As its economy slows and facing high debt levels, China benefits by an estimated $18 billion a month from lower oil prices in 2015. The estimate is from Starfort Holdings, investment and private equity group. The estimates as China benefits from lower prices of all commodities, including oil, are of about $250 billion annually as China replenishes its stocks of commodities. With $12 million barrels imported daily China is a major emerging market beneficiary, along with India, of the drop in oil prices. Continuing pressure on prices from the expected resilience in shale oil production in the U.S. with learning and the development of new production methods means the benefits are likely to continue. China has also not renegotiated price points in deals made earlier at higher prices with China and Venezuela, as it pursues its foreign interests. Stockpiling of grains and edible oils are being increased by 33% in 2015 by $24.7 billion.

U.S. health insurance company WellPoint Inc. will offer higher payments to primary care physicians. This is part of new strategy to reduce emergency room visits and costs after deterioration in a patients condition by relying on primary care physicians for better care at the outset. Payments to primary care physicians will be increased by 10%, with higher payments when the results show better quality and preventive care. WellPoint has a network of 100,000 primary care doctors. Physicians who meet certain goals such as lowering the overall cost of a patient's health care costs will be given an incentive of 20-30% of the savings realized. The new effort will add 1-2 percentage points to the 6-8% of the $100 billion that Wellpoint pays for claims processed each year. WellPoint's management sees a reduction in medical costs of about 20% by 2015 as a result of such efforts.

This account in the WSJ shows how Masayoshi Son is making huge bets with money from Saudi, UAE borrowed at 7% interest, and his own and partners money. The first Vision Fund  which raised $100 billion was invested quickly over 2 years in startups in the U.S. with an uncertain future and the WSJ says it is unusual that a fund would pile up debt to invest in companies that are unproven and which cost the Fund billions of dollars a year in interest payments. Many of the people hired are not from venture capital and have backgrounds in speculative Wall Street deals, including Deutsche Bank, according to the WSJ. Critics say money invested in every pet walking or hotel renting website is not going to make healthy returns. Creditor are being paid back with money they lent, with interest at about $2 billion this year, according to this report.  Beyond the question of returns there is the larger question of how capital markets are malfunctioning today. Money badly needed for infrastructure and keeping up with technological developments such as 5G and new technologies, for research and development, and for vital public services in health and education to build strong societies, being diverted to highly speculative deals and dealmaking. ...

At one point vaccinations reached 3 million a day and stalled with younger people hesitating to get vaccinated. Some southern states Tennessee, Oklahoma and Georgia see a surge in vaccinations. This happens as US daily cases exceed 100,000 for the first time on August 4. Of this 50% are in 8 southern states including Florida, Texas, and Louisiana. Florida is the worst affected state. Hospitals are again being overwhelmed with new cases of delta variant among the unvaccinated in August. Southern states have lagged behind in vaccination.

Jerome Powell, a Fed Governor, is the next choice for Federal Reserve chairman. He is a lawyer, and was Treasury undersecretary for financial institutions in the George H.W. Bush administration. He is an investment banker and also worked for the Carlyle Group. This is the first time in three decades that a choice is made outside of the economics profession. Fed policy for a gradual increase in short term rates is unlikely to change says the WSJ, as Powell was a close ally of current chairwoman Yellen. He is only different in that he is for a less burdensome regulatory policy at the Fed, to avoid what he calls an "ever increasing checklist," so that regulation is not seen as an answer in all situations.

About 15 million people reported using marijuana in 2019 in the US, according to AAA.  And 15% of the US population uses marijuana up from 7% 10 years earlier, according to Gallup. Highway Safety officials at the state level say as lot of attention was paid into revenue coming to the state and not enough to highway safety for the legalization of marijuana use. 24 states legalized recreational use of marijuana, 39 states allowed medical use. The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...
