Senator John Thune of South Dakota who had the support of Senators Daines and Mullin, and of retiring Republican Minority Leader won in a 3 way race against John Cornyn of Texas and Rick Scott of Florida. Scott of Florida had support of the MAGA allies of DJT. His liability was the way he had run the party as head of the Congressional campaign of 2022 with poor results. DJT stayed aloof from the race only saying he expected the Senate leader to defer to his policy for Ukraine.

Thune won 29 votes to 24 for Cornyn. His way of running the senate will be more open than Mitch McConnell's, getting more feedback from Senators, and more open to amendments. Priorities are securing the border and reauthorizing the tax cuts.

Thune seems a good choice so that the president gets to hear views of all members in the Senate and is well informed to make decisions.

Will reminds readers about what King wrote in his "Letter from Birmingham Jail," about being labeled an extremist, the same words that he sees Democrats saying about Ryan's plans as being extreme for Medicare and Social Security, now that he is Romney's running mate in the U.S. presidential race. "But though I was initially disappointed at being categorized as an extremist, as I continued to think about the matter I gradually gained a measure of satisfaction...Perhaps the South, the nation and the world are in dire need for creative extremists." Will's point is that Ryan is unfairly being labeled an extremist for coming up with creative solutions because "ending Medicare as we know it" will happen though the laws of arithmetic for the U.S. deficit with runaway health care spending and uncontrollable medical care price inflation. This would produce more drastic results than through the kinds of creative changes that Ryan is proposing. Will's other point is that the entitlement spending increases cannot be solved by simply raising taxes on the rich especially at a time when costs are out of control. This is especially true because the U.S. economy depends on private sector confidence and investment for growth, and even more so now that the stimulus has had limited results and served its purpose in crisis management. Ryan has also modified some of his ideas in discussions with other voices in his party, a process which will continue to evolve with the infusion of ideas from Dave Camp, Romney, and others in his party....

One of the longest running conflicts in Europe comes to a close as the ETA separatist group in the Basque region of Spain says it is apologizing for the terrorism and plans its dissolution. The Basque region including cities of San Sebastian and Bilbao has 2.2 million people and its own distinct culture and language. a ceasefire was declared in 2010. This happens as another region in Spain Catalonia is seeking a peaceful separation from Spain. In Catalonia which includes the city of Barcelona the region is divided with about half the people supporting separation and half opposing it.

Newsom used state's Medicaid budget for poor citizens and disabled for illegal migrants to give free coverage, Medi-Cal went $6.2 billion over budget in 2025. In Illinois the program for Medicaid coverge to illegal migrants estimated at $112 million annually now costs $800 million and parts of it are now suspended. California had not thought this thing through, with free medical coverage not available to even citizens of the US, why would unrestricted borders not overwhelm a border state's Medicaid system signed into law by a Texan president Lyndon Johnson for the people of this Nation. Democratic States are running into a logical fallacy that the European Union and Germany are already experiencing, stretching straining public services, which has nothing to do with one's sentiments. Gov. Newsom now wants to give this benefit for $100 monthly premiums in 2027. ...

Mexico does 3 tests per 100,000 people very low compared to other countries. Reasons range from cost cutting to a push for herd immunity. Instead Mexico has pushed through deep cost cutting. The U.S. has 178 tests per 100,000 in comparison. This leaves Mexico running blind as it has reopened the economy. The government says half of Mexicans work in the informal economy and the economy needs to remain open. Not doing testing means there is less information on fighting the virus in the way it was done in Italy, Spain, UK, France and Germany. Other countries with a large informal economy are doing as getting as many as 500,000  samples a day for tests. Mexico now has 360,000 cases and its fatality rate is now approaching that of the UK.

For a change see parts of Tokyo you normally do not see, and way down in Kyushu island see the Kagoshima region. It is part of this trip to Japan for a 4 day break suggested in The Times of London. 1) Take the Toei streetcar- take the Tokyo Sakura tram running from Minowabishi station in Arakawa, where bits of old Tokyo still exist in narrow alleyways and pubs. Take the tramcar to Waseda station in Shinjuku. An hour's ride and 30 stations with a one day ticket to hop on and off as you feel like. 2) Take in the Sumoida Hokusai museum, and see the famous works of Katsuhika Hokusai, at a museum dedicated to him. Don't miss the woodblock print Under the Wave off Kanagawa, and the series Thirty six views of Mt. Fuji.  3) On Day 2 head to Kagoshima, a 2 hour plane ride from Tokyo. There are 20 flights from Hnaeda airport in Tokyo to Kagoshima airport. You will see Mt. Fuji from the plane at 11,000 feet. In Kagoshima take the airport bus to the city centre and get on the Sakurajima Ferry, about 15 minutes running 3-4 times an hour, 24 hours a day. It goes to Kirishima-Kinkowan National Park, with active volcano Mount Sakurajima, cedar woods, sandy beaches, azalea covered mountain slopes. Try the mineral springs or onsen for a serene atmosphere. 4) For Day 3 take the Ibutama train for an hour ride from beachside town of Ibusuki for sea views, and look for "Mystery Island." During the summer months a sandbar causeway appears for some time allowing one to cross and look at the uninhabited island amidst the sound of the waves and sea air. Then back to Tokyo after a zen period of serenity and calm.   ...

President Mauricio Macri of Argentina loses badly in a nationwide primary in Argentina. Peso and stocks dropped after the defeat and a sense that Macri's policies have not worked. The economy declined 5.8% in the first quarter of 2019 from a year earlier, with some recovery in recent months.  Following the defeat by Peronist party candidate Alberto Hernandez, Macri announced measures to help Argentine workers and middle class. He raised the minimum wage, increased public sector salaries, and put a freeze on fuel prices.  The Peronist party's Alberto Hernandez now looks likely to succeed Macri. Inflation is at 56% in June. Hernandez is a former cabinet chief under Christina Kirchner and Nestor Kirchner, former presidents. Christina Kirchner is running as Hernadez's running mate for vice president.  Under Christina Kirchner the government ran large deficits and defaulted on the national debt. Drop in commodities prices hurt Argentina and it also hurt Brazil during that period, worsening state finances. Macri provided an alternative but his market friendly policies have failed to help ordinary Argentines through errors in policy making and much of the early enthusiasm is lost. High inflation hurt ordinary Argentines the most. In the past week the Argentina stock market has lost about a third of its value and the peso has dropped by about 22% to 59 pesos to the dollar. Argentina is unique in the way it has swung back and forth for four decades.between market friendly administrations that did well initially and then failed dismally, and socialist Peronist party administrations with the same pattern. High inflation and dropping currency reserves were typical in downturns.  Brazil has suffered from crumbling state finances and collapse in essential services such as sanitation and health. Catherine Porter of the NYT gives this story of how the French are finally, finally cleaning up the Seine river in Paris. Under a Swimming plan workers are cleaning up the river so that long distance swimming for the 2024 Olympics happens inside the river itself. During rainstorms 40 portholes dotting the river's paved banks gush with sewage. Some homes along the river dump sewage right into the river, industrial waste also is dumped into the river. It was not always so, in the 1900 Olympics 7 swimming events happened in the river. Swimming was banned in the river in 1923 and today it is murky, and seen as hazardous for swimming. Studies from the 1990's onwards showed it has one of the highest heavy metals in the world in the stretch running through Paris.

Wha is life like for a grocer, a food store owner in a rural county in America. Frank Timberlake in this story is a former law enforcement officer running a store in Northhampton County, North Carolina. He looks after his employees, and his customers in this rural county.  Rich Square Market is the only grocery store in this town. He is all on his own as he deals with supplies of expensive Charmin toilet paper, or shortage of paper towels, and the rising price of eggs.

His worries- if one worker get sick the rest are quarantined. He has kept the store open through hurricanes, floods, yet this is tough. He jumps when he sneezes, sleeps in a separate room at home, and can't hold his wife's hand.

Egypt's new capital city 40 miles from Cairo is shown here in the WSJ. The cost is about $45 billion. The Egyptian government will move ministries and public sector employees to the new city in 2023. Local developers are helping build the city and the Egyptian military is running the project. Cairo is overcrowded and densely packed with old buildings, with traffic congestion in the inner city. The capital is only part of a project that could cost 1 trillion dollars with help from oil rich Qatar and Saudi Arabia, and involves modernization of the Arab world's largest country- rail lines with fast rail in collaboration with German companies, and building new highways, airports, other infrastructure projects. 

The shift in building new infrastructure comes as India is building new cities including its own new smart city in Gujarat called Dholera in the Gulf of Kambhat (Cambay). Dholera is also a city built from scratch from the sand.

One of the leaders who has emerged with solid skills and with patience, firm resolve is Olaf Scolz, former mayor of Hamburg, finance minister and deputy chancellor. He is leader of the SPD and has a shot at chancellor in coming years. His hard work has led to increasing popularity during the pandemic and he is in charge of disbursing the euro recovery funds for recovery of Germany and the rest of Europe.  Being labor minister under chancellor Schroeder in 2003 did not help as he tried to sell Schroeder's labor reforms with harsh cuts for welfare recipients and he ended up looking like a bureaucrat and someone doing somebody else's work.  But hard work persistence in doing the work that mattered has helped him regain respect in Germany. Fiat's 35% stake in Chrysler was obtained not for a cash investment, but mainly in exchange for covering the cost of retooling a Chrysler plant to produce one or more Fiat models to be sold in the US. Fiat would also provide engine and transmission technology to help Chrysler introduce new fuel efficient small cars. This purchase would see the Cerberus 80.1% stake in Chrysler diluted. It would not affect the 19.9% of Chrysler that is owned by Daimler. As part of the Fiat deal Chrysler is supposed to restructure the $9 billion in debt it has on its books. Cerberus may lose billions on the deal, but it faces an even bigger hit if it is forced into Chapter 11 bankruptcy protection or it continues running Chrysler into an even deeper slump in auto sales in 2009. The Fiat deal is the only thing that Chrysler has to show that it should keep the government loan of $4 billion and get additional funds if needed to keep the company runnning. Chrysler did not show any new models at the North American Auto Show in Detroit recently and has practically ceased product development. For Cerberus this is the exit plan and ends any prospect of making the Chrysler deal work. Cerberus acquired Chrysler by mortgaging all of Chryslers plants and assets for a $12 billion loan from a group of banks, JP Morgan, Goldman Sachs, and Citigroup. ...

Only a last minute change of heart by Senator Tillis gets the 50-50 tie that was broken by VP Vance's vote to get the Hegseth nomination through. Armed Services chairman Wicker in questioning in the Senate supported Hegseth as he faced tough questioning from Democrats Duckworth, Slotkin and Peters.  Wicker cited Hegseth's service in two wars in combat as a Major in Iraq and Afghanistan and the way many who had fought in these wars had struggled and overcome difficulties, the need for second chances in some situations. Other Republican senators said the position was held by others who did not have experience running large organizations. Chuck Hagel served in combat in the Vietnam war and started his own company Vanguard Cellular and was a talk show host.   ...

This report by Juan Montes in the WSJ shows how much Lopez Obrador has changed since he lost by a small margin in the 2006 Mexico presidential election. His campaign manager, Tatiana Clouthier, says broadening his appeal to women, evangelicals, middle class Mexicans, rich and poor, is needed for Obrador to win in 2018. In elections in 2006 and 2012 Obrador continued to be seen as the candidate only of the working class. An effort is being made to change this image. Obrador, 64 years old from the party of the left, formed his own party in 2010 after leaving the PRD party. He is a former mayor of Mexico City. Five recent polls show Obrador leading by an average of 7.5 points over Ricardo Analya, the PAN candidate for president which now has the support of the PRD. PAN on the right and PRD on the left are other opposition parties. PAN party formed the government under Felipe Calderon before the current PRI president Nieto now tainted by corruption scandals became president in 2012. If he were to win Obrador would change the way Mexico was governed for 5 decades. His first step would be to review the 91 exploration contracts given by the government under the Nieto administration to check for signs of graft. Corruption is a key platform of the parties running against the current government of president Nieto, for both Obrador and the PAN/PRD alliance candidate Anaya. Obrador says he would keep balanced budget deficits and respect the central bank's autonomy. The shift would be from the current export model that Mexico has supported for 35 years, to one based on import substitution policies, higher salaries, and more government spending for education, jobs programs, healthcare, new oil refineries. With the Trump administration's stance on trade and immigration Mexicans are now showing anger and frustration, with 75% of Mexicans in a Reforma poll looking for change. Both the PAN/PRD and its new face in Ricardo Analya, 38 years old, and the Obrador party see corruption and with it in the Mexican context the rule of law as a key issue.  ...
