Steinhauser, Walker and Stevis provide an exceptionally good account of the events leading to the March 25, 2013 EU 10 billion euro bailout of Cyprus, with the closing of one bank and the downsizing of another bank. The Cyprus government of president Anastasiades bluffed and lost. That Anastasiades and the Cyprus government would do this in serious negotiations with the finance ministers of Netherlands, Germany, France, the EU, ECB and the IMF at the headquarters in Brussels, in negotiations that ran to midnight on Sunday March 24, 2013, is simply astounding. Charles Dallara representing European bankers tried to do this with German chancellor Merkel at EU headquarters in Brussels during negotiations on Oct. 27, 2011, on an earlier confrontation over bondholder haircuts, bluffed to the last minute and lost. The way Cyprus handled the negotiations surpassed that. Right down to the last hours the Cyprus president waffled- backtracking on earlier agreement to close Cyprus Popular Bank. Calls were made by German finance minister Schauble to Merkel and by French finance minister Muscovici to French president Hollande to give a joint Franco-German response. Finally Anastasiades was told to pack up and leave on Sunday, March 24. The Cyprus government was not defending small depositors as its earlier plan was to tax all deposits at the two largest Cypriot banks 6.875%. Merkel saw this as an error as this would hurt small savers. The final agreement shut down Cyprus Popular Bank but protected insured deposits under 100,000 euros. Another disturbing sign for the ECB and the EU was Cyprus allowing several hundred million dollars to be wired out of the country even though banks were closed and an offical freeze on ouflows existed. A serious mistake in negotiations was when Cyprus finance minister kept EU finance ministers, the IMF and the ECB officials in the dark by not returning calls for 16 hours on Thursday March 25, 2013, while he tried to negotiate a deal in Moscow with Russia's Putin. This destroyed Cyprus's credibility leading to the ECB's warning to cut off liquidity to Cypriot banks which would put the banks into instant bankruptcy. By Friday morning, March 22, 2013, Merkel was angrily briefing her CDU party lawmakers on the negotiations, telling them the Cyprus government and Anastasiades did not get it, that the whole Cyprus model of outsized offshore banking sector- catering mainly to Russian investors - had collapsed. Cyprus unlike any other member of the EU was trying to face down Europe. Negotiations with Greece had been tough and street protests everpresent, yet negotiations went on in a responsible manner and in good faith, something missing here....

The National Assessment of Educational Progess (NAEP) test scores in the U.S. for K-12 show a lack of progress since 2013. Scores for math and reading dropped for 8th grade students, and scores for reading were stagnant while dropping in math for 4th grade students. The test scores reflect progress in rural, suburban, urban environments, for communities that are affluent, less affluent and poor, different ethnic backgrounds. The test started in 1990 is the only one measuring national progress. The new results of NAEP are on a scale of 0 to 500, and show that in 2015 64 percent of 4th graders and 66 percent of eighth graders were not reading proficient, 60 percent of 4th graders and 67 percent of 8th graders were not math proficient. Massachusetts, Vermont, New Hampshire, do much better in the tests than Mississippi and New Mexico. Experts say a state to state comparison should separate the non native English speaking students from native English speaking, especially in states like Texas. With about two thirds of students failing the math and reading proficiency levels, growing proportions of minority Hispanic students in many states, larger proportion of less affluent students, the tests show the challenges facing America's K-12 education even after the changes introduced by Education Secretary Duncan since 2008....

In 2025 100,000 claimed asylum inUK half of them coming in small boats.  The asylum people placed in hotels has resulted in an outcry from locals in many British towns who see a way of life of the British people being pressured by the migrants some from remote countries with different cultures and leading to lack of safety for women on the streets. In Denmark without these changes the labour working class party would have lost power to a movement like that of Nigel Farage Reform UK which wants to shut the door completely on migrants. Public patience appears to be gone. Similar situations have happened in Dutch politics and is happening in other countries including Germany and France. ...

Baer and Zuckerman give this friendly account of how a law student from Melbourne found himself a single Australian in New York. He went on to join Morgan Stanley and took over in 2010 at the height of the faulty mortgage financial crisis. His patient attitude and quiet demeanor  stemming from growing up in a family of 10 children helped him take on the responsibilities at the bank when banking was getting a bad name for its responsibility in causing the financial crisis. His mother was a nurse, his father an engineer, both underpaid and stressed professions compared to banking which has caused crisis after crisis in an effort to get outsize rewards. This Australian American later told colleagues, that around the dinner table his middle class parents discussed current events creating an interest in reading and world affairs. We get this as it was our own experience. What has he to say then about both the absence of this middle class today in the way it was, and more than two thirds of American eight graders lacking proficiency levels in reading, 75% lacking proficiency in Civics and History shown in NAEP tests? Not much different in Australia or the British Commonwealth too. His name James Gorman, who now retires at the age of 64. How could he give back by supporting a Movement for Global Literacy, what we have also on this site? It acts as a reminder and warning that once tranquil places can be dislocated and turned upside down by allowing unscruplous financial dealings in the economic affairs of a Nation, putting too much trust in finance or finance professionals. Trust is easily subverted once placed by the People. It can happen in any part of the world.  It can happen in developed nations as happened during the 2009 financial crisis. A finance professional governor of the central bank of Sri Lanka raised borrowing costs with a unscruplous bond auction in 2005 leading to higher borrowing costs and bankrupting the country. About 19% or one in five do not have access to books at home in Britain, new research shows. A recent report shows 51% of parents find books just too expensive. The National Literacy Trust Report shows 64% of parents say the amount of money they have to spend on books has decreased. The findings are alarming as 1 in 13 children do not read at all, and only half of the children read daily.  This has serious repercussions on children's futures- in school, in college and in the job market. Reading habits develop with access to books at home and at libraries. Owning books encourages children to develop reading habits. The very basis of the fair societies and democracy of the UK, US and Europe is the access to books and reading for all parts of society and people at all income levels. Without this democracy cannot be sustained as the population is less and less literate and unable to preserve and protect its freedoms or misled by political leaders. The current threats to freedom Mr Biden has pointed out at Independence Hall in Philadelphia arise from this neglect that opened up with the neglect of manufacturing communities in the US and Europe which gradually eroded incomes and access to the goods and services that were opened up through the improvements of the last half of the 20th century. And improvements then lost in the "free markets" period of the last three decades that shifted manufacturing and jobs overseas, and reduced incomes of ordinary people.  ...

The events leading to the EU brokered deal and the final hours of tense negotiations are described in this exceptional reporting by Benoit, Norman and Fidler. Chancellor Merkel played a critical role in the developments and Catherine Ashton, EU policy chief, played a supporting role. The foreign ministers of Germany, France and Poland, Steinmeier, Fabius and Sikorsi, conducted the tense negotiations with president Yakunovych and protesters in Kiev's Independence Square. At one point the foreign ministers Steinmeier and Sikoski actually talk to protesters in the Square to clear up differences and get support, something that German and Polish leaders have never done together in a Eastern European country. The Bishop of York presents the Church's position that it needs time to pause and reflect- as people within the church can read the Christian scripture differently and understand tradition and lived human experience to arrive at different conclusions. That there are more differences than the Church of England was ready to admit. After three years of experimentation the Church of England is stopping the "Living in Love and Faith" program in a vote 252 votes to 132 votes. The General Synod of Bishops conclusion is that consensus cannot be reached. In the words of Stephen Cottrell, the archbishop of York- “This is not where I want us to be and not where we hoped we would be three years ago … I know that many of you are feeling angry and disappointed. There is a lot of pain and that pain cuts across so called ‘party lines’ or theological convictions held.” But, “knowing how divided we are on these issues, we haven’t been able to find further ways forward that honour the consciences of those who, faithfully led by their conscientious reading of scripture and their understanding of tradition and of lived human experience, arrive at different conclusions”. The bishops and the synod, he says are “more deeply divided than I think we knew – or admitted."   ...

It depends- only if you look at it in actual millions of people. In percent of people Voice of America and this WSJ report show that US obesity rate is much higher with 22 states above 35% and the rate overall at about 25%, compared to China's at about 14%. The fact that this was reported in this way is happening as this issue is taken far too casually in the US, when the quality of life is largely dependent on health. And such high levels of obesity in the US, catastrophic levels in some southern and midwestern states, means one is not doing things right and heading for a poorer quality of life. This report in the WSJ cites estimates of obesity in China of as high as 200 million and likely to grow by another 100 million by 2034, about 14% of the population being obese today and obesity increasing to about 20%. In China the demand for weight loss drugs is growing. The government has a program to reduce the intake of salt, sugar and oil and increase health foods in the diet. Meat in the diet has tripled and there is a need for more health conscious attitudes in China, even more so and urgently in the US. Both the US and China are too auto centric in their culture, particularly the US where public transportation has not been given high priority leading to a lack of enough exercise getting to work. ...
