The government bailout of Fannie and Freddie was expected to cost hundreds of billions of dollars according to some estimates during the financial crisis in 2008-2009. The costs peaked at $187 billion in 2011. The transfer of $59.4 billion by Fannie Mae to the U.S. Treasury in 2013 lowers the net cost to $60.5 billion. The net cost of the Troubled Asset Relief Program or TARP has decreased to less than $23 billion. At one point the cost of TARP reached $419 billion for the U.S. Treasury. The government sold the last of its shares in private insurance company AIG and made $22.7 billion in gains. Treasury and Fed loaned $182 billion to AIG and at one point owned 90% of the company. Chrysler exited the TARP bailout program in 2011 at a net cost to the U.S. government of $1.2 billion. So far in May 2013 the GM bailout cost $19.6 billion, this would come down to about $11.82 billion if the U.S. government sold its GM shares at the price in May 2013. The U.S. Federal Reserve says it has not lost money in any of its emergency lending facilities, even though some loans are outstanding. The FDIC says its fees from rescue programs exceed losses....

Nigeria is still divided between the Muslim north and the Christian south. The northeast is facing an insurgency by Boko Haram Muslim militants. The two candidates are the current president, Goodluck Jonathan, a Southern Christian seeking another term, and a former military ruler and northern Muslim, Buhari Muhammad, who is now working within the country's democratic framework. The mood in the country reflects the the lack of essential needs- security lacking in the north with the Boko Haram bombings in Kano and control of areas in the northeast. The Nigerian military has failed to control the Boko Haram insurgency in the northeast. Presidential elections were postponed for six weeks as the Nigerian military grappled with the deteriorating security situation. During this short period South African mercenaries hired by the Nigerian military and the forces of the governments in Chad and Niger which border the area controlled by Boko Haram have pushed the insurgents back, restoring some degree of Nigerian control. The improved security situation benefits the current government. In this report the residents of Kano describe their frustration with the lack of security, electricity, water, and education. Oil revenues have failed to benefit the vast majority of the people of Nigeria, as needs for water, electricity, roads and other infrastructure remain unaddressed six decades after independence....

His only concern is to be where voters are and think like the voters, this is where he is happy being. Voters in Britain today think business is more than being about profits. New polling by the Social Market Foundation shows changing attitudes in the Conservative party and its supporters. In 2016 48% of Conservative voters thought it was important to remove regulations and rules for business. In 2021 this has fallen to 27%. Today economic fairness is a big concern. Inequality was a concern for 15% of Tory voters, today it is 28%, higher than Tories concern about removing regulations. Business leaders have also moved on after the Brexit referendum and see the need for meeting a social purpose. Some business leaders think the Thatcherite thinking of some cabinet ministers is "decades out of date." ...

Analysts are predicting problems for Honda's plants in China stemming from wage increases. The wages of 500,000 yen per year for a worker in Honda's Chinese plants are double what is paid for a factory worker in India or 33% higher than in Thailand. For the Guangzhou plant to meet domestic demand it would have to have a 50-50 joint venture with a Chinese company, and this would mean getting government approval. For now that plant will remain an export hub. The entire plant -out of 4 Honda has in China- is committed to exporting the Jazz compact to Europe with production of 50,000 vehicles a year. Honda now owns 65% of the plant.

Todd Schlanger, senior investment strategist at Vanguard, is cited in this WSJ report saying the 60-40 strategy makes sense now because of lower stock valuations and higher bond yields. His forecast for Vanguard for a 60% stocks and 40% bonds globally diversified strategy is for a annualized 10 year median return of 5.4%. Schlanger says 60-40 strategy used to be a bellwether, and that strategy is an enduring strategy.

Stock valuations that Schlanger says are lower are reflected in the S&P 500 which is trading at 18.2 times its expected earnings over the next 12 months, down from 21.6 at the start of 2022. The 10 year average is 17.5.

The US midwestern states depend entirely on imports from Canada of as much as 3.5 million barrels a day. In 2018 the Canadian government bought an unfinished pipeline from Alberta to British Columbia, the Transmountain pipeline for $18 billion. This is now finishing completion in 2024. For years the pipelines bringing oil from the north to midwest states reduced the cost differential between Canadian crude and US crude to $18 for a price of $47 a barrel. The Transmountain pipeline will take some of that oil and move it to British Columbia ports where it can loaded onto tankers heading to Asia. This will increase the cost of Canadian crude into the midwest and be reflected in prices at the pump.

This was delayed twice, once with Israel's takeover of the Al Shifa hospital complex in Gaza and then with recalcitrance shown by both sides to agree over which hostages would be released. Each time Biden persisted till he got the deal for both hostage release and a temporary ceasefire that could be the basis for future settlement of decades of conflict. Biden has expresssed his determination to end this conflict. In this he has the support of the world community of nations.

He cites IMF estimates that global output will be 3% lower in 2022 than it had projected in 2019, with Western Europe and Latin America taking larger hits. US growth is distorted and disrupted with the effects of absence of workers from illness (5 million American workers not working in December 2021 because they were sick, or caring for someone sick or afraid of spreading it), supply shocks from supply chains, 7% inflation. The boost to productivity from digitization conceals the impact of an overworked and fatigue prone remote working workforce, says Greg Ip.

An emergency appeal to have the case on the travel ban to the Supreme Court has the disadvantage that of the 8 Justices on the court the ruling could end up at 4 against and 4 in favor. The 4 liberal Justices are unlikely to support it. Another more likely scenario is taking a conventional petition approach and this would mean a decision on whether the Supreme Court hears the case would come by April, and hearings starting in October. By that time Neil Gorsuch could be on the Supreme Court filling Judge Scalia's vacant position- leading to a decision, instead of a tie that leaves the appeals court decision to stop the travel ban in place.

Immigration is an important issue, it also is middle of the pack voting issue, says this report in the Washingon Post. Chicago Council poll shows that what matters a great deal is- economy in general (58 percent), inflation (53 percent), abortion and immigration both at 43 percent,  crime 39 percent, Ukraine 19 percent, Gaza 17 percent. This is also true for Independents at 41 percent, protecting democracy 51 percent, inflation 48 percent. A majority of Americans say about undocumented immigrants that they should be allowed to stay and 6 out of 10 say immigrants from other cultures have "a positive effect" and interestingly 7 out of 10 of all Americans say "immigrants mostly take jobs that nobody wants."

Goldman Sach economists say that technological improvements have increased productivity but this is not reflected in the statistics. Statistical measurement is an issue they say. Economists at JP Morgan Chase say the problem is that many of the technological improvements have not increased productivity in manufacturing, and there is a misallocation of resources to apps such as Uber and new products that do not increase productivity in the economy. Their view is that this is not a measurement issue, the drop in productivity makes sense and is very real. Compared to earlier shifts in technology this one has provided little in the way of serious improvement.

Companies in retail, construction  entertainment sectors made layoffs in the first 2 years of the pandemic. White collar workers worked remotely and were not affected that much. In 2023 the layoffs are now affecting professionals and white collar workers. White collar workers are also paid more which creates savings for companies when they layoff higher paid professionals who do not perform critical tasks. In manufacturing and blue collar worker industries there are not many layoffs because companies are hoarding these workers as there are worker shortages. Many workers retired in manufacturing and blue collar leading to shortages in these sectors. Because this is not typical in the layoffs and hiring cycles seen previous to the pandemic this is an unusual situation.

This report in WSJ says industry and Boeing officials now increasingly believe that workers at Boeing factory reinstalled a plug in 737 Max 9 jet but failed to put back the bolts. The door plug blew off 16000 feet over Oregon leading to an emergency landing. Boeing is affected by lack of good quality practices and worker training for quality standards for several years. The question remains why this sort of defect is not detected in the final inspection detail checklist, with a second final inspection and third for overall quality. And why the plane is not checked again for obvious defects by the airline when it receives the new plane.The cost of this is minimal compared to the cost of compensating airlines for losses in some way and loss of customer loyalty.

Dr George Gao an Oxford trained virologist was in charge of China's agency for pandemic disease control. This story shows how his effort ran in to problems from authorites in the province and other problems. Scientists in U.S. and Britain and in China say had the effort to control the virus started 3 weeks earlier by December 1, 95% fewer cases would have happened in China. With additional steps to control pandemic spread such as air and rail, auto travel restrictions this also means the virus could have been contained within China with only a limited and better controlled spread overseas. The bungled response in China shown here affected first China, then the whole world.

Governor Jerry Brown of California retires to an isolated family ranch in Colusa County, an hours drive northwest of Sacramento, the state capital. He is the longest tenured and oldest governor of the state, having held the office when he was younger and then coming back years later to be governor again after becoming Mayor of Oakland. His father was also a famous governor of the state. 

His values of embracing community almost to the point of being tribal were evident in his long years in office. His three years spent at a Jesuit seminary before going to law school also shaped his life. Brown was opposed to embellishment, living in a sort of ascetic way, and was also opposed to a cult of personality. Upto the point that he refused to sign autographs as governor.

Merkel told CDU delegates that the party was not the party it was in 2002 and praised the work of Karrenbauer in Saarland, in an indirect endorsement of the female candidate over Mr. Merz who favored taking the party to its conservative roots.  Merkel has pushed the CDU to the centre and sometimes to the left in an effort to sideline the Social Democrats, which worked till the migration and refugee influx led to a fragmentation in German political parties and decline in support for CDU. The election was close with Karrenbauer winning in the second ballot by a bare majority. Merkel plans to stay in office till 2021 and the party post in the hands of a close ally helps Merkel consolidate her legacy. Merkel made Karrenbauer Gerneral Secretary in 2018 in a move that was intended to move her to the top position. ...

Stuart Gottlieb, who teaches American foreign policy and international security at Columbia University, describes Logevall and Goldstein's Vietnam analogy for Syria as a situation on how one can go wrong by relying on historical reference when new thinking is required based on existing challenges. Others point to the situation in Vietnam as Kennedy's war with 16,000 advisors already on the ground. Kennedy's words "let every country know whether it wishes us well or ill, that we will support any friend, oppose any foe...," were part of the Cold War in the early sixties that Kennedy inherited from Eisenhower and Truman starting with a Communist Iron Curtain falling over Eastern Europe and threatening Western Europe. The situation today is quite different in a Middle East with little to do with Russia and China, at the same time sectarian with Sunni and Shia, and aspirations of Arab people for freedom from dictatorships....
