US president Biden's 2024 Budget places great emphasis on aid to workers and families in the US and shores up the Medicare hospital-insurance trust fund. As winter approaches pollution reaches dangerous levels in New Delhi causing a public health emergency. Millions of anti-pollution masks are now distributed at schools, colleges, hospitals and local markets. As the weather cools a thick haze from car emissions and coal power plants builds up over New Delhi making it hard to see. The cool weather appears to trap the pollutants in northern India against the Himalayan mountains creating a stifling haze. Construction dust and smoke from paddy crop burned in the Punjab adds to the problem. This year it is getting worse than ever. Pollution levels are about 20 times what is considered healthy by the WHO. The air quality index hit 494 on November 3, 2019. Some parts of the city hit 1000 on the index. Over 500 is considered dangerous and "hazardous" to health. The government of Delhi and the state and federal authorites have taken some action to close schools, ban work at construction sites, implemented odd even license plates rule for cars entering New Delhi. A survey shows about 40% of residents of New Delhi wanted to move to some other city, and 16% want to travel this time of the year to escape pollution. ...

It sits 28 miles upstream from Cape Fear River's confluence with the Atlantic Ocean. The climate solution uses $4.1 million in state and federal funds to remove the parking lot and fill it to create and extended shore line with marshy land and 100 trees plus vegetation that would return the spot to nature and adapt so that over 15 years the waters would be handled by the new design. It looks at nature as an asset, water as an asset and how to live with it as it rises, and as such offers clues on adaptive behaviours for climate change. ...

The vote in the Senate was 67 to 27 to move forward with the $95 billion aid package to Ukraine and Israel. The bill has $60 billion in military aid to Ukraine, and about $8 billion in economic assistance. $14.1 billion to Israel and $10 billion for civilians in conflict zones. Senate Minority Leader Mitch McConnell leads a determined group of 18 Republicans in the US Senate that support efforts by Majority Leader Schumer to get a bill for Ukraine Israel Aid passed in the next few days. This would also include economic aid for Ukraine and humanitarian aid in the Gaza conflict. Senator Dan Sullivan of Alaska says that deterrence is not divisible, American credibility is not divisible." This comes as former president Trump opposes the passage of such aid in Congress. This report says the former president says America's role should be only transactional, and to Russia the NYT reports he says he would encourage them to do whatever the hell they want. An Indian born researcher takes on the mission of saving German forests and making them more resilient to climate change. Somidh Saha is at the Karlsruhe Institute of Technology. In this video from DW.com he shows what is being done in Germany to protect forests.  Woodlands are under threat worldwide from urbanization and industry. About 80% of German trees are not in good health according to a German government study. Damage is shown being done by the bark beetle to trees already weakened for other reasons including drought. Saha says one has to be careful in evaluating how much of a country's space is healthy forests. In India he says it is sometimes said that 21% is forest land. Yet this includes plantations of many kinds- tea, rubber, coconut and so on. The healthy part of forests of high quality and suited to wildlife is a much smaller part of India. The COP26 in Glasgow was unique in one way- for the first time a zero deforestation target was set for the world. World leaders promised to end deforestation by 2030. Protecting forests protects the planet from climate change as forests act like a carbon sink.   ...

The story of Kharkiv, Ukraine's second largest city only 25 miles to the border. Santora and Hicks give this report on life in the city which faces constant missile and other attacks with much of its power and other infrastructure destroyed, and schools operating deep inside subway stations. Nothing like this destruction has been seen in European cities since 1945. Europe had only the Balkan conflict limited to Yugoslavia 1991-1995 as the country split into several states, Serbia, Croatia, Bosnia, Kosovo, Montenegro, and Slovenia and the US settlement in 1995 following NATO bombing in Serbian Bosnia. The Ukraine conflict stretches back decades starting in 2014 with the Maidan protests in Kiev and fall of the pro-Russian Yakunovych government. After a brief war and Russia taking Crimea it ended with the Minsk Agreement in 2015. Russia had supported separatists in Donbas region. Russian is the language in Russia and Ukraine and both countries share a common historical heritage. It started again with Putin's complaints about NATO enlargement in 2021, followed by an attack on Ukraine in 2021 bringing Finland and Sweden into joining NATO, and US support to Ukraine's defense.  ...

Special Counsel Miller who conducted the long investigation into the president's conduct during the election campaign protests that the 4 page report of Attorney General Barr does not reflect the findings of the investigation. Mueller wrote to Barr in a letter that "The summary letter the Department and released to the public in the afternoon of March 24 did not fully capture the context, nature and substance of this Office's work and conclusions." Because Barr's summary in 4 pages was meant to preclude Congress from arriving at its own conclusions Mr. Mueller's comments are significant. The House of Representatives is questioning the conduct of Mr.Barr. Mr. Mueller says in his letter that "There is now public confusion about critical aspects of the results of our investigation. This threatens to undermine a central purpose for which the Department appointed the Special Counsel: to assure full public confidence in the outcome of the investigations." Mr. Barr calls the letter "snitty." Congress plans to subpoena Mr. Barr as he has turned down appearing before the House of Representatives, leading to a subpoena and a showdown with Congress.     ...

Jordan Bardella,  age 28 years, is the youngest proposed candidate ever for prime minister of a G-7 country. The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. No such age limit is set in the French Constitution for the Fifth Republic setup by Charles De Gaulle in 1958- a French citizen over age 18 years is allowed to stand for president. The current prime minister of France Gabriel Attal is 35 years old, appointed by president Macron. Macron ran for president at age 38 years, had experience as a cabinet member in the Economics ministry of Francois Hollande. Attal was Minister of Public Accounts and Public Action in the Elisabeth Borne government in 2022, and Minister of Education and Youth in Borne's government reshuffle in 2023. Jordan Bardella lacks any experience in government and most of his time was spent in representing his district in the National Assembly and in party positions. Effects of the two storms in Florida and North Carolina reduced job growth in October. Overall the unemployment rate was steady at 4.1%. Job growth and the unemployment come from 2 different surveys one from households for the unemployment rate and one from employers by the Labor Department for job growth.  The hurricanes and weather events meant people were still being paid but could not get to jobs during the month of October, the estimate of this number was 512,000 in 2024. In 2016 and 2018 with hurricanes this number was about 250,000 in each year. 512,000 in 2024 is double the size from 8 years earlier in 2016, it shows that this could reach double this or 1 million jobs affected if another 4 years are lost pretending that climate change is "a scam" or that it was not serious, doing nothing and reversing direction. On average over 20 years the loss of jobs from hurricanes is about 69,000, excluding 2016 and 2018 it would be about 45,000. This shows that there are effects that are growing from climate change on jobs at an accelerated pace, another economic warning sign for the need for climate change action. ...

Kennedy. Pew Research shows in 2022  10.6 million immigrants living in the US were born in Mexico, making up 23% of all immigrants. This is 3.2% of the US population of 335 million in 2024 according to the Census Bureau. The promise of president Harris to sign the legislation negotiated with Republicans in Congress (Senator Lankford) in March to close the Border would remove this distraction from cost of living, housing, and climate challenges. ...

A Hyundai shipyard can build a military ship for $600 million that would cost the US about three times that number -$1.6 billion. South Korea can control costs with its marine shipyard capacity to build 40 ships a year in shorter time frame by 20 months. Note that the US had 17 shipyards in 1970, by 2020 it had dropped to 5 ships. Why is this a problem? Persons posting TikTok videos  that incited unrest were also charged.  The oldest rioter a 69 year old first time offender got 2 years and 8 months for joining the riots in Liverpool. About 1.2 billion units are there across the globe, billions more may be needed to replace the old ones and to meet surging demand in Asia, Latin America and Africa. International Energy Agency estimate is for these AC units to triple by 2050 what they are now, adding 2.4 billion AC units. Using the existing technology and emissions would mean putting 2 billion metric tons of emissions from these older AC units into the atmosphere in 2050 or what 476 million cars put out, says IEA.  The Indian government, RMI, a global coalition including Gree of China, and Daikin of Japan are doing the research on new AC units. In 2015 about 5% of India's 300 million households had such AC units. 8-10 million units were sold in 2023. Young people are the major source of transmission of coronavirus in the US with school sports as a major cause. Michigan, New York, Florida, New Jersey, Pennsylvania, makeup 42% of cases on April 11. Adults ages 20 to 39 are affected the most in Michigan. With cases for children under 19 quadrupling from a month ago. 301 reported school outbreaks in Michigan alone. A big problem is that the spread of the variant B.1.1.7  from the UK started in clusters earlier in February. It now has spread to the general population. German chancellor Merkel met with leaders of Germany's 16 federal states to come up with an exit plan for reopening the economy from the lockdown in phases. In the first phase shops with up to 800 square metres of space will reopen on April 20. Bookshops, libraries, car dealers, bicycle shops, and museums will open too. As this report in WSJ shows underreporting of coronavirus cases is a serious problem for Africa, and the figures from Africa's CDC, part of the African Union, do not show the magnitude of the problem. It shows that health workers in places from Yaounde in Cameroon to Dar es Salaam in Tanzania, to cities in Somalia, are reporting a situation quite different from what the CDC shows, with hotspots emerging in some places with little in the way of resources.

Only 1 million tests have been done and half are in SOuth Africa and Ghana. WIthout the testing it is hard to know how many cases there are. Capetown area in South Africa is emerging as a hotspot and hospitals are expected to be overwhelmed within weeks. Officially Tanzania a country with 56 million has 509 cases and 21 deaths, yet this contrasts with reports from health experts. Cameroon and South Sudan are also possible emerging hotspots in addition to Tanzania says this report in WSJ.
