Trump's Attorney General William Barr was Attorney General of George Bush in 1992-1994 and brings extensive experience, which may have helped him stand his ground on December 1, 2020 rejecting claims of presidential election fraud at a meeting on Dec. 1 with Mr. Trump. In his book 'One Damn Thing After Another," Barr describes what happened on December 1, when he had lunch with Mike Balsamo of the Associated Press. Zhou Xiaochuan, is head of the People's Bank of China since 2002. For a long time Zhou has tried to convince party leaders in China to make financial sector changes. The new leadership of Jinping-Li Keqiang has now adopted most of the road map and priorities drawn up by Xiaochuan. The first is bank deposit insurance, which would especially protect small depositors and provide a basis for new private banks to compete with large state owned banks, creating competition in the financial sector. By supporting creation of privately owned banks impetus could be given to loans to the private sector to rebalance the economy away from state owned banks and state owned enterprises. This is a key goal in the road map drawn up by the think tank Development Research Center (DRC) which has the backing of premier Li Keqiang. Competition from new private banks would let banks compete to offer higher rates to depositors, another goal. In a September article for the Communist Party Seeking Truth magazine, Zhou pointed out the pressing need for " supporting private capital to set up private banks and guide them to position themselves in serving small and micro companies." These new companies especially in tech and information technology fields can be the new drivers for growth in the future as the burst of infrastructure building generated growth slows down. The one area Zhou faces resistance is his idea of opening up China to foreign capital inflows and outflows. Here critics,including younger economists, say this protected China in the Asian financial markets crisis of 1997, and would protect China in the event it faces outflows of the type that are happening in India in 2013 after the U.S. Fed's plan to withdraw from its quantitative easing. Xiaochuan sees the flow of foreign capital as another way for capital to flow to new private companies and balance away from the state owned enterprises, and for China's savers to be able to obtain more attractive returns. Zhou says his plan would include the option for China to reintroduce capial controls in a crisis. As China's debt to GDP ratio is set on a trajectory to approach the levels reached in Japan before its banking crisis there is greater awareness from party leaders about the need for prudence. Xiaochuan has worked with party leader Jinping's key economic advisor Liu He for years, and has the support of He and Jinping for introducing deposit insurance as a top priority. President Jinping and Premier Li Keqiang see the need for Xiaochuan's experience and foresight "as a talent who can be counted on," as the sense of importance of changing the economic structure has deepened in 2013. Mandatory retirement for Xiaochuan at 65 was set aside to give him a third five year term, and his road map long ignored by former premier Wen Biao, is now at the top of China's agenda. ...

Malpass negotiated a $13 billion replenishment for the World Bank in 2017, with U.S. share of $1.2 billion. This capped the bank's lending at $25 billion.

Last year the World Bank provided China with $60.5 billion in loans for 400 projects, which this WSJ editorial says is loans China does not need with its $3.07 trillion in foreign reserves. This editorial is critical of the current World Bank head Dr. Kim for taking a job with a World Bank partner the private equity fund GIP.

The World Bank has played a significant role in development for South Asia and China in the early years after World War II.

The borrowing costs of Italy declined sharply as 9 billion euros of Italy's government bonds were auctioned at a yield of 3.25 percent on Dec. 28, 2011, compared to 6.50 percent at a prior auction in November 2011. The rate on 1.7 billion euros of two year bonds auctioned declined to 4.85 percent from 7.81 percent in November. Clinton says "Donald Trump is becoming ISIS's best recruiter. They are going to people showing videos of Donald Trump insulting Islam and Muslims in order to recruit more radical jihadists." This was an effort by Clinton to distinguish her approach to terrorism from that of Trump. Kessler and Lee say Clinton referred to videos of ISIS that so far cannot be found. Japan's military budget will become the third largest after the US and China and take on offensive capabilities, under the new plan of prime minister Kishida. More than half of Japanese now support Japan taking on this role in defense against China and to ensure an open Indo-Pacific. The military buildup calls for $320 billion in spending over 5 years to deter China, and includes missile deployment. The national security paper released in Dec 2023 says- "The strategic challenge posed by China is the biggest Japan has ever faced." To do this Japan's foreign and defense ministers met with their counterparts in the US this week, ahead of a meeting in the US between Kishida and US president Biden.

EU measure that seeks to curb imports of coffee, cocoa, soy, beef, palm oil and wood when it is determined that it drives deforestation in the source country. To qualify as "deforestation-free" the land on which these food and other products were grown cannot have been deforested or degraded since Dec. 31, 2020. Demand from European Union countries for commodities such as beef and cocoa are strong drivers of deforestation, says Frans Timmermans, vice president of the EU. This comes after COP26 Glasgow conference where over 100 countries signed an agreement to end deforestation. The EU commissioner for the environment says "we can't ask for ambitious policies on the environment from partner countries on the one hand and support deforestation on the other."

A review of the Volcker Rule for bank regulation in its final form by the WSJ in Dec. 2013 shows it leaves out language permitting portfolio hedging. Banks will not be allowed to use portfolio hedging creating new risks. Regulators wrote in the rule that hedges are not to "give rise .. to any significant new or additional risk that is not itself hedged contemporaneously." The Volcker Rule in its final form was influenced by regulators awareness of the J.P. Morgan Chase bank's huge losses from portfolio hedging in the Whale case. Senators Merkley and Levin in the U.S. Congress wrote to regulators saying a loophole in the Volcker Rule allowing portfolio hedging would lead to a repeat of the "London Whale."

In earlier remarks by Kristi Noem, Homeland Security Secretary, she had mentioned that Minnesota state and local authorites were not cooperating and releasing people from the jails to the streets making ICE job more difficult. The Minnesota local authorites now agreed to cooperation with federal immigration authorites for better law enforcement. Minnesota is unique because the governor of the state and mayor are Democrats, and governor Walz was the VP candidate of Kamala Harris for Democrats, with a certain amount of belligerant opposition in that state to DJT and Homan. The lack of cooperation and the antipathy between the federal and local officials carried over, and more and more Border Patrol and immigration personnel were sent to the state reaching 3000. Compared to other Democrat states or cities- California and Tennessee, Washington DC, where initially there was criticism in the state of ICE Minnesota turned out to be different. The president was critical of the way Somali immigrants were settled in the state and the reported fraud for state benefits. The presence of ICE and Border Patrol under Bovino on Minneapolis streets led to more protests and confrontation. The DJT administration and Congress, other states are learning from this experience. ...
