Jaishankar  of India and Blinken of the US join to say the world should not be divided into political blocs and that there is room for working together in different groupings such as the Quad, in the Indo-Pacific economic cooperation, as two largest democracies, and for the rule of law, open navigation in the Indian Ocean and Indo-Pacific. Both agree that polical complexity should not be reduced into black and white and simplified. Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. India's focus was on providing food for weaker members of society during the pandemic.  The basic idea behind the approach was to conserve capital, and use increased GST tax revenues in such a way that capital could be concentrated where it would deliver the most in projects that would take India forward in infrastructure and development for 2042. This is essentially the approach taken by first, Japan, then South Korea, then China, in becoming advanced industrial nations, increased revenues and capital concentrated on projects that would deliver in terms of industrial progress such as infrastructure, today in climate change renewable energy, and other actions. Teri Scultz rightly points out that the biggest surprise on May 7, 2017, was when Emmanuel Macron stepped out to give his victory speech in front of the Louvre museum- what was played was not the French anthem but "Ode to Joy" by Beethoven, the European Union's adopted anthem. It was this unabashed defense of the  European Union at the time when it most needed it, not just frequently, but at every step of the way in the last two years, and in a forceful way at the last debate with Le Pen of the National Front, that marks the way Macron has presented himself to the French people. And not just in a fuzzy way with a feel good program, but clearly outlining the steps that needed to be taken to revive the French economy, yet do it from a centre right and centre left perspective drawing in the best ideas, with the close cooperation with Germany and the European Union.

CDC has given no explanation for its new guidelines that say testing for coronavirus needs to be done only for those with symptoms, not for those exposed to someone within 6 feet who has symptoms. About half of all new cases are from people who are exposed to people with symptoms but have not yet developed symptoms. One of the reasons the virus spread quickly in February is CDC failure in developing of its own test on February 9 and policy that did not let private labs and labs of teaching hospitals develop their own tests and use them for another 3 crucial weeks.  CDC and Health and Human Services Department errors in February, combined with the stalling of an American team for 3 weeks by China to enter Wuhan in January,  have combined to let the coronavirus spread to the wider population. Once it spreads to a wider population the strategy of test and trace cannot be implemented the way it was first in South Korea and Taiwan, and later in Germany. ...

George Bush's administration passed healthcare legislation that allowed private pharmaceutical companies not to have to negotiate with Medicare on cost of drugs. It also passed the so called Medicare Modernization Act that created a huge opportunity for profits through Medicare Advantage Plans. The chart in WSJ shows profits it calls a bonanza. What it means is that instead of reducing the costs of providing medical care to elderly Americans it has increased the cost leaving less and less money for infrastructure for roads and bridges and airports that are dilapidated in the US, and less money for essential services in education and health care, transportation, housing. This has reduced the standard of living and quality of life in America. For healthcare it is providing less for higher cost when compared to China, India, Germany, France and the UK. George W Bush administration put America into 2 wars in Asia and the Arab world which also drained resources contributing to a lack of investment in the country in essential infrastructure and services. ...

Raphael Glucksmann is emerging as a surprise for the Socialists just as Macron emerged out of the cabinet of Francois Hollande as leader of En Marche. Socialists and Democrats Alliance is the party group in the EU parliament that represents social democratic parties in Europe that govern in Germany, Denmark, Spain and are prominent in Sweden and France. Melenchon leads an alliance of socialist parties in France but has not done as well with moderates. Raphael Glucksmann is seen as a new voice for Socialists in France in upcoming elections. Migration has shaken up parties in Europe but this may be receding in importance as most of the socialist parties have shifted to strict policies to keep out migrants. This is happening in the US as Mr. Biden has closed the border with Mexico. Climate Change was an issue in elections helping the Greens in the last chancery election. As socialist parties and conservative parties adopt the Greens policies on climate this has reduced support for Greens from the peak in 2020. ...

John Cochrane provides a no-nonsense assessment of what is happening in the euro-zone financial crisis. He says Americans should stop swallowing all that talk about "contagion" from Ireland. He puts it in plain language- there is no bailout of Ireland, this bailout is about bailing out of German and British banks that made risky loan to Irish banks and the Irish government. And he says that European governments if they choose to bailout German or British banks should do so frankly and openly and not by covering it up as a country bailout. If they did this he fears the governments and the German and British banks would face some serious questioning about their risky bets on Irish debt and the Irish property bubble. The German insistence that debt-holders would have to take a haircut, or losses on the face value of their bonds, has been diluted by the French inserting a provision that this would be after 2013 and on a case by case basis. Cochrane sees the vagueness of a case by case threat as the worst combination possible. He says this relies too much on the assessments of IMF and EU officials. The result would be for big financial institutions to bet on a bailout and to lobby these same officials hard. Cochrane's says the big culprit in the problem facing the euro-zone is short term debt. If Europeans won't let governments default, then they must insist on long-term financing of government debt. It is the short term debt of these countries that creates a crisis atmosphere. If investors become pessimistic about long-term debt, bond prices can go down temporarily without causing damage. The way a crisis happens is bad news develops, and governments having financed with short term debt need new money to pay off old debts. The way to handle this refinancing crisis is to have a large forced exchange of maturing short-term debt for long-term debt, and this is what occurs in "restructuring." And this kind of restructuring ocurred with the Brady plan that helped Latin American economies recover from a debt crisis in the late 1980's and early 1990's. This is the only viable solution, as it will be virtually impossible to bail out all euro-zone countries- Portugal, Spain, Italy and so on. For the US this is an eye opener to get its own financial house in order. US government debt is also tilted to short-term debt maturities, with the majority rolled over every year. and the Fed's quantitative easing will tilt this further to shorter term debt. And in the US, many states and local governments are in serious financial trouble....

ECB's German representative and chief economist Jurgen Stark resigned from the ECB's Executive Board to express his opposition to ECB bond purchases of sovereign bonds of Greece, Spain and Italy. This follows the resignation of Axel Weber as head of the Deutsche Bundesbank in June 2011, who raised similiar concerns. The concern is that the ECB is exceeding its charter by buying sovereign bonds, taking on a political role and adding new risks. Stark wrote in an op-ed in the German newspaper Handelsblatt- as government efforts so far have failed, "far-reaching reform of the mechanism for decisions and sanctions is needed... We find ourselves in a situation in which massive sustainability risks in public budgets are eroding financial stability."

Bondholders and the Greek government are stalled in talks and waiting for Germany and the IMF to come up with the 14.5 billion euros that is due on March 20, 2012. It may suit the bondholders holding out for a higher interest rate in the 4-5% range for the new bonds to be issued at 50% of face value with long term maturities, but is bad for Europe. This Journal editorial points out that this is bad for European taxpayers and points to other steps that can be taken which are being discussed in European circles. One step is for acollective action clause to be inserted for the existing Greek bonds under which all bondholders have to accept losses if two thirds of the bondholders agree to accept losses. To ensure the safety of the Greek banking system Greece would restructure the bonds held by Greek banks so that they continue to be acceptable as collateral with the ECB, and issue new bonds to the ECB with face values, interest rates and maturities matching existing holdings. The idea is to make it possible for Greece to reduce its total debt and its debt servicing costs- which is really the only way out of the crisis. The ECB and Greece would use the collective action clause to restructure the Greek debt to reduce interest and debt servicing costs on new bonds to be issued. The Journal editorial says it should also mean Greece and the ECB are not required to put up the 30 billion euros in up-front cash that was agreed to in a poorly devised agreement in 2011....

Christian Ude, the mayor of Munich from the Social Democrats party, says the Christian Social Union's (CSU) hold on power in Bavaria is likely to be challenged in coming elections. One of the reasons for this is that people are moving to Munich from all over Germany because many companies are hiring. Siemens, Audi, BMW and many Mittelstand companies are based in Munich, and unemployment is the lowest in Germany. The CSU, a partner in Merkel's coalition government, is particularly critical of measures to aid Greece, and steps taken by the ECB to buy the bonds of Spain and Italy to reduce borrowing costs, making it difficult for Merkel to provide flexibility in her negotiations with other eurozone countries.

It is hard these days to walk on streets in Germany, Austria and other European countries without the fear of being hit by a speeding bicycle. Some cyclists are known for aggressive cycling on city streets and make it difficult to go out for a walk without constantly being on the alert for bicycles. The New World- Russia's new relations with US as US accepts Russia as a Northern European Power and Russia respects Monroe Doctrine of 1823 of American power in the western hemisphere in return. What the Europeans do not understand is that the new US policy will bring more oil to the market and cut oil prices to lows that will reduce the cost of living in US and Europe, and will also give Russia fewer dollars to fight the war in Ukraine. Denmark only foolishly calls it the end of NATO if Greenland becomes American as this will only make it difficult for the European nations against Russia. As DJT pointed out NATO is not much without the US and the US intends to stay with NATO. Germany had a long conflict with Denmark over Schleswig Holstein. Norway has disputed Denmark's claims to Greenland  till 1921.US Navy explorer Rear Admiral Peary discovered northern Greenland and claimed it for the US  in 1880's, and every US administration since 1867 with Seward till Harry Truman a Democrat in 1946 has wanted Greenland for the security of the US eastern seaboard, and called it in the words of the US Commanders in Chief in 1946 "completely useless for Denmark," vital for US security across the Atlantic from Greenland. ...

Spain provides 14 public holidays that are mostly Catholic holidays, and an additional 22 vacation days, which is similiar to the the EU average. Unlike the practice in the U.S. and Britain to have these holidays fall mostly on Fridays and Mondays, in Spain many of these holidays fall in the middle of the week. This disrupts productivity as Spaniards use bridge days or puentes to create long weekends during which many offices and factories are empty, disrupting productivity. Most companies cannot plan for meetings and work because counterparts may be using the bridge days during these holidays, and working with international clients is difficult and hard to explain. Spain's new prime minister is determined to increase Spain's competitiveness, and bring Spain to the level of competitiveness of countries that do well in this measure, including other European and Asian economies. He describes this in his book "En confianza. Mi vida y mi proyecto de cambio para Espana." ("In confidence. My life and project of change for Spain") In his inauguration address he said Spain should correct "the work calendar to make the rights of workers compatible with the competitiveness of our companies." Vacations are a sensitive issue in Spain because tourism generates 10% of GDP and employs 10% of the workers. Alberto Nadal, who addresses labor issues at the main business association in Spain, says a change of mentality is needed in Spain, and doing away with bridges shows Spain is grasping the idea that things should be done differently for the eurozone community of nations. This also shows some of the differences in the Iberian peninsula countries of Spain and Portugal, where the countries are embracing the change and there is less unrest even with high unemployment, as compared to Greece. In Greece the changes are being resisted by politically connected groups, where political parties enjoy little support and there is much unrest, making the project difficult. Mariana Rajoy, Sarkozy and Merkel are from centre right parties in Spain, France and Germany, and have had a close association for years before Rajoy was elected- during EU meetings of centre right parties, as is evident in Rajoy's book. This Wall Street Journal editorial calls for more transparency in disclosing bad debt problems at Spanish and other European banks. It faults recent and upcoming stress tests of EU banks for not being stringent enough and taking into account adverse scenarios. While Spain's central bank says only 20 billion euros are needed to recapitalize the cajas savings banks, other estimates are much higher. Moody's country report says Spain could need upto 120 billion euros to recapitalize its banks. A big problem is European banks exposure in Spain which is over 700 billion euros as of September 2010- Spanish banks have high exposure in Portugal and German banks have high exposure to Spain.

The European Central Bank left all its interest rates unchanged on September 7, 2016. No changes were made to asset purchase program, which will run until March 2017 or beyond as needed. The ECB left interest rates at 0% for its lending operations, and for overnight deposits at 0.4%.  Inflation is a special concern, as inflation was at 0.2% for August. Business activity and investment in the EU and in the U.S. is weak, and Brexit is still a concern.

DW.com's Ines Pohl says the U.S. presidential election campaign in 2016 with Donald Trump is a reflection of the state of American society today. She says lets not kid ourselves, what is happening is a reflection of the changes in society, demagogy as a reflection of the society we live in- people's lack of interest in serious issues, the loudest getting heard, less interest in checking the facts, and looking for a good show or entertainment in the debate. She points to problems in today's society, new technologies in media, that have fostered a new kind of shallowness. This includes fragmented social media groups, media that allows scapegoat theories to thrive, and elites or people in authority that lack the ability to respond to the challenges posed by this. She rightly points out that it goes beyond this campaign season and will continue into the future till it is resolved. What would Abraham Lincoln think of this, or what would George Washington or Thomas Jefferson think of this? LyrArc has frequently quoted these lines from a letter by Washington to Jefferson in Feb. 1783, and in the First Letter from the Editor- "To merit the approbation of good and virtuous citizens is the height of my ambition;  and will be a full compensation for all my toils and sufferings in the long and painful contest that we have been engaged." Washington told his countrymen in his draft of the First Inaugural Address that "there is no truth more thoroughly established, than that there exists in the economy and course of nature, an indissoluble union between virtue and happiness, between duty and advantage, between the genuine maxims of an honest and magnanimous policy, and the solid rewards of public prosperity and felicity." This has profound meaning and is truly applicable in meeting the challenges America and Europe face today.   ...

US - EU Trade Agreement with 15% tariff on EU imports to the US and $750 billion in US exports over 3 years of LNG, oil and gas, semiconductors etc. Including military purchases. EU would invest $650 billion in the US.  Aircraft and their components, particular chemicals, semiconductor equipment, some agricultural products looked set to be exempted from the new tariffs placed by the US on EU imports into US. To even the playing field where German and Japanese cars had a free ride into the American market since 1980, 15% tariffs lower than the 24-25% proposed tariff will be place on German cars. Business in the US sees this as a least bad outcome says WSJ. Yet this ignores that the US gave special privileges to Japanese and American car makers to export into the US since 1980 with no corresponding benefit to the US in other industries or to the US auto industry. This gives the US industries and the US science and technologies opportunities to get back into the game of exporting, opportunities that the US gave to Europe and Japan since 1960. It also strengthens the US economy by helping restore the US as the industrial power it was from 1920-1980.  ...
