In testimony before Congress Greer has said that he "does not subscribe to the myth that more trade with China reduces the likelihood of conflict."

US Canada relations in a downward spiral after Carney's words about "economic coercion" and China at Davos. In this case it has incensed Luttnick and Bessent. Bessent has called for US to have relations with Alberta. The Liberal Party had run into problems with its attitude towards the US in the western hemisphere under Trudeau. Carney was supposed to fix this but Canada under Carney has sought to stoke Canadian identity as a way to win elections, when throughout  most of its history Canada and particularly after Dominion status has linked its identity to the US. In fact British constitutional expert Ivor Jennings has pointed out that Canada's trade patterns within Canada are an aberration as it would normally trade with its neighbors north to south (Quebec/Ontario with New England) not east to west  (Ontario with Alberta) as it has done when Canada became a separate state in North America. As Carney and DJT engage in tit for tat it remains unlikely that the USMCA will be negotiated and renewed, creating new uncertainty for the Canadian economy that Carney was expected to address with immigration, housing and other problems left behind by Trudeau's Liberals. ...

Brazil's economy is forecast to contract by 2% in 2015, the currency has lost about one third its value and the stock market is down 22% in the last year. This follows the decline in demand for Brazil's commodities exports as China growth slows down. Experts say Brazil is now seeing another boom bust cycle similiar to boom-bust cycles in the past, such as the 1966-73 boom followed by years of hyperinflation and stagnation. Brazil's exports to China declined 17% in the first 7 months of 2015. The crisis is in many ways similiar to crises in other emerging markets dependent on commodities exports. The resources boom leads to overvaluation of the currency, and decline in development of manufacturing away from dependence on commodities exports. Other errors rise from complacency and politics prevalent in such periods. These errors include mismanagement of resources with poor resource allocation decisions such as spending on soccer stadiums in cities in the northeast while basic bus services remained underfinanced in large urban areas, large overspending by the government using state owned bank BNDES to offer rates at below market rates, a credit fueled boom and credit card binge for households, and a reversal of capital flows from the U.S. and Europe with the sharp decline in investment climate. There is a severe loss of confidence in the government of Dilma Rousseff with her approval rating as low as 8%. Corruption scandals at Petrobras show close links between the Workers Party of Rousseff and executives, with about $2 billion in misused funds. Brazil, like other emerging markets such as Russia and India, have taken some lessons from the 1997 financial crisis by setting aside large foreign exchange reserves for a crisis. Brazil's reserves of $397 billion help it cushion the effects with funding of the safety net and support to industries to avoid large layoffs. Other problems not tackled as in Mexico, India, and other emerging markets, are the weak educational system, and poor infrastructure, that create bottlenecks for growth. Brazil could face a lost decade after the debt overhang, decline in foreign investment and commodity export generated revenues. ...

As president Jinping begins a second five year term his focus is on the small communities like Chashan, only a 6 hour drive from Beijing, that were neglected in the rush to industrialization. He has vowed to get rid of poverty in China by 2020. About 43 million people live in rural communities that have mostly older people and live on 95 cents a day. There is another challenge say experts which is the much larger popuation that lives in rural and urban areas- including urban migrants without property and residence rights- who live on less than $5.50 per day, $165 a month, according to the World Bank. This is about 1070 yuan per month, or in Indian rupees for a comparison with India- which was at a similar stage of development in 1990- of Rs 10,000 per month. About 40% of China's population or 560 million people are in this group. With a rapidly aging society as a result of the earlier one child policy, China faces the risk of not advancing from the level of a middle income country, in the way that South Korea and Japan have moved to levels similar to Western Europe and the U.S. As China's growth level slows and with an aging society this remains a major challenge. As this report shows there is great pressure on local officials to eliminate the poverty level of people living below $30 or about 200 yuan a month, as targets are set at local levels and corruption weakens the effort. There is concern at the lack of an effort to improve the living conditions of the 200 million rural migrants living in cities, who under China's "hukou" system are not considered residents and are not getting education and health benefits. ...

The US does not seek an expansion of the war. The events show how without a clear policy on non escalation with the US taking leadership- how without this events could spin out of control in unanticipated ways. And the need for priority to be given to rebuilding after the pandemic, not conflict that is driven in a random manner when most of the largest countries on every continent are committed to peaceful development to improve standard of living of their people- US and EU, China and India, Brazil and Mexico, African nations, and most other nations in Asia and Latin America. It is for Biden and Scholz/Macron, Xi and Modi, to make this happen.

Efforts to build air defense systems for Guam, American base 1300 miles east of the Philippines. China has stockpiled missiles that could reach Guam, says this report in the WSJ. There are 150,000 American civilians in Guam, which is an island the size of Chicago. As Guam is entirely American the US can operate from Guam in a manner that it cannot do from Okinawa or other bases in the Pacific, or in South Korea. About 50,000 Americans are based at Okinawa, Japan. US has 22,000 military personnel on Guam island. Guam played a critical role in the early days of the Pacific War with Japan and after it was retaken from the Japanese.

This is becoming important as the US faces the prospect of being able to help protect Taiwan's independence, and protect free navigation on seas in the Indo-Pacific region that extends from Africa to India and Australia and to western US.

Eventually China's stimulus efforts and efforts to build up its reserves of commodities like its Strategic Petroleum Reserve, may not boost demand for oil, iron ore and other commodities enough to offset the recessionary impact on the industrialized economies. And China's demand is large but not that large that it can tilt prices one way or the other. In the first quarter China accounted for 9% of global oil demand, compared with 55% for the largely recession impacted industrialized world. Stockpiling of resources is a temporary factor. Sanford Bernstein estimates the first phase of China's Strategic Petroleum Reserve may have boosted imports by 400,000 barrels a day in March and April. Another factor is consumption. Stimulus dollars pushed fixed asset investment by one third in the first quarter, yet consumer spending went up less than 10%. Consumption will remain weak. Ultimately China's stimulus efforts may act as a brake on sudden falls in commodities prices, and not support continual upward pressure on commodities prices right smack in the face of a deep recession and large underutilization of manufacturing capacity in the industrialized world....

In the past market forces pushed the US out of the chip business to highly subsidized chip companies TMC and SMIC in Taiwan and China. US cannot have it both ways. It cannot compete with China in chips and allow temporary market forces do the job of decimating its chip industry.    Market forces are rags to riches and mostly short term ignoring long term. Nvidia now valued at $1 trillion under market forces would not exist today. WSJ showed recently that only with the help of a loan from a Japanese Sega videogame executive Iramijiri to Nvidia founder Jensen Huang was Nvidia able to survive market forces in 1998. Qualcomm a maker of phone chips has made a takeover offer of Intel in 2024. Intel shares dropped 60% this year and is valued on share basis at $90 billion- yet was recently at $290 billion closer to its true value as America's chip pioneer and leader. Qualcomm is at $185 billion. Yet share values can be rags to riches as Nvidia story of going up to $1 trillion in 2021 and $3 trillion in 2024 shows. Such a deal draws anti trust concerns with too much control under one company. A deal for takeover of British owned ARM by Nvidia was stopped by regulatory authorites in UK and the EU in 2022. The US government is giving $8.5 billion to Intel to build up its chip making technology in competition with China. The Gelsinger plan is for manufacturing to be boosted up, so is the effort of the Biden administration. It may take time yet it is the right approach for the US. Pat Gelsinger is leading this effort at Intel. In the past market forces pushed the US out of the chip business to highly subsidized chip companies TMC and SMIC in Taiwan and China.    ...

Zhu Changhong plays a key role in investing China's $3.5 trillion dollars in foreign reserves. He is part of the management at China's State Administration of Foreign Exchange or SAFE, a division of the central bank. He maintains a low profile, yet he has played a critical role in shifting investment into Japanese and U.S. equities and bonds issued by the European Financial Stability Fund, reducing the risk exposure to U.S. Treasury's as the U.S. Federal Reserve changes monetary policy. From 45% of China's foreign reserves invested in U.S. government bonds, or $1.11 trillion, in June 2010, SAFE under Zhu's guidance reduced the allocation to 35%, or $1.14 trillon, in June 2012, according to a Wall Street Journal analysis. He has an interesting background. Coming from Anhui province, he studied physics at the University of Chicago, then shifted to life as a trader in financial markets at Allianz's PIMCO investment firm. After spending 20 years in the U.S., Zhu returned in 2009 as chief investment officer of SAFE. He was drawn back to China by another expatriate Yi Gang, a SAFE director who was an economics professor at Indiana University- Purdue University, Indianapolis....

Even though China has one of the largest stimulus programs, it hopes to keep its budget deficit down to 3% in 2009. But this does not correctly reflect the true cost of the stimulus program, as much of that cost is taken on at the local government level. Of the stimulus two year $585 billion investment program only one fourth is reflected in China's formal budget. Stimulus projects get quick approval and a partial financial contribution from Beijing with the local governments having to come up with the biggest share of the funds. As China's tax system channels most revenues to Beijing, the local governments are seeing an explosion of debt. These are liabilities not on the books but having the indirect support of Beijing. Without this local government debt China's total state debt is closer to 35% of GDP than the 18% shown in official numbers. See graph. And the government budget deficit will be about 4% of GDP in 2009 according to Deutsche Bank economist Jun Ma. Even before the stimulus local government debt was large, at about four trillion yuan, equivalent to 16.5%of GDP, as estimated by the Research Institute for Fisal Science, the think tank of China's finance ministry. In the first quarter new loans by state banks for infrastructure projects to government backed companies was 895 billion yuan, or 22%of the national stimulus package. Local corporate bond issues indirectly backed by the local government, totaled 102 billion yuan for Jan-May 2009. The government hopes that with economic growth and growing tax revenues paying back these debts won't be a big problem. ...

The new airport is twice the distance from the city centre than the earlier airport. China's aviation sector has a reputation for delays from overcapacity and from military use of airspace. This affects marraige prospects and starting a family, or buying a home. There is also hidden discrimination for job seekers over age 35. For women there are questions from employers about if and when they will have children.

Hidden discrimination takes place in the workplace in France where the protests against raising the pension age are fueled in addition to other reasons about its timing after the pandemic and inflation, by people over 40 years who cannot find jobs, with the burden falling harder on women.

India's economy is at 2.597 trillion dollars at the end of 2017according to World Bank figures, surpassing 2.582 trillion for France. India's economy has doubled in a decade and is expected to pass Germany and Japan in GDP by 2032, to become the third largest after the U.S. and China.

As China's growth has slowed India's is growing. It recovered by July 2017 from one time events designed to actually spur growth such as the effort to implement a nationwide tax for GST. Demonetization also contributes to growth by accelerating the shift away from cash to recorded and taxable transactions. The tax revenue is increasing as less of the economy is in the black market sector. Higher tax revenues enable larger investments in health, education and infrastructure.

New bankruptcy law and speedy resolution of bad debt of banks is also laying the ground for future growth with new investment.

China has a mountain of local debt that is seriously affecting the Chinese economy, time for can kicking is over. WSJ looks at this in 6 charts. Lanzhou and Guilin are 2 provinces where the fiscal capacity is already exceeded by interest on debt. Huzhou, Kunming and Chengdu are three provinces where interest on local debt takes up about 60% of fiscal capacity. The problems are complicated by dropping land sales, and LGFV bonds issuance at higher interest rates when the return of power projects is as low as 1.5%, and low on other projects. Yet there is hope because these provinces are inland provinces in north and west except for mega city of Tianjin. Land sales have dropped and replaced by LGFV or local government financing vehicles bond issuance at higher interest rates than bank loans. Conversion of LGFV to lower interest is being done, with provincial bank debt creating other problems.

This report in the Hindusthan Times on president Trump's 25% steel tariff on steel imports focuses on the trade deficit with China of $375 billion in 2017. It shows the trade deficit for the month of February 2018 citing data from China as growing rapidly in 2018 over the prior year by 45%, even as imports went up only by 6.3%. In looking at coverage in the U.S. on this topic many of the reports in the Washington Post and the New York Times were critical of the tariff without mentioning the size of the trade surplus of China. Hardly any reports mentioned the growth by 45% in the February 2018 trade surplus of China with the U.S. over the prior year.  This report cites a tweet by president Trump that China was asked to come up with a plan to reduce its trade surplus by $1 billion in 2018, only 0.27% of the trade surplus, which looks strange as this would do little to change the trading relationship except that it puts pressure on China to change the direction of the surplus that is growing because of the strengthening dollar and the growth in the U.S.  This suggests that even with the 25% steel tariff America's basic problem of the imbalance in trading relationship with China will continue.  The headlines critical of Trump for starting a trade war therefore look strange in this context and show how little this subject is understood or debated with facts. Even today textbook economics principles are cited after two decades of hollowing out of industry in the midwestern U.S. and in Ontario, Canada. This led to public sentiment shift electing a liberal Justin Trudeau in Canada, and an outsider real estate businessman Donald Trump in the U.S.  For Democrats in the U.S. the support of marginal additional gains in trade with president Obama's push for another free trade agreement in the TPP may have cost them theiir working class base and the election.   ...

Extensive interviews by Schwartzel with insiders shows the creative people at the studio struggling to get Katzenberg's attention as he made many of his frequent trips to China. DreamWorks Animation CEO's effort to get into several related businesses, television, publishing, theme parks, children's toys, and enter the Chinese market in a big way to compete with Disney, has led to a loss of focus in its main business of feature films. The result is large impairment charges and several films from the "Rise of the Guardians" in 2012 to "Penguins of Madagascar" recently, that did not cover rising production costs at the box office. Four of six films since 2012, before the recent film "Home," failed at the box office since 2012. Katzenberg now says he realizes pursuing different directions led to spreading resources too thin, and he intends to make producing 2 or 3 good feature films every year his No. 1 priority. Restructuring underway and some box office flops led to 4th quarter loss of $263 million from $17 million profit the prior year. About 20% of the workforce or 500 workers will be laid off, a Northern California operation will be closed, and the Glendale headquarters sold and leased back to improve cash flow. DJT 1.0 was led on the tariffs policy by USTR Robert Lighthizer, who had experience negotiating with the Japanese negotiators in the Reagan era. He is today respected by  Republicans, is seen in an important role in economic policy and to prepare the tariff policy actions of the new DJT administration. Lighthizer prefers to get Congress to take action with legislation. He also believes that domestic manufacturing will make gains with new and higher tariffs on Chinese imports. Lighthizer policy is falsely compared with Hoover Tariffs Act of 1930 when world trade was 9% of world GDP, today it is 63% of world GDP, and where under Hoover in 1930 the tariffs were across the board all countries 20,000 goods. Under Lighthizer on specific products where dumping is happening -steel, aluminium, autos, with Japan in 1960-70 or China 2000-2020 targeting American industries + technologies for takeover. And falsely when it comes to raising costs to each American family on average by $4000 a year by economists. The conventional view for business for 2000-2016 through Bush and Obama favoring free trade did not take into account the unusual experience of China which entered WTO in 1990, then expanded in a way unprecedented in history at 10-12% growth rates for 15 years destroying American manufacturing with dumping, having support of outshoring by companies in the US, and not giving reciprocal treatment for exports from the US to China. China also had unrestricted access to US technologies in this type of trade. Lighthizer's approach was to specifically address this problem not a general across the board tariffs on all goods (20,000 goods) on all countries as with the Hoover Tariffs Act in 1930. Lighthizer's approach adopted by DJT called for reciprocal trade response with China as the US had already done with Japan, not unilateral across the board tariffs, and when world trade had advanced to about zero tariff rates. And falsely compared to Hoover 1930 Act because under Hoover tariffs were 29-40%. raised to 60% when world trade was small, was 9% of GDP. The Biden administration has tacitly agreed with Lighthizer's vision by not reversing DJT tariffs. A new higher tariff will probably be selective based on the industry, country and what goals the US has set under the new administration for that industry. Some of the tariffs revenue may also be used for tax cuts. ...

Netherlands is the largest destination for Russian exports with $76.8 billion, with Germany second at $35.6 billion, Italy third at $32.4 billion. Russian imports from Germany are $38.3 billion, followed by Japan at $15.7 billion, and the U.S. at $15.3 billion. This piece in the WSJ misses a deep understanding of India just as the US media failed to understand China in the years of Japanese imperialism in Asia. India with 1.4 billion people and Indonesia with over 300 million people form 1.7 billion people moving towards modernization by 2047. Much of this will accelerate and be achieved by 2037 by which time India will have the third largest economy in the world and have one that is likely to surpass China in its dynamism and youthful energies. DJT's first responsibility was to America and the World- to bring a quick end to the war in South Asia, and the presence of nuclear weapons is a factor too important for the president to not take this responsibility seriously. DJT also made it clear that the economy is where it is all going to happen- the modernization of India and Indonesia in the way the US had helped each of these nations modernize- Japan, South Korea, Taiwan, China, and now India over 1900-2037. The people of South Asia fully support the US president in this endeavor. ...

Indian oil minister Hardeep Singh Puri says India has diversified its sourcing of oil supplies to avoid dependence on the Straits of Hormuz. It has weeks of reserves. Saudis have 5 million barrel a day pipeline to bypass Hormuz waterway and UAE 1.5 million barrel a day pipeline to bypass Hormuz waterway, so that 6.5 million barrels a day could be added to meet Asian oil demand, in addition to convoys escorted by US warships  in Hormuz waterway to meet demand from China, India and Japan. This would mean China is itself dependent on American seapower to maintain it's oil supplies, a third of which come through the Hormuz waterway and keep important sealanes of navigation open. China, India, Japan, and other World are critical for the world economy manufacturing sector and comprise 3.5  billion or about half of the world's population. In addition Latin America and Africa are dependent on oil supplies and prices.  New pipelines, renewable energy, will become more important in the years ahead, and figure more in planner's minds after this Hormuz episode. ...

Mexico's economy grew at 1.34% in the third quarter of 2011, according to the national statistics institute. Annual growth is estimated at 4% for 2011. The war against organized drug trafficking in Mexico cost the economy one percentage point of economic growth, according to estimates by BBVA Bancomer, Mexico's largest bank. Mexico received $20 billion in foreign investment in 2011, about the same as in 2010. Cars and aerospace have drawn large foreign investment. Mazda will invest $500 million on a new plant in central Mexico. Honda says it will spend $800 million on a second Mexican plant. In recent years with higher costs in China, higher transport costs, and a weaker peso with a stronger yuan, Mexico is becoming more competitive with China as a manufacturing investment location. The younger workforce, low inflation and technical education schooling, offer Mexico additional advantages. Mexico is the second largest manufacturer of flat screen television sets, and is now the fourth largest location for outsourced IT such as call centers. Axa CEO, Henri Castries, and Siemens CEO, Louise Goeser, have very favorable views of doing business in Mexico. Siemens sees sales increasing by double digits through 2015, and has located one of three global R&D centers in the state of Queretaro. Goeser says many parts of Mexico are safer than parts of the U.S. A large part of the violence is concentrated in a few states, and in border cities like Juarez, and affects smaller businesses more than the large manufacturing enterprises of overseas companies. As a result it is as if there were several economies in Mexico, with foreign enterprises largely insulated from the violence. ...
