Prime minister Ranil Wickremasinghe has assumed the finance minister position as Sri Lanka completes one phase of negotiations with the IMF. Discussions IMF says "focused on restoring fiscal sustainability while protecting the vulnerable and the poor, ensuring the credibility of the monetary policy and exchange rate regimes, preserving financial sector stability, and structural reforms to enhance growth and strengthen governance." ...

This means 275,000 11 year old children will be without the foundational skills and suffer the effects of a lack of social mobility. Berlin will not tolerate Russia forcing states in Eastern Europe into its sphere of influence, Scholz told German parliamentarians who stood up several times to applaud. No more hesitant steps. The US Supreme Court unanimously agrees that letting a state decide who is on the ballot and who is not based on an insurrectionist interpretation of the US Constitution would lead to chaos. The SC was considering a lawsuit filed by the state of Colorado asking that Trump be disqualified for insurrectionist behaviour related to events at the Capitol on January 6, 2021. Other states had filed similar lawsuits. With 51 states any state could do this leading to chaotic and unanticipated situations. Any such disqualification would have to first come from the US Congress says the SC. It will also hear other cases related to the other lawsuits going through the courts involving Trump.

NYT's Jeanna Smialek says there are lower inflation expectations with the Fed in the fight. This will help the economy in 2024, and help president Biden in managing the economy. Slower rent increases, and declining demand for housing, cars, with higher interest rates sharply increasing mortgage payments and car leases, is helping to slow inflation. Lower inflation expectations help because buyers are less willing to pay higher prices and falling demand acts to slow price increases by retailers and manufacturers. The Fed's fight against inflation without letting up, and China's slowing economy have reduced demand to where inflation expectations are set to be much lower by 2024.

These lead cables are what is left of the old cables laid decades back by the Bell regional phone network. They are underwater, in the soil an d on poles overhead. As the lead erodes and disintegrates it contaminates the water and the soil. Unsafe levels of it are found in 44 of 130 underwater sample sites tested by independent labs for the WSJ. It has tainted spots such as popular fishing locations, in front of schools and in playgrounds. It was found in the Willamette River in Oregon, in the Mississippi river banks in Louisiana, in the Detroit River in Michigan and the Passaic river in New Jersey.

Chinese are saving for the future as there is no safety net, no social security and no welfare or food stamps.And this means there will be a strong cutback in consumption and in sales of most products in China. Even before this global economic crisis China was becoming even more export oriented. In the last decade consumption as percentage of GDP actually declined from 47% to 37%. And the $586 billion stimulus has some measures to boost consumption but most of the money will go to infrastructure like new highways, railroads and airports. Housing construction is coming to a halt with home prices down 15% in Shenzen. And layoffs among exporters in the area north of Hong Kong like Li Kai which made 9 million sneakers for New Balance in 2007 will make 7 million in 2008, and is laying off 22% of its workers. Migrant workers are headed back home. The sales of foreign firms will be affected. GM's Buick brand saw sales decline an estimated 12% this year and JD Powers estimates decline in 2009 by 21%. Researcher BDA China sees cell phone sales down to 9% growth each year for next 5 years, down from 30% increases in the past 5 years....

Experts in the U.S. say the U.S. made a mistake in not supporting the idea of a new financial institution to meet the urgent needs of development and infrastructure financing of Asia's developing countries. India, Australia, S. Korea, Britain, Germany, France and Italy are joining as founding members in 2015. China has offered leadership in providing resources for the new bank. Jane Perlez says China is looking for the best talent worldwide to help write the charter for the bank and to run it. It is a project pushed forward by China's president Jinping, and was discussed at the 2013 G-20 meeeting in Moscow as a critical part of the agenda. Laurence Brahm, who supported Chinese premier Zhu Rongji in 2001 for entry into the WTO, says it is natural for China to look for ways to use its extra capacity in steel, concrete and pipes to build projects in other parts of Asia, which would mutually benefit China and the region. Paul Haenle of the Carnegie-Tsinghua Center in Beijing, says the U.S. lack of support is shortsighted, as the existing U.S. sponsored institutions World Bank and the Asian Development Bank are sorely lacking the resources to deal with the huge infrastructure challenges in Asia. China's Finance Ministry is looking for the best talent worldwide to write the charter and run the bank. Natalie Lichtenstein, a lawyer with 30 years experience working at the World Bank will write the bank's founding charter. ...

Bernanke's defense of the action of the Fed's monetary policy making committee, on November 3, 2010, (with a vote of 10-1) to buy an additional $600 billion of Treasury securities over the next 8 months. His defense focusses on the prospects of deflation- how low inflation can morph into deflation (falling prices and wages), that can create a long period of economic stagnation. In addition, with low and falling inflation, Bernanke sees spare capacity in the US that can be utilized to reduce the number of jobless people. He points to the rise in stock prices and fall in long term interest rates in anticipation of the Fed's action, as evidence that this Fed move would improve financial conditions. Lower mortgage rates would make housing more affordable, higher stock prices would increase consumer wealth, confidence and spending. Spending would lead to higher incomes and profits for economic expansion, from this viewpoint. The situation in November 2010, was a deepening housing slump anticipated for 2011, gridlock after the 2010 midterm elections and no agreement on additional stimulus for 2011, the need to rebalance the global economy lacking cooperation from China (with China increasing imports and reducing exports and the US increasing exports and reducing imports). Fed's Bernanke does not mention these factors, and only hints at the gridlock towards the end of the statement. This Fed action will push the dollar lower, just as efforts to improve exports and the trade balance are underway. The Fed's committee sees the risks of commodities inflation as an acceptable risk in the current situation, and the use of a cautious approach assessing the purchase program regularly as sufficient measure of safety. As to difficulties of the unwinding of these policies, the Fed sees present danger outweighing the risks of no action. For emerging markets such as Turkey, India, Australia and other countries seeing even more inflows of capital, the risks are left to these countries to manage. The central banks of India and Australia moved to increase interest rates at the same time that the Fed made its move....

CLT Classical Learning Test has a bright future. Its message is summed up in CLT Test 8 on the website- where Gustav Mahler is cited with the text- "Tradition is not about the worship of ashes, but the preservation of fire." 183,000 high school seniors have taken the CLT Classic Learning Test in the US in 2025 compared to 2 million for SAT and 1.4 million for ACT, yet the new test is considered to be more rigorous and includes the western intellectual tradition in ways that the ACT and SAT do not. A CLT Test 3 we looked at on the CLT site included for reading a poem by Amy Lovell 1916, Mark Twain writings, passages on Greek Zeno and Renaissance painter Raphael, EB White and others. CLT Test 4 has poetry of Robert Louis Stevenson 1885, and remarkably it has a passage on the Pack Horse Book Project of FDR's New Deal Initiative in 1935 on women librarians on horseback or with mules going into remote mountainous areas of the US including Kentucky, to teach rural people to read and write. This alone suggests it should appeal to Republican and Democratic states alike. It could include Charles Dickens and Shakespeare or Robert Frost's poetry. In that sense it is far more rigorous than short bland passages in SAT or ACT of little significance or educational value. It is designed to give students an exposure in classrooms to the western intellectual tradition that the elites in America have themselves grown up learning but who now have a haughty attitude to their own intellectual traditions. In CLT Test 6 we found a poem on Nature by Gerard Manley Hopkins 1877 and Dickens famous iconic passage that begins the Tale of Two Cities written about the French Revolutionary period which is clearly not what we find in SAT or ACT, and far better in conveying a feel of what America is about and where it came from. The founder of CLT Mr. Tate believes it will be the test most taken by high school seniors by 2040. Classic Learning Test now competes with SAT and ACT in North Carolina, Indiana and other American states. Arkansas passed legislation favoring CLT, and Ohio is doing it this year. Louisiana, Oklahoma and Wyoming are accepting CLT. This Test is gaining popularity among conservatives in red and purple states  and is getting the support of the US government in 2026. The Maryland Company behind this test is Maryland Learning Initiatives. Indiana passed legislation in March requiring its state universities to accept CLT scores. And North Carolina university system now accepts the CLT. Both CLT and SAT, ACT have Math and Reading Verbal tests, the CLT adds foundational texts from Western science, government, history and literature in ways not found in SAT, ACT. Students can take the CLT at home or at a testing site. More than 350 universities and colleges accept CLT says this report in Washington Post. The SAT and ACT use shorter passages and the reading material is bland and does not have the value that it could have from the western intellectual tradition. The passages in the CLT are more rigorous and include western religious tradition and thinkers but also poets, writers, scientists from the whole gamut of the experience of Europe and the United States of America. And also explore other countries and continents including China and India, from Aristotle to Gandhiji. ...

Frank Rich on the ticking bomb in the banking system and the bank lobbying that has kept reform from happening. Phil Angelides leads the Financial Crisis Inquiry Commission which is due to begin hearings soon. But says Rich, Angelides who is following in the footsteps of Ferdinand Pecora who investigated the 1929 crash as chief counsel of the Senate committee that did the investigating, will have to deal with a lot of resistance as he tries to alert the public to the need for action before a new crisis develops. For this to happen there will be aneed for more awareness of what happened, and a serious investigation, and prosecutions where necessary. Interestingly National City Bank was investigated then by Pecora. It is the predecessor of today's Citibank. At the time National City repackaged bad Latin American debt as new securities which it sold eaily to investors who later lost badly. Weill and Rubin at Citigroup made a series of bad decisions at Citigroup leading to huge losses at the bank, for which they have not accepted responsibility....

In China's state banking system larger banks will get more state support than the smaller banks. Smaller banks such as Everbright Bank and Bank of Nanjing have 20% of loans made to local government financing vehicles, this compares with 6-7% for larger banks such as ICBC, Bank of China, China Construction Bank, and Agricultural Bank of China. Because of the poor asset quality and high risk of such loans the smaller banks are likely to be the first to face trouble in a financial crisis.

Feldstein says that the $700 billion plan to buy impaired assets will not prevent an overshooting downward in house prices, as more people have negative equity in their homes, rising to 40% of all mortgages at some point; and leading to a cycle of foreclosure and further price declines. This will only decrease the value of the mortgage securities that Treasury seeks to take off the hands of banks. And without direct government help in form of lowcost loans, say 2%, the cost of capital for the government, for 20% of the loan upto $80,000; more and more homeowners will have negative equity in their homes. This will lead to more foreclosures as housing loans are not full recourse, so that only the house is lost and the homeowner can move to an apartment and carry on from there. Thw size of this program would be $1 trillion but it gives the government income from the loans made and these would be full recourse loans so the taxpayer is protected. In Feldstein's view the current plan does not address declining house prices which is the root of the problem. ...

The Federal Reserve Open Market Committe voted 7 to 3 to carry out "Operation Twist." This does not involve printing new money as was done for the $600 billion QE II Fed program. This time the Fed will shift its holdings to hold fewer short-term Treasury bills and notes and increase holdings of Treasury securities with longer maturities. The overall impact would be to increase the average maturity of its Treasury securities portfolo to 8 years from the current 6 years. The idea is to put pressure to reduce long tem rates. The Fed says the impact on short term rates is expected to be small because of its conditional pledge made in August 2011 to hold short term rates near zero until mid-2013. The impact of the Fed's move is likely to be modest considering the fact that the average rate on 30 year fixed rate mortgages is already low. It is at 4.09%, according to the latest Freddie Mac survey.

The jobless rate of 7.1% in Germany in April 2011, is down from 7.8% in the prior year. In the states of Bavaria and Baden-Wurttemberg, where BMW and Daimler are located, the unemployment rate is down to 4% in April. Jurg Kramer, chief economist at Commerzbank in Frankfurt, says this could lead to higher inflation. Inflation went up to an annual rate of 2.6% in April. The ECB raised the official interest rate to 1.25% in April, but Kramer says the rate appropriate for Germany is more like 3%. The euro is rising with expectations that the ECB will raise rates further. The euro was at $1.49 on April 28, 2011. Kramer also cites some factors that could slow inflation and wage increases in Germany- most union wage contracts continue till 2012, and the change that allows people from Eastern European countries such as Poland and the Czech Republic to be easily hired.

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

A new Apple iPad tablet computer is in production in Feb 2011. It will have a built-in camera for videoconferencing and a faster processor. The new version will be thinner and lighter. By September 2009, says the NYT based on a state by state analysis of Labor Department numbers, 1 out of 4 persons in California will either be out of work or just working part time. At this time in July 2009, 1 in 5 persons in California are in this situation. This would mean a 25% unemployment/underemployment rate in California, and the rate in Florida, North Carolina and Washington could reach 20%, by September 2009. This spring the unemployment/underemployment rate reached 23.5% in Oregon, 21.5% in Michigan and Rhode Island, and 20.3% in California. In Tennessee, Nevada and some other states that rely heavily on manfacturing or housing, the rate was just under 20% this spring, and may have since passed that number. And so far only $90 billion of the stimulus has made it out the door according to Moody's Economy.com. From now until the end of 2010, an additional $25 billion or thereabouts will be spent every month. In most of the Great Plains States and the Mountain West the unemployment/underemployment rate was still below 12% in spring 2009, and in North Dakota as low as7.8%. But these states are getting adisproportionate share of the stimulus fund, which shows that the allocation of stimulus funds needs to be adjusted. Who are these parttime workers and how many are there? Take Richard Smith and his wife Lyn. They left Michigan where he worked for GM and Ford in white collar jobs till he was laid off. Mr Smith moved to Charlotte, N. Carolina last summer. He hasn't found full time work after sending in hundreds of applications. He now works a few days aweek at agolf shop, repairing clubs and making $9.50 an hour. With the help of that money he has bought abargain-basement foreclosed house. Part time workers like the Smiths comprise about one third of the 20% unemployment/underemployment rates in states like Michigan and Oregon, so the rate for those who are completely out of work is around 13% in these 2 states....

S&P said it will maintain India's credit rating of triple B minus, the lowest investment grade rating, yet it may downgrade it to "junk status" in the next 2 years. S&P said this could happen "if the external position continues to deteriorate, growth prospects diminish, or progress on fiscal reforms remains slow in a weakened political setting. India's growth rate declined to 6.9% in the year ending March 31, 2012, down from 8.4% the prior year. The problem is that India's current account deficit is growing rapidly with the high import bill for energy supplies. The current account deficit is now at 4% of GDP. The trade deficit increased to $185 billion in this fiscal year, up 56% over the prior year. Additional problems are finding ways to finance the deficit with foreign capital, as European banks are pulling back during the current eurozone crisis. Commerce Secretary Rahul Khullar says this could be a big problem. Net foreign capital investment is declining rapidly from $72 billion in February 2012 to $387 million in March, with a net outflow of $27 million in the April 1-25 period. The budget deficit, which has drawn the attention of the RBI, India's central bank, and of S&P, is at 5.9% of GDP for fiscal year ending March 31, 2012. This is larger than the government target of 4.6%. The government has set a deficit target of 5.1% of GDP for the fiscal year ending March 31, 2013....

Ensuring proper temperature control of complexities, cold chain infrastructure across the length and breadth of the country, timely delivery from the manufacturing plant to the remotest vaccination delivery point, supply of needles and syringes, training of vaccinators and preparing for adverse reactions, from quick registration to certificate generation to reminder for next appointment. We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. Modi entered the chief minister's office in the western Indian state of Gujarat facing the Arabian sea in 2001. He entered office at the time of the Bhuj earthquake in Gujarat and describes his taking the chief minister's office as accidental as he had been a social worker for 30 years. "Let alone reluctance to join electoral politics, I had nothing to do with the political domain itself. My surroundings, my inner world, my philosophy- these were very different. Right from my younger days,my bent was spiritual. In 2014 it was with the inspiration from Swami Vivekananda and taking up Vivekananda's vision for the Indian people that Modi began his campaign to lead the BJP party. It may be looking back that Vivekananda guided Modi in all his projects for a Clean India, Jal Jeevan, Indian infrastructure that benefits the last man in the queue in the country, commitment to hard work. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

The war in Ukraine has made energy security a priority, leaving fossil fuel assets at risk of getting stranded. This is what happened at Uniper as Germany moves quickly to develop renewable sources to replace Russian fossil fuels. Clean energy investment is increasing rapidly as many green energy options are cost effective. Two thirds of electricity is generated in countries where it is cheaper to build new solar or onshore wind facilities than to run existing gas or coal powered facilities. Offshore wind with newer technologies will soon be cheaper also. Higher fuel and emissions prices, the cost of running older facilities in extreme weather, also increase risk of stranded assets.   To understand how quickly the situation is changing and can lead to stranded assets - solar energy is now half the cost of energy from coal or natural gas at today's prices as shown in the graphs in this WSJ article. Large investment in research and new technology will only decrease the cost of solar and wind energy to 2025 and 2030, increasing the investments in renewable energy and speeding up the curve for transition to renewable sources, with the added impetus of government support to achieve COP26 targets. ...
