What the Indian Supreme Court failed to do was ask for accountability for the nearly 3 years lost in timely delivery of infrastructure that was to be completed in 2021 for the $3 billion Metro subway for Mumbai. Work that was moving 24 hours a day 7 days a week under Ms Ashwini Bhide was stalled and left to stagnate. This is unconscionable for a country with 1.4 billion people and most under 35 years whose aspirations get repeatedly stuck in the mud by politicians and a mentality that has itself given into the way colonial powers looked at India of being undeveloped, dirty and disorganized. Mohandas Gandhi would have a hard time understanding that Hind Swaraj that he envisioned in 1910 could lead to this kind of stagnation. Mr. Jain points out that the Indian Supreme Court has left it to the Assembly Speaker to decide on the issue of disqualification of 16 MLA's- in effect leaving the new government in place which has a majority in the Maharashtra state assembly in India. The 2 party coalition was formed between Mr. Modi's party BJP in the state, the principal driver for infrastructure and 24 X 7 development in India, and Mr. Shinde's party on 30 June 2023.  From November 2019 to June 2023 for the period of the pandemic for 2 years and 8 months the state was under a government that stalled on major infrastructure projects in the state that were being done 24 hours a day. Such as a huge project that the WSJ called "audacious" run by Ashwini Bhide at MMRC with over $2 billion from the Japan International Cooperation Agency for a new METRO subway for Mumbai taking it into the 21st century from an old broken British rail system. Unfortunately neither the Supreme Court or the press delved into the loss of 3 years that added this loss in infrastructure that was to be completed in 2021 to the losses from the pandemic. The project is back to operating 24 hours a day 7 days a week under Ms. Ashwini Bhide since the Shinde government was formed in June 2023 with pm Modi's party in the state.  ...

House Speaker Pelosi and Majority leader Reid prempt the Bond-Levin proposal to use the $25 billion of funds from the energy efficiency retooling for operating expenses. They said there were just not enough votes to pass the change. And the general feeling was that the automakers had hurt their case more than they had helped it after 2 days of hearings in the Senate and the House on November 18-19, 2008. Pelosi put it this way, "until they show us the plan, we cannot show them the money." The automakers were asked to come up with a plan that shows accountability and viability. Pelosi is from California, a state that has seen its mandate for controlling auto emissions held up by the automakers lobbying and the Bush administration EPA, and which favors higher fuel efficiency, higher than the numbers passed in recent legislation, also held up by the automakers lobbying efforts. So there is a three way battle going on with the states in the midwest and the Bush administration pitted against Pelosi-Reid-Waxman and the younger Obama supporters in Congress for the $25 billion in energy efficiency retooling to be used for salaries and so on. And the other battle pitting the midwestern states against all those who call for strict conditions including firing management, and serious restructuring within or outside prepackaged bankruptcy. Reid and Pelosi called for Congress to reconvene on December 2. Reid said that what happened this week has not been good for the auto industry,, which is ominous, because the hearings showed an unrepentant automaker management which did not accept any of the errors made by management long before the credit crisis in October, which riled Congressmen. Another thing was the reference to corporate jets which came up in the hearings, and Reid emphasized as did others that these guys flying in in their corporate jets did not send a good message to people in Searchlight or Reno, Nevada. The reason this is important is that executive compensation and golden parachutes are moving right to the top as they do in such times, as evidenced by the story in the Wall Street Journal frontpage on November 20 about 120 executives making $21 billion in compensation in the last 5 years including failed companies, see the link. . ...

Peters and Wessel provide profiles of middle aged American men in 2014- as tech workers out of jobs as technology shifts and worker skills fall behind, younger men with masters degrees in fields such as public administration where it is hard to find jobs and workers lack retraining, and other men who lost jobs from globalization or the 2009 economic crisis. About one in 6 working age American men 25-54 are without jobs- about 10.4 million. Of this group two thirds are not looking for work either because they cannot find decent paying jobs or are too discouraged looking for work, and are not counted in the unemployment rate calculated by the Labor Department. About three quarters of the working age men not working have only a high school education compared to 55% with jobs. Wages for highschool dropouts have declined by 25% since the 1970's, and 15% for those without a college degree but having a high school diploma- some of these men are going back to school, others lacking retraining are too discouraged to look for work and depending on a spouse or government benefits. It is these people U.S. Fed chairpersons Ben Bernanke and Janet Yellen have in mind as they shape Fed policies since 2009 to not leave them behind....

Seniors helping seniors is the subject of this report by Clare Ansberry in the WSJ. This is a growing trend. Worker shortages increased in the home care industry during the pandemic. Now older workers such as Diane Richards, 81 years, a registered nurse, are filling some of these positions. Ms. Richards worked as a nurse for 59 years and after her husband's death decided to join Right at Home in Bend, Oregon. Some are retirees like Linda McCallum, 79 years, who are taking positions to supplement Social Security income at $20 per hour. Right at Home depends on her, as it lost half its workers during the pandemic. Over 20 years the broader workforce grew by 13%, yet the workers over 65 years working or seeking work increased by as much as 144% or 6.4 million in the US, according to the Labor Department. WSJ shows pictures of these older workers who are dependable and can relate to mobility issues, care of loved ones, need to take health medications in ways that younger workers cannot. ...

This report in the NYT says US officials now say Russia was not involved in the attack on the Nordstream pipelines in the Baltic Sea. The pipeline was connecting Russian oil and gas undersea to Germany and generated revenue for Russia, cost $12 billion each to build for Nordstream 1 and 2, so that it would have no reason to sabotage its own pipeline, say US officials. Cost of repairing the pipeline would be over $500 million.  Nordstream I and 2 stretch across the Baltic sea from Russia to Lubmin, Germany for 760 miles under the sea. Nordstream 1 completed in 2011 cost $12 billion to make, with a similar amount for Nordstream 2 completed over American objections in 2021 by the Merkel government in Germany. American officials are still reviewing the intelligence to understand how it happened. Just as happened for the spy balloons over the US initial reports and speculation have turned out to be misleading. It shows the importance of getting all the facts right, more than ever.   ...

On top of this the Venezuelan economy completely collapsed leading to an unanticipated migrant surge. Only FDR and Lincoln faced so many huge challenges and tackled them one by one. The shift of higher income people from California to Reno, and the building of a mega Tesla plant in the area have pushed up housing costs. The population of Reno in Washoe County increased by 25 percent or 100,000 since 2019. With casino hotels the employees incomes lag behind high grocery costs. Housing takes a larger share of the household budget so that many people are living on the edge. Food bank officials says they serve 155,000 people, up 70% since 2019. A retired electrician says his electric bill has doubled to $300 leaving less from a $1500 social security check. A report made by a presidential commission led by Robert Kennedy Jr shows the dire situation for health of American children. The use of ultraprocessed foods and chemical exposure are leading to US children in 2025 being called the "sickest generation." The report assails a faulty medical system which invests too much in research on diseases and does little on understanding and working on prevention of diseases. The Bishop of York presents the Church's position that it needs time to pause and reflect- as people within the church can read the Christian scripture differently and understand tradition and lived human experience to arrive at different conclusions. That there are more differences than the Church of England was ready to admit. After three years of experimentation the Church of England is stopping the "Living in Love and Faith" program in a vote 252 votes to 132 votes. The General Synod of Bishops conclusion is that consensus cannot be reached. In the words of Stephen Cottrell, the archbishop of York- “This is not where I want us to be and not where we hoped we would be three years ago … I know that many of you are feeling angry and disappointed. There is a lot of pain and that pain cuts across so called ‘party lines’ or theological convictions held.” But, “knowing how divided we are on these issues, we haven’t been able to find further ways forward that honour the consciences of those who, faithfully led by their conscientious reading of scripture and their understanding of tradition and of lived human experience, arrive at different conclusions”. The bishops and the synod, he says are “more deeply divided than I think we knew – or admitted."   ...

EU leaders meeting in Brussels agreed on Dec. 12 for a single banking supervisor for large banks in the eurozone. The European Central Bank will act as the supervisor with powers to force banks to raise capital buffers and close banks it considers unsafe. The Federal Reserve, U.S.'s central bank, has similiar powers in the U.S. Germany's finance minister Schauble says the national parliaments would be able to ratify the new supervisor by Feb. 2013, and the new supervisor should be in place by March 2013. Differences between Germany and France on which banks should come under the supervision of the ECB were resolved by giving the ECB resposibility for banks that have over 30 billion euros in assets, are over 20% of a country's GDP, or operate in at least two countries. At least 3 banks in each country in the eurozone would come under ECB supervision. The remaining smaller banks would remain under national supervision as Germany had insisted earlier. The focus now is on coming up with a common resolution authority for winding down failing banks, a function performed by the FDIC in the U.S. These are two of the three major parts of the new European financial architecture to support the euro currency. The third is deposit insurance, which is provided by the FDIC in the U.S. system. It is a major step forward and clears the way for direct recapitalization of banks in Spain and Ireland, two countries affected by having to take on responsibility for failing banks. By breaking the link between sovereign debt and failing banks the new agreements makes it possible for these countries to return to economic growth....

Monti described the comments of ECB president Draghi in early August- about ECB buying of bonds of Italy and Spain being within the mandate of the ECB if monetary transmission channels were not working properly to reduce yields- as a bold effort following the agreement made at the June 28 summit to support Italy and Spain. Monti expressed the idea that Draghi should feel morally and politically justified if and when he makes the bold moves to rescue the euro. The only problem he says is whether one has to wait till the night before the euro is about to disintegrate for this to happen. This is the first time Monti has publicly expressed the possibility of this happening.

A third dose increased antibodies 25 fold compared two doses for the omicron variant. A review of the aid program for Greece done for European leaders meeting in Brussels on October 23, 2011, shows that most of the money sent to Greece has gone to pay off bondholders (mostly European banks that lent to Greece). For the initial bailout program of the European Union and the IMF in May 2010, international loans amount to $91 billion. Of this $52 billion has gone to repay bonds that came due between May 2010 and September 2011, according to this review. The report was prepared by the European Commission in coordination with the IMF and the ECB. Greece owes over $300 billion dollars and Greece's borrowing extends far beyond the country's size and ability to repay, creating extraordinary risks to the financial system in Europe. The initial bailout program based its lending on little or no haircuts for the bondholders, who are mainly the European banks (mostly French and German banks) that loaned the money, which creates another set of risks, and a logjam, because taxpayers in the stronger financial countries such as Germany are equally adamant on not paying for the excess lending of the French and German banks. The financial leaders in Germany, Finance Minister Schauble, Axel Weber, the former head of the Bundesbank, and other prominent financial experts have also adamantly insisted on following prudent financial practices, and are opposed to using the European Central Bank to buy the sovereign bonds of France, Italy and Spain....

American journalist Bob Schieffer spent 46 years with CBS. He was host of the news show on CBS "Face the Nation" for 24 years. Schieffer says he made the biggest impression on the American public only in the last 12 years since turning 65. During these 12 years he moderated several presidential debates, put CBS at the highest level of viewership as other leading journalists retired, and published a best selling memoir, "This Just In." Things were not expected to turn out this way. In 2003 Mr. Schieffer found out he had bladder cancer, and he says ever since he saw things differently- everything appeared as a temporary assignment. In 2005 he announced he would retire in 2007, when he was 70. Each year after that CBS persuaded him to stay. He replaced Dan Rather for "CBS Evening News" in 2005, and gave it solid ratings till he stepped down in 2007. Schieffer is the same person he was many years ago for people who remember him from CBS since 1982, as the chief Washington correspondent. It is this power of experience, of being always there, that attracts viewers who want to hear about what Bob Schieffer finds important, with an authentic voice asking the right questions....

On March 20, reports show that the testing facilities in states in the U.S. have had to set priorities on who gets tested first. High risk areas identified by authorites come first. For this reason Corlado health authorites moved a test centrer in Denver to Telluride a ski community that has been hard hit. In Minnesota health department commissioner identified priorities and limited testing to health care workers, inpatients at hospitals and people in group living facilities. A backlog means tests can take 5 days in Colorado, and Colorado has capacity for 250 tests a day (March 20). Testing was centred first by the U.S. government at the Centre for Disease Control. On reconsideration the state and local authorites, private companies, were allowed to conduct the tests, to speed things up. But local areas in many cases lack supplies or enough test kits and protective gear that is needed. This WSJ report says that the Trump administration is also shifting their strategy to social distancing to contain the outbreak. The federal government says it is aware of shortages in chemicals used in the tests. New York City officials say they have testing capacity for 5000 people per day, and New York State Governor Cuomo says the state can test 6000 people per day. (March 20). ...
