COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

The purpose of the National Education Policy was to prepare India's young people for India as a developed modernized country and to meet the educational needs of such an economy. The idea was to break the idea of silos based education that separate the science, engineering, medicine, law, arts, humanities, languages based education into separate non mixable parts. It is based on the idea that in modernized economies one needs critical thinking abilities, creative thinking, that mixes the humanities and arts with sciences, with engineering, and other scientific fields.  Because of India's diveristy, history of disadvantaged populations, to build an inclusive economy is also a goal to tap into the widest pool of human potential and talent in a country with 1.2 billion people. For this to happen the goals are set for inclusivity for gender and disadvantaged populations.  What is not in NEP is the investment part, and the governance part, both critical for it to be effective. Investment at 4-6% of GDP is inadequate, as this Brookings report point out. For healthcare and education, India has to expand its share of GDP dedicated to these two areas to make it comparable to other advanced nations. This will pay off in infrastructure development and exports led growth as inputs of education are key to get productivity up in manufacturing and in R&D. Governance is essential part of this overall plan as the public school system in India as in Brazil, Mexico and other countries suffers badly from a lack of attention- with discipline, transparency, good government, increasing incomes and rewarding teachers at every level. ...

Prakash and Ghosh in the Hindusthan Times remind readers that even though India has ambitious plans for renewable energy much remains to be done in shifting to clean coal technologies. An estimated 80% of India's coal plants use obsolete technologies, making this an obvious area for improvement. India plans to make solar the source of 100GW of 175GW it plans to generate in renewable energy by 2022. Yet it must not be forgotten that coal is a dominant source for the foreseeable future and shifting to clean coal technologies is an area that should get top priority from the government. Today India is the third largest in terms of carbon emissions after the U.S and China.

Abbott is looking for new ways to market in emerging markets. New flavors for Ensure in Asia would include lemon-honey. And cumin-jeera jal is a flavor for a supplement for diabetics in India. Abbott has a five year contract with India's drug maker Biocon to develop products for the Indian market. Abbott faces strong competition from other nutrition companies such as Nestle in India, which has 75% of the market for baby formula in India, and now owns Pfizer's baby nutrition business. With the $10 billion already spent on the Solvay and Piramal acqusiitions in India, Abbott has less room to make further acqusiitions. It will focus on organic growth with investment of about 7% of sales in R&D to develop new products. The split in Abbott's business with the separation of the pharmaceutical unit, will lead to a more consumer product oriented company.

Tata CEO, Ratan Tata, says in a interview the car will do far better on emissions than today's low end cars, and that the emissions standards were much easier to meet than the crash and safety tests, because of the lightness of the vehicle. Todays lower emissions standards in developing countries makes it easier by not having to use more expensive technologies. Electronic sourcing and internet auctions are used by Tata to a greater degree, 30-40 % of parts sourced this way compared to 10-15% by other larger carmakers. This helps meet the aggressive cost target. On the safety isssue its interesting to note that most of the people buying this car will be millions of motorcycle families and individuals (typically a couple of people can ride an Indian motorcycle). They may be safer in a light car than on a motorcycle. This has to be seen in the particular context of India. Renault-Nissan used the experience of lowcost car engineering techniques and secrets from its Logan car made in Romania and transferred it to its other models. Tata started with a clean sheet of paper, asked the quesion what they really had to have and was there some other way. It was Ratan Tata's dream to build a car in 1 lakh or 100,000 rupees or about $2500. The project had all out backing and tested Indian engineers ingenuity. The Tata effort will be studied by carmakers from around the world. Bosch does not underestimate the value of this business, as the car will target a market of hundreds of millions of people in India and China and developing countries. Ariba a supplier to Toyota, and BMW a supplier to Tata, helped Tata buy parts through electronic sourcing. China's Cherry Automobile company, another pioneer, had an Austrian firm help it design its engine for its small car. Tata worked with German company Bosch on the engine. And both must have used cutting edge technology but with a different goals and specifications to achieve unique tasks....

Apple finally recognizes the need to reduce concentration in one country and plans to bring 40 to 45% of the production of iPhones to India. Initially it plans to bring NPI trained suppliers such as Luxshare that have facilities in Vietnam to assemble outside China. Over time suppliers in India will have to develop the needed skills, planning and engineering concentration of people to Make in India what is now Made in China.

Ghana is one of Africa's better developed regions, which suggests that much of Africa is also at 76%, and it may also be true for much of Asia outside of China and now India with PM Modi's Jal Jeevan Mission, and for Latin America. The situation in South Asia remains a strange one to someone from outside South Asia with trade and commerce between India and Pakistan missing. This comes as the global supply chain is being renewed along new lines and manufacturing is taking a new role under Made in India and Atman Nirbhar Bharat. Better trade and commerce and financial relations would improve the ease of living for people in all parts of South Asia, giving trade and commerce a chance to define relations and usher a new era of peaceful cooperation.

2023 is the year of huge aviation orders. Some even say this may stave off a recession. Biden says this would create 1 million jobs in the US. Modi names about 10 American states that will benefit from India's growing civilian and military aircraft needs. The biggest order in aviation history was one of 500 single aisle planes from Airbus by India's Indigo Airlines. Before this order Air India made an order of 470 planes from Airbus and Boeing. Riyadh Air and the Saudi airline also place large orders. 

WSJ cautions that it takes 6 years for planes on order to be delivered. There are production and regulatory issues. Some of the orders can be pared down. One expert says it is a way to get in line for planes to be delivered by planning ahead as the Indians have done by foresight about rapidly growing demand.

Making some territorial concessions appears to be the only way for peace talks to succeed. For a long time there was insistence on territorial sovereignty of Ukraine by EU and NATO leaders. This appears to have prolonged the war- with needless loss of life on both sides, and costly damage to Ukraine infrastructure, a population that had to face additional winters and hardship in war ravaged areas. NATO's Stoltenberg from Norway, leaders of northern Nordic and Baltic countries, the UK, could take that position without having to face the hardship of the war. NATO had to be re-formed under a new name and new structure  following the collapse of the Soviet Union, with wariness about the possibility of centuries old since 1700 UK and Nordic historical adversarial relationship with Russia casting a shadow over that organization, and embroiling the US in conflicts not of its own choice or of wise leadership. This is the root cause of the Ukraine war. It would have been best to completely restructure NATO and give it a new name without Northern European nations leading it. Principles matter once soviet communism was no longer there NATO formed for its expansionism in 1950's had served it's purpose. Rasmussen from Denmark and Stoltenberg from Norway led the organization for the last decade and half from 2009-2014 and 2014 to 2025, with backing from Obama/Merkel for most of the period of the war in Ukraine. Also most of the period NATO expanded to Russian borders happened under Northern European leaders from Spain, Britain and Nordics (Solana, Robertson, Scheffer, Rasmussen and Stoltenberg) and the organization NATO getting the northern European slant based on historical adversarial relationship of Britain and Russia since 1700- for no other reason than the British wanting to protect its large Empire and commerce in India which in the 18th and 19th century included most of Asia. Under Robertson the UK Defense Secretary much of this transformation into turning NATO into something anti-Russian happened which was primarily because of British and Nordic perceptions of Russia as an adversary. Robertson added the following countries at the Prague Summit in 2002 to NATO- the Baltics, Romania, Slovakia and Slovenia. Russia faced internal upheaval in those years and Yeltsin in resigned in 1999, Putin was elected in 2000. It is clear that Russia had suffered severe economic hardship in that period and Putin's first goal in 2002 was to stabilize the economy.  It could be said that this turning NATO over to UK and Nordics was a huge mistake considering that Russia was still the largest nuclear power after the US, and British policy was now determining US policy. And Britain's Robertson/NATO should not have involved itself in the Afghanistan war using Article 5, as the US could have handled this alone and limited that engagement. It got US involved in another conflict, conflict with Russia that was to come in Ukraine on the side of the Baltics and Ukraine, without US clearly understanding what the roots of that war was about and implied confrontation with Russia 20 years after the Prague Summit in 2002 under George Bush junior. The incompetence of Bush and Obama/Merkel laid the seeds of the Ukraine war in 2022 following Robertson, Rasmussen, Stoltenberg, small Nordic nations and Britain creating a conflict that did not need to happen, with loss of hundreds of thousands of lives of Russian speaking fraternal peoples of both Russia and Ukraine. The Republican sentiment under DJT of the tragedy of such huge losses of young people, and desire to end this loss of life, can nowhere be seen in bellicose talk in northern European nations, that take the US for granted to fight their wars.  The wisdom of Washington, Lincoln and TR/FDR clearly caution in getting involved in European centuries old animosities. For the US it meant in practical terms that it could no longer carry out the Monroe Doctrine essential for peace and good governance in the western hemisphere as only a Russia desperate to make its views known about NATO would interfere in the western hemisphere against US assertion of the Monroe Doctrine with the US Navy. Instead drug trafficking gangs took over Latin American countries and created a flow of fentanyl and millions of people through migrant traffickers across the US southern border. As America has expressed its concern for loss of Russian and Ukrainian men in the war for the first time under DJT Russia has distanced itself from Venezuela, Mexico and Latin America. The loss of hundreds of thousands of young Americans to fentanyl is a shared tragedy with the loss of hundreds of thousands of young Russians and Ukrainians in the last decade. How reliable are Northern European countries when it comes to protecting the eastern seaboard of the US with the acquisition of Greenland? It is a policy pursued by presidents since the Alaska Acquisition from Russia. By Seward, Teddy Roosevelt, Harry Truman and DJT. Denmark the land where NATO secretary general Rasmussen was from followed by Stoltenberg from Norway  (for 15 of the years of the war in Ukraine 2010-2025) the US efforts to protect its eastern seaboard are rebuffed by both Denmark and Norway, and the US presented in a negative light as an imperialist power in the face of Danish East India Company's  colonial attitude since 1700 clearly imitating the colonial British East India company.  It shows Northern European nations looking out for themselves not for the US, and embroiling the US in their wars at the cost of the entire western hemisphere being destabilized. The population of UK, Denmark and Norway, Baltics is far less than the Mumbai, Shanghai, Sao Paulo , Berlin and Tokyo regions. Should the views of a small population in northern Europe of 2% of the total determine the future of US, Europe, China, India, Brazil, and other parts of the world with 5 billion people the 98%, when issues of war and nuclear conflict, nuclear buildup, the western hemisphere destabilized with drug trafficking gangs running rampant in countries, divide the world in opposing blocs, when the wellbeing of most of the world's people in Asia and Latin America, Africa is at stake by establishing a essential degree of cooperation by all sides. The US under DJT has chosen a wise policy of cooperation over conflict -with China, with Russia, with all the major powers, and with smaller powers. Reading the wisdom contained in the writings of Washington, Lincoln, TR/FDR confirms it is clearly the wise choice. ...

The Vice Chief of the Indian Army explains in detail how the scheme that is rolled out for Agnipath is a pilot project and how the lessons learned will be incorporated over the next 5 years. He says the recruits leave with something like 24 lakhs rupees for a second innings at age 22, with the opportunity to get 13 lakhs in preferential basis loans in government assistance to start an enterprise. Others could choose to enhance their education and go on to get degrees under preferential educational setup. The idea is not to set them up for life but get them off to a good start as they are only about 22 years and with special technical skills acquired during their 4 years in the armed services. Technical skills acquired in the airforce could be even more advanced. Private industry in an India almost twice the size of the economy that exists today and the fastest growing economy in the world would easily absorb 30,000 of such highly trained disciplined people in the scheme who leave. The US GI Bill and other similar programs for the military have shown that this works and private industry is eager to take in these people on a preferential basis. These in fact have proven to be even more attractive opportunities using the example of the US experience than a government job. Lt. Gen. Raju says about the All India regiments replacing the homogenous units of the past. The Rastriya Rifles  and similar units in the Army have shown that the bonding happens for people from different parts of the country. He could have said that it is seen in the cricket teams where the bonding is between people from different regions and places. These units have performed very well says Raju in the LAC, in Kashmir, in border areas and in other situations. ...

Azimji Premji of Wipro is one of the few Indian business leaders with a strong bonding with Gandhi's ideas of personal responsibility for India's betterment and the betterment of millions of ordinary people in India. He says Gandhi influenced him only next to his mother who ran an orthopaedic hospital for disabled children for 50 years, and learned what it took to do this as well as the difference it made in people's lives. He quotes Gandhi as his own personal philosophy-  "Supposing I have come by a fair amount of wealth- either by way of legacy, or by means of trade and industry- I must know that all that wealth does not belong to me; what belongs to me is the right to an honorable livelihood, no better than that enjoyed by millions of others,. The rest of my wealth belongs to the community and must be used for the welfare of the community." He cites a saying of Gandhi to be seen at Sabarmati Ashram and Gandhi Smriti- "I will give you a talisman. Whenever you are in doubt or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself of the step you contemplate is going tobe of any use to him or her. Will he or she gain anything by it? Will it restore him (her) to control over his (her) own life and destiny? In other words will it lead to swaraj for the hungry and spiritually starving millions? And the US under presidents Wilson, Coolidge, Franklin Roosevelt, and the American people followed a policy of respect for the Chinese people during this period with the idea fervently America believed of a modern nation emerging from the chaotic period of Manchu monarchy's decline by 1900 and warlords civil war + Japanese invasion from 1900-1945. For Britain and the European colonizers Chinese and Indian people were for the most part "coolies." Joe Stilwell, FDR's Supreme Commander of American Forces in China was the ultimate free of racism. A order from the Republican Coolidge administration in the 1920's was for any American soldier to be courtmartialed for so much as laying a hand on a Chinese coolie. A modern nation did emerge as the American people hoped and fought for in China, and in India over the 25 year period in the 21st century, with Britain having failed to bring the same level of understanding that America had for the Asian people.  Britain's monarch Charles tells Commonwealth leaders his government is not paying reparations for slavery yet is determined to create anew understanding to work with other nations in the future, to discuss issues with openness and respect. The question relates to what the World Bank's mission should be in a world where develping countries such as China and India have made signficant progress. The fragile and conflict ridden states in Africa and in parts of Asia and Latin America will be critical parts of this mission. Yet a lot remains to be done in China and India, and the World Bank sees its role as facilitating the development of needed infrastructure in India and efforts to control pollution in China, better manage the growth of cities in both countries, and also work in the poorer parts of Europe such as Greece. World Bank president Kim sees the World Bank working with the private sector to ensure that infrastructure projects have "a transformational outcome" to help improve incomes of people struggling to join the middle class.
