As Russia expands its intervention in Ukraine in Feb. 2015, a former Deputy Treasury Secretary in the Clinton Administration, Roger Altman, points out the importance of the response of global financial markets. Financial markets have downgraded Russian debt, and the ruble continues to lose value. With $200 billion in foreign currency reserves available to tackle the financial crisis caused by $150 billion in capital flight and 50% loss in ruble value, and a business sector with large dollar debt, Russia, he says will have to take into account its weak financial situation. Arms aid to Ukraine to which Russia can respond is not a good option compared to stronger economic sanctions, says Altman. Altman points out- what president Obama has also pointed out- Russia has a GDP the size of Italy, a population of 140 million, with its budget and economy overly dependent on oil exports, and an economy connected to the global economy and dependent on global technologies. It lacks the economic strength to continue with its more aggressive policies, and cannot ignore world opinion indefinitely or isolate itself from the global economy. This is true of any country in the global economy, and especially for any emerging market dependent on foreign capital, foreign investment and foreign technologies, making it important for Russia to play by the rules of fairness in the international community in the postwar global order of peaceful cooperation. One result of the rapprochement of the US and Russia is that Russia has now   agreed to Ukraine joining the European Union. This is part of the Ukraine/EU Peace Plan put forward by Ukraine, with Ukraine calling for aset date to join the EU. Ukraine has proposed a demilitarized zone in the eastern region that would put eastern Donetsk in the demilitarized zone including also parts of Russian occupied eastern Ukraine. This is a major step in the right direction so that the Ukraine issue can be settled. Germany meantime is leading the effort to build its arms industry to counter Russia and Germany, France, Britain are joining together to counter Russia as the US pulls back under the DJT administration to asserting itself in the Western Hemisphere with the Monroe Doctrine to fight the drug trafficking gangs in Venezuela and Mexico and pother parts of the western hemisphere. The Monroe Doctrine was possible in 1823 till 1960 with the full support of Britain. It is now possible with the cooperation of Russia as Russia is accepted as a dominant power in Northern Europe, a goal set by Russia under Putin.  ...

This article in The Guardian looks at the role of British authorites in the Empire in the 19th and 20th century that led to famines. Under Lord Lytton in the 1870's and in 1943-44 in Bengal there were famines that were worsened by British policy. Throughout the 19th and the first half of the 20th century India's energies were sapped and its poverty deepened by the British effort to extract wealth from India through commercial policy and taxation. During the Napoleonic Wars Britain used its Empire in India to finance the war in a way Napoleon lacked.  .As can be seen in the British Residency park in Lucknow  British authorites focused their efforts on the Treasury of the collapsing Empires in India whom they replaced. The people seeing tax territories shifted from one foreign authority to another stretching over four hundred years with little difference in development needs being met. After a period of self-rule which struggled with development after Independence in 1947, India's largest state Uttar Pradesh with a population of about 300 million, is finally bringing sanitation, water, roads, housing and medicine to all parts of the state. ...

The need for an accomodation by both sides that does not end up in either Russian predominant influence- thus restricting the freedom of thesde countries to determine their own future or in poor treatment of ethnic Russians in these countries surrounding Russia- and the proper handling of the missile shield issue for installing western missiles in these former states that may be seen as provocative by Russia.

There is a 82% jump of oil at sea in 2025 as China and India stay away from sanctioned oil from Russia Iran. About 1.4 billion barrels or 15% of supply out at sea on tankers by December 2025. When Modi met Putin he offered to continue supply of oil. India says Jamieson Greer in a recent interview with Sarah Burns, is not buying Russian oil and negotiations are ongoing so that a deal with US on dropping tariffs is reached in the very near future. This oil at sea is keeping prices of Brent crude at about $66 in December 2025. DJT is referring to prices down for oil, to gas pump prices in US states having dropped to $1.99 a gallon to show progress in tackling the affordability crisis in the US at a rally in Pennsylvania.
