In a sign that the trade negotiations with China are stalled even as negotiators met for talks, president Trump said China was slowing talks down in the hope of talking to ELizabeth Warren or Joe Biden, Democratic candidates for the elections in the U.S. in 2020.  President Trump also said China has not come through the way it said on agricultural imports from the U.S. He tweeted "that is the problem with China they just don't come through." Mr. Trump also took credit for the slowing down of China's economy from the tariffs war. Mr. Trump took credit for China's weakening economy, making some companies leave, the tariffs he has imposed on $250 billion of Chinese products causing enormous pressure. Chinese exports to the U.S. have dropped by 8.5% and exports to other countries up slightly. China's infrastructure investments are cushioning part of the shock from the tariffs war. No major stimulus is planned in China because it would worsen the debt already accumulated after the over stimulus conducted in response to the financial crisis of 2009. Dulles with closeness to Churchill assumed a benevolent perception of the British Empire in Asia even with the enormous suffering and lack of development in China and India from the policies of the British. Such perceptions continued under Kissinger/Nixon, and Reagan/Rumsfeld. John Foster Dulles was Eisenhower's Secretary of State during the Cold War. He stated his ideas in Foreign Affairs in 1957 that were colored heavily by the China conflict (1949) Korean conflict (1950)  the Vietnam conflict (1954), the Hungarian Revolution (1956), and the struggle with the Soviet Union. Many of his ideas continued through the 1960's to the 1980's determining US policy in Vietnam, towards China and India, and in Rumsfeld's policies in the Middle East that involved the US in local and religious wars.  Dulles sought to respond to the aspirations of colonized nations in Asia - China, India, Vietnam- but lacked an understanding of the hundreds of years of colonial rule and suppression of freedom, increasing poverty by lack of investment in education, health and industry, faced by these countries in dealings with the British Empire.    ...

The Spanish government agreed to open the books of Spanish regional governments and the regional savings banks to reduce concern in financial markets about Spain's debt. Spain's government debt is 53.2% of GDP in 2009, which is lower than Greece at 127%, Italy at 116%, Portugal at 76%, Ireland at 65%, and Germany at 73%. Spain's problem is the a large amount of private debt accumulated during15 years, in the low interest rate environment after joining the eurozone. Joining the euro sent interest rates in Spain down because it removed the risk of devaluation. The government was restrained by the Maastricht treaty criteria but private investors and regional banks could borrow freely, and they borrowed extensively, with money going into home building and construction. The fear is that the Spanish government will end up taking on much of this debt. The other problem is that Spain needs to refinance much of that debt in 2011, at a time when investors are nervous about eurozone debt. Spain's central government will need to raise 170 billion euros in 2011, regional governments another 30 billion euros, and Spanish banks another 90 billion euros. The government has set up a special facility for Spanish banks to draw on of 99 billion euros....

A Conservative MP crosses over to the Opposition in parliament causing Mr. Johnson's government to lose its one vote majority in Britain's parliament. As a minority government its future is uncertain. Johnson called for a snap election which will require a two thirds majority in parliament and is unlikely if called by the minority  government. With 31 Conservative rebel MP's led by Mr. Hammond former finance minister, and Labour MP's, Scottish National Party MP's, the Opposition is planning legislation to delay Brexit till January 2020. This is likely to happen now that it has a majority. The next step- the Opposition unites behind Mr. Corbyn to form a government or in the event of that not happening a general election is called.  Even though there is support for Brexit in the country it is not known whether the mood of the country has changed in the years since the referendum with the debacle in the Conservative Party. The Conservatives are badly divided, and the entry of  Mr. Cummings running Mr. Boris Johnson's government  election campaign has distanced the party from Mr. Farage's UK Independence Party, Conservative moderates. All these factors could lead to a change in government. The general election is also likely to be fought on terms other than just Brexit- with the future of the country, and a change of direction, becoming the challenge facing Britain, as the damage done by divisive politics and the precarious economy, living standards, begins to be better understood. ...

Nossiter of the NYT describes the growing popularity of Nicolas Sarkozy in France as he tries to regain the presidency. Sarkozy's book, which has placed the importance of preserving France's identity as the main question in the upcoming general election, has climbed to the top of a popular best seller list. With weakness on the right in local elections, Mayor Juppe of Bordeaux and Francois Hollande appearing content with the status quo, Sarkozy hopes to gain the support of voters dissatisfied with the way France is tackling terrorism and its sense of identity as a predominantly Catholic and Christian country. France's political scene which makes it harder for outsiders to break into politics is likely to help Sarkozy, says Nossiter. The other factor is the campaigning style of Sarkozy and projection of strong leadership- which may be more attuned to the present voter sentiment shaken by terrorism than it was in the last election when he was seen as arrogant and self-centred. Sarkozy also lost the last election because of the economy, something that has not improved under Hollande, more likely because the economy takes many years to change to a pattern of growth following a crisis and beyond the control of any particular party. ...

The end of another long war in Asia that started in 1979 with Soviet forces followed by American forces- the war lasted for 44 years in a country of mountains with 38 million people. Just as with the Vietnam war that started in the sixties under president Kennedy and ended in the mid 1970's, yet even earlier than that in the 1950's with French colonial forces. That war lasted 25 years. It achieved little in terms of ideology as market capitalism now prevails in China and Vietnam. What it achieved was a single Vietnam under nationalist forces led by the Communists under Ho Chi Minh who was a student in Paris when the Versailles Treaty was signed in 1918, when he called for self determination in Indochina. That war had a parallel in the war from the 1930's to 1949 between Mao's communist forces and first the Japanese, then Chiang's Nationalist forces. The war in China lasted 20 years.  This ends a long chapter of anti colonial and anti western wars in Asia that covered most of the 20th century and the early part of the 21st. Asians are weary of wars just as much as the wars that divided Europe. Americans and Europeans have much to do to rebuild their economies and improve life in their countries. Asians have much to do to build infrastructure and a better life for their people. China, India, Indonesia, Vietnam and Japan have much to do after the pandemic.     ...

It is a sign of hope in Europe that the period known as the "Troubles" is over. Emma Little-Pengelly of the Democratic Unionist Party in Northern Ireland has dropped the boycott of the Assembly. She is assuming the post of second minister.  Little Pengelly says that we are shaped by the past but we are not defined by it. The party with most seats in the Assembly gained by looking out for people of both communities for housing and other basic needs is Sinn Fein's Michelle O'Neill. This is a new form of what PM Modi has called "Nari Shakti" or women's outlook and strength in Britain bringing peace and development to the island of Ireland. The Indian parliament was recently opened by a woman president Ms. Murmu and the Budget presented the next day by Ms. Sitharaman. Michelle O'Neill says we are not asking to move on, we are asking only to move forward. Such are the changes happening on opposite ends of the former British Empire as Modi moves forward with "sab ka vikas sab ke sath," development for all by all, and in Ireland with release of $4 billion by the Sunak UK government northern Ireland can move forward with meeting people's needs. Both Catholic and Protestant communities are asked to work with each other under the Good Friday Agreement and power is shared for helping people of both communities get better housing, education and other needs for themselves and their children. ...

Pressed by tariffs from DJT China is trying to become technologically sufficient, yet this comes at a considerable cost, says this report in WSJ. Made in China 2025 was put out in 2014 when president Xi was beginning his plans for the Chinese economy. It is 2025 now and a look at the nation's investment plans show China putting $250 billion a year in advanced manufacturing sectors from automobiles to solar panels and AI, says Centre for Strategic and International Studies CSIS in Washington. This is giving China an edge but at the cost of using up valuable resources and some wasted spending at a time of stagnant government revenues. China's new production needs new markets with overcapacity such as in the electric automobile industry. This overcapacity comes at a cost when the US and other countries are restricting imports from China with new trade policies. During the DJT first term in 2016 China pulled back reference to make in China 2025 but this was temporary and China's 2021 Economic Plan puts top priority to be self sufficient in Science and Technology. Industrial support for EV's went from $15 billion in 2019 to $45 billion in 2023 (CSIS). 48% of 11 million new vehicles were EV's in 2024 with BYD and Geely the main ones of 100 brands. In shipbuilding $132 billion was invested in 2010-2018 taking China from 5% in 1999 to 48% of total manufacturing of shipbuilding in 2025 worldwide. Every year India Youth Day is observed on the 12th of January on the birthday of Swami Vivekananda. Vivekananda 1863-1902 preceded Mohandas Gandhi in the first period of the Indian struggle for Independence from the British Empire. The book Hind Swaraj by Gandhiji which set the blueprint for India's independence struggle was inspired by and followed in 1909 only a few years after Vivekananda's death in 1902. Vivekananda also inspired Indonesia's Sukarno in the struggle for independence from the Dutch Empire during the 1930's and 1940's. The population of India and Indonesia which represent the height of the ancient Vedic civilization of South Asia is in 2025 1722 million. It also encompasses China Japan Korea and Vietnam with a population of 1750 million when we consider India as the centre of Buddhist civilization. About 3.5 billion people with a common heritage in ancient Vedic and Buddhist civilization. Matched only by Christian civilization with 1.0 billion people in the Americas and 750 million in Europe. Combined this is two thirds of the world population. Under the British, Dutch and French Empires India was kept separate from cultural and religious contact with Indonesia, Vietnam, China and Japan. There is a convergence of culture and religion in Asia in the 21st century first between India and Indonesia and Vietnam, and second between India and Japan, Korea. That convergence will grow between India and China in the rest of the 21st century as ancient but modern civilizations with a common history. ...

Le Monde gives a detailed look at the origins of the RN and Marie Le Pen in her father's party the Front Nationale that had it's origins in France's War in Algeria. It's first success was in town councils in the south east Cote de Azur where former French Algerians had settled in large numbers. Jean Le Pen was the son of a fisherman in the Brittany region who lost is life hitting a mine during the war in Occupied France. He was a teenager at the time and is shown here as a ward of the state. He tried to enlist in the War in Vietnam but got there just after Dien Bien Phu and worked in Saigon for a newspaper Caravelle. He returned to France and joined a paratrooper unit in the French Air Force during the Algerian War and became an opponent of De Gaulle's policy in Algeria to decolonize the region. He inherited the fortune of a French cement manufacturer who supported his party FN. Chirac and Sarkozy become his opponents. For 20 years after this he is shown to win anywhere between 2% and 10% in European and French presidential elections. His daughter Marie Le Pen and her supporters decided to rebrand the party as Reassemblement Nationale RN and win as much as 15-20% and more recently 30% of the vote in presidential and EU elections. The fatigue with Macron leads to a surge in RN support in small towns and rural France. Marie changes her stance on the EU willing to support the EU. ...

Portugal leads the world in developing soccer players, no country has hundreds of soccer professional players all over the world. A country of just 10.3 million, the defending European champion, it has 292 professional players in 45 countries. Even Italy, another soccer crazy nation has only 105 pros abroad. Much of the development of soccer players from a very young age happens at sporting clubs Benefica, Porto, and Sporting. They act as scouts, finishing schools after rigorous practice, and places that transfer players to other clubs, all put together in one place with large soccer academies. The uniformity of coaching, and the primacy of soccer as a sport helps Portugal dominate soccer in a way that is not reflected in its size. Soccer fields in all directions is what you see at Benefica's training facilities in Portugal. 10 soccer pitches are not enough for the director of Benefica's youth academy. 10 different teams of exciting preteens to Portuguese pros need to practice every day.  Christiano Ronaldo was found at Sporting, Ricardo Carvalho at Porto. One boarding school at Benefica has 89 students who do their academic studies at the club and play soccer, attend classes in the morning and play in the afternoon. There are 3 different teams under 14. A pathway puts some of them into the senior squads or for them to become attractive enough to draw a large transfer fee outside Portugal. Five different talent centers and 200 people search for talent by watching under 10's or 12's play soccer games. Once they are chosen they move to Seixal, outside of Lisbon for training. The clubs essentially create value through selection and training for years in soccer academies within the clubs. The clubs support their activities by having a lower cost way to access talent at home, and by generating the hefty transfer fees. Since 2014-2015 season the surplus for Benefica is about 540 million euros. Costs are in the eight figures making it possible to generate a profit by having a sale of a few good players to lower profile teams such as Israel, even if they are not at the level of the top players in the Champions League.  ...

Tokyo's subway has seen continuous investment over six decades, whereas the NY subway does not get federal spending investment and lacks continuous investment every year. The result is a creaky old system in the US compared to a modern highly efficient system in Japan.
