10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." These nations attempt to make DJT appear to be doing this on whim when this is an issue in trade relations between the US and Asian partners, the EU, and Canada/Mexico for the last 50 years. DJT pointed this out- “The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their “rescue” on Tariffs that they have used for years to hurt the United States,” Mr. Trump said in a social media post Saturday afternoon. “Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now. Thank you for your attention to this matter!” ...

The US Federal Reserve Report on Economic Wellbeing of US Households 2024-May 2025 gives some insights into the well being of American households. It shows food insufficiency households the same in 2023-2025 at 7%. The situation for cost of living remains a concern in 2024 as well as 2025. Retirement savings have improved for many middle class Americans, as confirmed by reports from Fidelity and Vanguard. The people earning less than 25,000 are 19% and about the same in 2024 under Biden as under DJT in 2025. 39% make $100,000 or more and 26% make $50,000 -$100,000. Combining the 19% making less than $25,000 and the 16% making between $25,000 and $50,000 shows about one third of the population under $50,000 living paycheck to paycheck. It would appear that $2000 DJT rebate putting $160 billion out of $550 billion of tariff revenues for 2025-2026  in the hands of 79 million households that make less than $100,000 would go a long way to keep the situation stable with optimism and hope arising from the restructuring of world trade that would bring trillions of dollars of investment into the US from Europe and Asia. A this investment plus domestic investment should bring back jobs and higher incomes to US manufacturing in small towns across America. The rest of $550 billion tariff revenue of $390 billion would go to reducing the deficit which would improve prospects for the economy in 2027 and produce a more resilient economy in 2027-2028. As shown on this page the popular Democratic Governor of Michigan in her op-ed in Washington Post supports strategic tariffs, and supports using the revenue for a check to American workers of $2000 per worker or per worker household and offers to work with the opposite party to get a WIN-WIN for the American People.  In the whole process of trade tariffs it must be remembered when seeing the inconsistent cases of tariff use by this Republican administration that these were special reason situations not aberrations or whimsical. First, it should be borne in mind that behind the appearance of DJT making tariff decisions is a carefully thought out process that took ten years to form under Reagan era Trade Representative Lighthizer who negotiated with Japan, and his deputy Jamieson for 2016-2024, and the economic and capital markets experience of Scott Bessent as Treasury Secretary. The two cases of inconsistent application of tariffs relate to the 50% tariff on India and the reduction of tariffs on China agreement on rare earths, and the imposition of a large tarif on Japan and the EU. In the first instance with India it was intended to give Ukraine breathing room from Russian attacks as Germany steps up its military preparedness and assistance to Ukraine. With both countries it was about saving face important in Asian or any societies and it has achieved it's purpose. Reports show both Indian and Chinese refiners have quietly cut purchases of oil from Russia leading to Russian oil selling at about $20 discount to Brent crude oil. In the case of Japan the quick action to raise tariffs was intended not to get into long drawn negotiations and show serious intent- Japan is known for dragging out negotiations for years if not decades. The same is true for the European Union. With the Swiss it was about a certain disrespect of the US coming from attitudes that Swiss products were somehow superior. Not just in the long run, in 2026-2028 history will show that the effort done right - and it takes effort to get this right- to restructure world trade so that other nations are not siphoning off the benefits and leaving the US to lose its manufacturing and factories is the right one. And taken with courage and sincere desire to create a fair distribution of the benefits of world trade for too long distorted by egregious practices of competitors. It has nothing to do with 2 senators from the 1930's who were from places like the Mountain West in the US, having no concept of world trade, Smoot and Hawley, who under a irresponsible president Hoover got everything wrong. This is a carefully set out plan to evenly balance the benefits of world trade to all nations.   ...

President Trump's willingness to use U.S. economic strength through tariffs, sanctions and other methods comes from the view that in the decade of the 1990s and 2000s U.S. worker and the U.S. was suckered by others. In this situation it was seen as acceptable to use U.S. tariffs and economic pressure to fix a global trading system and a China trade surplus with the U.S. exceeding $300 billion a year. Mr. Lighthizer it should be remembered, now the top trade negotiator with China was also the trade negotiator with Japan when it enjoyed a similar trade surplus with the U.S. during the Reagan administration. Economic pressure did not have to be ratcheted up to this level with Japan at the time. Japan was an ally at the time in the Cold War, Today China is seen as both a global competitor in world affairs and a technological competitor. Unlike the situation with Japan many Republican and Democratic administrations had failed to tackle the growing trade imbalance with China till it had become unsustainable. The views of Mr. Trump on trade were views articulated by Mr. Lighthizer for the last ten years resulting in a shift in opinion on trade in the U.S. by 2016 where a majority of people in the U.S. felt that globalization and world trade was working against American workers and industry. Mr. Trump as a Republican was both responding to the failure of others to tackle trade issues hurting the U.S. worker and business, as well as rallying support from workers, farmers and business to his party.   ...

The U.S. trade deficit with China was declining till the coronavirus hit in February. Now it is back on the way up, a warning signal for the Trump administration as it seeks to stop sending American wealth out of the country in an utterly disproportionate way of $346 billion in just 2019 after taking action on tariffs and renegotiating trade agreements.  Imports grew 11% in July to $231 billion. While exports increased but not as much by 8.1% to $168 billion in July, still well below February/s $209 billion. That leaves a trade gap of $63 billion. This is the largest trade deficit since July 2008. The U.S. trade deficit is a major issue and is watched carefully as the Trump administration sets a goal of rebalancing world trade so that the U.S. no longer runs such large trade deficits with China, and Germany, and does not shift wealth overseas. The U.S. trade deficit with China in 2019 was $346 billion, with Japan and Germany it is much smaller close to $70 billion for each country. The Trump administration goal is to all out reduce this deficit through trade agreements and other actions that stop the current outflow of U.S. wealth overseas by $1 billion a day to just one country. For this it seek a level playing field which means other countries have to face tariffs if they unfairly subsidize their industries or violate labor rights for unfair competition, or in other ways seek to unfairly gain an advantage over the U.S. including through transfer of technologies from the U.S. ...

Wisdom and common sense made Michael Boskin to suggest that trade between India and Pakistan should increase in 2012. Boskin was the elder Bush's chairman of the Council of Economic Advisers and helped setup the NAFTA, North American Free Trade Agreement. Boskin says in this WSJ article on April 15, 2012 that trade between India and Pakistan of $2.7 billion was only two thirds of the trade India had with much smaller Sri Lanka. In 2020 OEC data show it to be less than $300 million for trade between India and Pakistan,  and in the Pakistan floods year of 2022 with a third of the country below water the smooth flow of goods and products over borders never made more sense. Boskin said in the WSJ in 2012 that normally bilateral trade follows the "gravity model" of being proportional to the countries GDP and inversely proportional to the distance between them. He then cites estimates of Amrita Batra of Nehru University and Mohsin Khan of the Petersen Institute that show bilateral trade should be 20 times the $2.7 billion in 2012. This would be $50 billion in 2012 ten years ago. In 2020 this would be over $100 billion, not one three hundredth of that at $300 million in 2020 an alarmingly low level of trade between neighboring countries.   ...

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...

Kessler in the WP corrects Obama's claim that he created 800,000 jobs. He says this is clever arithmetic as it takes a low point in Feb. 2010 following the financial crisis. Kessler points out that according to the Bureau of Labor Statistics, U.S. manufacturing jobs were 12.56 million in Jan. 2009 when Obama became president. In Nov. 2016, early estimates show there were 12.26 million manufacturing jobs, a loss of 300,000. This loss does not reflect the problems in the U.S. auto industry and older industries in the midwestern states as a result of trade and globalization that speeded up with the rapid industrialization of China. And led as Greg Ip pointed out in a recent WSJ report to a rapid acceleration of job losses in a decade that did not happen in the same scale during Japan's industrialization and urbanization in the sixties. This aggravated the situation in Michigan, Ohio, Wisconsin, Indiana, and Pennsylvania, and was met with a feeble response from Democrats. Even a economist like Krugman favoring the Obama administration's efforts came to the conclusion that TPP did not add much to gains from trade as most of the gains had already been realized. More of the gains went to tech and IT in California, at the expense of the auto industry based in the midwest. A report in WP show a president too close to IT in California and failing to grasp the situation in the midwest. Voters punish whoever is in power, regardless of being Conservative or Liberal, in Canada the hollowing out of manufacturing under Harper in Ontario and Quebec led to the win by Trudeau's Liberals.  ...

Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. Bessent says the purpose of tariffs was not the revenues itself but getting other nations to play by the rules for fair play in world trade, rather than try to take the largest share of trade for their nations in the case of China, EU, Canada, Mexico and Japan which have all profited from unfair trade practices. The Trans Pacific Trade Agreement TPP adds so liitle, only 0.04% to Britain's GDP in 15 year from 2023, says the Office of Budget responsibility in Britain. It is this trade agreement ignoring American workers that Mr. Obama and Hillary Clinton pushed for leading to the Democrats defeat in the 2016 election. Most of the trade deals including ones with Canada and Australia add up to no more than 1% to Britain's GDP when the loss of the EU through Brexit means a loss of 4% of GDP for Britain. US Russia relations improve in 2025. The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

Greg Ip of the WSJ says a second term of former president Trump would look very different from the first. Republicans achieved their goal of tax reform in the first two years of that term. Following that trade tariffs ensued against China creating a different environment in world trade. A second term would lead to more action on trade and more tariffs. It was only after years of negotiation that Lighthizer was able to get Japan to play by fair rules of world trade. In 2025 Jamieson as US Trade Representative for the US is Lighthizer's deputy in prior negotiations with Asian trade partners who have unfairly gamed the system to their advantage. Canada, Mexico and China are misrepresenting the facts to show they play by the rules when they clearly and blatantly flout world fair trading practices that lead to losses for American workers. The reality is that the Smoot Hawley tariffs by the senators of states that were not industrial states in the US inthe 1930's were adopted by the reckless atitude of Herbert Hoover as president and by senators who had no grasp of world trade. Senator Harry Truman from Missouri as president made correcting these mistakes a top priority in the late 1940's. Biden is skeptical about the Trans Pacific Trade Agreement negotiated by president Obama and has concerns for the protection of American labor. There is a sense that such trade agreements are not in the American interest of reviving its manufacturing base. Trade negotiations with China are to be conducted from a position of strength.
