The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

Condoleeza Rice, former U.S. Secretary of State, who insisted on meeting opposition leaders in Cairo during the Mubarak regime (in Condoleeza Rice, Washington Post, 2/16/2010, The Future of a Democratic Egypt), reflects on the situation after parliamentary and presidential elections in Russia in March 2012. She says that the growing middle class in Russia seeks respect and participation in how Russia is to be governed. She thinks Russia's dependence on oil and commodities for revenues fosters a climate of corruption and it should move faster in the direction of diversifying its economy. Russian entry in the World Trade Organization, fostering a climate for Russian engineers and scientists to work inside Russia and start new companies, and building U.S. and European business and private ties with Russia's public and private sectors, should be promoted to help the Russian economy diversify. Resetting Russian relations or depending on the U.S. government to come up with solutions appears to be the wrong answer, Rice points out, because resetting is still based on internal politics in Russia. ...

The number of student loan borrowers in the U.S with loans over $100,000 has surged from about 1 million in 2010 to 1.82 million in 2014, according to the Federal Reserve Bank of New York. Th borrowers are graduate students who have piled up so much debt in the last decade that 40% of student debt of $1.19 trillion in 2015 is from graduate student debt. A major problem is that there are no limits to graduate student borrowing and the rates are higher because of bad loans in the system, increasing the size of the burden of student debt on individual borrowers rapidly, ironically at a time of low interest rates. This leaves borrowers worse off with unpayable student debt affecting them all their lives, taxpayers paying more, prudent student loan borrowers paying higher rates, and all the time reducing the pressure on universities and colleges to reduce costs for affordable graduate education. This is now a major problem in the U.S. and a major issue in the 2016 presidential election.

Apple to ship 25 million iphones made in India to the US for the June quarter 2025, meeting 50% of US demand. This will reduce iphone tariff from 20% for China to 10% for India. Apple will take $900 million in added costs for the tariffs for the June quarter and higher costs for future quarters. People ask yourselves what you would have done in this situation, and what would Kamala have done, would she have blocked a bill that would permanently fix the Border and change US asylum policy?  Biden went on to do this by executive action bringing migrant flow numbers down to where they were under Trump and Obama, and more than that put together a bipartisan bill with Republican Senator Lankford that Kamala can now sign into law.    ...

The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

New CDU chancellor in coalition with the SPD is Friedrich Merz who with a popular former defense minister Pistorius from the Scholz coalition and the new SPD finance minister in the Merz coalition Lars Kingbeil, is changing the way Germany looks at investing for the future. It has embraced defense of Europe and modernization of German infrastructure. German federal elections gives the coalition of Merz the 28.6 votes percentage of CDU/CSU in addition the SPD's 16.4% for governing with 45% of the vote, and additional 11.6% of SPD's ally the Green Party which supports it outside the coalition for total 57%. For this reason it is a coalition government with real clout to get things done for Germany's modernization. Much of the media focus is on AfD's far right 20.8% but this has been offset by the Left Parties gaining 14% of the vote in the formerly communist East (GDR) where the AfD is based. Thus about 60% of German voters support Merz/Lingbeil/Pistorius for some far reaching action by Merz well into 2030, for the first time since reunification in 1990. To add to this most of Europe including Germany under Merz has embraced a tough line on illegal migration similar to DJT in US so that far right AfD gains from discontent have reached their high point at 20.8%.   ...

In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...

He said the striking difference between him and the ranks of opposition parties in Maharashtra, Bihar, UP, Tamilnadu and West Bengal was the "parivar vadi" or dynastic spirit of the leaders who followed age old practices of promoting family members to lead, such being the case in the INC after Nehru for several generations, depriving the country of better leaders and stifling democratic processes. He did not say this yet Indians of all ages remember the leadership of Lal Bahadur Shastri who succeeded Nehru in 1964, his championing of farmers with the slogan Jai Jawan, Jai Kisan. Like JFK in the US his life was cut short  before he could put his mark on the period after 1964. Shastri was Parliamentary Secretary in the first Indian government in 1946 and served in every capacity for India at the state level in Uttar Pradesh India's heartland around the Ganges river, and at the federal level till 1966. During this interview PM Modi was asked about Tamilnadu and southern states, a north-south divide, Modi does not see India in "tukde tukde," piece and piece-even as Chief Minister of Gujarat he said he aspired to progress of India and Gujarat's progress and modernization as part of this Republic India.  ...

The major provisions of the Republican House healthcare bill that passed by a vote of 217-213 are- 1. To help people buy insurance coverage the bill offers $2000 to $4000 a year, upto $14,000 a year in credits based mainly on age, reducing them for families making $150,000, individuals making $75,000. 2.  Under the Affordable Care Act insurers cannot charge older Americans more than 3 times for same coverage they offer to younger people, the new bill makes this 5 times. This would increase premiums for older Americans and reduce it for younger Americans. This is the most controversial part of the bill. Older Americans supported the Republican party in the presidential election. 3. The new bill ends Medicaid as an open ended entitlement and places this on a budget with cuts of $880 billion over 10 years. 4. To mollify conservative Republicans a provision allows state to opt out some provisions of the ACA that requires minimum benefits such as maternity care and emergency services. It retains coverage for pre-existing conditions to mollify moderate Republicans. The bill provides states with $138 billion over 10 years to subsidize premiums, provide coverage for pre-existing conditions, mental healthcare and drug addiction. 5. The bill removes the taxes imposed under the Affordable Care Act (ACA) on high income people of about $300 billion over 10 years by repealing a payroll tax increase and tax on investment income. This bill and the ACA offer 2 competing visions on healthcare, both bills passed only by a margin of 4-5 votes in the House. The ACA overlooked the impact on premiums causing discontent among middle income Americans. The new bill lets premiums rise for older Americans in order to keep premiums down for other Americans. This shows the many tradeoffs involved and choices being made, and the lack of a consensus on the issue of healthcare in the U.S., becoming a highly politicized issue instead of the way it is treated in western Europe.     ...

Jagland says the issue is universal human rights and the check on arbitrary majorities around the world. Even if the country is not a constitutional democracy, it is a member of the United Nations, and it has amended its Constitution to comply with the Declaration of Human Rights. The Nobel Committee chairman points to two other selections for the Nobel Prize, that of Andrei Sakharov of Russia, and of Rev. The Republican party (GOP) chances with Trump as the candidate in 2024 are seen with much skepticism by Karl Rove in the WSJ. He studied history at Yale and went to Harvard Law School, Navy Justice School after joining the Navy. De Santis was elected to the US Congress in 2014 and 2016 where he served as the chariman of the sub committee on National Security. He founded the Freedom Caucus in these years. In 2018 he ran for Governor of Florida winning by 0.4%, running again in 2022 he won by about 20 percentage points. ...

It took 75 years for a British prime minister to visit Gandhi Ashram on the banks of the Sabarmati river in Ahmedabad. George Bernard Shaw, the English writer, in a handwritten note at the Nehru museum in Allahabad after meeting Gandhi says "ask somebody 100 years hence" about Gandhi's contribution to the world. Today it is more clearer than ever. Mohandas Gandhi wrote Hind Swaraj on a ship from South Africa to London in 1910 after negotiating with the British government on behalf of Indians in South Africa. In 1915 Gandhi returned to India and used his savings to buy 110 acres of land for the ashram on the banks of the river Sabarmati in Ahmedabad. By 1923 Gandhi was questioning the expenditures of the British government that did little for the development of the country and a budget that was focused on military expenditures, in his magazine Young India, with nothing for developing the country except for railways and transport. Gandhi launched his non cooperation movement for self-rule or Swaraj from the Ashram. By 1937 elections were held and the first provincial assemblies were set up in an experiment for self-rule. In 1930 the Salt March for noncooperation in the British salt monopoly, salt seen as the common man's right, was launched from the Ashram. In 1942 the Quit India movement was launched in the middle of World War II. In 1945 after Labour party's Clement Atlee won the election in a landslide against Winston Churchill the path opened for Britain to start negotiations with Gandhi for independence. In 1947 India was free. Why 75 years for a British prime minister? Much of the period after 1950's was lost in the recovery from partition, wars on Kashmir, China's entry into Tibet and the invasion of India. The non aligned movement under Nehru and Indira Gandhi and successor governments to 2000 appearing more as voicing a grievance for being left out led to an ambivalence of the US and UK towards India, and reflected a period when India was small in economic terms and lacked the opportunity to find its place in the world as a country with the largest population in the world. Which today with with Bangladesh and Indonesia sharing a common history of Hinduism and Buddhism represents 1.6 billion people. In the Nehru home museum in Allahabad there is a hand written note by British writer George Bernard Shaw who visited India and the Nehru home. It says it would take maybe 100 years before the world realized the significance of what Gandhi had done and only at that time would the world truly understand Mr. Gandhi. Mr. Boris Johnson's effort to make up for 75 years that went by without UK prime minister's visit to Gandhi Ashram in Ahmedabad is one such moment that George Bernard Shaw had seen coming.  George Bernard Shaw's handwritten not at the Nehru Museum in Allahabad says- "What is the place of Mahatma Gandhi in political philosophy? The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. ("All these worlds have their rest in me as many pearls on a string." -Mascaro tr. of Bhagavad Gita, Penguin). As Asian nations and peoples come to their own inner selves, find their inmost self, this is the culture that really pervades all of Asia. ...

In Brazil's 2018 elections most candidates talk about shoring up crumbling infrastructure, and law and order. Yet no one talks about the budget crisis as there is no money left for doing this.  Shocking as this may sound after years of overspending and a recession, Brazil now uses borrowed money to pay pensions and salaries, and keep schools and hospitals open. Brazil's public spending exceeds revenue by about 7% of annual economic output. Taxes are already 40% of economic output, according to CIA's World Factbook website, making it hard to raise taxes.  This WSJ analysis says you cannot overstate the problem in Brazil as about two thirds of the budget goes to paying old age pensions, payroll of public sector and public healthcare. By 2020 these liablilities will grow to the point there is nothing left for discretionary spending such as roads, infrastructure, new hospitals, police equipment. Trimming pensions and freezing wages are likely options to tackle the problem. Still this leaves Brazil with the prospect of a lost decade.   Neighboring Argentina is experiencing a contracting economy and had to turn to the IMF for assistance.  The decline in GDP comes as a new conservative administration took over promising an improvement in the economy. The peso declined by 18% in 2018 so far leaving Argentina's public and private debt of $166 billion which is 80% denominated in U.S. dollars much harder to pay off. The stronger dollar has hurt Argentina leading to a $50 billion support agreement with the IMF.  Much of Latin America is now in an economic crisis. ...

This report in the WSJ shows in an extraordinary detailed way going back 20 years how under each administration Bush, Obama, Trump in the US and Angela Merkel in Germany, Hollande and Macron in France, the serious differences in the world view and thinking between president Putin of Russia and western leaders were simply ignored or overlooked. Mr. Putin truly believed in Ukraine and Russia as one people, researched history on his own and wrote an essay that made him more convinced than ever about his views that separation of Ukraine from Russia was an artificial construct, more so in the last two years.  By integrating the German and European Union economies with Russia and China without coming to terms with the large separation in views of the world and ignoring Russian views because of its economic size as an economy the size of France, both Merkel and Obama's policies failed to grasp what was happening. This report shows in much detail each event since 2005 that led to increasing distrust by Putin of western leaders.  The integration of the economies of the west and the integration of supply chains with China and Russia continued even after serious concerns had developed during the Trump administration. US and European business was operating on a completely different path not taking this into account in any way. It was only in the Biden administration and after the election of Scholz in Germany in 2021 that the situation was becoming clear. Hancock County, Iowa, is one of those rural counties in the American heartland that did not support Mr. Trump in 2016. This county now supports Trump by a large margin because they see his policies benefitting rural America, and see him as a way for the Republican party to be back in power to pursue a conservative agenda. WSJ reports from Hancock County in Iowa. The American voting system gives more importance to states with smaller populations in the Electoral College relative to larger states. States with large farming communities such as Wisconsin, Michigan and Iowa play a larger role in elections in the US than population alone would suggest. John McCormick of the WSJ talks to farmers in this rural county in Iowa with a higher proportion of less educated voters than the rest of the counties in Iowa. One of five voters have a bachelors degree in Hancock County compared to one in three in Iowa as a whole and 38% nationally. The median age is 44 years compared to 39 years nationally and in Iowa. This part of rural Iowa is also in farmland that is many miles away from large cities and urban areas and more isolated and homogenous as 9 out of ten people are non-Hispanic and white. About a fourth of these voters are supporting his candidacy over Nikki Haley because they see it as more likely to win because of polls, even though Haley is according to the WSJ editorial opinion the stronger candidate for Republicans across the suburbs critical for 2024, which are slightly younger, more educated, and less isolated from the rest of the country.  Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. Kim Willsher interviews Lucie Castets at a cafe in the Marais district of Paris.  Castets says- “France is a rich country but people are getting increasingly poor, they don’t know if there’s going to be a teacher in front of their kids, they don’t know how long they’re going to wait in casualty if they break a leg, they don’t know how much their salary will be in a year. Who can accept that? Well apparently, Emmanuel Macron accepts that, but I think it’s unacceptable.” A government is needed in France for a budget to be passed by January 2025. A caretaker government of Macron's party cannot do this following its poor showing in the recent election. Macron refuses to let NFP form a government with outside support saying he was doing this for "institutional stability." Macron wants to see cuts of $25 billion. The NFP wants to spend $150 billion for the government to meet the needs of the people. It would like the US, recover most or all of this $150 billion from higher taxes for the ultra rich, and billionaires which would not affect 95% of the French people.  Castets says- Castets rejects the ideas this would be “impossible to apply or finance” and cost jobs. “We will finance each measure with new revenue, unlike the government. The accusation of economic irresponsibility irritates me because that’s not what we’re proposing at all. The NFP’s programme was heavily attacked on this aspect, so it’s important to say that these measures will only affect the ultra-rich. We want to correct flagrant tax injustices, with billionaires paying a lower percentage of tax than the middle classes.”   ...

China would then have to find a way to preserve its $1 trillion surplus without the American market  which would require it to find other markets, and create a domestic market, if it chose not to negotiate and accept American manufacturing goals. ...

Janet Yellen is nominee to be Treasury secretary in the new administration of Joe Biden. The economic rebound from the pandemic that started in the summer is faltering without additional stimulus and help to businesses and people affected by the pandemic. She is the former chairman of the U.S. central bank the Federal Reserve.  Yellen faces a divided country and likely a divided Congress on many issues facing the country. She says of these divisions and the challenging task she faces of forging compromises- "Right now we live in a country where people look at the same set of facts and come to diametrically opposite conclusions, so that is a big challenge to anyone who takes that job, to build support for your policy outcomes." Yellen believes that the slow recovery after the 2009 financial crisis was because of a lack of a big enough stimulus and policy consensus across parties and with public opinion backing this up. During the pandemic in March 2020 the first stimulus was passed for $3.3 trillion  with support from the Congress and the Trump administration. Today Congress is split on the second stimulus with Democrats pushing for about $2.2 trillion for aid to state and local governments, jobless workers virus testing strategy. Republicans calling for about one third of this or $650 billion to help small businesses and industries such as tourism, retail and airlines. Because  interest rates are near zero much depends on getting an effective stimulus for speedy economic recovery. Conversations between the Treasury Secretary and the Federal Reserve, America's central bank, are critical to getting things done. A lot also depends on how Democrats and Republicans can put aside differences for the sake of getting the recovery back in place where it was during the summer. The media has a role to play in not stoking differences in public opinion which was the case close to the election to an unprecedented degree. One critical aspect of American process in getting things done is to bring Congress and the public with an elected president. Without a conciliatory approach and humility few presidents have succeeded as Congress and public opinion is also critical to getting things done. The House changes every 2 years so that even with  majorities- made transient by the founders of the constitution- nothing is certain without getting the other political party on your side. For the sake of the country and the people devastated by the pandemic, the professional class, media and politicians, Congress and the president need to bring a clear and transparent willingness to look at the national interest going forward.  ...

Questions were raised about the deal signed by GE with China that involves sharing jet technology with China, shutting US plants to move work to China, the need for $16 billion in bailout funds for its finance unit, in one blog. Another blog points to the negligible amount paid by GE in corporate income taxes, paying no taxes in 2009 and paying 3.6% in 2010.
