The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

Mitt Romney states the case for supporting free trade both in principles and practice. Acceptance of the staus quo allows China to game the world trading system, says Romney. In the end accepting the status quo may do more damage to the world's trading system than any efforts to correct the misalignment in currencies and failure to rebalance the world economy. He questions the passive approach of some members of Congress and the Obama administration on the grounds that starting a trade war makes them nervous. China with $273 billion more in exports than imports to the U.S. has reason to see this issue objectively, even with all the noise it is making about trade retaliation, suggests Romney. Other experts have pointed to the problems the misalignment creates for China's economy. A New York Times editorial on October 15, 2011, cites figures from the Peterson Institute of Economics showing this costs China $240 billion a year through trade surpluses in dollars that are declining in value. For years China's fears are that this would lead to higher unemployment. This New York Times editorial points out that jobs have increased by about 1% a year since 2004, even with 10%+growth, because many of the manufacturing jobs use advanced manufacturing technologies. A firm response today also makes it possible to avoid the kind of sudden response that could take place later on if public opinion overwhelmingly shifts away from trade with China under status quo conditions. ...

Indonesia is a country with a long history of Hindu and Buddhist culture before conversion to Islam through traders from Malaysia and Sufi saints in the sixteenth and seventeenth century. Hanuman and other deities from India are also part of the existing culture and traditions. Communist influence has been alien to this culture and tradition as in India. It was part of the Dutch empire in the east and a source of European trade in spices from the seventeenth century. It is also a extensive island chain of Java, Sumatra and other islands with a population of 280 million very closely linked to India culturally and with links to America since independence. Indonesia was given a great deal of importance during the Cold War with Robert Kennedy and other leaders visiting Indonesia during the period after Sukarno in the sixties. By 2000 the US engagement with China had evolved to the point that neglected India, Indonesia and the entire south east Asian region in a preference for links with China.  The British division of India led to the US links with India and Indonesia being shaped by that division and the Cold War with Russia. The confusion of the struggle against colonial rule of the British and Dutch led to leaders such as Nehru and Sukarno who compounded the difficulties of the Cold War and perpetuated with it the old British idea of a divided South Asia on a religious basis that had supported British rule and set the conditions that made it possible for a small group of English civil servants to run the country. This led to the Indian and Indonesian relationship with the US being stifled as the US struggled to rid itself of the British obsession with a divided India. Culturally India and Indonesia are part of an extended region in Asia with development aspirations and a youthful population that aspires to better infrastructure, better education, healthcare and ease of living, and the better opportunities in life. This is what migration did for Europeans who left for America for a new life on the east coast and on the prairies of America. It has little to do with the obsessions of the British and the Dutch that divided the region between the Indus and the Ganges and divided the Indonesian islands. That phase is now coming to an end as China reverts to its Communist period leadership under a new generation led by Mr. Jinping, a son of one of the veterans of the Communist Revolution of 1949. The US has to evolve its relations with India, Indonesia, Vietnam and other countries into new ties of trade, culture and technological exchange. This is needed as it winds down its close trade relations with China in its supply chain to rebuild a new supply chain after the trade wars and the pandemic revealed the deep flaws of that supply chain. What is needed is not the efforts of one changing adminstration after another, but an effort started by president Biden that will last through different administrations as the US engages with Asia in the way that it engaged with Europe after FDR and Truman for most of the twentieth century. And one that rids itself of the obsessions of divided regions from the colonial period of the Dutch and the British. The1.6 billion people in India and Indonesia share a  common aspiration of being a major part of the Free World with America. ...

Under recent trade agreements trade with UAE will increase to $100 billion in 5 years. 8 million Indians live in the Gulf region with remittances of over $50 billion a year. During Biden's visit to the region there will be a meeting of a new grouping called 2I2U referring to Israel, India, US and UAE.

Tankersley of The Washington Post looks at a 30 page analysis of Trump's economic policies by his two senior advisors Peter Navarro, UC Irvine economist, and Wilbur Ross. In it the authors say Trump will be able to increase economic growth from 2% to 3.5% by providing a better and even playing field for American companies in the way they compete with other countries. It means the renegotiation of treaties with these countries will lead to better trade for the U.S. This would include they say the U.S. saying it would leave the WTO unless changes are made. The authors say that with Trump in the White House unfair trading practices would end, instead of it leading to trade wars as some other economists believe.

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...

The US president tells the King it was special that all members of Congress stood up for a standing ovation many times- something that in recent years rarely happens. The King "has shown his class" in the last 24 hours says BBC, it is now up to Starmer and the British government, DJT and the Americans to make it count. Notable DJT sharing that the King agreed with him that Iran should not have a nuclear weapon. The King also talked about the NATO alliance and its role in keeping the peace for 80 years in the world. In the King's words-  "the international rules that have allowed us to trade and have kept power in balance for 80 years." Adding that the US should not go it alone- "The challenges we face are too great for any one nation to bear alone." However the King is only doing what his is role as monarch to present British interests, and it is important to recall that Britain's interests were once colonial interests around the world, that opposition to these colonial interests led to the Declaration of Independence by Jefferson and Washington in 1776. And caution in Washington's advice to America in Annual messages when it comes to these Empires. Right after 1945 when NATO was created- as it was throughout its Empire in Asia  in 1750-1950- Britain opposed Russia and was the most vocal opponent of Soviet Russia in 1950's and saw NATO in this mission. Times have changed with the emergence of Russia after 1990, China in 1950 and again in 1990's, and America as a world power is best following Washington's advice not to get involved in or inherit the British anti-Russian attitude as it has interests in the Western hemisphere and around the world that require cooperation with other world powers such as Russia, China, India, and Germany to create a peaceful world  and not the kind we have today that puts Russia and China on the wrong side just for opposition, as no powers have any interest in drug and people trafficking in the western hemisphere form places like Mexico and Venezuela, or creating small wars in other parts of the world. A situation NATO as seen by Britain in 1950 as Anti-Russian creates for the US- Lord Hastings Ismay first Secretary General of NATO set British goal for NATO (not the US interests or consistent with George Washington's advice to distance from) in 1949 as "Keep the Russian Out, the US Involved, and the Germans Down." ...

For the first time the U.S. focuses on the huge trade deficit with China in a serious way. The trade negotiating team led by Robert Lighthizer has set forth its negotiating terms.  1. China must reduce its trade deficit with the U.S. by $100 billion in the first 12 months. In the next 12 months it must reduce its deficit by another $100 billion. In 2 years the trade deficit the U.S. has with China must come down by $200 billion. The issue is no longer just the tariffs on steel, it is about the core issue of balance in  trade. 2. The U.S. says subsidies to state industries in the "Made in China 2025" program must stop. Here the focus is on gaining an unfair technological advantage with a combination of U.S. technology imports and subsidies to state advanced manufacturing industries to erode over time the U.S. technological lead.  3.  China is expected to cut its tariffs by about two thirds on imported products so that the tariffs match that of the U.S. This is the first serious negotiation the U.S. has conducted with China on the core issue of the trade surplus which is growing with a stronger dollar not declining. The surplus approaches $1 billion each day for about $365 billion a year, unsustainable from any perspective. The vital issue of the erosion of the U.S. technological advantage under the Made in China 2025 has turned this issue into one in which the U.S. is unlikely to back down. Especially now that Mr. Lighthizer is leading the  negotiations and has the confidence of the president of the U.S. Lighthizer is a veteran of negotiations from an earlier period -under the Reagan administration in a similar situation with another national competitor- then it was the Japanese. A relentless negotiator as the U.S. seeks to reverse a trade imbalance of stupendous proportions neglected by previous administrations.           ...

US Russia relations improve in 2025. The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

Japan, this report shows was in a weak position and was willing to concede- its auto industry could absorb a 15% tariff but the rest of it's economy must be protected. Any economic weakness would be exposed and conditions mght deteriorate in the Japanese economy by letting things go past August 1 and steep tariffs. Luttnick's idea of investment fund was supported by Japan for investing $400-$550 billion in the US with 50% of profits going to the US. Earlier NYT report by Ana Swanson shows the American side of the deal where Howard Luttnick, with experience as a bond trader and on Wall Street, came up with the unconventional idea of an investment fund knowing that the LDP facing elections and  fearing loss of  its majority was unwilling to give DJT what he wanted on some trade issues. Japanese negotiators decided that giving some way on auto tariffs accepting a 15% flat tariff on auto imports was one way to accomodate the Americans and protect other Japanese industries exports from steep tariffs. One would not know this from reading the WSJ, but DJT with Luttnick, Bessent and Greer as negotiators with Akazawa and Ishiba of Japan have won a historic and significant win for America in creating a level playing field in trade. It also sets a precedent for all other trade deals.  ...

Edward Chancellor reviews the book by Greg Steinmetz on Jacob Fugger of Augsburg, Germany. Fugger (1459-1525) grandfather and brothers established textile factories in Venice and Northern Italy, and made money in the textile trade. Fugger added to this by loaning money to mine owners and buying shares in mines near Salzburg, and establising new mines in Hungary and other parts of central Europe for copper and silver. Augsburg was a free Imperial City and a center of trade with Italy. Hugger financed the election of Charles V of Spain as Holy Roman Emperor, and benefitted from the Hapsburg dynasty's dominant role in Europe made possible through strategic marraiges. This was a period of transition from feudalism to a period of free cities and merchants, of early stage of capitalism. Augsburg briefly holds a new role as the trade and centre of activity shifts from Italy and the Mediterranean to the Netherlands, Britain and the Atlantic. It is also a period of tumult in Europe as the Protestant Reformation and Luther are active in this period, the peasants are also staging revolts for their rights, and merchants are increasing their role through trade and finance....

Robert Lighthizer, was deputy trade representative for the Reagan administration. He says, trade is one area in which the establishment has simply got it wrong. In this area there is little difference between George Bush, Bill Clinton, Obama and Republican politicians. It is one area, he says, where the feeling that elites are thwarting the will of the voters resonates most. He says the talk about America's decline, and the idea that the 21st century belongs to China, leaves voters unconvinced that our trade policy is working for America. For voters who are unconvinced, it makes sense to have a nationalist trade policy that takes on foreign abuses and fights for American interests. He cites 2 statistics that worry these voters. One is the huge trade imbalances that require the USA to sell hundreds of billions of dollars in assets each year. The value of foreign investments in the USA exceeds the value of American investments abroad by $2.74 trillion, and China by itself has $2.5 trillion in foreign currency reserves, mostly in dollars. The other fact is that while the trade deficit for the last decade was about $4.3 trillion for the last decade, America also lost 5.6 millon jobs. And its becoming increasingly clear that as with managed currencies such as the Chinese yuan, and other trade practices, the rest of the world is stacking the free-trade deck against us. ...

On again off again talks with China. Yet the facts about the losses in the US from fentanyl remain a major impediment to trade and other relations and reflect a separate tariff. The magnitude of the losses in the US to its young people remain a major impediment. DJT seeks to calm financial markets with sudden announcements of results such as this for soyabeans, as financial markets fail to reflect this aspect of relations of losses to the young people in the US from fentanyl sourced from China that exceed the lives lost in the Vietnam war, Korean war and the First World War combined. Germany avoided a recession with growth rate of 1.9% in 2022. Imports were higher with higher energy prices and the trade surplus fell from 175 billion euros to 79 billion euros. Trade surplus declined for 5th year in a row. Rising inflation dropped in November and December. In this essay in Der Spiegel, Charles Hawley says that the Trump movement has become a movement of patriotic downtrodden whites, with a whole range of interests-of extreme right talk show hosts, Tea Party politicians, white power supremacists, those left out by globalization in the working class especially in the midwestern states. The danger he says is that this movement of which Trump has become a part, rejects the narrative on which America is based of the Constitution and the Founding Fathers establishing a country based on principles of "the inalienable rights of man," that have evolved through the years to include black people, women, and minorities.  To put this in perspective, president Obama writing for The Economist magazine in October 2016, puts this movement in a different context- that of the Alien and Sedition Acts of 1798, Know Nothing Movement of the 1800's, the anti-Asian sentiment in the late nineteenth and early twentieth century, periods when anti-immigrant or anti-foreign sentiment gained prominence. Obama's view is that it is not fundamentally economic. In this he is right in that some of the forces on the far right do not stem from globalization. Yet he would be missing a great deal if he did not address the economic problems for the middle and working class that have given such views the support of a broad segment of the population, especially in some midwestern and older industrial states compared to say the economy of California or New York. Obama is aware of the problems in his essay as he points to the problems of workers trying to get a decent wage, of job losses through globalization, and the aggravation of these problems by the financial crisis of 2008 when some of the potential physicists and engineers as he calls them went into the financial sector to create faulty mortgages. Yet he goes back to the free trade and global networks of supply chains as having reduced global poverty, without showing a keen awareness of how it has through a combination of events and decades of policy indifference to manufacturing communities in the U.S.- as documented by experts and shown in Lyrarc, with David Autor and Gordon Hansen in the WSJ, 2016- 08-16. A Gallup Study, WSJ, 2016-05-16, supports Obama's assertion by showing that many of Trump supporters are actually self-employed and not in economic distress. Yet the movement would not have taken its proportions without the merging of different groups particularly largely disadvantaged working class voters, and fortunately Hillary Clinton, Bernie Sanders, have a better sense of this than the president. It is by their efforts that income and wealth disparities can be tackled in a way that restores the social fusion of all parts of society- in Hillary Clinton's emphatic words in the final debate by "growing the middle," growing the middle class. Nathaniel Taplin of the WSJ says the tariffs put on $50 billion high tech products by the U.S. and retaliatory tariffs on $50 billion products are not about a trade war but a way both countries will negotiate setting out their two positions.  A look at the role of foreign firms in China shows China has access to new technology using these firms as a conduit and these firms are also generating more jobs, being highly productive. These firms Taplin says will set back their investments if no agreement is reached or if it is harder to bring Chinese made products into the U.S. At this time China badly needs this investment and technology access because of their dynamism compared to inefficient state run firms as it struggles under a massive debt load with very high debt to GDP ratio.  A major issue is job growth as companies getting foreign investment are much more effective in jobs generation, delivering 10% of all urban job growth from 2007 to 2016, using just 5.5% of total investment. Return on assets at 9% compares to 4% at state run firms. If this dynamism is reduced or affected in some way China could have to provide more unproductive debt buildup stimulus.  For these reasons China has good reason to make concessions, says Taplin. Trump administration will ask for greater semiconductor purchases, much looser joint venture or foreign ownership requirements, higher Chinese payment for U.S. intellectual property. For all these reasons this is not about a trade war but about serious negotiations taking place so that there is a level playing field in the next phase of competition in high tech between the U.S., China and the E.U. changing the dynamics of the trade relationship in ways that reverse the trends of the past. ...

Jared Bernstein of the Economic Policy Institute points to trade barriers reducing competition and free trade that should raise an outcry when free trade and competition advocates focus alone on the Trump steel tariffs. He points to estimates that show $90 billion in additional costs to Americans from the barriers that prevent Americans from paying world market prices for surgeries and medical treatment, prices similar to what is paid in advanced countries like Germany, Britain and France. A bigger barrier in pharmaceuticals prices being sheltered from market competition worldwide costs a huge $370 billion in additional costs to Americans. These two costs in healthcare would help Americans by a magnitude compared to tax cuts that do not work for average Americans with the business tax cut going more into share buybacks than into increasing wages or capital investment in 2018.  Bernstein points to Neil Irwin's column in the NYT that flags statements such as Senator Mike Lee, Republican, that the steel tariffs are a huge job killing tax hike, as being misleading. Bernstein says two actions were never taken that would have used benefits of free trade to help affected communities that lost jobs in industries such as steel and textiles, other industries affected by foreign competition.  He lists these steps as sectoral employment training, apprenticeships ,and job creation efforts in the worst affected areas. Basically no one really knows what is good trade policy, the textbook concepts and theories are out of date when countries can subsidize particular industries such as steel and dump products into the American market. At a press conference on CSPAN with the Swedish prime minister Mr. Trump stated that China was exporting more than what is officially shown as there are transshipments from other countries, some of them with no steel mills.  As Mr. Trump stated at that press conference he was elected partly because of the worst affected communities- in places such as Michigan and other states in the midwestern U.S.- that suffered from unfair trade. Bernstein admonishes the economists and politicians, media, for the headlines that are misleading in showing that bad trade policy is being pursued and trade wars are being started. This deserves attention because the Trump administration and advisors such as Lighthizer who served in the Reagan administration seek fair trade, and the Commerce Secretary Wilbur Ross successfully pushed for NAFTA trade deal renegotiation not the outright rejection of NAFTA that was mentioned in the election campaign. Ironically no one is helped by this trade rhetoric and misleading headlines. In fact the strengthening of the U.S. currency as the huge trade surplus of China goes into U.S. assets, and with the election of Mr. Trump, gives foreign competitors a continued advantage. And in fact Japan, South Korea, China, had a mild response to the tariffs as reported, because these countries are aware of global overcapacity created especially by China which produces 50% of the world's steel, and as China shifts to higher technologically value added products closing many older steel mills. ...

The World Trade Organization is about to choose a new director-general to succeed Mr. Azevedo, a career diplomat from Brazil. The two candidates are a former finance minister from Nigeria,  Ms. Okonjo-Iweala supported by the European Union and the trade minister of South Korea, Ms. Yoo Myung-hee, supported by the U.S. Japan supports the Nigerian candidate because of its trade disputes with South Korea. The role of head of WTO is important today because of trade issues between countries particularly the trade issues between China and the U.S., U.S. and other countries. And the sense that the WTO arrangement is not working for many countries in recent years without a level playing field in many industries from improper subsidies. Before the U.S. withdrawal from the World Health Organization not much attention was given by the U.S. to how it had changed after new elections. As a result non profit foundations like the Gates Foundation from the U.S. played a leading part in representation of American interests and China played a leading role leading to the crisis facing WHO today. During the coronavirus pandemic the WHO lacking adequate influence of U.S. or European Union countries was not able to act in a way that met the needs and concerns of these countries with advanced health systems. In the past pandemics were better addressed worldwide when the U.S. and EU played a major role from the beginning because of long experience and technological resources,  a role that was missing in the current pandemic. Ebola and other virus were tackled in Africa only when the U.S. or European countries played a leading and critical role. This role was sorely missed in the current crisis. This is why changes at the World Trade Organization matter. Mead on Greenland and DJT at Davos- he says in WSJ that Europe and US have a lot in common. From the way the media handled it it played right into Mette Frederiksen of Denmark's effort to portray the US in a colonial light when the colonial power on record is Denmark which followed the British, the Dutch and the Spanish in setting up colonial empires, but just failed to compete and sold off its colonies one by one to the US or traded it for territory. Denmark has along dispute with Germany on Schlewig-Holstein.
