Moody's senior analyst based in Beijing, Yvonne Zhang, says China's National Audit Office's estimate of the banks loans as part of China's total local government debt of 10.7 trillion yuan ($1.65 trillion) is understated. The Audit Office estimated bank loans to be 8.5 trillion yuan. Moody's says this is understated by 3.5 trillion yuan or about $540 billion. Moody's sees the delinquency ratio of these loans between 50 and 75%. With these figures it sees 8-12% of bank loans in China's banking system as non-performing loans.

The SEC filed civil charges against Goldman Sachs in the Abacus case. Goldman the SEC charged, sold mortgage securities knowing that a hedge fund firm that crafted what went into the securities hoped to profit from a collapse of the housing market. Now Goldman has settled this case for 550 million dollars. A separate criminal probe on whether the company committed securities fraud continues. Analysts had expected the settlement to be closer to $1 billion, as well as the resignation of some senior executives at Goldman including Blankfein.

Bank of Korea's senior deputy governor, Lee Ju-yeol, says he feels "heavy resposibility" for the policies pursued by S. Korea's central bank in the years following the financial crisis of 2008, when inflation fighting efforts of the bank were set aside to focus on growth. Inflation has increased in S. Toyota is reducing senior management positions to 60 from 77. The board of directors will also be smaller, with 11 members instead of the current 27 members. It was felt that the large board did not enable discussion of important issues and slowed down decisionmaking. This is part of the new Business Plan and the new global vision for Toyota. The thrust is on sales in emerging markets which Toyota will target for increasing sales to 50% of the total sales by 2015, up from 40% currently. Sales in developed markets are set to decline to 50% of the total sales by 2015, down from 60% currently. The other push is in the hybrid sales area. Toyota will roll out 10 more hybrid vehicles by 2015, in addition to all electric cars, plug-in hybrids. Toyota will continue to have an all-Japanese board, and will use a committee of outside advisors to stay abreast of opinion in other countries. Akio Toyoda announced these plans recently and did this by himself, as he puts his own ideas to work for setting Toyota's direction....

Tax cuts initiated by the Bush administration and to a smaller degree by the Obama administration account for $6.3 trillon of the $10 trillion deficit in 2011. This is about half the $12.7 trillion gap between the $2.3 trillion surplus predicted by the CBO a decade ago for the year 2011 and the current deficit of $10.4 trillon. Two wars and higher defense spending add another $2 trillion. The Stimulus added $700 billon. The Prescription Drug Benefit for seniors $272 billion. This is based on new analysis of CBO data by the Pew Fiscal Analysis Initiative. The record shows unrestrained spending by both parties has led to the current mess. Pete Domenici who chaired the Senate Budget Committee at the time of the first tax cuts in 2001 says "in the end the floodgates were opened." This also shows how quickly the situation can change if sound fiscal practices are abandoned. Two wars were financed entirely with borrowed money for the first time in U.S. history.

New rules from the Biden administration make it easier for people ages 60-63 years to make up for putting less into workplace savings in earlier years with the impact of the 2009 financial crisis, loss of jobs or working parttime for a period, and smaller savings during the pandemic. People in these ages can now put in a 14% higher amount. And a maximum of $34,750 into their workplace retirement plans. Mr. Trudeau had won support by supporting clean governance and giving women a say in governing. Ms. Raybould was transferred to a lower position after her unwillingness to follow government officials on the CNC Lavalin issue. This account describes the events that preceded the raid on the compound in Abbottabad that housed Osam bin Laden. The first information came years earlier during interrogation of Al Quaeda suspects in Iraq, who referred to a courier carrying messages from senior leaders. One suspect Hasan Gul referred to an important courier in 1994, and tried to disclose as little as possible. Over several years the information was pieced together leading to the courier's location at the Abbotabad compound. There was another individual living there who rarely ventured out and a seven foot wall protected the terrace in that part of the compound, making it impossible for outsiders to see who he was. Garbage was burned at the compound, and the nature of the compound with high walls and security led the CIA to believe there was a high probability that senior Al Quaeda leaders were inside. In December the CIA asked Congressional lawmakers at a secret meeting for additional funds to finance the operation. Adm. McRaven was placed in charge of the operation. A mock compound was built in Afghanistan and the attack on the compound was practiced by Special Forces. In April, Leon Panetta, who had tracked the information about the compound as head of the CIA, held daily meetings. He told his team "we've got to find out what the hell is in that compound." On April 19, Panetta informed Mr Obama that the CIA believed Osama Bin Laden was there. The same day Obama gave the go ahead for a helicopter assault....

Scott Bessent, DJT's senior most economic executive says-“There’s nothing that tells me that Powell should step down right now. He’s been a good public servant." The media is making much out of DJT criticism of US central bank Fed chairman Powell. Yet Powell is one of the original appointments by DJT in 2018 and has done his job carefully and methodically, explaining to the public each step of the way. He correctly pointed out the role of supply chain in inflation during covid and was careful to calibrate his moves so that the Fed is ready to respond but does not overreact. His explanations were direct and his manner humble enough to get him respect. In fact DJT may have made one of his best appointments in Jay Powell who was nominated in the Senate by a vote 84-13 in 2018. Compared to his predecessors his style and work carefully monitoring inflation and unemployment to strike the right balance is far better than any of his predecessors going back to the 1980's, and complements the work done on trade for a level playing field by DJT.     ...

US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. The Indian prime minister's choice for heading Indian Railways and the IT Ministry is similar to his choice of Mr. Jaishankar for the Ministry of External Affairs. He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Delivering on the vision of the prime minister for modernizing the country is now the task of this ministry and Mr. Vaishnaw. ...

Where changes are being made that make America stronger business leaders wholeheartedly support and value the president's work and the people on his team working on it. Brad Smith of Microsoft says of Biden on cybersecurity "he has done more in his presidency than any president ever." CEO's of auto companies (Stellantis, GM, Ford) and Intel CEO Geisinger value the investment the government is making for climate change transition and investments in rebuilding semiconductor manufacturing to level the playing field with China, something the US Chamber of Commerce never advocated. It is the policy officer of the US Chamber of Commerce who uses the word "complicated" because the positions taken by the US Chamber of Commerce are at odds with what the American people need, or are demanding of the president. If one is talking about large oil companies, so called Tech companies such as Google and Apple that are not paying their fair share of taxes, and Pharma companies that are charging exorbitant prices, the president is only doing what is best for the American people. One could see this in the recent Senate hearings with Big Pharma companies ,when out of sheer frustration the senior Republican senator Mike Braun of Indiana warned the Pharma companies, that they were following a path that he other Republicans could no longer support. Banks faced tighter regulation because of banking crises including the 2009 crisis caused by the banks that hurt workers and middle class. Business relations with the Biden administration are being shaped then by a new vision for America and the American people, to point to a brighter future, not to pull back to the past. ...

Paul Ryan, speaker of the U.S. House of Representatives, wins the Republican primary in his house seat of Janesville, Wisconsin, defeating his challenger Nehlen, by 84% to 16%. The Republican nominee Donald Trump earlier had refused to endorse Ryan, and only reluctantly endorsed Ryan following the vice presidential nominee Mike Spence's endorsement of Ryan. Senator Susan Collins, senior Republican senator from Maine, joined other leading Republicans saying she would not support Trump. Paul Ryan has split with Trump on trade, immigration, Mexico, and other issues. He has insisted on decency and fairness in politics, and has won his seat in a working class town that had a closed GM plant in 2008 after Ryan voted to support rescue of the auto industry and worked hard to keep it open. Even though some of his policies have not directly helped working class families, he has won increasing support from his district as the economy recovered with unemployment down to 4.4% in Janesville, according to BLS for May 2016. Much of that support since 1998 has been based on Ryan's decency, faith and family. He made it a condition that he would go back on weekends to Wisconsin to stay in touch with people, when he accepted the position of Speaker of the House, and he listens to local concerns. Ryan said about the national discourse- "It's simple to prey on people's fears. That stuff sells, but it doesn't stick. It doesn't last. Most of all, it doesn't work." His job in today's deteriorated national discourse is as vital as ever, both for Wisconsin as representing the best in the national spirit, and for the country.   ...
