The World Vaccine Summit raises about $7 billion to immunize about 300 million children for polio, diphtheria and measles, over 5 years. Prime minister Boris Johnson who opened the summit called it "the greatest shared endeavour of our times." Bill Gates donated $1.6 billion and Britain pledged 1.65 billion pounds over 5 years, making Britain the largest donor. Mr. Trump also addressed the summit in virtual manner- "we will work hard, we will work strong... good luck, let's get the answer." Mr. Johnson called for renewing "the collective resolve."  Specifically he stated: " Just as we have great military alliances like NATO.... where countries collaborate on building their collective military defence, so we now need that sam spirit of collaboration and collective defense agains the common enemy of disease." The coronavirus is making implementation of the U.S. China trade deal less likely as Chinese imports from the U.S. decrease and China's exports continue to grow. China's exports to U.S. decreased by $60 billion but increased to other countries by $70 billion in 2019.

As a result the Trump administration is shifting its focus to another approach. The new multilateral approach is to combine the effort with allies Australia, India, Japan, South Korea, Taiwan, and France. This would take the shape of a Comprehensive and Progressive Agreement for Trans-Pacific Partnership to replace the old Obama period Trans Pacific Partnership which becomes defunct. The goal would be to build new supply chains with allies in Asia outside of China with the help of France and other countries that are wary of excessive dependence on China and have deep reservations of China's handling of the coronavirus outbreak.

It is important to understand the tariffs imposed by the Trump administration because of the many misleading headlines. The new tariffs placed by the Trump administration on a list of 1300 imported products from China are for about $50 billion and targeted at high tech products in flat screen televisions, medical devices, aircraft parts and batteries, other high tech products that China hopes to get an edge over the U.S. under its "Made in China 2025" plan. China still enjoys a huge surplus with the U.S. This plan is intended to better manage the next phase of the competition with China as China seeks to get an edge in high tech products. The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. In Pennsylvania the winner of the primary gets only 14 delegates. 54 delegates are not pledged to any candidate. The deadline was Feb 16, and a few Trump supporters got on the ballot for delegate in some Congressional districts without any support from the Trump organization in a lone effort. Pennsylvania has a very well organized Republican Party, which is described as preferring pragmatic candidates and has a top down leadership structure. Senator Rubio of Florida has three supporters on the ballot in each of 18 congressional districts. Even on the first ballot at the Republican convention these 54 candidates can support the presidential candidate they choose. This has not been well understood even in the media, with the Economist and other news outlets describing Pennsylvania incorrectly as a winner take all contest for a sweep by Donald Trump of northeastern U.S. states delegates.

The Trump campaign still operates on the basis of the idea "Let Trump be Trump." It is only now beginning the effort to set up a campaign organization for the primaries in Iowa and New Hampshire, intending to do this with with lean structure at the top. On policy proposals Trump says he will rely on experts in each field. For a tax plan he has asked advisors to come up with a plan that simplifies and cuts taxes, aids the middle class, tackles abuses such as corporate "inversions" and to "tax the paper pushing hedge-fund guys." Jeb Bush has adopted a similiar position in the tax plan he has announced. Trump appeals to voters with anti-establishment rhetoric appealing to the average voter, mixed with a dose of individual bravado. The political organization has Corey Lewandowski as campaign manager, Michael Glassner as national political director, Daniel Scavino as head of social media, and Hope Hicks as press secretary. Lewandowski's only experience is heading the 2002 re-election effort for Republican Bob Smith to the U.S. Senate from New Hampshire, in which John Sununu was elected. The campaign lacks the experience and ground support for a long effort in the Republican primaries, and experts say it would face a vigorous television ad campaign from opponents as the primaries get closer....

Border crossings and encounters have fallen to 83,000 under president Biden with unilateral action by Biden in the absence of the Republican Lankford Biden legislation that would have shut the Border down. Border crossings of 83,000 are close to the border crossings that reached 74,000 under president Trump even with the building of a border wall. This was achieved with the support of the Mexican president and with Biden's action to effectively close the Border. The best action would have been to implement the legislation that Republican senator Lankford negotiated with Biden by February 2024 and which was allowed to languish in Congress by new Speaker Mike Johnson under the advice of the former president, which is incomprehensible as it is the first time in decades both parties came on to the same page to slow or diminish migrant entry into the US and remake the asylum laws. Many Republicans and Democrats protested this action of the new Speaker. It was a historic and missed opportunity to fix the Border once and for all, and took the courage of Senator Lankford and Biden. For this action Lankford goes down as a senator who belongs in Kennedy's Profiles of Courage, a book of Congressional leaders since 1800 whose courage and leadership have made America the leading democracy and industrialized nation that has won the respect of the world. ...

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

This is an exceptionally humorous operating room story of Dr. Trump and Dr. McConnell by Kristof of the NYT. Sometimes humor tells the story- and Kristof does this using a story of a surgeon president Trump in the operating Room trying to address the concerns of the patient Janet, as he keeps telling her she needs a new heart with great benefits, great benefits, before she implodes or goes down failing. Flat out take the old heart out even if a replacement hasn't been found, believe me great benefits the surgeon tells her, just that the patient just isn't getting convinced as its happening to her. The analogy is with replacing a health care plan, not just the Obama plan, any plan without something to take its place. For a few days before this article by Kristof, the Republican effort to repeal the Affordable Care Act without having a replacement was presented as a good idea. Janet is like the three Republican women- Collins of Maine, Capito of West Virginia, and Murkowski of Alaska who wanted to keep the heart they had till a replacement was found, against the surgeon Trump's advice. In a way it is about politicians in the last decade who never had any discussions as they rushed through with their own agendas, as the Republican and Democratic health care plans were rushed through Congress with relatively little participation and debate to hear all viewpoints. ...

The knowledge that the virus  caused human to human transmission and that it spreads to wide parts of the population very quickly were critical pieces of information that remained with Chinese epidemiologists, doctors and medical researchers, and were suppressed by local authorites in Wuhan.  Yet China's version of the U.S. CDC, China's Centre of Disease Control and Prevention, modeled on the U.S. control efforts worked effectively to identify the problem. Virologist Gao Fu, heads China's CDC. This report in Germany's Der Spiegel says Mr. Fu made it a habit to scan China's internet before bedtime for any signs of possible disease outbreaks. On the night of December 30 he came across rumors of an internal memo from the Wuhan Health Commission of an outbreak of a vaguely worded lung disease. When he called the Wuhan health authority he found their answers to be evasive which alarmed him. The next morning December 31 Mr. Fu sent the first of three teams to Wuhan which is how China was able to identify the problem, in the sense that Chinese authorites in Beijing were to rely on Dr Gao Fu to overcome the problem of Wuhan provincial authorites. He informed the World Health Organization Beijing office on that day. The Der Spiegel report says "shortly afterward," the Seattle Times in its report says this was about New Years Day 2020- Mr Fu made a call to Dr. Redfield, head of the U.S. Centre for Disease Control, who was on vacation. Redfield is deeply disturbed on hearing this from Fu and they have conversations over the next few days to the point that Dr. Gao Fu is in tears about what has happened. On January 1 Taiwanese public health authorites shared the information with WHO that the cornonavirus was a human to human transmission, would the Taiwanese authorites not have shared it with the U.S. the same week during calls from the U.S. CDC or other public health authorites alarmed about the situation. (The WHO was proving useless by Jan 14 when it contradicted Taiwan's more reliable assessment  on Jan 14 going by the letter from president Trump to WHO). On January 6 a few days later Dr Redfield and Dr. Azar head of Health and Human Services ask China for permission to send a team of CDC U.S. experts to China. This is cited in the U.S. letter to the World Health organization- the lack of human to human transmission information being given to the U.S. officially early by China. A risk that could have been a topic of conversation between the U.S. and China heads of CDC. That letter from president Trump also points out that the team of experts the U.S. planned to send was not accepted by China till Feb 16, one and half months after that series of conversations between Dr. Gao Fu of China CDC and Dr. Redfield of U.S. CDC in an alert message.  In effect removing one of the key defences for the U.S. and Europe in making their own defensive actions and plans, laying the basis of the worldwide coronavirus pandemic affecting millions of people. Dr Redfield is a AIDS researcher at the University of Maryland who spent most of his life trying to control spread of HIV and was appointed by president Trump to head CDC agency in 2018. He set a goal of eliminating AIDS by 2030 and is more comfortable with aids patients and research than the bureaucratic nature of agencies- CDC has about 11,000 employees. Once it was clear that a team of U.S. experts was not given permission to make its own assessment in Wuhan in the few days after January 6 offer to sent the team to China by Redfield of U.S. CDC and Dr. Azar, would it have alerted the U.S. that something was seriously heading the wrong way for a epidemic risk. That letter of president Trump cites how the head of WHO during the first SARS crisis in 2003, Dr. Harlem Brundtland acted when she faced China's lack of cooperation during that crisis by saying openly that this was a danger to world public health and millions. Could CDC in the U.S. and the other connected health authorites have taken the responsibility and filled Dr Brundtland's role in this crisis, that the WHO failed to perform?    ...

After a period when Democrats let the narrative be shaped by "the entitlements crisis" and questioning the legacy of president Roosevelt- who many including Mr. Trump believe setup the groundwork for the prosperity of the early postwar years in America- the vision of the New Deal and FDR is back, says Glickman in the Washington Post. He says the New Deal order lasted from 1932 to 1980 when president Reagan was elected. Conservatives were skeptical about the New Deal, and Democrats such as Al Gore joined the Conservatives with their faith in limited government and unregulated or less regulated markets. To this was added the faith Democrats such as Mr. Clinton put in a new policy of openness in trade with China that ultimately led to todays $ 1 billion a day deficit with China. There is a new sense says Glickman that the tide is reversing and that FDR is now seen as the new ideal for a fairer and better America, and better investment in the people of America. ...

The 2017 Budget presented by the Trump administration has a serious problem in that it assumes 3% growth, and 2% inflation, low interest rates, to generate $2.1 trillion in additional tax revenues over 10 years. Hilsenrath in the WSJ has questioned whether 3% growth is a safe assumption. Then the Trump 2017 budget resorts to double counting which analysts called egregious and wrong by using the unsupported $2.1 trillion in extra revenues to fill holes in the deficit. By doing this it comes up with debt to GDP ratio dropping from about 75% to 65%, whereas the Congressional Budget Office does the math and says it would jump from 75% to about 85%. Such a mistake is called the "most egregious accounting error" by Lawrence Summers, a former Treasury Secretary, from what he has seen over 40 years. The irony is that the budget is called "The New Foundation for American Greatness," because of the lack of a firm foundation in the numbers. Deep cuts in social programs makes the math riskier politically and socially.   ...

Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

Treasury Secretary Janet Yellen is pushing for a large pandemic stimulus package to ensure the recovery of ordinary Americans after suffering through this pandemic. Yellensays: "We need to make sure that people aren't going hungry in America, that they can put food on the table, that they're not losing their homes and ending up out on the street because of evictions. We really need to address those forms of suffering, and I think we should'nt compromise on it." Mr. Biden has a $1.9 trillion stimulus package for the pandemic related recovery to relieve suffering people and businesses. Yellen and Biden feel it is really important to do this immediately. A recent picture in the NYT shows Stephen Schwarzmann of American finance with Mr. Trump showing him as one who stuck with Mr. Trump to the end. Much of this play as Shakespeare calls it, is the result of Democrats of the old tradition like Yellen trained by economists from the New Deal and Johnson era, who have not walked the talk and forgotten the suffering of American workers. Yellen held a Conference on Equality at a branch of the Federal Reserve during her time at the Fed, used strong language about the neglect of American workers but did little under the Clinton or Obama administration about the underlying structures of tech and shift of American jobs overseas that led to the destruction of America's manufacturing. Today they are faced with the picture of food insecurity in American homes once a situation that afflicted China and India. ...

Efforts by French president Macron to end the alienation of Russia from the Western Alliance by bringing together Ukraine's Zelensky and president Putin of Russia for talks in Paris. The effort is for the negotiations to take place in a new environment that accepts the need to recognize Russian concerns for NATO too close to its borders. Efforts by president Macron to setup a meeting between Rouhani of Iran and president Trump in New York to reduce tensions of miscalculation and disproportionate response after the attacks on Saudi oil facilities by drones and missiles. Macron says the "maximum pressure" sanctions placed by the U.S. are resulting in Iran placing "maximum pressure" on its neighbors. The Yemen civil war is fought by proxy.  One outcome appears to be the Houthi rebels backed by Iran in Yemen announcing a unilateral ceasefire. And the Saudis announcing a ceasefire of their own. This gives the European Union, the U.S., Saudis, Iran, China and Japan, time to consider the implications of the counterproductive approaches of the different sides to give enough room for new talks. Iran nuclear deal, U.S. relations with Iran, and any new talks on these issues are now seen in a different way. The nuclear deal is now linked with other issues in the region, including building peace in the region. Countries that depend on oil flowing through the Straits of Hormuz such as Japan, China, South Korea, and India are now also involved as silent partners pushing for peace in the region.  ...

And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

Mr. Trump's conflict with the Justice Department in the last weeks of his presidency to appoint a new Attorney General with intent to contest the results of the presidential election of 2020, is shown in this report in NYT. This created risks for American democracy. The cracks in social cohesion following four decades of foreign wars 1980-2021, irresponsible behavior of financial institutions leading to financial crises and impoverishment of America, incompetent elites, neglect of rural America, ceding of technology and competitive position to China, failure to fund education, healthcare and infrastructure, under presidents Reagan, elder Bush, Clinton,  Bush, Obama, led to a situation of revolt against the status quo by a maverick politician using a new and proven dangerous form of communication social media. Ultimately this put democracy at risk. Lessons from this are only now being learned as people in the Biden administration and outside of it reflect on what happened. In this WSJ report Mr. Trump is seen pressuring officials of the Justice Department to agree to appointment of a new Attorney General shortly after the election. This was seen as an effort to question the results of the 2020 presidential election. A leading senator on the Judiciary Committee says this would lead to "shredding the US Constitution to stay in power." Of this and also of four decades of neglect in America Washington has this to say in his first Inaugural Address on April 30, 1789- "The blessed religion revealed in the word of God will remain an eternal and awful monument to prove that the best institutions may be abused by human depravity; and that they may even in some instances be made subservient to the vilest of purposes. Should, hereafter, those entrusted with the management of this government, incited by the lust of power and prompted by the supineness or venality of their Constituents, overleap the known barriers of this Constitution, and violate the inalienable rights of humanity: it will only serve to shew, that no compact among men (however provident in its construction and sacred in its ratification) can be pronounced everlasting and inviolable- and if I may so express myself, that no wall of words, that no mound of parchment can be so formed as to stand against the sweeping torrent of boundless ambition on the one side, aided by the sapping current of corrupted morals on the other." ...

Election expert Karl Rove from the Republican Party goes over the math for the nomination for upcoming Republican primaries in New York, followed by primaries in Delaware, Maryland, Connecticut, Rhode Island, and Pennsylvania. He says the anti-Trump movement would still be in the lead at the end of these primaries. His figures are that Trump stands at 743 delegates on April 7, 2016, citing the Associated Press, and the non-Trump delegates at 897, ahead by 154 delegates. In New York primary of April 19 only 14 of the state's 95 delegates go to the winner, the rest are given three for each of 27 congressional districts. two to the winner and one for the second place finisher as long as the winner is less than 50% and the second place candidate has 20%. Delaware has 16 winner take all delegates, Connecticut and Maryland have 28 and 38 winner take all by congressional district, Rhode Island 19 proportionally. Interestingly Pennsylvania is cited by Rove as having only 14 statewide winner take all delegates, with 54 officially unbound congressional district delegates, contrary to popular impression that it is winner take all state wide. The elections in South and North Dakota, and Nebraska, give Cruz some of the delegate offset to control the gap in delegates between him and Trump created in the northeastern states. A factor in the race is also the change in the Cruz campaign made for Wisconsin where Cruz was able to win by 14 percentage points by expanding his message to Jobs, Opportunity and Growth from the social conservatism message that did not counter the Trump message to conservative and working class voters on the economy and trade. The Blinken Wang Yi meeting at the G-2- in Indonesia is the first high level meeting between US and China since March when the Ukraine war started. Trump may have seen this as a way to talk to the voter base fed up with two decades of one sided trade with China with manufacturing shipped out to China and local communities of families and workers in regions across the US losing jobs and in decline. Much of this shift was done by US companies during the Clinton, Bush and Obama administrations over two decades. The strident tone adopted by Trump was met by tit for tat responses in Chinese media till the pandemic when it assumed a new aspect of Chinese origins of the coronavirus. The result is that Sinophobia in the US is met by a response in Chinese media and in the thinking of the Chinese leadership under Jinping that now sees the relationship as having already shifted during the pandemic. The paradox in this is that the US in its effort to get other countries on its side is only beginning to make an effort of get America's own companies and large business investors on its side. Most American companies are still continuing trade and business with China as before.  The same situation exists with the shift of manufacturing from Japan and the European Union to China, with the loss of jobs and decline of local communities that depended on manufacturing. Japanese and European companies are acting in ways that are similar to American companies. Having managed the shift of manufacturing from European Union and Japan to China these companies have done little to change this business situation in 2022 carrying on as before. This is the paradox of the current situation that business both in the US and EU, and Japan is not on the side of their governments, even as their governments attitude to China, particularly now after the pandemic and the Ukraine war has shifted drastically. Alongside this is the popular opinion that has shifted gradually over the last 10 years in the US and EU, first in these very local communities that lost manufacturing to China, and then across broader sections of the public, and now across whole regions of America, Britain, the EU and Japan. This shift in popular opinion has little interest in the way business conducts business overseas or governments conduct diplomacy in nuanced statements. As a result neither the governments of the US, EU and Japan or the business of the US, EU and Japan are in control of this shifting situation that has its momentum and pace operating quite independently of governments and business. And public opinion across America, Europe, Japan, and also in India is moving in an entirely new direction.     ...

Julia Preston of the NYT looks at Mr. Trump's speech on August 31, 2016 in Pheonix, Arizona, and compares what one can discern about the Trump policies on immigration with that of president Obama. She points out that it is similar to the deportation that was conducted under president Obama in some ways, but is more extensive in its dimensions. It includes sanctioning sanctuary cities, expanding the deportation law enforcement personnel, and deporting about 2 million people with criminal backgrounds. The estimate under the Obama administration is for about 176,000 people with such backgrounds. The Trump estimate appears to include people with minor offenses says Preston, because it is so much higher. As a result this could also include people who have no criminal background and disrupt families on a large scale, with hundreds of thousands of longtime residents and families deported. Under the sanctuary example of Trump, Denver, New York and counties in California would be places where Trump would cut off federal funding. On the wall itself, Mexico's president Nieto says he told Trump Mexico would not pay for the wall, and Trump says exactly the opposite that Mexico would pay for the wall in his speech to supporters.  A Gallup poll shows that 76% of Republicans, 91% of Democrats favor a path to citizenship for those here in the U.S. illegally. For the whole population only 15% oppose giving illegal immigrants a pathway to citizenship and 84% support doing this. Which suggests that Trump is only appealing to his base of support, not adding to it, as Cillizza points out in the WP fact check.   ...

Mexico's GDP decreased slightly in each of the 4 quarters in 2019. GDP growth was 2.1% in 2018. Cancellation of some infrastructure projects and policy changes lead to lower private and public investment and decline in industrial production of 1.8% for 2019.  Foreign investment held steady at $33 billion and the passage of the new North American trade agreement signed by president Trump is expected to lead to better growth in 2020.

Under Mr. Obrador revision of energy contracts, and cancellation of some projects due to budget constraints, led to decline in public and private investment of 5.1% through November 2019.

The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.
