There is a 40% drop in migrant flows through Mexico from Guatemala to the U.S. This follows action by Mexican authorites at its border with Guatemala after Mexico signed an agreement with the U.S. to control flow of migrants from Guatemala.

A recent poll by the Reforma newspaper shows 55% of Mexicans are in favor of deporting illegal immigrants, and most agree they are a burden on Mexico.  Mr. Lopez Obrador reversed an earlier policy of allowing transit of migrants from Guatemala to avoid new tariffs by president Trump on Mexican goods. Since then relations have improved between the U.S. and Mexico, and Mexico also agreed to labor protections and higher wages to protect its status as a regional hub for North America for auto production. 

The result of the deploying of the new National Guard set up by Mexico at the border with Guatemala is to dissuade migrants from making the journey.

Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. Macron as president of France does not agree to cohabitation appointing 4 prime ministers over 4 years who are replaced or lose public confidence. The last Bayrou is an experinced politician who tried to get austerity cuts including eliminating 2 public holidays. The Socialist bloc led by Melenchon and Le Pen's Marie Pen bring down Bayrou in a no confidence vote. Following the election of the National Assembly Macron had an opportunity he missed of cohabitation with the Socialists Party bloc and letting its leader Melenchon or someone else in the Socialist Bloc, a more acceptable face to the Macronists form a new government. Instead he has weakened France and it's economy by taking a rigid approach. This is a reversal of his posture during his entry into politics which depended on the Socialists leader president Hollande accepting Macron into his government as Minister for the economy. Macron formed his own party with deft moves to retire the Gaullist and Socialist parties that have ruled France since 1945. Winning the presidency once and barely winning the second time after protests by Yellow Vests on the cost of living and an imperial presidency, the very same problem that Nicholas Sarkozy had of not being close to the people and their concerns about migrants, cost of living and the deindustrialized parts of France, neglect of farmers and rural areas also seen in the US. With this France is in a bit of drift with younger voters looking elsewhere for the future. ...

German chancellor Merkel has called the earlier decisions to let migrants in 2015 a mistake, saying Germany was not prepared. This time Merkel and ministers in her government are clear that help can be provided to Turkey and provided on the scene, Europe's borders particularly in Greece will be maintained. Germany is keeping a cool head in this situation and sees the German agreement on migrants with Turkey as still in effect.

This article in the Economist points out that 84% of Britons want the 3.5 million existing immigrants to stay in Britain, even though the government of Theresa May has not given a clear commitment. May wants a reciprocal commitment for 1.2 million Britons living abroad in the EU. In 2015 330,000 immigrants came to Britain, with close to half from the EU. The Conservative government has not been able to reduce the number- a result for the most part from 10 Eastern European countries entering the EU in 2004 and 2007, says the Economist. Brexit negotiations are not likely to lead to results in migration partly because of the long negotiations with the European Union needed for changes. Other issues are that the food processing, farming and hospitality industries need low cost labor from Eastern Europe.

This opinion in DW.com says the refugee camp in Calais, France, called the "Jungle" was ignored by the British who transferred border control to France and did nothing. The French government of Hollande also ignored the problem and the deteriorating conditions at the camp. Media attention and the election led to effort to disband the camp and find spots around France for about 7000 people. Because of the radical right in France the French government has not considered humanitarian help and providing certainty of status for the refugees.

The Dutch election as elsewhere in Europe marks a significant shift away from the migration issue to the urgent problems of housing and cost of living, infrastructure, that were neglected as the migrant issue moved up in importance. Housing shortages with need for 400,000 new apartments and homes in Netherlands is a major issue in Dutch elections. Migration is not the major issue it was in 2023-2024 and Geert Wilders Freedom party lost 12 seats in the new parliament . D66 Centrist party gained 18 seats, and its leader Rob Jetten 38 years says this is a shift to cooperation as the new style in government. He told NOS in an interview- “In the coming years, we will do everything we can to show all Dutch people … that politics and the government can be there for them again." Jetten says he had noticed during the election campaign that voters liked his positive approach to “say goodbye to the Wilders era and truly seek the cooperation to move the country forward.” The Wilders era with participation of the Freedom party in Dutch government 2023-2025 led to much infighting in the Dutch government leading to neglect of major issues such as housing shortages and cost of living.    ...

Germany's views on DJT Putin meeting in Alaska- proceeding to next step of peace talks with European efforts to ensure a peace that holds. A failure by Ukrainian leaders to build a consensus for the foreign affairs of their country bordered by language and cultural ties to the east but wanting to be open to the west, its unique position after 1990 similar to how Austria navigated German language ties to Germany after 1945 but was outside NATO and carried on with an independent foreign affairs friendly with all sides. The Bush, Obama and Merkel administrations did not pay attention to this and made serious errors, leading to further wrong turns by Ukrainian leaders and Russian leaders for prolonged wars. This led to destabilization in the Middle East, in Latin America, and in Europe and the US around migrant flows, refugees, and local wars, with Russia, US and Europe local regimes acting as adversaries that had not happened in this way in the 1960's -1990 period. This is the mess that DJT and Merz are now having to untangle with the help of countries that suffered huge losses in the war Russia and Ukraine who now may have realized what went wrong and offer their cooperation to end the war. ...

Su Liping, professor at Tsinghua Unversity, says there were 180,000 protests, riots and other incidents, protesting economic injustice in 2010. Most of the incidents were against land grabs, corruption and abuses by local officials, and unpaid wages. Inflation has hit the poor, migrant workers and people with low incomes hardest. Food prices were up 13.4% in August over the same month prior year. Pork prices were up 52.3%. Other problems are now meshed in with inflation. Local government debt in China, according to the National Audit Office, was 10.7 trillion yuan in June 2011. The National Audit Office estimates 23% of this, or 2.5 trillion yuan, depends on land for repayment. Analysts say China's local government made repayment in 2010 using the 2.9 trillion yuan in revenue from land sales. The same amount of land has to be sold in 2010 to make repayment. At lower prices even more land may have to be sold. The danger say Orlik and Jie, is that inflation and the pressure to acquire more land- and consequently more land grabs- will pose severe risks to the social contract in China....

Biden goes to Brownsville, Texas, on the same day that Trump goes to the Texas border with Governor Abbott. Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. Republicans now look to president Biden to issue executive orders to get the job done to which Congress offers it deference today. Biden has the State of the Union speech coming up next week.   ...

Homeland Security and ICE needs new resources- $175 billion from Congress is part of the plan from Republican Senators to boost support for action in immigration. To deliver on plans to control illegal migration there is a need for funding the agencies involved. Senate Budget Committee Chair Lindsey Graham (R-South Carolina) says in this report that Homan was “begging” for funding from Congress. Much of the migrant action is hard to undertake with current resource levels. Graham’s committee adopted a budget blueprint for legislation to boost border security and immigration enforcement by $175 billion. Republicans say it is intended for three parts in funding: personnel, facilities and infrastructure, support for state and local officials. As candidate for the Social Democrats he is the leading candidate to succeed Merkel. Scolz believes in genuine "respect." Gerard Baker in the WSJ points to issues of transgender, illegal migrants in US cities, and race in politics as issues on which the "correct" views were causing anxiety for the American public. Parental anxiety on transgender at school for their children, public anxiety on illegal migrants in American cities, and anxiety about race as a defining factor in political life. The illegal flow of fentanyl and loss of life in the US is a basic issue- how could the US as the largest advanced economy in the world become so feeble that it cannot stop illegal flows of fentanyl and human smuggling. Baker also says that he doubts that the new Department of Government Efficiency will work and eliminate waste, that he thinks imposing tariffs will depress domestic productivity and reduce living standards of the people. And that installing what he calls "oddballs" will work except to create chaos. On the issues of infrastructure, cost of  manufacturing revival in the US which were issues in 2016 and turned into the agenda of the Biden years little is said, and on cost of living nothing tangible about reversing the 20-30 percent of price increases in housing and groceries that have happened in the pandemic years 2019-2023. ...

The result is a massive humanitarian crisis, turning the hopes of the Arab Spring into something no one could have imagined across North Africa. In a small Lutheran church in Frankfurt, Paulskirche, is the German story of a popular movement that spread throughout Europe in 1848, for a transition from autocratic governments to parliamentary democracy. Aspirations similiar to that expressed in the Middle East and North Africa in 2013-2014 in the Arab Spring were expressed in Germany and many parts of Europe in 1848. In the centre of Berlin on the Kurfstendamm lie the bombed but preserved ruins of the Kaiser Wilhelm Memorial Church, telling the story of the intervening years 1848-1949. It took many years before the same aspirations for liberty found shape in Germany's Public Law of 1949, finally finding a safe resting place after years of failing to unify a people around the ideas of liberty and justice for all, and not nationalism. Germans who had the hardest time waging that fight, by embracing the refugees in a spirit of openness carry on that fight into this century. Paul asks the question- who will lead?
