President Macron of France gains in popularity with over 50% satisfied with his performance after his hard fought gains in getting the 390 billion euros nonrepayable common debt funds for the European Recovery Fund for hard hit pandemic countries. Macron was able to get the full support of Merkel of Germany to get this approved after Dutch premier Rutte's effort to stall the aid effort in weeks of long negotiations. It is a show of European solidarity and brings Europe together, giving much needed aid to Spain and Italy.

Labour's Keir Starmer wants to make Britain the first nation to have a zero emissions power system. His plan put forward in September 2022 would double onshore wind, triple solar energy, and quadruple offshore energy production by 2030. For the first time Romney came out as a recent Republican governor of Massachusetts, the most liberal leaning state in the U.S. For a reason that remains a mystery, except that Romney had to shore up support with the conservative base of the Republican party, Romney did not aggressively adopt positions that would appeal to the vast majority of Americans- from people on foodstamps which he said in this debate had increased by millions under the Obama administration, working class Americans, ordinary Americans about to lose insurance with higher premium costs from the unending increase in the cost of healthcare, seniors on Social Security, workers insecure or losing jobs as the economy fails to recover, and young people who cannot find work. As governor of Massachusetts Romney had to be able to address the needs of different income groups, the middle class and working Americans, and his own father who is his role model was a governor of Michigan, a liberal leaning midwestern state with the largest number of autoworkers in the U.S. He asked Obama directly how he could have focussed on Obama care and passed it without a single Republican vote when 23 million Americans were out of work and the first priority should have been high unemployment. Obama responded by saying he would defend the middle class but did not say what he would do in the next 4 years that was different from the economic policies between 2004-2008. Romney made clear that he was not going to reduce taxes if it would increase the deficit even though Obama said Romney planned to increase taxes by $5 trillion and worsen the deficit. At one point Romney said looking at Obama that he could own a house, a plane, but could not own the facts....

General Mark Milley, chairman of the Joint Chiefs of Staff of the US says "I do think this is a very protracted conflict and I think it is at least measured in years." He added that the US and others states supporting Ukraine will be "involved in this for quite some time." His advice was that the US should create permanent bases but don't permanently station forces, so you get the effect of permanence by rotational forces cycling through permanent bases. He said the Baltic States, Poland and Romania would be willing to pay for such bases.

American men took the biggest hit for life expectancy in an Oxford University study, with life expectancy dropping by 2.2 years in 2020. American women life expectancy dropped by 2.65 years. Lithuanian men had a decline of 1.7 years. This is the largest decline going back to the days of the Great Depression in the 1930's

Elsewhere in Europe, life expectancy declined in many countries for the first time since the Second World War. This happened in Spain, Italy, England, Wales and Belgium. Women in 8 countries and men in 11 countries had drops in life expectancy over more than 1 year.

Reports from Europe that a V shaped recovery is happening in the economy. Andy Haldane the chief economist of the Bank of England says roughly half of the 25% lost output in the economy in the lockdown in April and May has been gained back in UK. This is good news for Europe after the bad hit it took from the pandemic since March. The reopening of the economy in Germany, France, Italy, Spain and Britain is taking place with greater reassurance as the curve is flattening out at low levels of cases in July and people are generally following rules for prevention.

Antonis Samaras, leader of Greece's New Democracy Party, opposes the tax increases mandated by the E.U.'s June 2011 program for Greece. He supports the spending cuts. The shrinking economy with no hope for recovery under the current plan will only worsen the situation. The Greek economy declined by 4.5% in 2010 and will decline 3% to 4% in 2011, and unemployment is already at 16%, with much higher unemployment among young people. Many experts, and editorials in the Wall Street Journal and the Economist, share this opinion. With the austerity program's cuts and tax increases deeply unpopular among ordinary Greeks Samaras's party is moving ahead of Prime Minister Papandreou's socialist party in public opinion polls. Papandreou is not expectd to complete his term of office which ends in 2013, and a change of government may come by the end of 2011. Samaras says he told German chancellor Merkel- if your plan works I will say I was wrong, but if it doesn't you will need a new plan....
