The US supports F-16 training for Ukrainian pilots. Initial training showed Ukrainian pilots able to learn flying the planes in just 4 months. President Biden made this decision and informed G7 leaders in Hiroshima. Biden also agreed to NATO allies transferring F16s to Ukraine. The changes are coming as Ukraine launches a counter offensive against Russian occupation of parts of the country in the east and south. This report says the idea behind it is that it would bring Russia to the negotiating table to arrange an armistice even though it does not settle the key issues behind the war. It would bring an end to the war through a cessation of hostilities. Tighter controls are also put on economic sanctions to limit Russian ability to finance the war without also seeing its effects.

The European Union is drafting a ban on oil imports from Russia, says this report in the NYT. The European Union now pays Russia about $1 billion every day for oil imports from Russia. Under chancellor Merkel Germany actually increased its dependence on Russian natural gas from 36% during Russian annexation of the Crimea to 55% today. In this way creating some of the conditions that emboldened Russia into its invasion of Ukraine, creating over 4 million refugees and immense destruction. Oil revenues of this magnitude of about $1 billion a day from the European Union help finance and prolong the invasion with enormous cost of human life. The longer the war lasts it affects a grain producing region in Ukraine that would lead to world food scarcity and famine.

Dasha Burns starts with Ukraine- the reports say DJT said this or that about Ukraine but look at the question she put to DJT- Which country is in the stronger negotiating position? Most people know the answer in the winter of 2025 is that Russia is in a much much stronger position in 2025 and a big part of this is it's size 40 million people in Ukraine to 120 million in Russia and oil revenues. Then Burns asks if it is Zelensky who is responsible for the stalled progress what's going on here, all the time giving DJT something that he might take up that would make a headline grabbing interview. She prompts DJT with the starter phrases and pausing for DJT to pick up on it- If Zelensky rejects this deal, do you think Ukraine has lost this war, and the consensus in Europe is to keep supporting Ukraine until they can win this war. And DJT does no more than what he has said many many times about the difficult situation Ukraine is in. Asked if the US may walk away from supporting Ukraine as Trump Jr. has said, and DJT says- "No it isn't correct. But it's not exactly wrong" because they have to play ball. And that is exactly what the European states UK, France, Germany, Italy, have done as they keep talking and modify the original plan devised by Russia and the US. What this says is that the European states are not trying to win this war and at the same time not willing to let this war be lost and the principle of invading another country be seen as acceptable. This is where there are limits to DJT's diplomacy as he attributes the problem to the hatred between the leaders of the two countries. DJT does not say Zelensky would lose the election if one were held in 2026 as he calls for elections.   ...

Air routes that cross over Ukraine are used by many airlines for direct Europe to Asia flights. Even though this does not add many miles if Ukraine is avoided airlines have preferred Ukraine as a more direct route. Before Malaysia Airlines Flight 17 jet was shot down by a missile, about 150 international flights crossed Ukraine each day, according to Brian Flynn, a senior manager at Eurocontrol, a pan-European air-traffic control organization. In just the two days before the crash of the jet about 75 airlines flights were routed through Ukraine, according to the Eurocontrol director network manager. The question still remains were airlines taking on more risk by flying so close to the Russian-Ukrainian border, where fighting on the ground and in the airspace was taking place weeks before that missile struck. It appears from this that it could have been any one of these airlines flights that could have been hit.

Merkel tells Hungarian news portal Partizan that the Baltic States and Poland made efforts to reduce efforts for dialogue with Russia, and that this dialogue and meetings were also made difficult during the Covid pandemic. Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...

Attracting new foreign investment alongside state investment, modern management, preserving intellectual property rights, and looking for contracts across Europe, is critical for future development. Ukraine has a history of technology development and design in the aircraft industry, which makes this industry a good candidate for export revenues. The first mass produced helicopter was made in the U.S. and used a Sikorsky design in 1936. Igor Sikorsky is from Kiev, Ukraine, and immigrated to the U.S. in 1919, as Soviets took control of Russia. At a joint press conference with French, Romanian and Moldovan foreign ministers German Foreign Minister Annalena Baerbock announces 695 million euros of aid to Moldova as it deals with refugees from Ukraine. Out of about 4.2 million refugees that fled Ukraine 2.4 million went to Poland, and 1.8 million refugees to Romania, Moldova and Hungary. Moldova is one of the poorest countries in the region and is struggling to cope with the refugee influx which is the highest per capita refugees. "We have your back," Baerbock told the Moldovan prime minister Natalia Gavrilita. It's just the "kick off point for a long term continuous support platform for Moldova," said Baerbock. Gavrilita formally signed an application for accession of Moldova to the European Union shortly after the Russian invasion.

Moldova a country with 2.7 million people is dealing with an influx of 400,000 refugees. About 100,000 have decided to stay.

Rebuilding in Ukraine is focused on destroyed bridges and infrastructure as Russia continues to destroy apartment blocks, and targets the electricity grid.  Many of the apartment blocks destroyed outside Kviv in Irpin in this story are hard to rebuild because of the constant attacks most recently with hypersonic missiles that are hard to detect. A couple fled from Donetsk, settled in Irpin in a new apartment only to have to flee again after a Russian missile attack left their apartment building in ruins. How do you build in the midst of a war is the question Ukrainians ask themselves every day. About 150,000 apartment buildings and half the electricity grid is destroyed, so also 1500 schools and 20,000 kilometres of roads. It would cost $350 billion to repair. It would require policy decisions on what quality of building materials and how many to apartment buildings to build and how quickly.

Andrew Kramer reports from the front near the city of Mariupol in eastern Ukraine with signs of a breakdown in the second Minsk accord. Following the breakdown of the Minsk agreement of September 2014 by February 2015, with fighting around the town of Debaltseve, leaders of Russia, Germany, France and the separatist eastern regions of Donetsk and Luhansk met again in Minsk, Belarus, on Feb 11, 2015. This led to the second Minsk Agreement and a ceasefire. This agreement called for release of prisoners, a zone to separate the soldiers on each side, constitutional reforms for decentralization in Ukraine giving autonomy to the Donetsk and Luhansk areas, and monitoring by the Organization for Security and Cooperation in Europe (OSCE). Minsk II agreement is under strain as the economic blockade by Kiev, and separatist violations of the ceasefire, have created a tense situation by June 2015. The second Minsk agreement was reached under pressure from the U.S. saying it would send arms to the government in Kiev if Russia continued to send troops into Ukraine, and Germany seeking to avoid a further escalation of the conflict. In the background the U.S. and the EU continued economic sanctions on Russia, and the Russian economy suffered from a decline in oil prices as a result of Saudi pricing decisions....

About 10% of total global oil supplies are affected about 7 million barrels a day. Attacks on oil facilities and fields are a different order of magnitude compared to closure of Straits of Hormuz, as oil tankers can still deliver the oil when it is safe to cross the sea passage. Attacks on oil fields and facilities will take a long time to repair. The US president calls on Israel to stop such attacks. The Pars gas field supplies homes in Iran and is used for fertilizer production in Iran. It also supplies Turkey which would have to get alternative supplies from Russia or on the world market.Oil briefly hits $116 a barrel before settling at $96. The situation resembles the one in Ukraine when Ukraine grain production could not be sent from the Black Sea ports to Europe and Middle Eastern countries like Turkey, Egypt and Morocco, and fertilizer exports could not be sent to Asia. The Russian attacks on Ukraine ports led to global shortages of fertilizer and grain. ...

"I fear that the world is not sleepwalking into a wider war, it is doing so with its eyes wide open." German Foreign Minister Annalena Baerbock says Germany will not be blackmailed. She rejected the idea that Russia is expanding its attacks on Ukraine in response to supply of longer range artillery from the US and Germany saying this was just "new propaganda from the Russian side."

Baerbock also said Germany needs to avoid a situation of being dependent on an aggressor for gas supply. Germany is now "very intensively" looking at its dependencies on China, said Baerbock. This is going to be  for "a sovereign European strategy of independence in critical infrastructure."

Yaroslav Trofimov gives his reflections on what the war means for Russia in this Essay in WSJ, and the sense within Russia that the war itself was a mistake. A result of miscalculations and a result that leaves Russia in no way better than it was in 2021 before the conflict. Hard won economic gains achieved by Mr. Putin during the last two decades have in fact been compromised by the conflict. No discussion has even been done on the transition away from fossil fuels that have been accelerated by the conflict. This is particularly relevant for Russia where the question of redundant fossil fuel assets during the rapid transition to renewable energy is a problem that needs to be tackled. The Ukraine diversion in this way affects the Russian economy and acts as a distraction from important economic goals. Global public opinion is also affected in ways that do not look favorable for Russia the longer the war goes on particularly the effect on food insecurity in poor countries, and energy security in Europe for poor households, the senseless destruction of infrastructure in Ukraine and millions of women and children displaced, all creating a sense of overwhelming moral failure. Mr. Modi of India is reported by FR24 to have told Mr. Putin at a meeting on September 15 that "this is no time for war." This is shown on today's pages in Lyrarc. How could it be a time for war when the pandemic has taken lives of over 1 million people in the US, over 2 million in Europe, millions in Asia, Latin America and Africa, and the world is only now coming out of it. The competition is not between countries for major power status but between countries on achieving better lives for its people, stronger economies, and better job, health, infrastructure and services to ordinary people, tackling problems on a common basis such as climate change. In most situations even the advanced countries of North America and Europe are facing the same problems faced by middle income countries such as China,Russia, and developing countries such as India- how to combine market economy with State participation in the economy and government ensuring fairness to all, better distribution of incomes and wealth, ensuring that there is a level playing field for all and opportunities for all. ...

Russia and Ukraine supply one third of the cereal exports in the world and 52% of the sunflower oil. Higher fertilizer prices are a problem for farmers as Russia is the largest producer of fertilizer. Increase in wheat prices are an acute problem for Turkey which imports over 80% of wheat supplies and Egypt which imports 70%. The impeachment inquiry in the U.S. House of Representatives set off by a release of president Trump's conversation with the new Ukrainian president, involves vice president Joe Biden and his son Hunter Biden. Mr. Trump had called for the Ukrainian government to look into corruption. The Washington Post gives this story of how Hunter Biden joined the board of an obscure Ukrainian gas company set up by a former minister and that this was brought to the attention of Joe Biden by advisers. At the time Joe Biden was representing the U.S. in Ukraine during a period in Ukraine when there was little clarity or transparency on what was happening in the country with changing governments. This story describes the thinking of people in the Biden circle who thought this was a bad idea.  This includes Hunter Biden's partner in the investment firm, a stepson of John Kerry, Secretary of State in the Obama administration, and other advisers of the Bidens. It has raised questions about why steps were not taken to prevent the perceived conflict of interest.  As a result of this Ukraine, a country at war with Russia and having elected a new president outside the conventional politics, is now at the centre of the impeachment inquiry. It is also likely to reshape the 2020 presidential election with differing views on this inquiry from president Trump who sees it to be about corruption in Ukraine, and Democrats about the president's effort to pressure Ukraine for his political campaign as U.S. provided critical aid to Ukraine.    ...
