Mark Roe and expert on cororate governance and bankruptcy law at Harvard Law School, says two of the toughest issues facing the auto industry are clearly better dealt with under bankruptcy law. For the $30 billion of bond debt he says while a few holdouts can prevent arecapitalization outside of bankruptcy, under bankruptcy Chaoter 11 bondholders vote on the plan, and if those holding more than two thirds of the bonds by dollar value accept the deal it applies to all of them. For the supplier network he says courts know that the bankrupt company has to have supplies, inventory and parts flowing for it to function, so the bankruptcy code and bankruptcy courts put payments for new supplies at the top of the queue ahead of old lenders. HE says a bankruptcy judge has to approve these kinds of payments, but the approvals are regular and quick, sometimes on the first day of bankruptcy. So why is GM management saying the supplier network would collapse under bankruptcy? Mark Roe's answer to this question is that bankruptcy usually leads to a sharp change in management, and a new direction for the company. He adds that here are experts at fixing troubled companies who would take new directions and be more effective than current management at GM. ...

Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. Total sales of Truth Social are $5 million over 3 years, it cost $40 million raised through convertible notes to finance losses, says this WSJ report. By using financial dealmaking methods this could create $300 million for Truth Social and $6 billion for Trump Media, says WSJ in the report. Digital World Acquisition is a SPAC meaning that it is a shell company- or special purpose acquisition company in financial jargon- that lists shares on an exchange with the sole purpose of buying a private company and taking it public. Investors buy and shell shares on the expectation of which company it buys and how that company will perform. Trump Media and Technology Group, the parent of Mr. Trump's Truth Social social media company will merge with Digital World Acquisition SPAC and the new company will replace the old with the sticker changing DWAC to DJT. This could happen next week if the majority of DWAC shareholders approve it. This could get Truth Social $300 million says WSJ and Trump Media main shareholder with 60% holding about $3.5 billion in this deal making, says WSJ. ...

Reagan criticized the decision to abrogate recognition of Taiwan as a candidate and in 1982 pushed for Six Assurances, one of which was the assertion that the U.S. did not formally recognize Chinese sovereignty over Taiwan. Mr. Trump told a news channel that he doesn't see why the U.S. is bound by a One China policy, and that this would have to be part of a deal that included trade, and solving problems related to North Korea, and the South China Sea island fortifications.

The coronavirus is making implementation of the U.S. China trade deal less likely as Chinese imports from the U.S. decrease and China's exports continue to grow. China's exports to U.S. decreased by $60 billion but increased to other countries by $70 billion in 2019.

As a result the Trump administration is shifting its focus to another approach. The new multilateral approach is to combine the effort with allies Australia, India, Japan, South Korea, Taiwan, and France. This would take the shape of a Comprehensive and Progressive Agreement for Trans-Pacific Partnership to replace the old Obama period Trans Pacific Partnership which becomes defunct. The goal would be to build new supply chains with allies in Asia outside of China with the help of France and other countries that are wary of excessive dependence on China and have deep reservations of China's handling of the coronavirus outbreak.

President Trump's failure to followup on his decision to shut down all flights to China on January 29 with speedy action on preparing for the coronavirus as suggested by some of his advisors is the subject of this article in the NYT.  There were two distractions one was the trade deal with China that was being negotiated, and then the impeachment trial in the U.S. Congress that was set in motion by Democrats. Another problem was the lack of good information about the extent of the virus spread in China and infected case numbers. As it turns out no one really knows the real scale of infections in China. If is was known that there were as many cases in China as there are in the U.S. today this would have resulted in shaking up any complacency in the Trump administration and in the states. Considering the experience of Europe and the U.S. it could be that China had the same number of infected cases as the U.S. does today for a population three times the size. China had a strict quarantine but it also did not realize what it was up against in the first weeks of the crisis in January. It appears now that China, Europe and the U.S. all lost some time from 2-4 weeks before realizing the severe consequences facing each region. This report says one of the vital pieces of information that was learned about infected people in China, was learned as late as the end of February by leaders of a government team looking at the coronavirus threat. It was that seemingly normal healthy people without symptoms but infected by the virus could spread the virus. This meant that this was very, very contagious. The lack of good information played a significant part, adding to the level of complacency in states such as New York and in the Trump administration. Politics such as the impeachment trial and political infighting added an unnecessary distraction. ...

Putin's visit to India is intended to continue India Russia dialogue. One of the topics is trade. New trade deals are planned to take pre-pandemic trade from $11 billion to $30 billion by 2025. Trade would go beyond energy to include education, cybersecurity, agriculture, pharmaceuticals, railways, clean energy. By comparison US India trade for the same time period is $146 billion.

It reflects the new view not clearly understood or told in the press what US trade policy is about. US trade policy in 2026 is about bringing investment and jobs back to the US to rebuild communities and towns across 51 states- once destroyed by the foolish trade policies of the Bush-Clinton-Bush-Obama 3 destructive policy decades. Supplementing this with the investment favorable policy of instant depreciation for investments in plant and equipment in the Big Beautiful Bill of 2025. Using tariffs to level the playing field and ensure fairness in business practices by industries and nations towards America after over 3 decades all else has failed. All the time protecting Rural America, and communities and towns across the US devastated by outshoring. Using Tariffs to make certain that drug and migrant trafficking, and hostile unelected governments in the western Hemisphere cannot take place with direct and  indirect intervention in the western hemisphere by foreign powers. To do this with the Monroe Doctrine Corollary set by Teddy Rooosevelt in his Annual Message to Congress of 1905- "A great free people owes it to itself and to all mankind not to sink into helplessness before the powers of evil." Under such a policy Canada can pursue trade deals with China as the US has done. The clear rationale for the US policy is nowhere evident in the press today, how trade and domestic policy and foreign policy converge to protect all Americans, even though this was something that was pursued under the Biden administration with mistakes made in handing the Border management to Mayorkas and Harris incompetence. In the use of Tariffs doing this in such a way that US economic interest, investments, capital and stock markets are protected by carving out areas of exemptions in the policy. This has given the US an highly advantageous use of Tariff policy in ways not reflected in the press version of Tariffs. As TR pointed out, as Lincoln pointed out over a century ago, the interests of both Labor and of Capital are both legitimate and vital for the Nation. It is time to see this as one whole and not separate to rebuild America.   ...

NYT reports show the Republican health care bill AHCA 33 votes short of passing the House and likely to fail. Conservative Republicans were looking to whittle down the safety net in the Affordable Care Act, and moderate Republicans could not stomach the whittled down bill removing guarantees of essential benefits for instance. The basic problem- no real consensus among Americans about providing health care to all Americans, and no real solutions possible as long as there is acceptance of disproportionately high levels of medical care costs for treating each disease in the U.S. compared to Europe and other countries.

Farhad Manjoo takes us through the origins of News Feed at Facebook, and its origins with Chris Cox who set up the News Feed operation in 2006 after leaving Stanford's computer science program at the age of 24. Manjoo describes the pain in Silicon Valley and many parts of America at the way the News Feed has acted as mere way of reinforcing people's own biases and creating different echo chambers for different biases. It has fragmented more than brought people together. The very idea of wiring people into the app as connecting people to talk to each other from different parts of the world and share different views is now called into question. Social media founders are also questioning whether wiring and connecting mean positive things in the context of what has happened with Google News, Facebook News Feed and Twitter in 2016-2017. The worst impulses have come to the fore, and it has happened to the point of shocking people who believed only positive things would come from technology and its application in news. Algorithm based news is open to error in many more ways than news discerned by human eyes and intuitive sense, and has the dangerous aspect of spreading misinformation like a wild fire on the internet. As Tim Berners-Lee points out the news is taken to the lowest common denominator because it is based on clicks, the social media sites make money on clicks and how often we click on something. Berners Lee says- “ the net result is that these sites show us content they think we’ll click on - meaning that misinformation, or ‘fake news,’ which is surprising, shocking, or designed to appeal to our biases can spread like wild fire.” Worse bots and people with bad intentions can game the system. The view at Lyrarc is that news was never intended to be taken up by algorithm based computer programs in the driver seat. Google started in 1998 and Google News started in 2006 making it only a decade old today,  Facebook started in 2004, and Facebook News is even more recent- less than a decade old. This is a period when “news” is experimenting with new technologies, and social media or search engines may never have been intended to serve as purveyors of news- that may never be their real role or purpose. For corrective action new developments have to take place taking technology out of the driver seat, and yet harnessing technology in other ways to help human eyes and intuitive sense work more productively, which is the vision at Lyrarc.   ...

This a 52 acre project with housing for athletes to provide housing for residents, a new Aquatic Center, and other facilities to increase its potential for regeneration. Training facilities for employment are added in with high unemployment of about 20%.   Will it work? It was home to car and steel factories that have now closed as manufacturing went overseas. In 1998 the Stade de France stadium was built here to revive the area. Institut Montaigne says poverty will not disappear. The mayor says new housing is being delivered to change our image and improve the social balance in the city. In the neighboring town of St Oen the mayor has attracted $400 million euro investment for new housing. Tesla is putting its French headquarters in St. Oen. For the village about two thirds of the budget of 2 billion euros ($2.2 billion) comes from private real estate companies and one third from the French  government 646 million euros. After the games a third of the 2800 apartments in the Olympic Village will be sold to private owners, one third to go to public housing, and one third for rentals to students and others. ...

Japan is meeting a shortage of workers by bringing in workers from other countries including China. In jobs ranging from apple picking to airport baggage handling Japan is getting foreign workers, and making changes in its immigration laws. Prime minister Abe is pushing for these changes to increase growth of the Japanese economy. In the past 4 years the number of foreign workers has nearly doubled to 1.46 million and a new visa system will accelerate the process to bring in more workers. Out of 27 countries in a Pew Survey Japan is the only country where more people favor immigration to rise than those who think it should decline. The Chief Cabinet Secretary Mr. Suga says- " In my view that shows how real the labor shortage problem is." Immigration authorities say they gave visas to only 82 refugees in 2018, less than 1% of those applying, so that there is not a sense of recasting Japan as a nation of immigrants or fulfilling any obligation to accept people from war torn nations. The problem Japan is facing is that 3 in 10 people are over 65 years old. In 2018 the population declined by 430,000, causing a need for job applicants. In fact cities and towns are looking for new ways to hire older workers who retired by offering flexible hours. ...

Northwestern University has its federal funding  frozen. $790 million federal funds are frozen by the US government for toleration of anti-semitism on campus in 2024 and 2025. Northwestern cut a deal with protesters putting out anti-semitic slogans following an encampment, that was followed by other universities, says this WSJ report. This is not in the tradition of US universities and the Nation founded with the Christian faith that includes the Catholic, Protestant and Jewish faiths as one indivisible faith. Northwestern and others fail when new drug research leads to discoveries funded by federal dollars. Yet the universities get their portion of the return from the pharmaceutical companies, which then charge the average public exorbitant prices, making the universities complicit in the huge burdens placed on the American people. Similar to a Catholic Church  working with the nobles in feudal times- placing ever higher burdens on ordinary working people. Another issue is that universities are investing in new buildings, raising their prices, and operating as if they are unaccountable to the people, as young American men are being pushed away by high prices and foreign students are taking their places.   ...
