California is now the first state in the US to make vaccination mandatory for teachers. Teachers who turn down vaccination will need to undergo regular testing. This goes into effect Oct 15, 2021. California is also considering mandating eligible students to be vaccinated to attend school. Different states in the US are setting different rules for mask mandates for schools. California and Illinois require them, while 4 states have banned mask mandates in schools. 

The mandates and other action have pushed the fully vaccinated rate in California up to 64% for residents over 12 years, compared to 59% nationwide in US according to health data cited in the WSJ. Teachers unions in California support the rules. The largest union California Teachers Association, with 310,0000 educators, says 90% of its membership is vaccinated.

Higher exports and lower imports boosted GDP growth by 1.59%, higher investment in equipment and AI related intellectual property investments, and consumer spending on healthcare services, pushed US GDP up to 4.5% for third quarter 2025. The annual rate of growth was pushed up to 2.5% matching the 2.4% growth in GDP for 2024 under the Biden administration. The formula for GDP estimates is to take total domestic spending and minus imports which are part of domestic spending in the US on imports, and to add the exports number, as these are goods produced in the US. An administration such as DJT administration today that promotes US exports, takes strong action such as tariffs against unfair trade goods pushed into the US, promotes US jobs and growth, ensures fair trade prevails, and invests in the US, is far more likely to get better GDP growth and jobs growth results. ...

Automakers believe personal -use buyers of the F-150 truck are one fourth to one third of the truck market. Its surprising that Ford does not have a detailed idea of who buys its truck and why for every 25,000 customers breaking it down into smalll segments so it can see it by demographics and other ways so that it can find out where its losing sales, when trucks are down by 41% in June for Ford how much have each of these segments lost in sales volume. Argentina's new president takes over a failing economy in 2019. Mr. Fernandez declared a public emergency until 2020. A legislative package recently passed includes tax increases on the wealthy, tax relief for the poorest, a 30% tax on foreign currency transactions abroad, and a currency cap of $200 per person per month imposed by the previous Macri administration.  About 70% of new revenues will go to social programs, including free food vouchers for two million of the poorest Argentines. About 40% of the people in Argentina are in poverty, according to the World Bank, a shocking figure for a country that should be doing better given its natural resources and agricultural resources. The economy is suffering from hyper inflation at over 50%, jumping external debt at 90% of GDP. Total debt is $332 billion including a $57 billion IMF loan. About half the total debt is in foreign currency and is hard to service now that foreign currency reserves have fallen from $66 billion to $43.5 billion. The debt restructuring strategy now is to delay as much of the $70 billion of repayments due before the end of 2020.  ...

The Guardian newspaper in Britain says the EU proposals of Boris Johnson's minority government do not face up to the realities. The three problems with the proposals are failure to consider the will of all the people of Ireland and Northern Ireland who favor a open and free border between the two Irelands. The DUP is the party in Ireland that does not speak for the whole of Ireland or Northern Ireland, its people voted to Remain in the European Union, and Johnson is following the DUP.  The Good Friday Agreement and the Irish peace accords include moral and political obligations made by Britain. Boris Johnson and Tory hardliners do not plan to respect these commitments to an open free flowing border in Ireland.  The vague customs arrangements between the UK and the EU are not what the EU would consider as normal and are problem for consumers and public. It creates a hole in EU customs arrangements and is not a workable solution. For these reasons the Guardian rejects the idea that this is a compromise, and finds the word "perfidy," or breaking promises to the Irish people, and in new ways from Tory hardliners from the past. ...

Boris Johnson, Mayor of London, is critical of the British government's cuts in annual rent subsidies by 8%, or $3.2 billon, by 2014-15. London Councils, the umbrella group for London's 33 local authorites, says that 82,000 households in London will become homeless as a result of these cuts. Johnson told the BBC that the cuts will push renters to the suburbs- as has happened in Paris- and he will not tolerate a Kosovo-style cleansing of London. A labor party lawmaker in Leeds says that 15,000 families in Leeds will be affected by rising rents.

GM's plan for the current crisis in sales with sharp drop in sales of trucks and SUV's is to cut costs in many areas, 20% in salaried expenses, cut dividend payments, and cut development expenditures, and other moves that will cut $10 billion in costs.It will make competing with the Japanese and the Germans and Koreans difficult, and difficult to hold onto market share it currently holds as it will spread the limited resources over the many existing brands. Henderson says it cost $2 billion to close Oldsmobile with no return so GM will continue with all the brands in its lineup.

Five Star party's coalition government with Mr. Salvini's Northern League was formed after elections in 2018. It collapsed after Mr. Salvini decided to breakup the coalition government in the hope of taking advantage of increasing popularity in the polls. The Five Star Movement was founded in protest against the conventional politics in Italy, but decided to join the establishment Democratic Party after Mr. Salvini's moves to call fresh elections.

Strange as it may sound the retired coal power stations in Europe were back in operation and highly profitable during the COP26 Glasgow conference. Unknown to speakers at the conference calling stridently for complete coal phaseout instead of rapid phasedown including speakers from the European Union and from Tuvalu (population about 1500) this was happening not just in China but also in Europe. This was dictated by energy economics as coal prices have come down by half and natural gas prices have risen ten fold, and natural gas shortfall in Europe.  This report in the WSJ shows coal and lignite plants making huge profits for electricity companies in Europe. As a result the calls for phaseout were seen as hollow by China and India in the last days of the conference leading to the language change in the final agreement to "phasedown of fossil fuels." Natural gas producing power stations are losing 2.26 euros for every megawatt hour, compared to 57 euros per magawatt hour for coal powered power plants, 4 times as high as the previous highest levels in 2017, as reported in the WSJ. Estimates are for coal power stations to be more than gas rivals till 2023. Germany says WSJ still has highest level of addiction to coal and lignite. It generated 40 gigawatts of electricity from coal and lignite in September and October, the highest for these 2 months since 2018, Poland is doing the same exporting its coal based power to the rest of Europe. In the same way coal power plants that were idled are back producing electricity in Spain, Portugal and in UK home of the COP26 Glasgow conference.   ...

Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

When George Osborne took over at the British Treasury the deficit was 10.2% of GDP. Osborne's hope in 2010 was that the budget could be balanced by 2015, now it looks like this will happen in 2019 or later.The forecast for the end of the 2015 fiscal year is a deficit of 5% of GDP. Lower than expected tax receipts are a big reason for the difficulty in lowering the deficit. The Office for Budget Responsibility, the budget agency, has reduced the forecast for tax receipts for 2015-2019 by 87 billion pounds. This means further spending cuts will be needed, according to OBR. Budget surplus is not expected before 2019. This is happening even though lower inflation and lower market interest rates have helped reduce outlays to service the debt. OBR assumes productivity will increase to 2% for the budget to be balanced in 2019. At the average productivity growth rate of 0.5% seen since 2008, the budget deficit will still be 2.2% in 2019, in another scenario of numbers run by OBR.

This means that one gets a direct tax credit to offset taxes due in the tax return, so that a donation to an SGO will cost the one donating nothing. The government allocation for this is $254 billion to 2034 and will help parents with upto 3 times the median wage in the region finance their children's education. Will Blue states (states run by Democrats) under pressure from Education unions favoring public schools oppose the school choice this offers parents. Parents are increasingly frustrated with the public school education system's failure to give children a good education to get jobs and pursue higher education or apprenticeship education.

Portugal's finance minister Vitor Gaspar says all taxpayers will pay an additional tax of about 4% on annual income in 2013. The tax brackets will go down from eight to five raising average tax rates. Other measures include a "solidarity tax" on top earners of 2.5%. These tax increases will raise about 2 billion euros. Public workers will forego one paycheck, and there will be a new tax on financial transactions. Portugal's plan is to lower the budget deficit to 4.5% in 2013 from a deficit of 5% in 2012. The economy will contract by 3% in 2012 and 1% in 2013, with unemployment going up to 16.4% in 2013, according to government projections. Gaspar says "the tax rises will divide the effort equitably among the Portuguese population." Earlier tax proposals for raising worker payroll taxes and reducing employer contributions in a questionable effort to promote growth were discarded. This happened after they were seen as a transfer from workers to business and depressing consumer spending resulting in wide scale protests, with opposition also coming from the business community....

As Citigroup shares dropped to $3.77 a share last week abruptly losing 50% of their value in a week, the Federal Reserve, Treasury and the FDIC were in negotiations over the weekend with Citigroup. Mr Paulson had several discussions with Robert Rubin, influential executive and director of Citicorp. And Citicorp CEO Vikram Pandit spoke with regulators and lawmakers. The deal that was worked out is as follows. Under the deal about $306 billion of largely residential and commercial real estate loans and certain other assets, which will remain on the balance sheet, will be backed up by Citigroup and the government. Any losses will be shared in the following manner. The first $29 billion in losses on that portfolio will be Citigroup's responsibility. Any losses over the $29 billion will be shared 10% by Citigroup and 90% by the government. Of the government's losses Treasury will use $5 billion from the bailout fund, FDIC bear the next $10 billion in losses, and the Federal Reserve will guarantee any additional losses above this $15 billion. What will the government get in exchange? Citigroup will issue $7 billion of preferred stock to government regulators. In addition the government is buying $20 billion in preferred stock in Citigroup with all preferred shares paying a 8% dividend. The other aspects of the deal are that all dividend payments by Citigroup will be halted for 3 years, certain executive compensation restrictions, and Citigroup will put in place the FDIC's loan modification plan which is similiar to the plan it recently announced....

The Zero Energy Ready Home is now becoming a reality- what little energy they need can be derived from a roof full of soalr panels. Instead of conventional cooling and heating such homes use a heat pump, use enough insulation, and LED lighting. In 2020 California will require all new home to be Net Zero for energy use. The European Union also has set a goal of net zero for 2020 for all new home being built. In the U.S. only 8547 units of this type were built in 2017, with about 38,000 in construction.

Collins and Aikman's decion to shut down a Ford plant on a pricing disagreement shows that parts makers at the urging of hedge fund investors are becoming assertive on pricing issues. Kennedys' response was that it was he not Humphrey that went to state after state and won the votes in the primaries, no one else made the effort to run in the primaries in each state. President Biden has the support of 14 million in the primaries. George Chidi from Atlanta reports that undecided voters number about 1 million in the swing states and most are much older than the average. Most may feel insulted by talk about age when they are in the same category.  A 102 years old Lockheed engineer in Atlanta suburbs says he is a Republican but will not vote for Trump. There is also the women's vote in Georgia and Atlanta suburbs with abortion ban as the issue as it was in Kentucky and Kansas. How many vote will also be a factor, making energizing the base a key factor. The idea that one party is doing better than the other is refuted clearly by some of the people in Georgia shown here, and the age factor does not get the prominence the Media have given it, as long as the government is functioning well. Media has failed to look at the policy details of each candidate in a colossal failure that calls for alternatives. Older voters who are the major part of the 1 million or so voters in swing states that are undecided also say that the fact is that with both the candidates- as it is with administrations that are led by young presidents seen as too young to lead (JFK) the opposite of today- many of the decisions are made with an experienced group of advisers around the president. Many if not all also realize that the vast experience of an older president is also an asset. Much of Biden's legislation for chips science, infrastructure, the Inflation Reduction Act have not happened in Germany, France or the UK, and would not have happened in the US without the ability of president Biden to get the bipartisan support from being the one with the most experience in Congress in a long time. The result is the hundreds of thousands of jobs created each month and a growing economy, inflation down from 9 to 3% as the first step to further cost of living action to support ordinary workers and families. Only LBJ comes close and he signed landmark legislation for Medicare and Medicaid, and for civil rights into law 60 years back. By removing America from the wars that Reagan and Bush started and Obama and Trump failed to end president Biden has given the US an opportunity to inspire and lead the free world in a way that has not happened in many decades and build a growing economy, a bright future for the Nation. ...

The Economist quotes experts saying that drug innovations would not be affected by price controls on drugs. Pricing reforms can accomplish the reverse, spur innovation by doing as Britain and Germany are doing- pioneering comparitive reviews of drugs effectiveness and cost-benefit analyses aimed at reimbursing firms for new drugs based on their performance. Sanford Bernstein, a financial advisory firm, says in its study that a 20% reduction in what Medicare pays for drugs would not kill off innovation, it would reduce earnings per share of big pharma firms by 3-8%. As drug research is now done in many countries, and its a globalized industry, innovation is not likely to be automatically affected by price reductions in one country like the USA, according to Alna Garber of Stanford University and Patricia Danzon of Wharton Business School.

Arizona remains a state where the Republican and Democratic parties are very close. As Senator Krysten Sinema a Democrat, supported the Republican filibuster that required 60 votes for major legislation and thwarted some of president Biden's legislation to help workers and families in the US. Having alienated some Democrats she is now running for the Senate as an Independent. Her likely opponent from the Republican party is Kari Lake. Arizona is split three ways evenly for Republicans, Independents and Democrats. The question for Sinema says a Republican strategist is whether there are enough independents and soft Republicans who will vote for Sinema. Rep. Ruben Gallego is running for Democrats, Kari Lake for Republicans. Another question is whether Kari Lake's association with Mr. Trump could hurt Republicans in Arizona. Synema faces a difficult three way race as Democrats see her flagging support on key initiatives of the president as a serious problem.

Gerlad Seib points out that one should look less at what president Trump accomplished in the first 100 days and more at how he operated and learned during this initial period. This is certainly true because much of what happened in the first 100 days contradicts some of the tone that Trump setup during the campaign. When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. This is especially true in an environment where as Seib points out the Democratic Party stands opposed to the Trump administration following a bitter election campaign.   ...
