The UN-Turkey arranged Black Sea corridor has enabled shipping of Ukraine grain to poor countries and countries depending on such supplies to feed their people. About 1 million tons were shipped in August and in one week to Sept 4 another 1 million tons were shipped. Russia says only small shipments are going to the poor or poorest countries. The figures provided by Ukraine are as follows:  54 vessels to Asia carrying 1 million metric tons of foodgrains 16 vessels to Africa carrying 469,000 metric tons. 32 vessels to Europe carrying 853,000 metric tons. Turkey is the largest recipient according to UN data. Also receiving largest shipments are Iran, South Korea and Egypt. EU makes up 23% according to UN data. Un says the first shipments were for the backlog of ships trapped in Black Sea ports that could not leave after the invasion in February of Ukraine. These are determined by international markets for grain. The UN says priority will be given to shipments to poor countries once a steady flow of ships from Black Sea ports takes place. Turkey which arranged the shipments and is closes to the Black Sea ports and Egypt have depended on Ukraine for grain supplies and rising inflation had become a major problem in the two countries. The two are also some of the most populated countries in the region. Turkey for this reason has a major interest in keeping this route open.   ...

As it makes gains in the Kursk region Russia appears hesitant at this moment to sign on to the ceasefire deal the US and Ukraine agreed to this week. Kursk was part of Russia before the current war. It was also here that the Germans were defeated in 1943 after the Battle of Stalingrad (now called Volgograd). The war now has nationalist overtones for Russia making it more complicated than the earlier invasion of Ukraine, and requiring both patience and persistence to reach a lasting settlement for all sides.

In August 2023 the Ukraine war is reduced to small unit tactics after a stalled Ukraine offensive. The results of the war over the last 2 years is a broadened NATO with Sweden and Finland inside NATO increasing the borders of NATO with Russia. On the Russian side some of eastern Ukraine on the Black Sea and the Dnieper river are now part of Russia in addition to the Crimea. The Ukraine offensive is stalled. Russia's economy has shifted from its western European orientation for energy exports and auto other imports to a Chinese orientation.  These changes are likely to remain with a shift of supply chains back from China and its suppliers to the US and the EU. This acts to restore the factory bases in the US and EU and revive communities built around factories in small towns across the region. This will bring back regions in the EU and the US that suffered from the loss of factory jobs and public services they supported. Overall this is a healthier situation for the people of Europe and the US. For China also the situation reverses to better quality yet slower growth, and a pause to take stock of the immense changes that happened with explosive growth in trade- the damage to the environment, floods and heat waves from climate change, the explosion in debt to three time its GDP, higher unemployment, rural poverty, and devise solutions to these problems. The war has accelerated the unraveling of the existing economic, social and trade arrangements that had stopped working for many years. ...

Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

Narendra Modi of India visits Poland and Ukraine after visiting Moscow, the only leader to do so and who can talk to both sides, and who believes resolution of the Ukraine can only come outside of the battlefield. In a very real sense US and NATO Europe has failed by blanket applying the principle of national sovereignty without recognizing that there are general rules that have to make room for some exceptions or nuances in cultural and historic linkages as in the case of Ukraine's most eastern regions along Russia's borders. Only about 30% of American public in Pew Research poll sees Russian war in Ukraine as a threat to the US, among Republicans it is only 19%. Remember this is during the third year of the war with staggering losses on both sides when prolonging the war makes no sense.  If the American public were properly informed by the media that Zelensky's popularity has dropped to 16%.  That the eastern regions of Ukraine near the border speak Russian and share a common culture, and had voted for Russia oriented parties before the war began -not in 2021 but in 2013 with the Maidan movement in Lviv near Poland leading to the whole of Ukraine except parts of the east nearest to Russia moving towards the west- it might look at the larger picture and seek a settlement which accepts Russian commitments to peace with these regions as part of Russian Federation. The staggering losses on both sides cannot justify the conflict and it is not in the America's, India's, China's, or Europe's interest to damage the Russian economy or further damage Ukrainian infrastructure in a war that changes little in the winter of 2024-2025.  ...

Russian response is to upgrade its nuclear submarine fleet and operate in the Baltic Sea, North Sea, Atlantic and Mediterranean. The U.S. and NATO is conducting Operation Atlantic Resolve to deter any Russian action. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

The Dutch parliament approves a free trade area with Ukraine. Netherlands was the last country to approve this agreement. Populists of eusoskeptic views won a referendum in April 2016 leading to the agreement passed by the other 27 countries of the EU being modified to accomodate the euroskeptics- who pushed the view of Ukraine as another corrupt country that Netherlands tax payers would have to support. The agreement for a free trade area for EU and Ukraine itself was a result of the popular sentiment in Kiev and western Ukraine in favor of closer ties to the European Union, that led to protests in 2013-2014 and the election of pro-EU Petroshenko as president. Russia opposed the move, leading to the support of a Russia rebel movement in the eastern part of Ukraine. The Dutch elections of 2017 led to Dutch voters supporting prime minister Rutte's effort to support the European Union in helping Ukraine with economic ties. This puts Netherlands back into the core EU nations such as France, Germany, Spain and Italy, that back Ukraine and oppose Russian moves. ...

Lessons from Ukraine were uppermost in the thinking of the Quad leaders from the US, Japan, India and Australia as a new framework is envisioned for Asia. That framework is envisioned through an economic framework the IPEF including South East Asia, the Quad as a core nation setup similar to the G-7, and direct ties such as US-India, US-Japan. Latin America is part of the US direct ties to Mexico, Brazil, Argentina and Chile. Europe is included through the Europe Trade and Technology Council and direct US ties with the European Union, Germany, France and Italy. President Biden is giving the kind of leadership of the Free World that Harry Truman gave following the Berlin Soviet Blockade and the US Airlift of 1948-1949 and the Korean War between 1950-1953 with Soviet and Chinese forces supporting the attack of North Korea against South Kporea similar to the Russian invasion of Ukraine.  ...

The impeachment inquiry in the U.S. House of Representatives set off by a release of president Trump's conversation with the new Ukrainian president, involves vice president Joe Biden and his son Hunter Biden. Mr. Trump had called for the Ukrainian government to look into corruption. The Washington Post gives this story of how Hunter Biden joined the board of an obscure Ukrainian gas company set up by a former minister and that this was brought to the attention of Joe Biden by advisers. At the time Joe Biden was representing the U.S. in Ukraine during a period in Ukraine when there was little clarity or transparency on what was happening in the country with changing governments. This story describes the thinking of people in the Biden circle who thought this was a bad idea.  This includes Hunter Biden's partner in the investment firm, a stepson of John Kerry, Secretary of State in the Obama administration, and other advisers of the Bidens. It has raised questions about why steps were not taken to prevent the perceived conflict of interest.  As a result of this Ukraine, a country at war with Russia and having elected a new president outside the conventional politics, is now at the centre of the impeachment inquiry. It is also likely to reshape the 2020 presidential election with differing views on this inquiry from president Trump who sees it to be about corruption in Ukraine, and Democrats about the president's effort to pressure Ukraine for his political campaign as U.S. provided critical aid to Ukraine.    ...

Extreme German dependence on Russian oil and gas that happened under the administration of Angela Merkel and the high oil prices today from a a lack of development of alternative renewable energy resources created the situation that provided the financing for Russia's war in Ukraine. This is now unwinding as the European Union and the US set a price cap of $60 for Russian oil. This cap will in future reflect the cost of production of oil in Russia among other factors, and the lower demand for fossil fuels as renewable energy production is accelerated quickly, and the inflation fighting efforts of the US central bank. Gradually the mechanisms and environment is being created for an end to the conflict in Ukraine.

Better management of the economy has sustained Russian economic growth in past crises such as in 2008 when oil prices collapsed. Russian central bank chief Nabiullina has helped steer the economy holding US dollar reserves to just 11% the rest of $600 billion reserves in renminbi, euros and gold. Yet the war in Ukraine has introduced limits. With labor shortages and the technological isolation the war in Ukraine is setting new limits on economic growth, says the WSJ. Going forward the limit is about 0.9% economic growth a year. Before 2008 the Russian economy growth was at 7% growth a year, it dropped to 3.5% after the invasion of Crimea in 2014. With China facing deflationary trends, little recovery in growth, this shows that geopolitical tensions are changing the prospects of important economies. With globalization dimming the prospects of Singapore and UK have suffered. The US is investing in growth, and Germany is following the US model.

This WSJ podcast looks at the influx of 3 million refugees into Poland from war torn Ukraine. During the last two decades many people from Poland left the country to find jobs in the European Union and Britain. As a result there were more elderly in many parts of Poland and acute shortage of workers. In the long run Polish officials see the refugees as assimilating easily and welcomed by the people in Warsaw and other cities. The influx of new people is seen as a positive for Poland in the long run. Yet in the current situation there are concerns about the ability of Poland to cope with social services needed for the elderly and traumatized refugees.  About one million of the three million refugees now in Poland from Ukraine are children and there is a dire need for school teachers and other help. Many are women and elderly with young men remaining in Ukraine. Poland has asked the US and Canada for help with dealing with the huge influx of refugees in a period of 2 weeks. ...

Carter said ceasefire terms in Ukraine should be implemented, and that the U.S. should exert more pressure on Ukrainian officials whom he blamed for the breakdown. He said about "Operation Atlantic Resolve," military exercizes in Europe, conducted to support Eastern European allies through training, cooperation and increased presence since 2014- "Our exercize and training programs, which are tremendously successful, they're tremendously popular- we need to do more of that, get more allies involved."

He has not appealed directly to yellow vest voters so as not to affect relations with other moderate voters. Other voters see him as the only one with a serious action plan with his plan for the Sixth Republic removing the powerful executive presidency setup by De Gaulle and drafting a new constitution.

He has condemned the Russian invasion of Ukraine yet says it does not help to humiliate Russia and setup more NATO countries close to its borders. During any negotiations both Russia and Ukraine have now accepted the idea of Ukraine enjoying neutral country status in the same way as Sweden.

China needs export markets as its construction industry stalls and increases investment in manufacturing. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. Both sides have economic interests, and interests of the world to advance peaceful cooperation.
