On May 13, 1954 Republican president Eisenhower signed the Seaway Act and authorized construction of the St Lawrence Seaway with Canada at cost of $C135 million with 22,000 workers.The US Army Corps of engineers began construction of the US section in 1957 and completed it by 1959 for oceangoing ships to navigate the St. Lawrence River from Duluth in Minnesota and Milwaukee to Quebec and on to Montreal and the Atlantic. The scrappy fight put up by Democrats on their own in different parts of the country is the main takeaway from this election for control of running 36 of America's 51 states and control of Congress. Fighting an election with major legislation on controlling healthcare costs and for renewable energy, infrastructure investments, Mr. Biden and fellow Democrats was forced into a back to the wall fight because of price increases from Russia's war in Ukraine. Voters took notice not falling for the message on inflation alone that is being tackled by the Fed's Jerome Powell, giving room for seeing the larger picture.

This inflation is different from anything that happened before as it is driven by both demand and supply side situation. Seeing it as only demand side and acting on that would only damage the economy, says Greg Ip in the WSJ. On supply chain shortages there is little the government or the central bank can do to fix this in the short term. This is also why the Families and Workers Plan and Infrastructure plan of president Biden with about $2 trillion dollars in spending is not expected to cause much impact on inflation. The Fed is carefully looking at the situation because of the unique nature of the problem in 2021 to avoid any missteps that hurt the US economy and US growth for the coming decade, on which so much of the hope of America and the world rests.

The epitome of massive distortions in the way capital is allocated in capital markets of the last two decades even as healthcare, childcare, manufacturing technologies and infrastructure was starved of captal funding is Masayoshi Sen and Softbank which posted a $23 billion loss in the April-June 2022 quarter. This is one and half times the loss in the first quarter. Heard on the Street in WSJ dismisses Mr. Sen's contrition on these losses as this will continue into the future it says, and is simply the style of these types of extreme speculation funds. It obscures a larger problem in society and in America and Europe of capital markets giving the pass on such wasteful use of capital on huge scale amounting to trillions of dollars and not funding desperately needed healthcare, education, infrastructure, childcare and other needs of the 900 million people in these countries. Even the claims of profits hangs hollow on the necks of these investments, with dubious selection of many projects. Capital returns are insignificant or zero as the WSj says many of Softbanks funds have net zero gains since 2017. Yet extravagant demands for capital are met with extravagant supply where the needs or reasoining are the least credible in today's distorted capital market allocations causing egregious harm to the 900 million people of the US and Europe.   ...

In making his announcement to run for president in 2024 president Biden told a trade union audience that for Mr. Trump reviving American manufacturing was merely a punchline- not much happened. Krugman in this NYT report shows that Mr. Trump never acted seriously to directly make that happen. President Biden has passed legislation that creates trillions of dollars of investments in infrastructure, renewable energy, chips manufacturing, electric vehicles, and advanced manufacturing technologies. Krugman says in addition to what the government is spending private companies are also planning to invest trillions of dollars. As a result the US is in the process of building its manufacturing base for the first time after decades of neglect under the Reagan, Bush, Clinton, Obama and Trump administrations.  Economists have created a major handicap for investments in manufacturing with theories that are no longer relevant, and by their lack of understanding of the realities of workers and families in the US as manufacturing shriveled. They never figured into their analysis the loss of tax revenue base supported by factories in the US that led to disinvestment in towns and communities across the US. As public services and investment in these communities dwindled without the local revenues to support them. Mr. Krugman lacks the keen grasp of these issues that Biden as the longest serving Senator in the US has. Biden had so much time on the ground observing the situation in Scranton and other parts of Pennsylvania and Delaware, and much of the midwestern US seeing what happens first hand as factories close. Krugman is not able to make the case that manufacturing so truly needs. Yet even Krugman has some sense of the big changes underway in the US that Biden has created that will lead to the renewal of America. ...

Biden tackled infrastructure by getting the Congress to pass the Inflation Reduction Act and the CHIPS and Science Act to put trillions of dollars into rebuilding aging and dilapidated American roads, bridges, airports, ports, rural internet. This is where Harris has stepped in with Jerome Powell of the Fed. Powell cutting interest rates to make housing more accessible and Harris putting in $25,000 for first time homeowners for a down payment, build 3 million new homes, $6000 for childcare for parents, and $50,000 for small businesses to start. Specific programs at specific targets in FDR type "bold, persistent experimentation" activity. The $3.5 trillion bill of president Biden to help America get back on its feet after the pandemic and after years of neglect of infrastructure, manufacturing technologies, child care, health and education, is that much only if offsetting tax increases and spending cuts are not included. When this is taken into account the US is spending about $871 billion to rebuild its economy and for a better life for Americans. That is the estimate provided in the report September 13 by the Congressional Joint Committee on Taxation.

Experts say that if president Trump's bill- Tax Cuts and Jobs Act of 2017 was calculated without offsetting cuts and tax increases the same bill would be $5.5 trillion package.

Russia has 600 billion dollars in reserves and with oil prices above $100, with the Ukraine conflict lifting oil prices for Russian oil exports, there is little that the US and Europe have done to prepare for this situation. The Merkel years were essentially wasted in building a trade based relationship on cheap Russian gas supplies, and the wasted resources under Bush and Obama in two wars in Iraq and Afghanistan only distracted the US from the major issues relating to China and Europe that it now faces. 

The need is for a new overall structure to be built- for social structure supporting all aspects of infrastructure, and stronger supply chains with local manufacturing. And international structures that include India and other nations of Asia and Latin America, Africa, that would be a framework for the future- a broader framework for peaceful relations.

The US Federal's half percentage point interest rate cut bodes well for stocks and bonds in the US, says this report in WSJ, as it reduces the burden of interest rates on small business that has a part of its debt in floating rates. The default risk component of rates also shrinks for large and small companies. A lot depends on how much the US is investing in manufacturing, in chips and science, in education, in infrastructure that reduces the costs to business and in its industries, which is the ultimate driver of growth. In this sense the Biden administration and Jerome Powell's Fed have accomplished a remarkable deal in the difficult period of the pandemic's four years 2020-2024. Much remains to be done yet this is a big deal, and the next president can leverage these strengths to set the US on the right path, the Way Forward for America.

The exceptional role played by US president Biden in ensuring the recovery of the US economy, reaching both low unemployment and bringing down inflation was made possible by the president's conviction that the bargaining power of labor and its share in the productive wealth of the economy needed to be restored. The chair of the president's Council of Economic Advisers Jared Bernstein points this out in his speech at the Petersen Institute of International Economics. Bernstein points out that the Philips Curve which shows the tradeoff between reducing unemployment and increasing inflation is essentially flat and the president was right to push for full employment at between 3.5-4%. Independent oil companies are eager to invest in Venezuela says Treasury Secretary Bessent at the Economic Club of Minnesota. He says phone are ringing non stop from these companies. Big Oil such as Exxon is taking longer. Chevron is already in Venezuela and Bessent says in a few months it can increase production by 40-50%. Oil revenue from Venezuela will be in a special fund that will be used for the people of Venezuela. Under Maduro since 2013 the oil revenue was used for regimes in Cuba and not managed well for the investment in infrastructure and modernization. US sanctions made it hard to modernize the oil industry which will now take place. Bessent calls Cuba's economy decrepit and now in bad shape. It also shows that realistically modernization and good standards of living are not possible in the western hemisphere by regimes of the Cuban or Bolivarist type which descend into corrupt regimes and lack foreign capital and technologies. Lula adopted an approach in Brazil that worked with the US and EU to modernize the economy creating a workable model for a Workers party. A revolution is taking place in the lives of rural families in India. Under the Jal Jeevan Mission put forward by the prime minister clean drinking water from tap water will reach every family in India. It was launched on Aug 15, 2019 and plans to do this by 2024. The impact is huge. Out of 180 million rural families only 33 million families have clean drinking water from tap water in the country. Clean water brings life to the countryside and access through individual tap water connection brings a revolution to people's lives in a country of 1.2 billion people. This report in the Economic Times tells us what most of us do not know that with the growth in population from about 300 million after independence in 1947 to 1.2 billion today and the drought conditions in parts of the country, the per capita water availability has fallen sharply today. Dropping from 5000 cubic metres of water per capita in India in 1951 to 1545 cubic metres of water in 2011.  The infrastructure capital to be invested is 3.5 trillion rupees or $ 50 billion. $50 billion in cement, pipes, construction, pumps, equipment, wages, conservation, skill building, knowledge in water management to revive the rural economy. Hit hard by coronavirus it boosts the rural economy. The infrastructure project could be a model for other Asian, African and Latin American countries.  Cholera and other water borne diseases can never be eliminated without clean drinking water from tap water for all families in India. Claire Cain Miller of NYT looks at how Americans feel about the economy. It is shaped mainly by the cost of living crisis. Over half of Americans feel housing is unaffordable. And most Americans see prices as way too high at retail stores, for food and clothing, and do not see that president Biden has helped increase their wages through his support for the labor movement. Another aspect of this is that even though Biden has brought changes in wages and reduced inflation to 2-3% from 10%, the American people are feeling the effects of three decades of neglect of infrastructure, public services, and manufacturing under prevailing free market economic theory; that caused the disruption in living standards with the 2009 financial crisis, and the shift of manufacturing to China that devastated whole communities.

Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...

WSJ reports that the former president's supporters will rally to his side but swing voters might be repelled by this latest legal controversy including the context in which it happened that of a sordid affair. Mr. Trump built his support base out of two mistakes of president Obama, his neglect of rural America, and neglect of American manufacturing. And of the mistake of president Bush in pushing America into two wars in Afghanistan and Iraq that put money into wars with no productive purpose that needed to be put in rebuilding America's infrastructure. Others could have done this, Mr. Trump aggressively pushed ahead and found himself first. President Biden has closed the chapter on the wars by ending them, he has also closed the chapters of neglect of American manufacturing and put working families and America at the top of his agenda at every point. And as he did at the State of the Union address in 2023, made it personal by reciting what his father has told young Joe about standing up for working families. Biden's abilities rival that of president Lyndon Baines Johnson, who had as much experience in the US Congress as Biden, and delivered the passage of Medicare and Social Security for all Americans. Biden has done something that ranks similar with trillions of dollars for the Inflation Reduction Act, CHIPS and Science Act and pandemic assistance, and has the conviction that there is much more to be done. ...

Rebecca Solnit says the Biden administration has governed very well over the last three years, the Washington Post, NYT, WSJ are showing poor judgement and lack of civic duty in not considering what the two alternative visions of America are today as offered by the candidates in the 2024 election. On climate change alone the differences are vast and if nothing is done the results will be catastrophic with increasing risks of extreme heat, floods and other catastrophes. Because of this and all the work being done under Biden's leadership in manufacturing in America, in rebuilding its infrastructure, and in building leadership in science and chips, the Washington Post, the NYT, WSJ, and the television media have shown an extraordinary degree of incompetence. The Washington Post had a sample of its readers responses which we show today in Lyrarc. Of 5 letters from all parts of the country only one stated the Post's position, the rest all 4 wholeheartedly supported Biden and his overall record, his vision and competent administration. This itself shows that the president has the support of the American people and the Media has the lowest ratings in its entire history somewhere in the 20% level where it has languished for the last two decades as we pointed out in Movement for Global Literacy. ...

Yaroslav Trofimov gives his reflections on what the war means for Russia in this Essay in WSJ, and the sense within Russia that the war itself was a mistake. A result of miscalculations and a result that leaves Russia in no way better than it was in 2021 before the conflict. Hard won economic gains achieved by Mr. Putin during the last two decades have in fact been compromised by the conflict. No discussion has even been done on the transition away from fossil fuels that have been accelerated by the conflict. This is particularly relevant for Russia where the question of redundant fossil fuel assets during the rapid transition to renewable energy is a problem that needs to be tackled. The Ukraine diversion in this way affects the Russian economy and acts as a distraction from important economic goals. Global public opinion is also affected in ways that do not look favorable for Russia the longer the war goes on particularly the effect on food insecurity in poor countries, and energy security in Europe for poor households, the senseless destruction of infrastructure in Ukraine and millions of women and children displaced, all creating a sense of overwhelming moral failure. Mr. Modi of India is reported by FR24 to have told Mr. Putin at a meeting on September 15 that "this is no time for war." This is shown on today's pages in Lyrarc. How could it be a time for war when the pandemic has taken lives of over 1 million people in the US, over 2 million in Europe, millions in Asia, Latin America and Africa, and the world is only now coming out of it. The competition is not between countries for major power status but between countries on achieving better lives for its people, stronger economies, and better job, health, infrastructure and services to ordinary people, tackling problems on a common basis such as climate change. In most situations even the advanced countries of North America and Europe are facing the same problems faced by middle income countries such as China,Russia, and developing countries such as India- how to combine market economy with State participation in the economy and government ensuring fairness to all, better distribution of incomes and wealth, ensuring that there is a level playing field for all and opportunities for all. ...

It is more accurate to say foreign automakers in the US pay $9 billion in tariffs if they don't raise prices, Toyota alone will take on $3 billion in tariffs. And American makers Ford, GM, Chrysler Stellantis pay $2.5 billion of which some of it will be returned to the automakers inthe form of favorable policies to increase market share of US automakers with the 15% on imported cars and savings from not having to make electric vehicles in volumes that don't sell without the charging infrastructure, and savings from not having to invest on rapid conversion away from gas powered vehicles.    ...
