UK Business Secretary Kwarteng orders a National Security Review of the acquisition by Chinese semiconductor maker Wingtech through a Dutch subsidiary of a semiconductor factory in Wales. The factories in Wales are becoming a hub of the UK semiconductor industry with research and manufacture of compound semiconductors, which enable electric batteries for cars to get more mileage. Nine Congressmen in the US wrote to the Biden administration about the acquisition and its dangers for the UK and US semiconductor industry's technology being shifted to China. The head of the UK Foreign Affairs committee in parliament also alerted the UK government of the risks involved. The UK government has passed a law that allows it to retroactively cancel deals that are considered a risk for national security. Under the Bush and Obama administrations there was a transfer of western technology through acquisitions of this type and not much was done by the governments in Europe and the US. This enabled China to acquire western technology using its state subsidized firms which had better access to financing for acquiring key western technologies. It was only under the Trump administration that 2 decades after it started in 2000 this process was given attention. It was ignored in the same manner that the Germans under chancellors Schroeder and Merkel allowed Russian energy companies to dominate the energy sector in Germany even to the point of acquiring ownership of the storage of energy on German soil. That dependence allowed by German elites according to the Manchester Guardian in a recent article is now unwinding with the brave and unceasing efforts of Economy Minister Habeck,  who is now the most popular person in Germany for making this  correction in the midst of the Russian invasion of Ukraine with China's support. ...

The Trump accounts were passed by Congress for giving tax deferred investment accounts to children born from Jan.1 2025 to Dec 31 2028, as a way to give 25 million lower income children a good start in education and opportunities in life. The Dell money $250 per account will go to 25 million children, go to 10 years old born before Jan. 1 2025 as away to address the gap for children not in the age group Congress targeted. Dell's money goes to US zip codes with average incomes below $150,000. As expected Harris remained organized, thoughtful and precise in her answers to questions of cost of living, the economy, and never wavered in her focus on her plan for an Opportunity Economy that lifts all boats where she said Trump had none. Trump raised the immigration issue in questions about the economy and cost of living failing to tackle one issue at a time and do it well and convincingly. Trump's response on Project 2025 was long and rambling and failed to register losing critical minutes and spreading himself thin leaving behind the idea that he had no Plan for America, for if he had one would he not have offered it when the question was raised. This is where his exaggeration that migrant crime was rampant came under the first fact check of the evening by David Muir. U.S. president Trump admonished GM for delaying the delivery of ventilators with negotiations, and called it  "always a mess." GM offered varying numbers, initially says the president saying it could supply 40,000 ventilators but later saying it could supply 6000 by late April. As a result the president used the Defense Production Act to order GM to make ventilators for the government. The Trump administration then pulled together other companies that could make ventilators for the government. The president has publicly criticized GM in the past for closing factories and laying off workers in midwestern states.   The president said yesterday that the administration was working to sign contracts with other companies including, General Electric, Philips, Hamilton, and Medtronic. In all the administration wants to get 100,000 ventilators in a short time frame to meet the needs of hospitals in states with need. Any surplus ventilators could be sent to UK, France, Italy, and other friendly countries that cannot manufacture on their own. At his daily press briefing Friday Mr. Trump said he called Boris Johnson of the UK and the first thing Boris told him was "we need more ventilators." ...

Krugman points out that the federal tax rate for the top 1% is 34% in 2013, according to the Congressional Budget Office, because president Obama let the high end Bush tax cuts to expire. The U.S. vice presidential debate between Mike Spence and Tim Kaine showed Kaine focussing attention on Trump's crude attacks on women, praise for Russian president Putin, and opposition to the minimum wage. Spence's tone was measured and his focus was on deflecting the attacks on the crude language used by Trump in the campaign by saying Trump was "not a polished professional politician," like the others, and not responding to the Kaine references to Trump. Spence stuck to issues about immigration open borders, abortion, president Obama's inaction in Syria, the plight of workers in Scranton, Pennsylvania. He did not respond to repeated questions on Trump's failure to disclose his tax returns and his business failures leading to close to a billion dollars in losses and not having paid taxes for 18 years, as disclosed by the New York Times. Spence had to choose between hurting his own chances for reelection with the traditional Republican voters alienated by Trump and standing up for Trump's crude language against women and minorities. He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...

Former federal prosecutors say proving a second crime exists that converts a misdeameanor into a felony under New York law is important for the prosecution's case in the indictment of Mr. Trump. This they say depends on whether the hush money payments made to a porn actress were personal or political for the campaign to protect the candidate. The US Supreme Court unanimously agrees that letting a state decide who is on the ballot and who is not based on an insurrectionist interpretation of the US Constitution would lead to chaos. The SC was considering a lawsuit filed by the state of Colorado asking that Trump be disqualified for insurrectionist behaviour related to events at the Capitol on January 6, 2021. Other states had filed similar lawsuits. With 51 states any state could do this leading to chaotic and unanticipated situations. Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. In 2024 the abortion issue is a significant factor for women. ...

Trump blocked it for personal advantage at the elections to use this as an issue which has blocked a permanent solution. Confirming this is a month old interview in NYT by Republican Senator Lankford saying the legislation he drafted would have passed Congress in December 2023 and signed into law by Biden. It came up in Congress in February by this time Trump was made nominee of the party and he blocked it so that he could use the issue in an election. This says a lot about character and more than mere fact checks shifts focus on the characters of the two people running. Steve Kerr coach of the men's basketball Olympic team says decency humility, values and character, a clear authenticity are essential in a leader. People ask yourselves what you would have done in this situation, and what would Kamala have done, would she have blocked a bill that would permanently fix the Border and change US asylum policy?  Biden went on to do this by executive action bringing migrant flow numbers down to where they were under Trump and Obama, and more than that put together a bipartisan bill with Republican Senator Lankford that Kamala can now sign into law.    ...

The problem was tackled by closing the border with Biden taking executive action, after the law closing the border cleared the Senate in February but was held up in the House by Mr. Trump. Trump hoped to benefit from the Border issue to get elected in November 2024 held it up. That law was negotiated by Republicans McConnell and Lankford and Biden. Kamala Harris says the first thing she will do if elected is to pass that law. Republicans like the Tories in the UK are now seen as pandering on the issue to keep power, not keen on resolving it once and for all. As we show from the example of Mette Frederiksen in Denmark and her far sighted thinking it is possible to be good for workers and families, and tough on immigration that hurts workers by creating like foreign wars a huge and unnecessary distraction. Why for instance must workers and families live from paycheck to paycheck because of misgovernance in Asia or Africa or Arab world ,or deliberately created wars to empty countries of population as in Arab lands. Taking the issue up in the countries themselves with whatever action is needed was the right answer from the beginning, and lost on Merkel and other leaders in the US and Europe. A second term Trump-Vance will face uphill risks and a mess in economics from a Trumpian Republican party and Congress, says WSJ. WSJ Editorial Board says a second Trump term is not without risks. Tariffs cost 1.1% in annual growth in the Trump first term says WSJ, and it did have an impact on inflation. It would have had greater impact on inflation with the supply chain crisis of Biden's first term, had this supply chain crisis happened in Trump's first term. A second term Trump-Vance support tariffs as high as 60% on Chinese imports which would have a bigger effect on inflation and economic growth than of the first term. The key difference is that with tax cuts a basic rule for Republican policies Trump-Vance second term would not invest in infrastructure the way Mr. Biden has done and Biden will do so in a second term. As a result the economic growth is likely to be greater and inflation smaller under a Biden administration. Trillions of dollars in investment in the economy and infrastructure under Biden in a second term will be missing in a Trump-Vance tax cuts administration policy. And with it hundreds of thousand of jobs created each quarter will be missing in Trump-Vance second term. Add to this the level of clarity of stable economic policy under a Biden second term and contrast it with some of the chaos in economic policy of a Trump-Vance second term. The basic contradiction between tax cuts policy and the nation's need for infrastructure spending/rebuilding under a Republican under Trump administration will not go away, present a huge stumbling block. Chaotic policy could come from Project 2025 that says consider abolishing the US central bank Federal Reserve. This kind of erratic and unwise policy proposals are clearly not happening under Biden and Yellen. Another key difference is the cost to the economy of delays of several years in doing nothing for climate in Trump-Vance 2024-2028. Severe effects on climate if nothing is done could cause acceleration of climate negative costs which a future economy under Democrats would face, in reality the Nation would face. America's Business has taken a short term approach to climate change, when the time comes to pay the costs of short term thinking it assumes it is somebody else's problem- this happened with supply chain concentration in China the burden falling on the middle and lower classes, it would happen again with missing climate change action under Trump-Vance second term. ...

Neil Irwin of NYT provides some counter intuitive ideas on U.S. Fed interest rate policy. He says it can't be take as a given that the Fed will raise rates in 2017-2018. This depends on how much punch there is in the Trump economic policies for stimulus, and for infrastructure spending, tax cuts. He cites Senate Majority Leader McConnell who said he would like to keep "tax reform revenue neutral." Getting large spending and pushing up the deficit is likely to run up against Republicans in Congress who have for 8 years opposed large spending increases and large deficits. Trump has given few details about his stimulus or infrastructure spending plans. He says the scale of the spending might not match the talk. Irwin cites JP Morgan Chase economists who have kept their forecasts for GDP growth just under 2% for 2017 and 2018. And he points out that even Trump appointees at the Fed might act independently. The Fed might look at being cautious considering that increased trade tensions with China, and the unpredictability of a Trump administration could hurt growth. Irwin does not mention the uncertainty in other areas such as policy towards Russia on which the Republican party and Congress have very different views than Trump, tensions over Taiwan, that can also affect growth. ...

The WSJ reported that in Los Angeles County on June 20 half a million people went to bars after they reopened, showing that culturally even counties in states like California lacked what is accepted good sense. For instance Tokyo bars were paid by the Japanese government not to reopen, according to one report. By wearing a mask Trump is simply acknowledging facts about transmission - a German study shows 40% reduction in cases with face coverings. ...
