future. China's slowdown has affected Germany. Germany has to invest in other parts of the world including in India and Japan to diversify the supply chain. Overall score card would give Habeck and Scholz a lot better score, Merkel and German business leaders of the time a low score, and Frnce and Germany about the same score. France for a steady response, and Germany for the speed in which the oil and gas crisis handled considering also that both countries have a centralized and decentralized system based on their respective history and culture. ...

China and India as rooted today in the original scientific mind of the Buddha and the Rishis are capable modern science based societies that can not only coexist with Christian Europe and Americas but also inspire other societies. About 33% or one third of the 1.2 billion Chinese people believe in Buddhism or a Bodhisattva, and 18% believe in Taoist deities. 47% believe in feng-shui arranging objects in space for environment and harmony. This is shown in a Pew Research survey. Buddhism is a religion that is not practiced officially with hierarchy and churches as in Catholicism. As a result faith and prayer happens in visits to small shrines in the home or in the neighborhood. Only 4% of people will say that they identify with a religion as religious beliefs are seen as close to superstition and backwardness that held China back from adopting science and modern technology from 1400 to 1900. This makes surveys difficult to trust in a Communist society.   A close observation from a Buddhist perspective in Asia would show that the vast majority of Chinese have a faith in Buddha or Taoism. Buddha's writings show a modern mind asking scientific questions about the mind and about life which can be consistent with science and technology and being modern. As in the original Upanishads and Vedic writings of Rishis what is called Hinduism in western language also ask questions with a scientific mind which were obscured by myth and superstition over 1000-1900. Both the original Vedic and Buddhist writings are not only not going to hold India and China back, when correctly presented they are capable of becoming a new force for advancing science and technology in society while retaining the roots of civilization in Four Forms of Mindfulness of the Buddha that give societies hope for the future. This offers hope for the future of China and India as a modern, scientific civilization with roots in the writings of the Buddha. ...

U.S. auto sales including cars and light trucks reached 17.5 million in 2015, a 5.7% increase over 2014. Analysts say automakers will reduce margins to subsidize zero interest loans in 2016 to increase sales. Lower sales are forecast after 2017 as the market will have caught up with much of the pent up demand by then. A plus for the automakers is the lower cost of steel and other material costs, and the better cost structures after bankruptcy, and renegotiated lower union pay scales. Additional plus is new management at U.S. automakers and at Toyota, and the technological advances this management is pushing, including fuel efficiency. Ride sharing, and other services developed by Google, are seen as disrupting the traditional car model to a limited extent. Countering this new development are millenials who are accounting for a quarter of Toyota sales in the last quarter of 2015, according to a Toyota executive....

The Japanese government has come up with a plan that would make it possible for TEPCO to pay claims for damages that are estimated at $124 billion or ten trillion yen. The Japanese government will create a special body for handling the claims. This body will have the authority to issue government backed bonds which will be paid from future earnings of TEPCO. Other electric power companies are also expected to contribute to the cost, and electric power bills are expected to rise to help cover the cost. Support from the opposition LDP will be needed to ensure passage of this bill in parliament.

This makes it possible for Democrats to present a message to ordinary Americans that president Biden is getting things done with 2 legislative achievements. A $280 billion bill for investment in the semiconductor industry in the US. And a huge win on climate change with the $269 billion Schumer is negotiating in the US Congress. It is the opposite of what Republicans are saying is Biden's failure to tackle inflation. Appropriately Biden and Schumer are calling this the bill the Inflation Reduction Act of 2022. How did Schumer get this done? After the Ukraine war and EU decision to shut down Russian oil supplies, cut oil and gas use by 15%, and the climate change action inducing fires and floods, there is increasing awareness about climate change action as vital for our future all over the world. This gives more confidence to Democrats to negotiate a temporary continuation of oil and gas, with increased exports of US LNG to Europe. Senator Manchin from an energy producing state of West Virginia was brought over to Schumer's side with this idea. What Biden gets is a 40% reduction of US carbon emissions over 2005 levels, enough to get within reach of the 50% he promised at COP26 in Glasgow. It is a win-win for all sides and for the American people, and shows that patience and hard work, and persistence in the face of adversity can bring results. ...

Prof. Gorton and Prof. Metrick of the Yale School of Management review 16 scholarly studies and papers on the causes of the 2008-2009 global financial crisis in the current isue of the Journal of Economic Literature. Another article in the same journal reviews 21 books on the subject. Samuelson says the most cited causes- lax regulation and passive regulators, and the policy of home ownership that encourage the packaging and of securitization of mortgages to government sponsored agencies Fannie Mae and Freddie Mac- are only the surface causes. If we are to explain how a whole society seemed to believe in the idea that somehow there was a way to maintain a rising tide continuously, with only small corrections over several decades, by the clever manipulation of monetary and fiscal policies; then one has to look to the hubris of economists who acted as if this was possible and the gullibility of business and a public that desperately wanted to believe as some have put it "that this time it was different," or that shrewd management of economic policy could actually bring about such a panacea. The abiding lesson is economic policies based on a better understanding of how modern industrial economies work are merely useful tools, no more no less, and there is no substitute for a good ethic, wise management and careful thinking on the part of the public, business and government, particularly for the people in leadership positions. ...

Growth performance of the South African economy is dismal. According to the World Bank the South African economy in 2016 was about the size of the economy in 2009. Many warnings about the economy and the operation of the state run electric utility appeared during Mr. Zuma's presidency, including one by former president De Klerk. Growth in 2018 is expected to be only about 1.1%. The economic gains by the largely black population have suffered with lack of growth and mismanagement of the economy. Official unemployment is at 27%, with about two thirds of the young people in the townships being jobless.  ...
