Marco Rubio has shown an exceptional grasp of Latin America from his days representing Florida in the Senate, about a decade in the Senate when he has closely followed events and acquired a deep knowledge of Latin America. His answers at Congressional hearing were exceptionally good, and showed an ability and earnest desire to get good results for the Venezuelan people, sharing aninterest in the good for Latin America being a person of latin American origin who speaks fluent Spanish as a native language. Points made by Venezuela in answering questions from senators in the US Senate hearings- All of Latin America welcomed the US action to remove Maduro from Venezuela.  It affects Colombia and neighboring countries. Colombian rebel groups control parts of Venezuelan territory and operate from there.  Multiple administrations had deals with Maduro. Maduro kept none of the deals including the one with Biden for free and fair elections.  To be realistic in situations such as Spain, Paraguay, there were transitions before safe and fair return to normalcy and democratic government returned after decades of dictatorship. RUbio showed an exceptional grasp of the Latin Ameican situation and reminded senator Murphy that he had been in the Senate for decade and worked with the senators now on the other side to remove Maduro amd nothing had worked. Venezuela is a rich country , the most affluent in Latin America. It does not need money from the US. Before the Chavez dictatorship it was a country with democratic forms of government, and a country friendly to the US.  The action taken was a quarantine not a blockade. By controlling oil going out of Venezuela the lifeline for the country the US has control over its finances and the economy, budgets, the government finances. The immediate task was getting the oil out of the country as there was no place to put it and US had it sold at market prices not sent to China at a 20% discount for which Venezuela got nothing except paying off debt to China. The current authorites are cooperating with the US on the budget, they have to submit budget requests and the US approves it item by item and an audit agency is being set up including Ex-Im. Bank an other options to make sure the money is being spent on salaries and for the Venezuelan people. The money goes to an account for Venezuela at the US Treasury Department. In 4 weeks a lot has been accomplished. What happens in 6 months - for that actions are more important than words, it should be a marked improvement over today. Including setting up the US diplomatic presence in Caracas which means talking to the government on the ground, talking to civil society, talking to the Opposition.  ...

Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...

Jancee Dunn of NYT talks to Margareta Magnusson 86 years, author of The Swedish Art of Aging Exuberantly. Margareta says you can be young upstairs in your head even if your joints creak. Kart besavar means dear or cherished pain, taking on an annoying obligation, to see even something that is a nuisance as something that one must find a way to cherish. Laura Carstensen at Stanford Centre for Longevity calls it finding joy with a tear in the eye. Then there are the intuitive and simple things to do- be among younger people. It is to be in tune with the young person you yourself once have been. Just ask them questions, listen to them, give them food, says Margareta. Do not accept the internalized narrative that with ageism comes rigidity. Fight this narrative and build a younger person in you on your own. One way to do this is to say yes to new things and try them out, be willing to experiment with things, the way you did when you were young.

This is why says Bair that Trump is at ease in being a onetime Democrat, now Republican, sometime liberal and sometimes conservative, and can appeal to people in different ways that would be impossible for most politicians, even people on opposite sides for different reasons. Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

Pulling back from the surge in both ICE agents patrolling Minneapolis streets and protestors going to the streets in a confrontation Border head Homan says this was not the right way of going about law enforcement. Homan said “I do not want to hear that everything that’s been done here is perfect." Instead of street sweep patrols by Border Patrol agents Border head Homan says after meeting with Atty Gen. Ellison of Minnesota, ICE will get people charged with crimes from the jails. In earlier remarks by Kristi Noem, Homeland Security Secretary, she had mentioned that Minnesota state and local authorites were not cooperating and releasing people from the jails to the streets making ICE job more difficult. The Minnesota local authorites now agreed to cooperation with federal immigration authorites for better law enforcement. Minnesota is unique because the governor of the state and mayor are Democrats, and governor Walz was the VP candidate of Kamala Harris for Democrats, with a certain amount of belligerant opposition in that state to DJT and Homan. The lack of cooperation and the antipathy between the federal and local officials carried over, and more and more Border Patrol and immigration personnel were sent to the state reaching 3000. Compared to other Democrat states or cities- California and Tennessee, Washington DC, where initially there was criticism in the state of ICE Minnesota turned out to be different. The president was critical of the way Somali immigrants were settled in the state and the reported fraud for state benefits. The presence of ICE and Border Patrol under Bovino on Minneapolis streets led to more protests and confrontation. The DJT administration and Congress, other states are learning from this experience. ...

The FBI talked to Steve Job's friends, neighbors, family, former business associates and Jobs in a background investigation in 1991. Jobs was being considered for an appointment in the President George H.W. Bush administration and this was part of the background check. He is described as not having a good start in high school- as his GPA at Homestead High School in Cupertino, California was 2.65. He is said to have used marijuana and LSD in college. This was the period when Jobs was running NeXT, and five years before Apple acquired NeXT and Jobs returned to Apple. The account affirms the description in Walter Isaacson's book of a person who was driven and could have rough edges in his human dealings. The FBI background check account has this to say-"several individuals questioned Job's honesty stating that Mr Jobs will twist the truth and distort reality in order to achieve his goals." In his personal life Jobs is described as neglecting a daughter born out of wedlock with a high school girlfriend....
