Made in China 2025 was put out in 2014 when president Xi was beginning his plans for the Chinese economy. It is 2025 now and a look at the nation's investment plans show China putting $250 billion a year in advanced manufacturing sectors from automobiles to solar panels and AI, says Centre for Strategic and International Studies CSIS in Washington. This is giving China an edge but at the cost of using up valuable resources and some wasted spending at a time of stagnant government revenues. China's new production needs new markets with overcapacity such as in the electric automobile industry. This overcapacity comes at a cost when the US and other countries are restricting imports from China with new trade policies. During the DJT first term in 2016 China pulled back reference to make in China 2025 but this was temporary and China's 2021 Economic Plan puts top priority to be self sufficient in Science and Technology. Industrial support for EV's went from $15 billion in 2019 to $45 billion in 2023 (CSIS). 48% of 11 million new vehicles were EV's in 2024 with BYD and Geely the main ones of 100 brands. In shipbuilding $132 billion was invested in 2010-2018 taking China from 5% in 1999 to 48% of total manufacturing of shipbuilding in 2025 worldwide. Kudos to Ellen Barry for hands on reporting right from Amethi, Uttar Pradesh state in India. For years UP (Uttar Pradesh) has been seen as one of India's most backward states, even though it is the largest state in India centering around the Ganges valley. Politicians were content to use backward parts of the state as mere vote banks at the time of elections. The elections in 2014 focussed on development are beginning to change this. The Gandhi family based in Allahbad, India, had Amethi in UP as the place where family members stood for parliamentary elections. In recent years as the Gandhi family's grip on UP loosened, the same vote bank policies were employed by caste group parties led first by Ms. Mayawati and then Mr. Mulayam Singh Yadav. The elections of 2014 were about making the shift and sea change in Indian politics in the heart of the country- the north central Ganges valley region- away from vote bank politics and caste groups. The BJP under Gujarat's Modi focussed the election on development and delivery on infrastructure and jobs. For too long reporting on an important part of Asia has been laid back from metropolian centres without the hard work needed to grasp the situation in the countryside and on site. Kudos also to NYT's Bearak's report from Ladakh on the enormous logistics required for an election of this magnitude with about half a billion voters. ...

A detailed breakdown of the the waste, fraud and improper payments in federal spending is shown in this WSJ report. . Of $4.1 trillion, a big chunk of the $6.7 trillion the US had in federal spending in 2024 according to CBO, 3.7% is self identified by agencies as improper payments or $149 billion. 90% of improper payments are overpayments. It reached a high of 7.1% of federal spending in 2021 during the pandemic when loose controls led to more improper payments. Only $22 billion was recovered for 2024. Outside agency control including state and local control where the federal and states are running programs is the single most difficulty in getting improper payments back. For the recent presidents history's assessment is not known so that descriptions cannot be authoritative. For the presidents from an earlier period there is a sense of authority. For instance the presidency of James K. Polk- “The presidency of James K. Polk reflected his belief in Manifest Destiny,” begins one summary. Another is "Andrew Jackson campaigned for president as a self-made man." Previous descriptions were filled with controversial statements which have been corrected. “Andrew Jackson’s life was colored by struggle, conflict, and aggression.” The Washington Post says it now drops the omniscient judgment it is making which has caused controversy and quotes Jackson giving his own self-analysis: “’I was born for a storm, and a calm does not suit me,’ Andrew Jackson reportedly told a friend. This kind of omniscient judgement is seen at the National Portrait Gallery on Woodrow Wilson. It said- “Wilson is most often remembered as a champion of liberal values, but recent scrutiny has drawn attention to his regressive actions with regard to women’s voting rights and segregation in the government, as well as other violations of civil rights.” Is this fair to Woodrow Wilson who laid some of the basic foundations -for what was to come later with the efforts of Franklin Roosevelt -in setting up the fair conditions for working men and women in the industries of the day, the essentials of the modern economy? New wall text says Wilson supported the 19th Amendment guaranteeing women the right to vote. But it could have said more as these presidents from George Washington and Jefferson,Lincoln to Teddy Roosevelt, Wilson, FDR, Truman, Kennedy/LBJ, laid the foundations of the modern society and economy we have today, and its democratic parliamentary process, industrial development, higher standard of living than the rest of the world. One such laggard is the entrance to the Smithsonian Exhibition in Washington DC where Benjamin Franklin's efforts and achievements do not receive the recognition and admiration of the Nation's future generations of young people, with statements of this kind including race relations. It is not stated that Ben Franklin was the President of the Pennsylvania Society for the Abolition of Slavery. And little is shown about the 6 difficult 6 week voyages across the Atlantic ocean to London and France that secured the support of France critical for Washington to win in the deciding battles of the War of Independence; and signing the peace settlement with Britain that set up this glorious experiment with democracy that is ours now for 250 years. The current zeal to see things only from today's lens puts everyone at risk from the founding fathers to the eminent writers of America. For instance the media tends to exalt contemporary writers and ignores the writers that set America apart for its uniqueness and being exceptional for much of its 250 years. Too much of this mistaken view only makes one miss the significance of 250th anniversary of the Declaration of Independence, and what it means to the people of the world on different continents Asia, Africa and Latin America. Whitman and Longfellow are forgotten and were it not for some brave schools and teachers in public schools left out of the curriculum. Whitman has this to say about Longfellow- "Longfellow brings what is always dearest as poetry to the general human heart and taste, and probably must be so in the nature of things. He is certainly the sort of bard and counteractant most needed for our materialistic, self-assertive, money-worshipping, Anglo-Saxon races, and especially for the present age in America- an age tyrannically regulated with reference to the manufacturer, the merchant, the financier, the politician and the day workman- for whom and among whom he comes as the poet of melody, courtesy, deference- poet of the mellow twilight of the past in Italy, Germany, Spain, and in Northern Europe- poet of all sympathetic gentleness- and universal poet of women and young people. I should have to think long if I were ask'd to name the man who has done more, and in more valuable directions, for America." ...

With Bud Lights sales declining for the last 3 years, Anheuser Busch is responding with new "craft" beers and new malt beverages which have the taste of iced tea and tequila. Anheuser has 46.9% of the U.S. market, down from 48.9% in 2008, according to Beer Marketer's Insights. Shipments declined by 3.2% in 2011. The emergence of many small independent "craft" beers as consumers look for variety and new alternatives, has cut into sales for Anheuser and MillerCoors. MillerCoors, a joint venture between London based SABMiller and Denver based Molson Coors Brewing, is increasing its advertising budget by 50% to boost Miller Light. In the U.S. "craft" breweries increased production by 13% in 2011, reaching 10 million barrels according to the Brewers Association. This is 5% of the total market in the U.S. of 200 million barrels. Anheuser's new product introductions include Bud Light Platinum, with higher alcohol content, and new packaging, which has taken a 1% share in the market. Anheuser has a research brewery which is trying out new beers- one is a wheat India Pale Ale with its strong taste, introduced under its Shock Top Label. In the malt beverage category Anheuser has Bud Light Lime-a- Rita, with 8% alcohol coming to stores in April, that has the flavor of margarita. Anheuser is also heavily promoting its Belgian beer Stella Artois, which increased sales by 24% in 2011, to reach 1 million barrels. Another strategy is buying craft breweries, such as Chicago based Goose Island, which Anheuser acquired for $39 million in 2011....

President Goodluck Jonathan as "Mr. Clean" aroused many of the same hopes now aroused by the election of Buhari as president of Nigeria. Under Goodluck Jonathan Nigeria's foreign reserves declined from $50 billion to $33 billion, and there is $1 billion in the sovereign wealth fund. About $20 billion in pilfering of state funds was reported by the Central Bank of Nigeria, but no action was taken by Jonathan. Indians may pride themselves on a better performance, yet prime minister Singh of India, seen as "Mr. Clean," allowed auctioning of telecom licenses in the second term, that had to be cancelled because of corruption. Throughout emerging markets not just in oil producing countries, poverty remains entrenched, because funds that should go into infrastructure and services are misused, which creates a disincentive for foreign investment, further adding to the problems in these countries. India and Nigeria are the two fastest growing countries in the planet, and the unspoken fear is that the demographic dividend with so many young people will be wasted by corrupt and inefficient management of the economy and resources of the two countries. The time lost in the last years of the Singh administration and the four years of the Jonathan administration will never be regained, the hopes of millions of young people are dashed again and again, and the goodwill of Europe and the U.S. eager to participate with the latest technologies in the development of the two countries, as they have done in China, is wasted....

IT has helped sustain corrupt regimes in Africa, and much of the last 50 years have been wasted, and in many areas it has been a humanitarian disaster. Editorials in the Washington Post in November see Obama's Affordable Care Act as a bandaid approach for a broken healthcare system in the US. Public opinion in the US supports this assessment. Trade unions and labor have called for an end to the government shutdown. Democrats are acting as though the party is for low income Americans and labor yet this is not the party of FDR who fought hard for labor over vested interests, Democrats today are the vested interests whether from Tech which is taking a disproportionate share of the Nation's wealth and resources and pouring it into projects that do not reduce the cost of living or rebuild crumbling obsolete infrastructure, or from Banks which were not sanctioned for their part in the 2009 financial crisis, or from healthcare interests that oppose restructuring the entire healthcare system for fairness in insurance, pharmaceutical pricing and wellness. Republicans are making an effort to displace Democrats in the role of FDR and Lincoln under newcomer DJT who rejects both the incompetent Bush (Republican) and Obama (Democrat) administrations that wasted money and resources in foreign wars while overlooking America's many challenges and strengthening foreign powers including China, while weakening the US. The US government is cutting airport traffic to relieve unpaid traffic controllers. Also at risk are SNAP benefits which are for the loew income Americans. The US president is asking the Senate to drop the filibuster rule which requires 60 votes in the Senate for the biudget to pass it and pass it by majority vote. The Senate Majority Leader Republican Thune wants to keep the filibuster because it acts as a brake for hasty legislation passed by whichever party is in government. ...

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

Gerard Baker in the WSJ points to issues of transgender, illegal migrants in US cities, and race in politics as issues on which the "correct" views were causing anxiety for the American public. Parental anxiety on transgender at school for their children, public anxiety on illegal migrants in American cities, and anxiety about race as a defining factor in political life. The illegal flow of fentanyl and loss of life in the US is a basic issue- how could the US as the largest advanced economy in the world become so feeble that it cannot stop illegal flows of fentanyl and human smuggling. Baker also says that he doubts that the new Department of Government Efficiency will work and eliminate waste, that he thinks imposing tariffs will depress domestic productivity and reduce living standards of the people. And that installing what he calls "oddballs" will work except to create chaos. On the issues of infrastructure, cost of  manufacturing revival in the US which were issues in 2016 and turned into the agenda of the Biden years little is said, and on cost of living nothing tangible about reversing the 20-30 percent of price increases in housing and groceries that have happened in the pandemic years 2019-2023. ...

Governor Newsom of California is joining Republican Governors of Montana and Alabama to allow cities to act to limit encampments of the homeless in American cities, taking the case to the US Supreme Court. The Biden Administration is walking a delicate path by supporting rights of the homeless that lower courts support  yet not wanting to see the spread of homeless encampments affect the overall safety and health of cities where homeless encampments affect quality of life in neighborhoods. Homelessness of 600,000 people in the US, with more than half sleeping outside in open spaces and parks is now before the US Supreme Court. The pandemic, the large increase in housing costs in the western states, and the cost of living have pushed many people over the edge, at an alarming rate for four years. Justices ask city attorneys of Grants Pass, and in effect other cities in the US, where are people supposed to go if no other shelter is offered by the city, that they have a right to sleep, and breathe. "Sleeping is a biological necessity- Justice Elena Kagan. "Are they supposed to kill themselves, not sleeping," Justice Sotomayor.  Justices Kavanaugh and Roberts questioned whether judges should be making decision that should be made by policymakers. US Supreme Court is reviewing a lower court ruling upholding rights of homeless people in the US  under the 8th Amendment that is opposed by the city of Grants Pass, Oregon. A small western town of 40,000 people facing a problem of a significant portion of its population, about 8%, having to sleep in parks and in open public spaces because they have nowhere to go. It has only 138 beds from the Gospel Rescue Mission for homeless situations with strict rules. It faces in today's America rising homelessness- affordability of housing affecting people in many states. In 2022 an three judge panel of the 9th Circuit Court of Appeals which covers western states Oregon, California, and Washington upheld a lower court decision barring the city of Grants Pass from enforcing a citywide ban on sleeping in parks at night if no other shelter was available with fines ranging $75 -$295. As a result of this decision encampments of the homeless are increasing in the western states because restrictions on public camping no longer play a deterring role. Cities say this increases crime and drug use, disease, and hazardous waste.  ...

A number of critical issues need to be resolved for nuclear energy to play a critical role in energy supply. One is how to dispose of the waste product and storage facilities for the waste product, the other is fuel reprocessing tfor reuse and the separation of plutonium which can then be subject to possible theft for use in nuclear bombs. The other is the rising cost of concrete, steel and other products as well as the labor to build new nuclear plants. So a plant may now cost $7 billion rather than $3 billion for a 1500 megawatt nuclear reactor. Government incentives thus become a necessary part of this to reduce risk to companies. NRG Energy Dominion and Duke Energy have filed applications to build plants based on the incentives put in pklace by Congress. The subsidies include a 1.8 cent tax credit for each kilowatt hour produced which could be worth $140 million per reactor per year, a $500 million payout for each of the first 2 plants built, and $250 million each for the next four. if there are delays for reasons outside the company's control, and a total of $18.5 billion in loan guarantees. The loan guarantees are crucial to get banks to loan the money. Tho other issues are the shortage of skilled workers and contractors with nuclear certification, lack of potential sites for new reactors, and only 2 companies Japan Steel Works and France's Creusot Forge, a unit of Areva, have the technology for building key reactor parts such as massive pressure vessels. Another issue is whether other alternatives can supplement nuclear energy such as solar and the incentives that can be provided to solar energy. So nuclear energy which provides 20% of the US energy needs wil go much higher it will be supplemented by other energy moves and nuclear plants will be built but not to the extent that McCanin would like to see of 45 plants by 2030. ...

What is behind Pew Research Report finding showing an unacceptable concentration of wealth that endangers democracy. Higher income groups making $244,000 a year in 2024 gained 19 percentage points of the total US Household Income moving from 29% in 1970 to 48% in 2024. About 50% of the nation's income going to 20% of its people and most of that to 2%-5% of the people of the US. The gains meant loss of 17 of these percentage points for middle income households making $106,000 a year that went from 62% in 1970 to 43% in 2024. Another 2 percentage points was suffered by vulnerable Lower Income groups making $35,000 a year who owned 10% of US wealth in 1970 went down to 8%.  The problems of divisiveness in the Nation come from three distinct areas. First money for state financed education for all being put into wars in the Middle East from Reagan through Obama and Trump and some wasted through capital misallocation to low priority investment by faulty capital market allocation. Second the high cost of pharmaceuticals and healthcare putting a heavy burden on low income and middle income households making $35,000 or 106,000 a year. Third the neglect of manufacturing that cutoff the opportunities for middle and lower income households and their one chance to move up the ladder. And the parallel shift of resources to technology and financial sectors that created opportunities for a smaller group of immigrant and higher middle income households with these skills.  These are the sources of America's distress and each problem is being attacked at its source by president Biden- exit from Afghanistan, canceling student loans that are egregious and prevent the investment in education America needs, large sustained investment in manufacturing and new supply chains, antitrust action on tech monopolistic behaviour, redrawing the shape of America's pharmaceutical sector to provide access to medicine to all parts of the population.    ...

The new Mayoral candidate for New York City asks one resident would you support a candidate who orders a rent freeze (when landlords charge exorbitant rents and some do not fix housing), free child care and free transportation, and the answer he gets is -absolutely yes. Zohran Mamdani is a immigrant from Kampala, Uganda, from a Asian community in a African country like many taxi drivers and many residents of poorer neighborhoods, and many small shop owners in New York City. He also has lived in the city and is intimately familiar with the problems of the city's poorer neighborhoods. In any other election with a candidate other than Zohran, and in a city not so pushed to the brink with an affordability crisis and poor infrastructure, a former governor such as Andrew Cuomo with years of experience as former New York Governor, and a comprehensive set of solutions to affordability would have won. In the situation today where the affluent class in New York City can easily afford a 2% wealth tax on everyone making more than $1 million- simply $20,000, and a NEw Jersey level tax of 11.5% that would generate $5 billion. Additonal $1 billion from cutting waste and fraud in spending in city budgets and in tax collection. This money can be put into childcare, free buses, and city run grocery stores. But would rent freeze on "stabilized housing" bring in investment to build 200,000 houses by 2035? ...

Each year the amount of forestedd land that is cleared- mainly for cattle needing pasture land- releases the equivalent of greenhouse gas emissions of 600 million cars. Since 1961 methane gas emissions from cattle has increased significantly. This is one of the findings in a report published by 100 climate change experts for a UN body. Loss of peatlands in places like Indonesia is also a problem.  A half a billion people already live in desert. And land is being lost a hundred times faster than it is forming due to changes in weather patterns.  People migrate when weather fails as has happened for central American farmers migrating to the U.S. creating social and political problems in North America. A major issue in climate change is agriculture.  Increasing the productivity of land, reducing food wasted, persuading more people to eat healthy vegetables and less meat, reducing land lost to desertification, erosion and seas, are all actions that can be taken now say these 100 experts from 52 countries meeting in Geneva. The IPCC or Intergovernmental Panel for Climate Change does these reports to give people some idea of what actions to take to reduce the impact of warming that threatens livelihoods of millions especially in Africa and India, as well as other parts of Asia and Latin America. Developed countries are likely to feel the impact from migration which is dividing their societies politically and socially. As one expert from Aberdeen puts it people don't just stay where they are when drought conditions hit their areas, they migrate. ...

The importance of microsavings in addition to microloans in poor parts of developing countries. In West Africa some businesses charge 40% to take deposits. In poor villages often money that sits around is spent on unnecessary things or gets wasted, especially when the savings can improve the lives of people there. Kristof talks about one family in rural Nicaragua that would spend alarge part of its savings $1.75 on three litre bottle of Coke. With Catholic Relief Services offering a padlocked woodbox in which villagers could put in one dollar or 50 cents, a culture of saving is developing. This WSJ editorial points out that the biggest thing in Mr Renzi's favor is the desire for change in Italy, and the public frustration that favors "haste and boldness." Renzi's changes to the tax code are needed as many middle class Italians take less than half of their pay after taxes. Business will get relief from high payroll taxes to boost employment and create new jobs. The current payroll taxes of between 28% to 30% for employers and another 9% for employees are too high.The lower taxes should also reduce the part of the economy that is underground and increase tax revenues. One opinion survey show 48% of Italians favor leaving Italy because of the economic stagnation, another reason to move with speed on the changes.

Canada is the largest supplier of oil to the U.S., supplying more than 2 million barrels of oil imports a day. Here the heads of the U.S. and Canadian Chambers of Commerce argue that a new pipeline from Alberta, Canada to Texas would supply an additional 1.1 million barrels of oil a day. The pipeline project- called the Keystone XL pipeline- has been under review by the U.S. government since 2008. An Energy Dept study in February 2011 found that the project should go ahead, but it is being held up for further environmental studies by the Obama administration. The delays may be the result of opposition to Canadian oil sands development. At the same time significant progress has been made in reducing the environmental impact of oil sands development. About 80% of the water used in the process is now being recycled. Tailing ponds containing waste product from the oil shale process are also being reclaimed for green land and replanted with trees and shrubs. TransCanada says the Keystone XL pipeline could create 20,000 new American jobs for construction, and 250,000 jobs in the long run.
