Washington Post Editorial Board on the importance of federal workforce being based on performance and laying off or force reduction of  underperforming workers, not protecting workers with seniority. The Office of Personnel Management (OPM) of the US government has taken a sensible action, says The Post in proposing to federal agencies that they layoff low performers first. Under the Biden administration the longest serving employees often the highest paid were not laid off, even if they were not productive. Agencies reduced workforce based on a complicated formula that heavily weighted seniority. The new rule will give performance the largest weighting. As OPM puts it: “By elevating performance in the order of retention, the employees who are best contributing to the mission will be more likely to be retained during restructuring.” Department of Government Efficiency government cuts were for 90% of the 2025 cuts due to voluntary programs such as buyouts, says The Post.  ...

Payne and Applebaum take a look at the Airbus factory in Mobile, Alabama. The $600 million manufacturing facility could have been built anywhere, as parts are made in many different countries. There are no special advantages in assembly at Mobile, that could not be obtained elsewhere. It is mainly the result of a decision at Airbus to make the planes in the large markets, and gaining a larger share of America's military budget. Airbus got $158.5 million in state and local incentives, including a school that trains Airbus workers. The goal is to make it cost not a cent more than it costs to make the airplanes in Europe, even though it costs a lot to ship parts from Hamburg. The non unionized labor makes it possible to have lower labor costs with the starting wage at $16.50 an hour.

The WSJ's Paul Sonne gives this exceptional account of how Russians are coping in the economic crisis of 2015-2016, with the twin shocks of the collapse in the ruble and the collapse in oil prices. He does this by looking at the Kaluga region, a provincial city 110 miles south of Moscow that has benefitted from large foreign investment to meet the needs of 20 million consumers in the Moscow region. The governor of Kaluga since 2000, Anatoly Artamonov, worked hard to attract foreign investment that includes VW, Volvo AG, Continental AG, Lafarge, Samsung Electronics, General Electric, and other companies. He ran a collective in the Brezhnev era, and now is energetic in meeting needs of foreign investors. Karmanov says it is stupidity to not say he is talking to business people in other parts of the world because of the political climate in the country. About 42% of the industrial output in Kaluga comes from the foreign automobile plants, including VW. The automobile and light commercial vehicle production in Feb. 2015 dropped by about 39% compared to Feb. 2014, according to the Association of European Business estimate. Only 40% of autombile production cost from assembly lines is sourced locally, the rest is imported at the new value of the ruble which has fallen about 50%, leading to higher prices and slumping demand. Ordinary Russians are feeling the effects of the crisis with higher prices. Consumer price inflation in Feb. 2015 was at 16.7%, with 23.3% increase in food prices. High interest rates to prop up the ruble meant cutting off access to credit to finance consumer purchases. An 8% drop in real wages in Jan. 2015, according to Capital Economics, added to pressures on consumers. With the political and economic crisis following Russia's Ukraine intervention foreign investment in 2014 declined to $18.6 billion in 2014 compared to $61.5 billion in 2013, and the EBRD bank cut financing with the sanctions....

The Labor Department reports that the U.S. added 255,000 jobs in July 2016.Unemployment remained steady at 4.9%. Of the jobs added, 70,000 were in business and professional services, 43,000 in health care, 38,000 in government mostly in local education, 18,000 in financial services. Yet growth remains slow at 1.2%. Businesses are willing to hire new employees, but reluctant to make new investments in the prevailing uncertainty. Wage growth for average hourly earnings was about 2.6% for the year. Improvements in the jobs picture is likely to influence the U.S. presidential election.

DW.com's Science section provides this report that shows detailed graphs, and information on the dangerous use of pesticides that lead to poisoning  for 385 million people in agriculture every year. Farm workers in countries like India are particularly affected. The Heinrich Boll Foundation of The Friends of the Earth, Le Monde, and Pesticide Action Network Germany, supported this 50 page report presented in Berlin recently. The business of pesticides is worth $35 billion for large companies, yet brings with it many dangers for food contamination, water pollution, environmental damage.  Prime minister Modi in India has shown foresight and vision in tackling the problems from plastics pollution in cities and from pesticides pollution in agricultural areas. He has warned farmers about its dangers and the need to use some of the traditional methods for agriculture that avoid extensive chemical fertilizer and pesticide use. The alarming use of pesticides leads to the highest pesticide contamination of water, soil and air in the world happening in Latin America. In Nepal and India alternatives to pesticides are found in a mixture of herbs and cow urine put on the plants. Pesticide prevention in organic agriculture is also done by banning synthetic pesticides, and crops rotated in a way to prevent monocultures while encouraging insects and birds to thrive. French farmers promote organic farming with many methods they have pioneered that also promote biodiversity, which can be copied in India and rest of Asia, Latin America, Africa. ...

Many of the lessons relate to not overburdening hospitals and health systems and protecting health systems. This means mild to moderate cases are managed from home and not in the hospital, through massive deployment of outreach services and telemedicine. It means therapies can be delivered at home or through mobile clinics. The second major lesson from Italy is to protect healthcare workers and doctors. The entire White House team with Dr Faucci of CDC and Dr Brx, head of Infectious Diseases in the U.S. news conference of president Trump March 16, focused on the goal of protecting healthcare workers, doctors and hospitals, so they remained strong to take on the crisis. The second goal of the White House team is to protect the elderly with medical conditions. To do this only the most serious patients are treated in hospitals the rest for mild to moderate at home.  Studying the conditions in Bergamo and other parts of Lombardy and northern Italy, is helping U.S. medical leaders to prepare for the current nationwide effort, the 15 days plan announced by the White House. The lessons from the Papa Giovanni Hospital in Bergamo are important say U.S. medical leaders, including Dr. Brendan Carr, head of emergency medicine at Mount Sinai Health System in New York.  He says build capacity in hospital beds before we need it. The director of research at one of two cybersecurity companies that monitors disinformation used by the Senate Intelligence Committee to analyze and give reports on the Russian disinformation activities 2014-2017, shares her conclusions. Information from Facebook, Google and Twitter was turned over to the U.S. Senate Intelligence Committee, which in turn handed it over to the two cybersecurity companies for analysis and reports. The Russian disinformation activities have continued in 2018, according to DeResta. The domestic propagandists and actors have taken these methods and used it to target sub groups, expanding the scope of these activities. The advertising related segmentation provided by these companies gives a ready made tool to easily target subgroups in the U.S. population. The viral activity arising from this means the message is carried over to other groups. As a result many groups are affected, affecting how democracy works through vigorous, yet intelligent debate. Explicit bias happens in election campaigns yet this is not spread through anonymous sources that are not identified and whose interests are known, as in disinformation efforts in a medium that spreads information quickly and without any depth whatsoever. For some minority subgroups the effects as ubiquitous, says the report. This report concludes that it is the responsibility of government, private organizations and individuals, and the tech companies combined to tackle this, as tech companies do not have the resources to deal with it. Its not enough to adjust how you sell advertising as tech companies are doing, says the report. The whole ecosystem of information is being compromised in multiple and still not fully understood ways, making it essential that a comprehensive solution with multiple combined efforts address it effectively. ...

Highs in storefront occupancy, hotel occupancy, return to work pushed by Comcast and other companies are giving a new resurgence to the city center in Philadelphia. It shows that the city centers that have locals living in the area are doing better than city centers dependent mostly on commuters for activity. One advantage of Center City, Philadelphia is that there are 70,000 residents compared to mostly commuters in midtown Manhattan, Boston Financial District, Chicago Loop downtown areas. This means that even with remote work people are up and about in the city. 7000 workers for Comcast in office towers in Center City are also encouraged to come to the office.

AMD's ambidextrous strategy of incorporating circuitry developed by other companies in its chips. Modular chips would take chip circuitry developed potentially by ARM and other companies, and AMD is moving in this direction, says Rory Read, AMD's CEO. The chip industry is moving from separate chips towards chips for multifunction products called SoCs or systems on a chip. One advantage of SoCs is that they create savings in space and power especially for mobile devices. Both Intel and AMD are doing this for laptops and notebooks.

Ranil Wickremesinghe of Sri Lanka, both Finance Minister and Prime Minister during this economic crisis, says to The HIndu in this interview- "It's hectic, this is a new experience. I am working eight days a week." He says he will firm up the staff level agreement with the IMF by June. Then he says comes the debt restructuring plan that gives a clear indication of what Sri Lanka has to do. By July there will be also the interim Budget.  He said "I must say that Indian assistance has helped us get through these difficult times." He says in addition to the $3.5 billion he is hoping to get another $500 million assistance for fuel. On austerity path Sri Lanka faces he says we have agreed with the IMF that vulnerable groups will have to be supported. He said if we look at what are called tough conditions, even if the IMF were not there, we would have to do it. The advantage of going with the IMF, you get something or everything. If you were to do it on your own you get nothing. On austerity he said yes there has to be austerity but we want it to be for the short term, so that even if 2023 will be a difficult year, in 2024 we can start moving. On the Adani investment of $500 million and Mr. Modi, he says  that he emphatically welcomes it. We need it at this moment and it is a good sign that investors are coming in, said Wickremesinghe. Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

With only 44% of Catalan people supporting independence and 48% opposed there is considerable division in the Catalan region about independence from Spain. The WSJ looks at different neighborhoods in Barcelona some working class and others more affluent and sees a sharp division along lines of class, age and language. People in the working class neighborhoods of Ciutat Meridiana are opposed to separation from Spain. The independence movement is mostly popular among younger, middle class and Catalan speaking people. Meridiana in northern Barcelona is one of the poorest neighborhoods. In the hip central neighborhood of Gracia with leafy squares dotted with art galleries and vegan restaurants the pro-separatist movement has major support. Support for independence is highest under age 25 and declines with age and is lowest for people at 65 years. More popular with middle class and less with people earning less than 1300 euros. Today Spain has a constitution that gives greater autonomy to individual regions such as Galicia, Basque and Catalan regions that have their own language and traditions. This was suppressed during dictator Franco's rule after the Spanish civil war in the 1930's. The Spanish constitution was written after Franco's death and ratified under King Carlos in 1978 providing freedom with self-government for all nationalities and regions, and an unusual degree of autonomy.  Poorer people in Barcelona feel the young people supporting separation are spoiled brats and dismiss charges that the state is fascist as a lack of knowledge of what fascism really is.  As the division and dispute drags on following the 2017 referendum that was declared unconstitutional, support for independence is declining, as reported in the Guardian recently.  All this has hurt the Catalan economy and foreign investment adding an economic dimension to this as Catalonia is now seeing growth lower than the national growth rate in Spain. In addition to this the new socialist government of Pedro Sanchez and some Catalan separatist parties are supporting new negotiations to address Catalan grievance. Catalans have felt that they are not getting a fair share of revenues that can be invested in housing, health and other services, that they are giving more in tax revenues than they are receiving. The 2009 financial crisis has also affected Catalonia in ways that increased support for an independent state as Catalonia was growing more than the rest of Spain at that time.  ...

There is a major contraction in the supply of leased cars to the used car market. This used to be the major source of used cars on dealer's lots. The contraction is so large it will take years to fix, some say 2027. The contraction of leased cars is expected to be 23% from 2024 to 2025 for expiring 3 year leases. Another factor leased cars are a good deal to buy at the end of the lease seeing how sticky used car prices are these days. A 3 year old leased car now costs $28,000 up 45% since 2020, and for new cars it is $48,000 up 25% since 2020 This is significant because a key part of inflation is not only cost of groceries (eggs for example), it is also the cost of cars and housing. For cars used cars are a major part of it as it is basic transportation needed to get to work for a majority of Americans. There are Americans where a car breakdown leads to a loss of a job because it costs too much to repair and young people just don't have the money. Stories in WSJ now point to how DJT won in 2024 largely because of immigration, fentanyl and transgender, and the frustration with high inflation. The challenge is now for action where Mexico, Canada and China cut off fentanyl flows to be able to access the US market. It is also for finding a way to cut housing and car costs. ...

Friedman reviews Acemoglu and Robinson's new book, "Why Nations Fail." Acemoglu says that nations fail when wealth and opportunities are concentrated in the hands of few people, that a condition for societies to succeed is to create opportunities for more people. For this to happen it is important to create inclusive political and economic institutions. This is an important insight, but for Western society this is an insight as old as Adam Smith when he pointed out the importance of this aspect of western societies after the feudal period in his "Wealth of Nations." For Smith it was the failure to create inclusive societies that led to the gradual unravelling of societies in the river valleys of the Yangste and the Ganges, in China and India, of increasing poverty and the gradual disappearance of what constituted the middle class in India and China. Chapter 8 titled "Of Wages and Labor" in the "Wealth of Nations" makes specific reference to this.

JP Morgan Chase will modify the terms of $70 billion in mortgages for borrowers who are behind in their payments or expected to be. This covers 400,000 borrowers. The focus is especially on a type of loan structured so that the monthly payment increases, and Chase inherited $54 billion of such loans with the takeover of Washington Mutual in September 2008. Some of these loans are called options adjustable rate mortgages where borrowers can make payments that don't even cover the interest costs, resulting in increasing the loan balance. Chase will replace the options ARM's with fixed rate loans.In taking over WaMU, Chase had a large exposure to the California housing market. WIth WaMu CHase ended up with $16 billion of subprime mortgages. The mortgages that Chase will modify for this plan with affordable payments make up 4.7% of the home loans it owns or are serviced by Chase's EMC Mortgage Corporation. So this is a good start but a lot remains to be done. Chase's Scharf who heads the retail division said that Chase had heard loud and clear what the thought leaders in the country are saying, and wanted to provide leadership on this issue to the whole industry as it does'nt make sense to wait. About 7.3 million American homeowners are expected to default on their mortgages from 2008 to 2010, and about 4.3 million homeowners lose their homes, according to Moody's Economy.com. While opinion leaders like FDIC's Sheila Bair and Reagan adviser Martin Feldstein have called for government help to prevent foreclosures from the early months of 2008,and FDIC has considered about 40% of current monthly payments the affordable amount for loan modification in IndyMac FDIC modifications, neither the Bush administration, banks or companies in the mortgage industry have taken any leadership on this issue. And now Scharf says it makes no sense to wait, in effect a signal to other banks to do the same. Scharf also said the stronger you are the more easier it makes to take these decisions suggesting that the $25 billion in government funds it received helped it reach this decision on this plan, which makes a lot of sense for the banks because foreclosures are the worst way to recover money with bad consequences for all parties and disastrous for the US and global economy....
