Expensive new fuel saving technology investments at BMW to meet new pollution control standards in Europe (130 grams per kilometer) and boost fuel efficiency in the US. This year only 40% of its cars will meet 140 grams per kilometer. With a production total of 1.4 million cars BMW faces sizable investments with smaller car volume than the likes of Toyota and Honda. R&D costs have climbed 22% in first half 2007 to 1.5 billion euros. BMW has agreements to jointly develop some of the new technology with Daimler and GM on hybrid gasoline-electric drive cars. How Toyota's labor cost advantage is disappearing. By late 2009 Toyota's Georgetown Kentucky plant, 23 years old, where most workers are at the top of the pay scale could be the highest labor cost auto factory in the USA. A large number of Toyota workers are at the top wage of $25 an hour. Detroit's 4 year deal with the UAW gives them a 2 tier wage contract where lower paid workers earn only $26 an hour including benefits according to the Center for Automotive Research. At GM in 2011 its estimated the number of workers will be down by 6500 to 68000 workers, and one third of them earning the lower wage. How is Toyota responding? New hires will take 5 years not 3 to get to the top wage. And starting pay at a plant in Mississippi will be lower than the traditional $16. Its also cutting health care costs by setting up medical centers on site as at its San Antonio factory.

Hagel did exactly what the White House expected him to do, say experts, including not coming up with any large ideas on the defense forces, tackling the budget cuts, working with the rank and file in the military, and implementing the administration's policy of reducing involvement in foreign military conflicts. Hagel's role was limited by micromanagement by NSC officials and Hagel was seen as deferential to the military chiefs and generals who had different views of the conflicts in Syria and Afghanistan- some generals seeing the administration's response as hamstrung by keeping resource committment to the minimum in Syria and others saying not enough resources were there to extend involvement to places such as Aleppo in Syria. Hagel resigned after pressure from White House officials who realized the inadequate nature of the very things that the White House expected of Hagel- following what the public sees as failures in the Middle East.

Microsoft shares were up 7% after the announcement about the departure of Steve Ballmer from the CEO position. Steve Ballmer became president in 1998 to run Microsoft's operations. He was a college buddy of Microsoft founder Bill Gates at Harvard. Ballmer graduated from Harvard with a degree in mathematics and economics and worked for 2 years at P&G before Gates persuaded him to join him at Microsoft. For decades the duo of Gates and Ballmer ran the company till Ballmer was made CEO in 2000. Ballmer completes three decades at Microsoft. During most of this period Ballmer focussed on protecting the existing franchise of Windows operating systems software and the Office suite sold on all PC's except Apple Macs. Missteps include Windows Vista, which was followed by the more successful Windows 7. Windows 8 has failed to make a significant dent in the market. A poor decision in retrospect to acquire Yahoo for about $44 billion did not happen, as Yahoo did not pursue discussions. The efforts in smartphones with Nokia and the Surface tablet have failed to produce results. Under Ballmer Microsoft only gradually shifted to cloud computing. The departure of Ballmer comes as a major reorganization was underway in 2013, and the company was shifting its strategy to become a provider of devices and services in place of its main role making software sales for PC's....

The attack against the ill trained and ill equiped Pakistan poilce forces in the Punjab and across the country. It also resembles the attacks against police forces and suicide bombings by insurgents in Iraq. The police force of 167,000 recruits the same way as it did during the times of the British rule, which is to take poorly educated recruits and train them to protect the ruling elites and maintain order. THe Punjab police officer in charge of logistics says the force has only 80% of the weapons needed for the 167,000 men. Because police officers take bribes routinely they are also not like by the public, whereas the terrorists act like pious Muslims and mix with the people. The terrorists by contrast are very well equiped and trained making the police no match for them. Making things worse the terrorist groups that were supported by the Inter Services Intelligence or ISI of Pakistan and encouraged to operate against India are now coordinating actions in Pakistan with the Taliban. These terrorists have even more training and equipment than the Taliban, operating in places like Kashmir fighting the Indian military....

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

Japan's Constitution only allows acting in self-defense. Experts say Japan has to consider what it would do for missiles flying over Japanese territory in the direction of the U.S. A Japanese government ruling in 1956 allows acting in self-defense in a broader way. Yet the public in Japan is not sure what is the best way to respond. Also to be considered is how this will be seen in South Korea and China- would Japan taking a greater defensive role and building its own anti-ballistic missile system defenses lead to greater tensions in the region.
