A survey by Bonn based infas Institute of Applied Social Science in 2017 shows Germans are not affected by 2 years of crises in the way they look at the world. Germans are still the same in their international outlook, in tolerance and openness, and liberal outlook. Chancellor Merkel even says today that she would do again what she did during the height of the refugee crisis when refugees gathered at Keleti station in Budapest and began the long march to Austria and Germany. Merkel goes into the 2017 election with the kind of confidence that did not appear likely even at the beginning of 2017. The European Union could even emerge stronger from the crisis. Britain's Conservative government appears isolated after the Brexit vote.

Landler and Haberman provide a chronological summary of the events leading up to the speech by president Trump on August 21,2017 for continuing the war in Afghanistan with troop increases. Initially Trump followed his instincts and questioned his generals Mattis and McMaster, who have experience with the war in Afghanistan. McMaster prepared the plan. Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. In the end the decision to use U.S. troops to control the deteriorating situation in Afghanistan was taken to prevent a vacuum from developing. ...

The failure of the SEC under Gary Gensler to protect ordinary Americans who are mistakenly trusting their savings to cryptocurrency firms is seen as a major flaw in his running of the agency by former SEC officials and other SEC experts. The gaps in SEC enforcement and this weakness is the subject of this report in the WSJ. The cryptocurrency firms are not registered with the SEC and do not follow SEC rules hurting ordinary Americans putting money there. Mr. Gensler was made head of the SEC in 2021, and the SEC has been looking at crypto firms since 2017 but failed to come up with a regulatory model in 5 years.

Phased retirement is getting greater acceptance from management in the US. In 2021 23% of employers had these arrangements up from 16% in 2016, according to the Society for Human Resources Management. Of this 8% have phased retirement on a formal basis, and 15% have this on an informal ad hoc basis. Human resource experts say that companies should leverage the voice of experience rather than lose this valuable resource with shift from full time to 100% retirement in one move.

A survey by Mercer LLC of executives worldwide show 38% of executives saying they offer phased retirement, which show a definite trend in favor of phased retirement in 2022.

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

 Nikki Haley was born in Bamberg, South Carolina in 1972, her father became US citizen 1978, her mother 2003, according to her autobiography. She was governor of South Carolina from 2011 to 2017 and served as the US ambassador at the United Nations under president Trump. Article 2 of the US Constitution sets out that only natural born citizens can be president of the US. Commentators have opined that the natural born citizen requirement was put in to mean that the citizen was not naturalized at some later date. During the 1730's under British Common Law and under the Naturalization Act of 1790 of the First US Congress children of Ameircan citizens born overseas were considered to be American citizens. This was true of Barry Goldwater born in Arizona before it became a US state, and Romney born in Mexico, Senator McCain born in the Panama Canal Zone. This is why when one parent is an American citizen as for Obama and Cruz this law prevails. When a child is born in the US he is considered to be a citizen at birth under the laws of the US and natural born under Article 2 of the US Constitution.  U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

The average of vehicles on the road reached a record of 11.1 years in 2011, according to R.L. Polk research company. Using the average of 15,000 miles driven a year used by the EPA for cost calculation on fuel economy labels, shows that car are being driven for much longer nowadays, over 150,000 miles. In the 1960's and 1970's the average was closer to 100,000 miles. Because of the EPA mandated fuel emissions standards and technological advances the newer cars in 2012 have better life than the older cars in the 1970's. Toyota's, Honda's and Volvo's frequently get 150,000 or 200,000 miles and still have some usage left for example. In addition the tighter fuel efficiency standards of the Obama administration and technological advances now underway are likely to bring a new generation of cars that provide another level of improved performance.

Best Buy electronics retail chain plans to close 50 big box stores in 2012 and open 100 mobile small format, stand alone stores. This is part of a strategy to reduce costs by $800 million by fiscal 2015. Total sales at stores open at least 14 months declined 2.4%. Best Buy competes with online retailers like Amazon.com and discounters such as WalMart. Best Buy's response was to increase online and mobile options for purchases and discounting efforts of its own. This has put pressure on its profits, with a loss in fiscal fourth quarter ending March 3, 2012, of $1.7 billion, which also reflects restructuring charges.

Mitsubishi Aircraft Corp. announces a test flight of the Mitsubishi Regional Jet for the second quarter of 2015. The plane seats 76-88 passengers and is designed for short haul flights. Deliveries would begin in 2017. This is Japan's effort to develop its aircraft industry. Mitsubishi has 375 orders. Bombardier of Canada and Embraer of Brazil dominate this segment of the market in a duopoly. Embraer is expected to retain its 61% of the market and Mitsubishi is likely to take 22% on the market for No. 2, with 4000 deliveries in the period 2017-2033, according to analysts. Shareholders in the company include Japan Development Bank and Toyota Motor.

The corporate share buybacks announced by U.S. companies in the last 3 months now exceed $200 billion, more than double than in 2017, according to a WSJ analysis. This includes Cisco, Wells Fargo, AbbVie, Amgen, Alphabet (Google). The surge in corporate buybacks started in December after the tax cut of the Trump administration cut U.S. taxes by $1.5 trillion over a decade, cutting the corporate tax rate for large companies from 35% to 21%. The tax cut also included a one time tax for repatriation of $2 trillion held by U.S. companies overseas. This WSJ analysis says there are questions whether the tax cut is working, whether it will encourage new investment, lead to companies increasing wages, or whether this will largely result in corporations returning money to investors with larger dividends and corporate buybacks. Morgan Stanley's analysis of earnings transcripts of companies in the S&P 500 show 44% of the companies say they will use some portion of the tax gains to make capital investments and increase wages, with 28% going in the opposite direction and using them to return money to shareholders. Experts caution that corporate buybacks do not always lead to the company's stock outperforming the stock market. The future of companies depends more on the capital investments and in human capital. There is a sense that workers wages have stagnated since the mortgage financial crisis in 2008, with the economic crisis, globalization and outsourcing, reduced alternatives for workers, geographic pressures in relocation, all pushing wages down.  This is being closely watched with articles on stagnation in wage growth this week in the NYT and WSJ, and earlier in the Economist magazine. Reports on the Trump administration tax cuts passed by a Republican Congress suggested a large tilt towards benefitting the highest income households. Problem with higher stock prices reaching the broader middle class are recognized in that one third of stocks are owned by overseas investors, and 84% of the remaining stocks are owned by the wealthiest 10%. Republicans have turned to bonuses typically of $1000 per person given by companies yet this amounts now to about a few billion dollars over an estimated 4 million Americans, says this WSJ analysis. This is not enough to justify a huge tax cut and raise the deficit by over a trillion over 10 years on the assumption that it would lead to higher wages or capital investment when about $200 billion goes to boosting stock prices. This comes at a time when the American middle class is not broadly invested in the stock market after the exit following the battering stock prices took during the 2008 financial crisis. ...

Wisdom and common sense made Michael Boskin to suggest that trade between India and Pakistan should increase in 2012. Boskin was the elder Bush's chairman of the Council of Economic Advisers and helped setup the NAFTA, North American Free Trade Agreement. Boskin says in this WSJ article on April 15, 2012 that trade between India and Pakistan of $2.7 billion was only two thirds of the trade India had with much smaller Sri Lanka. In 2020 OEC data show it to be less than $300 million for trade between India and Pakistan,  and in the Pakistan floods year of 2022 with a third of the country below water the smooth flow of goods and products over borders never made more sense. Boskin said in the WSJ in 2012 that normally bilateral trade follows the "gravity model" of being proportional to the countries GDP and inversely proportional to the distance between them. He then cites estimates of Amrita Batra of Nehru University and Mohsin Khan of the Petersen Institute that show bilateral trade should be 20 times the $2.7 billion in 2012. This would be $50 billion in 2012 ten years ago. In 2020 this would be over $100 billion, not one three hundredth of that at $300 million in 2020 an alarmingly low level of trade between neighboring countries.   ...

Weymouth interviews Colombian President, Juan Manuel Santos. Santos was finance minister, foreign trade minister, and defense minister under former president Alvaro Uribe. The U.S. is negotiating a free trade agreement with Colombia. Santos has improved relations with neighboring Venezuela, which under Uribe were strained upto the breaking point. He is also improving relations with Ecuador, and working to strengthen the Andean Development Council. Santos says Colombia has a smaller drug problem after defeating the major cartels, though mini-cartels still operate in the country. On fiscal responsibility Colombia has introduced a rule in the constitution to limit deficits to 1% of GDP. Santos expects 5% growth in 2011. He hopes to protect Colombia's growth in a global financial crisis by strengthening regional reserve funds, multilateral cooperation of Andean countries, and central bank monetary policies. Santos plans to abolish the DAS intelligence agency in 3-4 months. He plans to create a new intelligence agency and transfer functions such as immigration that were under DAS to other agencies. He has also launched investigations and action against corruption in the government and against public officials working with local mafias. To do this he is working with the attorney general, prosecutor general, the controller general, and police. This has led to criticism from Uribe who sees the changes in policy pointing to deficiencies in the Uribe administration. Colombia is a country with a population of 46 million and plays a significant role in the northern part of Latin America. Santos assumed office in 2010 and was the choice of Alvaro Uribe. His policies have won him a 71% approval rating....

Von Mark Schieritz of Germany's Zeit Online describes the changes underway following the election campaigns in the U.S., and France, and the Brexit vote in Britain, all signalling the discontent of people left behind by the tech, capitalism, trade and globalization changes of the last two decades. The appeal of one time fringe politicians using racist slogans and divisive rhetoric to appeal to those left behind, appealing to people lacking intergenerational mobility, and without much hope for a better future, is a serious concern. People who are gullible enough, lack college education, or racially isolated so that they are not likely to look carefully at what is being offered in terms of programs and change of competing parties, and likely to overlook the hard and difficult road for corrective course of action, because of anger and pentup fears. Schieritz cites as part of this change the unanimously approved conclusion in its final declaration at the G-20 meeting in Chengdu, China- "The benefits of growth need to be shared more broadly within and among countries to promote inclusiveness." Yet this can be a sort of "too little, too late."  Bankers who are cited in an email going around Wall Street lack credibility with groups on Main Street, to people adversely affected by tech, trade and globalization changes that have been persistently ignored for over a decade, close to two decades. More convincing is the tone of Theresa May, the British prime minister's first statement outside 10 Downing Street- who spoke of the "burning injustices" and her determination to make this a top priority of her government. Still more convincing are the programs to invest $275 billion over 10 years in infrastructure put forward by the leading candidate in the U.S. presidential election of 2016, to provide easier access to public universities and colleges to those left behind, as a sure way to create new jobs and address intergenerational mobility. In fact every leading candidate had made the loss of upward mobility their central plank already in 2015, long before Trump and Sanders started their campaign. The real hope lies in western leaders Merkel, May, and Clinton, all keenly aware students of changes, all women by the way who have sensed the injustice and have the ability to come up with something new and promising for the future, after learning the lessons of the past. ...

Russia's Elvira Nabiullina, has helped Russia avoid the worst effects of the collapse in oil prices with the careful management of the economy. Russia has weathered the crisis better than most emerging markets, say experts, with policy moves that included a devaluation of the ruble, recapitalizing banks, increasing the share of public debt in Russian hands, and assistance to poorer sections of society. Following the last crisis in 2008 Russia built up its rainy day fund, the sovereign wealth fund, to $500 billon to help support the economy in difficult periods. Experts say, and Nabiullina concurs, that what is needed now even more than a rise in oil prices is improvement in business conditions and business climate to generate growth following high interest rates of 17% in 2014. Exceptional performance by an exceptional banker, known for her humility and experience through several crises, as deputy economy minister in 2000 and economy minister in 2007. Better relations with the European Union would do just that, particularly to increase foreign investment in Russia's economy, and restore the conditions for growth. ...

A New York hedge fund Elliott Management Corp. finally makes a settlement with the new Argentine government of president Mauricio Macri. It took 15 years and 5 different administrations in Argentina. Eliott gained $2.4 billion 10-15 times the original investment on Argentine bonds made in 2001, but requiring extraordinary persistence from hedge fund manager Mr. Newman at Elliott Management Corp and Mr. Singer. In 2001 the Argentine bonds traded at 20 cents to the dollar, and Mr. Newman who had made large gains on Peruvian bonds saw this as a good investment. By 2008 the bonds instead traded at pennies on the dollar, and the Argentine government later settled with 93% of bondholders at 30 cents to the dollar. The holdouts were three hedge funds, including Elliott. The Argentine government of Kirchner opposed any settlement with the holdouts. The situation changed with the election of Mauricio Macri in 2015, who made resolution of the issue a priority, so that Argentina could borrow in global financial markets and grow its economy. The U.S. Supreme Court had rejected Argentina's appeal of a U.S. District Court ruling prohibiting paying interest on exchanged bonds when payment had not been made to the holdout hedge funds- which led to the settlement with Elliott, and closing a long and difficult chapter for Argentina....
