A Phase 1 trial of over a thousand volunteers shows the Oxford vaccine works well with minimum side effects that can be handled with acetaminophen. Phase 2 trial is underway with volunteers in UK, Brazil and South Africa. Participants given the vaccine had significant increase in antibodies to neutralize the disease, and T cells for long term protection. About 70% reported fatigue or headaches which can be handled with acetaminophen. After the Ebola crisis of 2014 in West Africa the British government invested 120 million pounds to form a group to develop vaccines for top 10 likely threats dubbed "Disease X." On this list was the coronavirus. Scientists at the Jenner Institute at Oxford formed a team as part of this effort. Sarah Gilbert and Adrian Hill led the scientists at Jenner and pioneered research for  a new way to do this- to first replace a part of the virus with a component of the new virus. Then to remove the part of the virus that allows it to replicate in humans. This method is called recombinant adenovirus vector. The Oxford scientists used existing technology in new ways to increase the chances of getting a good vaccine early.  The first vaccine could be developed and tested for mass production by September. A 30,000 participant trial begins in U.S. in August. About 1 billion doses could be manufactured by end of 2020. India's Serum Institute has the manufacturing facilities to do this near Pune, India.  ...

France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. Rebecca Solnit says the Biden administration has governed very well over the last three years, the Washington Post, NYT, WSJ are showing poor judgement and lack of civic duty in not considering what the two alternative visions of America are today as offered by the candidates in the 2024 election. On climate change alone the differences are vast and if nothing is done the results will be catastrophic with increasing risks of extreme heat, floods and other catastrophes. Because of this and all the work being done under Biden's leadership in manufacturing in America, in rebuilding its infrastructure, and in building leadership in science and chips, the Washington Post, the NYT, WSJ, and the television media have shown an extraordinary degree of incompetence. The Washington Post had a sample of its readers responses which we show today in Lyrarc. Of 5 letters from all parts of the country only one stated the Post's position, the rest all 4 wholeheartedly supported Biden and his overall record, his vision and competent administration. This itself shows that the president has the support of the American people and the Media has the lowest ratings in its entire history somewhere in the 20% level where it has languished for the last two decades as we pointed out in Movement for Global Literacy. ...

William Booth provides a must read insight into why poorly educated young people attempt to cross the border into the U.S. looking for work and opportunity, and why Mexico fails to provide the elementary and high school educational system it needs to increase growth to create opportunity. Mexico's education system is failing when compared with other countries in the Group of 20. Sixth graders get 562 hours of instructional learning compared to 1,195 in S. Korea, according to Mexicans First, a group working to change the way the educational system works. In recent international exams half of Mexican 15 year old students scores ranked them at lower levels in math and only a little better in reading and reasoning. "De Panzazo" is a popular documentary prepared by Mexicanos Primero on the dire situation in the school system. One of the most striking measures of this failure is that only a quarter of the children graduate from high school. This only pushes more poorly educated people to attempt to cross the border into the U.S. looking for work. It means the Mexican economy is deprived of a highly educated workforce to increase productivity and growth. The middle class tries to get their children educated in private academies. And the nation's employers use special training to improve skills for workers to be able to compete in a global economy. Part of the reason rests, say experts, on the ability of the powerful teachers union with 1.4 million members to block change for teacher selection based on merits and competency, and exams for teachers. Instead teacher positions are sold, with an elementary school position tenured for life selling for $20,000 in Cancun, and a rural village position for $2000, according to Mexicanos Primeros. Even president Calderon owed his election to the support of the teachers union. And the current PAN presidential candidate Vazquez Mota, who was Education Secretary for two and half years could only go part of the way. She got the union to agree to have new teachers selected by having them take exams, made public standardized test scores, and pushed state governors to show employment rolls and whether teachers actually taught in classrooms or worked at union offices. Calderon failed to make changes because he agreed with the union that the union would take the lead on changes not the education ministry, and had the union president's son-in-law, Fernando Gonzalez, as deputy secretary of education. Jorge Castenada, a former foreign minister, says Mota was fired because of union demands. In July 250,000 teachers are required to take competency exams, but the union has asked its members to ignore the exams, and the education ministry will not do much beyond using the exam for diagnostic purposes for teachers who take the exam. The problems at the elementary and high school levels are evident also in other countries such as India and Brazil leaving the real potential of the labor force untapped....

Nigerian writer Chinua Achebe brought Nigeria to life in American schools and colleges and in schools and colleges throughout the world. He started as an obscure writer from Nigeria's rural southeast. His early novels were written in the fifties and sixties an embodied a perod of great expectations in Africa after independence. "Things Fall Apart," wa published in 1958, and sold 10 million copies in 50 languages. Other books reflected the troubles in Nigeria as things fell apart with dictatorships and wars- "Man of the People," "There Was A Country." In the seventies Achebe was editor of British publishing house Heinemann's African writer series and was instrumental in bringing a whole new set of African writers to readers around the world- Kenya's Ngugi wa Thiong'o, Ghana's Ayi Kwei Armah, Cameroon's Mongo Beti. In 1982 he campaigned briefly for a political party and wrote the 68 page "The Trouble With Nigeria." After a car accident in Lagos, Achebe was paralyzed waist down and had to be in a wheelchair. During this period he went to Bard Colege in New York, and in 2009 joined Brown University in Rhode Island, and lectured extensively. He was revered in Nigeria but remained critical of Nigeria's political leaders, telling them they were "turning my homeland into a bankrupt and lawless fiefdom." The gradual emergence of Nigeria and the rest of Africa from decades of strife and corruption, following the great hopes of the early post colonial era, owes much to the work of writers and other individuals like Achebe. Achebe has some important advice for writers, for business, and life in general, "if you don't like the story write your own." Another writer who writes about Nigeria and Africa was honored with the Nobel Prize in Literature....

At 79 years, Wilbur Ross will be one of the oldest people serving in any administration, as he serves as Commerce Secretary in the Trump administration. Wilbur Ross is best known for the turnaround efforts in the steel industry. In 2002 he acquired LTV Corp, a third largest steel producer in the U.S. facing tough times and legacy costs, for $125 million in cash and $200 million in environmental liabilities. In 2005 he sold his International Steel Group to Arcelor Mittal for $4.5 billion, and is still an independent director on the Arcelor board. Ross's earlier experience was as a bankruptcy specialist at Rothschild Inc. in the 1970's working on restructurings at Texaco, TWA and Continental Airlines. Analyst Charles Bradford is cited in this report by WSJ's John Miller, who competed with Ross in restructuring proposals for failing assets, and describes Ross as working harder and being tougher to make the deals. Some of these restructurings involved cutting pensions and large layoffs. The entire U.S. steel industry faced problems from foreign competition and legacy costs at the time. This included representing bondholders for Taj Mahal Casino in Atlantic City. At the time Ross told creditors considering seizing the asset for a possible missed payment that it would be better to keep Trump in charge for Trump properties as they would be worth more with Trump inside. This led to Ross later providing critical backing for the Trump campaign and raising money from the business community. Mitt Romney had similiar work at Bain Capital in turnaround of failing companies, later turning to politics as Governor of Massachusetts, and 2012 Republican nominee for president. Both Romney and Ross have come under criticism for their role in cost cuts at companies involving layoffs and cutting worker benefits. ...

Dick Ebersol who ran NBC Sports as his own sports empire, including the Olympics, with little oversight is out. About $12 billion has gone into sports because of the potential for advertising. Burke, 55, is from a family with a history in the television business- his dad was CEO of Capital Cities/ABC. He was in corporate strategy at Walt Disney Co. before he joined Comcast in 1998 to develop corporate strategy and acquisitions under Mr. Roberts. The opportunity at NBC gives Comcast a shot at building a business that spans its cable business and a content development company. Operating cash flow for NBCU is up 21% for the second quarter of 2013....

Stephanie Nolan's reports from Africa provide the few glimpses one can get today of the situation in Africa where variants are growing as a result of lack of vaccines (vaccine inequality) and the faltering vaccination drive, shortage of medicine and food supplies. Her report from South Africa showed how healthworkers and scientists in South Africa are working hard on the frontlines. This one from Zambia looks at the vaccination centers and vaccination workers as vaccination drives falter. The African continent with 1.4 billion people received 404 million doses. Today only 7% of the population is vaccinated in Zambia and the rest of Africa. People in Zambia do not have car transport so they have to walk 3-6 kilometres to get to a vaccination center, when they turn up at a center and it is out of vaccines they stop coming. Other problems are the social media accounts that show the vaccination drives as harmful to people, or CNN and other news that talk about blood clots that when carefully understood affect a tiny fraction of people. There are other issues also. Ida Musonda, a nurse in a clinic near Lusaka says after not many people turned up that she should go to markets and churches, but says there is no fuel for the vehicle to get clinic workers there. Bernadette Kawango is shown with her children. She works at an auto parts store and lives in a low income neighborhood in the edge of Lusaka. She ignores all the social media accounts that scare people from vaccines, yet she says she worries more about cholera, TB and malaria, and also HIV, AIDS. And she does not know anybody diagnosed with coronavirus.  The result is that there is vaccine shortage resulting in a kind of vaccine indifference (why walk miles to a center if it may not have vaccines), compounded by other problems such as the other diseases that also pose a threat in Africa, and the low incomes in a shrinking economy. And with about 8% vaccinated in Africa, the problem of variants can only be tackled by consistent and not erratic supply of vaccines. ...

"Die Dinge Laufen Lassen," is another German expression that has a Zen nature and is one that one take comfort in for its calming effect. It means "let things run their course, and everything will be alright in the end." "Noch in den Kinderschuhen stecken It means things are only in the early stages, beginning to develop, unfold, the ball is only beginning to roll. With it goes "Laufen Learnen" which means you have to walk before you can run. "Lugen Haben Kurze Beine" means "Lies have short legs." It suggests walking or running. It says you won't get far with lying, you won't get ahead with it, somebody will see through you. "Auf dem Ruder laufen" means to lose control of an oar while rowing a boat to stay on course. It also means hang tight and things will right themselves eventually. And to go with this is the German expression about learning the procedure or techniques for getting the work whatever it is done correctly. Here is what she tells athletes to do, which also applies in daily worklife in striving for excellence at work. “One of the most powerful things to understand is that it’s normal to have those unhelpful thoughts and feelings,” she said. “Even athletes have self-doubt at times. They get anxious or frustrated and still go on to win Olympic gold. Those thoughts and feelings don’t have to dictate how we behave.” Mindfulness is useful training of the mind. Yet accomplishing the required level of self-awareness still requires training, discipline and grit. “Notice your feelings, accept them, come back to the present moment. That’s the general strategy,” she said. “It sounds super easy on paper, but doing that in a high-pressure environment is impressive.” Thom tells athletes to think about their demeanor and how they think and act when they are at their best. If that means showing your style of athleticism at the start line, then doing that is fine. She encourages athletes to behave like you would when you have that real .strong confidence even if you’re not necessarily feeling that right there. What about negative thoughts. She gives them a name - Frank. And she says athletes can say- "Frank, not right now," to just set aside these thoughts. To control fears, athletes are told to write a “what if” list. It  serves as a backup plan for worst-case scenarios. Poland has a huge shortage of doctors and nurses. The ratio of doctors to every 100,000 of population is the lowest in the European Union. It is twice that in Germany whose relative success in tackling covid pandemic comes from having foreign doctors and nurses treat patients. Consider that the average age of Polish doctors is 53, only a few years from retirement. The situation in terms of immigration reminds pone of East Germany and its depopulation of young people who left for West Germany. Something like this has happened in Poland in health care.  In similar ways other countries in the EU, Hungary, Slovakia, Romania stocked up on ventilators but now have few doctors and nurses left to operate them. It is stretching the limits of human endurance as this report shows in WSJ, with doctors working 36 hour shifts and working 73 hours a week.  Here we see Dr. Rotnicki, who works these long hours at a hospital in western Poland and says that it is like the Second World War, that it is hard times in Poland for health care workers. This report says Italian and British hospitals, not just German ones, are tackling coronavirus with Polish, Hungarian and Romanian doctors and nurses. This report shows that headhunters in Germany drive in to western Poland blanketing windshields with pamphlets promising 5 times more pay, 2 years of free language classes and housing. In Slovakia a third of all nursing graduates leave the coutnry immediately after graduation. In Poland not nursing pay has lagged behind with fewer going into nursing schools. Staff remaining in the region are older and educated under communism when less English was taught, or have returned back home from years overseas. Forcing doctors to give up private practice and work in public hospitals during coronavirus pandemic is not working in Hungary, where surveys find 6 out of ten medical school graduates intending to leave Hungary. These doctors say they are better off working at Aldi and Tesco if needed and making more pay, plus getting weekends off. Poland only recently increased pay for healthcare workers, some even survived on cash given to them by patients. Not a good situation for a country to be in and reflecting the wrong priorities not just in the U.S. and western Europe, but also in eastern Europe, during the last 3 decades. These priorities shifted money away from health care, education and infrastructure priorities. The people simply lost control of their spending allocation to "financial markets" that shifted money in a way that benefited only small group in society neglecting others and national interests. ...

The Impossible City Paris in the 21st Century by Simon Kuper is reviewed in the Washington Post. It shows the incredible revival of the French capital and its suburbs as France has done an exceptional job of preparing the city for the Olympics. No other city has done so much for its population. Martin Gelin says after visiting the city now compared to 4 years back- parking spaces have become cafe patios, heavily trafficked boulevards bike lanes, new bookstores and galleries popping up everywhere, the city building sports and cultural facilities in neglected neighborhoods. Attention to social housing and huge expansion of public transit. Car traffic halved so air is cleaner than in 1990's. Paris is different from New York and London- it is avoiding "plutocratisation" of the city so that the best spaces do not go to banking and finance. In Paris the social housing units have tripled since 1990's including in 13th, 19th and 20th arrondisements. Paris does not want to become a city of millionaires,  tourists and poor people like San Francisco, says Kuper. Anne Hidalgo, Mayor of Paris wants 30 percent of all Parisian homes to be social housing by 2035, and another 10% as affordable housing (with rents  at least 20% below market rates). Grand Paris project will create 68 new subway stations so all of Metropolitan Paris is within 10 minute walk to a subway station. Diversity can be seen and it creates a healthy human experience in cities so that people are less likely to act with prejudice. ...

India's demographics show one startling fact. By 2020, the average age of Indians will be 29. This is happening just as the rest of the world is aging very fast. In the next 15 years India will have 130 million more people in the 20 to 49 age group. This compares with a shrinking in population of 100 million in that age group in developed countries and China, according to the U.N. Population Division. The problem facing India is malnutrition that runs as high as 43% for children with half the mothers anemic, weak educational system at the primary and secondary school levels especially in the government run schools, lack of good governance in the most populated states such as Uttar Pradesh in the Ganges plains which has 200 million people, the consequent overburdening of cities which have no plans to manage the migration of the rural poor to the cities. India has to find ways to fill the huge gaps in getting better nutrition, education, dignity and sense of opportunity, and work for the growing numbers....

The Awakening members who went on the American payroll were former insurgents who fought the American military forces and worked with Al Quaeda organization. They did this at a time when tribal leaders were under great pressure to work out some kind of settlement with the Americans, and Sunni civilian casualties from bombings had alienated the Sunni general public from their activities. Now that Americans are announcing a phased withdrawal first from the urban areas and then from the rest of the country, the Shiite government is trying to keep a check on the Awakening fearing they might reorganize to fight the Shiite government once the Americans left. Only about 5200 of the Awakening members have been allowed to join the 100,000 security forces according to General Perkins. Now the Shiite led security forces want to arrest the most effective of the Awakening members about 650 are on the arrest list according to insurgent members. Only 5 have been arrested and most have fled the areas which they first terrorized then helped keep safe on the American payroll....

The title may not reflect the content of this report on Admiral Giroir who heads the U.S. coronavirus testing effort. He is a pediatrician who worked for hospitals in Texas before heading a vaccine project at Texas A&M University.  Internal politics led to his resigning from the effort to build a vaccine development capability with pharmaceutical companies at Texas A&M. Most of the rest of this report shows a physician who is determined to pursue big projects such as the one he is tackling today. President Trump appointed him to lead FDA, and to be the Assistant Secretary of the Department of Health and Human Services. With the missteps of Secretary Azar testing suffered in the early months of the crisis as reported in the WSJ. Adm. Giroir has taken a leading role since  this period. He also heads the U.S. Public Health Service Commissioned Corps of 6200 staff playing a vital role. On March 13 he was asked to lead the effort in testing.  He comes to this role with experience in the field of vaccines realizing that "the challenges are not just biological but engineering." New technology would be needed to make massive amounts of vaccine. His idea is that transformational efforts are needed. His idea for a billion dose per month facility in Texas did not work, yet he worked on it for about 5 years from 2010 to 2015 at Texas A&M University, at one point being the vice chancellor. He was selected by Texas Governor Perry as chairman of the task force in Texas in 2014 to oversee the effort to fight the Ebola virus. He now is in a position to bring all his experience and aspirations to tackle the coronavirus, cutting through much of the red tape and bureaucracy, and pulling together the effort combining science of pharmaceutical companies with the technology of manufacturing billions of vaccine doses in a record time. Today he sees capacity for testing reaching 40-50 million tests a month by September 2020.   ...

India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. The India-Pakistan-Afghanistan issues are still framed in the old way in terms of communalism, cold war then and the war on terrorism now. These policies were a legacy of the colonial policies of an earlier empire designed to preserve foreign rule, with a policy of perpetuating divisions between communties on religious and other lines. Modernization, the spread of mass communications that makes possible the reduction of prejudice and division by assimilating different values and beliefs into acommon aspiration for progress and better living standards, and the spread of education, commerce, and technological progress, create the conditions that should put this behind us. Put behind us communalism, and the political and military structures of communal states. Pakistan needs to be transformed from a communal state with a military structure designed to preserve that state - resulting in conflicts with its neighbors- into a state that represents a community and a religion, but in all other ways seeks peaceful coexistence and economic integration with the rest of South Asia. A good example of this is Mexico with its own culture, language and religion (Spanish Catholicism), and Canada with its own bilingual French-English heritage and British political structures and allegiances, both arriving at an arrangement of peaceful coexistence and economic integration with the USA with its different political structures and culture and sporadic conflicts with Canada and Mexico. This has promoted the peaceful development of the North American region. The US involvement in the region can then be seen as a misguided effort that continued framing the region's differences in the old British way or in a cold war stereotyping, first with John Foster Dulles in the India-Pakistan conflicts, and then with Reagan in the Afghan anti-Soviet war. This has worked to exacerbate the conditions that led to slow progress in the drive for economic development, infrastructure building and modernization in all of South Asia. Just as in Europe, as in North America, the processes of economic development work best when a policy of inclusiveness and integration of different communities and people is followed. ...

In upcoming national elections the anti-immigration narrative pushed by prime minister Viktor Orban is no longer sounding convincing to voters. One retiree in a local election is cited here as saying there is no one at the border, that he is tired of hearing that narrative. The number of people at the border from Africa and Asia has dwindled to single digits from 200,000 at one time. All parties in the country are opposed to it.  Hungary's economic growth of 3% in recent years since 2013 is helped greatly by aid from the European Union.  Large public works programs have brought unemployment down to 3.8%.  As a result Orban is likely to win about half the seats in parliament down from about two thirds majority. The other half of the seats will be divided among parties from the Greens, Socialists, Centrists and the right wing. As in Hungary the anti-immigration narrative should gradually fade in the rest of Europe including Britain. The vote for Brexit was close and the anti-immigration narrative helped boost the yeas vote margin. As a result of the change in public perception there will be questions about how much a decision that affects Britain for future generations should be made on the basis of an event that happened in 2015-2016. ...

In this case the Supreme Court decision was to let stand a lower court ruling that Mittal CEO of HP Global Soft was liable for prosecution in the case of a rape and killing by a driver of a HP employee, because the company had hired the driver and made the transportation arrangements that led to this death....

Jerry Muller, professor of history at the Catholic University of America, offers some useful insights into the nature of inequality in advanced capitalist societies and other parts of the world, and a clear eyed way to tackle the problem of inequality. Tackling the problem should be done in a way that preserves the economic protections for the middle class and the poor which are needed for capitalism to work- unemployment insurance, Medicare, Medicaid, Social Security, Earned Income Credit, and the Affordable Care Act. Much of this system is already in place in advanced capitalist societies. Incremental gains in this area will be much smaller and it is important to recognize the need for strengthening the economic engine that supports these benefits, says Muller. Economic dynamism has to be preserved and nurtured with human capital deployed in the best possible way, and competitiveness of countries increased. Each country and society has to find its own way of achieving this. The family matters, and matters a lot in taking advantage of educational opportunity, says Muller. The culture of different ethnic, immigrant groups, also matter. These differences were present in earlier periods in the nineteenth and twentieth century and are likely to remain. Strengthening the pool of human capital and deploying it is essential to progress. In an earlier book "Adam Smith In His Time and Ours- Designing a Decent Society," Muller emphasized the importance Smith placed on the civic duty of citizens to promote the welfare of the whole society, and the importance of education, family and moral character, with no substitute for the "general prevalence of wisdom and virtue." ...
