As the U.S., EU, and NATO, come closer to Ukraine, during a period of tense relations with Russia, the quality of Ukrainian governance is an important issue for formerly Communist Eastern European countries and for the rest of Europe. Jeremy Corbyn is elected by a landslide in a vote of party members to the leadership of Britain's Labor Party. Like Bernie Sanders in the U.S. Corbyn started out as a fringe candidate, but his campaign gained momentum as he barnstormed the country this summer and was able to draw large enthusiastic crowds. Corbyn has represented the Islington North constituency of London in Britain's parliament since 1983. Corbyn opposes the austerity policies of the Conservative Cameron government and military adventurism. He proposes what he calls "a people's quantitative easing" which would finance new investments in infrastructure, large scale housing, energy, transport and digital projects. He has apologized to students about the restoration of fees for education and loans replacing grants in universities, and would scrap tution fees, restore student maintenance grants, introduce universal childcare, support adult learning.The Bank of England would print money to support a national investment bank to provide the funding. Other funding would come from reducing corporate tax loopholes, and cutting into 20 billion British pounds of tax avoidance and 80 billion pounds in tax evasion. He favors immigration, and staying in the EU, opposes NATO membership on grounds that it has expanded too far to the borders of Russia....

This article by the Editorial Board of the WSJ says president Biden should back up in action his words that "the United States will defend every inch of NATO territory with the full force of American power." It calls for more front line forces and munitions on NATO territory." Biden has deployed 100 planes and 120 ships through the NATO alliance, and added 12,000 troops to these states to bring the total to 100,000. The Editorial Board of WSJ has this to say of Merkel. After Merkel's statement condemning the invasion in "the strongest terms" and calling it "a turning point in European history" WSJ says, only now does Merkel tell us. WSJ's Editorial Board says that no one did more to make Europe and NATO vulnerable to Russia with her energy policies and failure to spend more on defense. Moreover Merkel helped build the geopolitical situation to the disadvantage of the US, NATO, Europe, and India, in interconnecting the German economy with China's, as can be seen in the logistics of German port city of Hamburg overwhelmingly tied to China's. As Russia expands its intervention in Ukraine in Feb. 2015, a former Deputy Treasury Secretary in the Clinton Administration, Roger Altman, points out the importance of the response of global financial markets. Financial markets have downgraded Russian debt, and the ruble continues to lose value. With $200 billion in foreign currency reserves available to tackle the financial crisis caused by $150 billion in capital flight and 50% loss in ruble value, and a business sector with large dollar debt, Russia, he says will have to take into account its weak financial situation. Arms aid to Ukraine to which Russia can respond is not a good option compared to stronger economic sanctions, says Altman. Altman points out- what president Obama has also pointed out- Russia has a GDP the size of Italy, a population of 140 million, with its budget and economy overly dependent on oil exports, and an economy connected to the global economy and dependent on global technologies. It lacks the economic strength to continue with its more aggressive policies, and cannot ignore world opinion indefinitely or isolate itself from the global economy. This is true of any country in the global economy, and especially for any emerging market dependent on foreign capital, foreign investment and foreign technologies, making it important for Russia to play by the rules of fairness in the international community in the postwar global order of peaceful cooperation. France's Macron calls again for security guarantees for Russia with NATO on its borders, so that the Ukraine war can be ended with a negotiated settlement. Mr. Macron met with Mr. Biden in November at the White House. Macron said on board the aircraft carrier in a TV interview- "Peaceful times will require talks. First and foremost for guarantees for Ukraine for its territorial integrity and long term security. But also for Russia as it will be a party to an armistice or peace treaty." He said that his critics have to answer the question- what do you propose. He asked if they propose a total war that will engulf the whole continent.

The declaration by Sumner Welles, acting Secretary of State, on July 23, 1940, stated that the U.S. did not recognize the Soviet occupation of Lithuania, Latvia, Estonia. It says the other Eastern European states such as Ukraine need to follow Lithuania's example to fight corruption, transform their economies, and create a foundation for the future, for integration into the European Union.

Lt. Gen. Frederick "Ben" Hodges is the U.S. Army Commander in Europe. He describes the threats facing the U.S. in an interview with Sohrab Ahmari of the WSJ. Hodges says Russians are preparing for a conflict five or six years down the road, and should have capabilities built up in 2 to 3 years. The U.S. military remains stretched with 9 of 10 division headquarters committed to some requirement, and new crises popping up unpredictably, such as Islamic State and Ukraine in 2014- a situation not faced even at the height of the engagement in Afghanistan and Iraq. The budget sequestration cuts continue to limit the army's capabilities just when additional resources are needed. Hodges calls for depth in resources as the only way for the army to be there to counteract bad actors in Europe or the Middle East, or some other place. With further budget cuts the army will have to drop down to 420,000 personnel from 500,000 today, just when the number of crisis areas are increasing, hurting preparedness and modernization....

CERA study of 811 oil fields show that depletion rates will be 4.5% worldwide. Schlumberger's estimate is higher at 8%. CERA is on the optimistic side when it sees two Irans making up for one Iran lost. CERA estimates by 2017 33 million barrels a day will be lost from depletion. still it believes production would go up by 59 million barrels a day to 112 barrels a day. How can it say 59 its anoptimistic estimate of new stuff that will come out of the Caspian, Africa, Russia and other places in Asia and upto now unknown places. The reason its hard to estimate depletion is that OPEC and Russia are not sharing the data. CERA's estimate includes also stuff that comes from biofuels and natural gas liquids as half of that 59. As that 59 is 6 times today's Saudi output the estimates are coming under criticism and not widely accepted. IEA estimates demand will go up by 2.3% to 87.8 million barrels a day. But things may change as fuel efficiency becomes a big factor in reducing consumption and as millions of Asians join the world economy from rural areas the impact of more cars may not be as severe with cars that give 60 or so miles per gallon like the Tata Nano and the competitors it creates. And in the west the USA may not be so wasteful as it has been to make up for the increases in Asia of new motorists and industrial uses of energy. Meantime the gains from exploration at today's prices may provide additional output though not by what CERA's overestimate. ...

It advocates less spending on unemployment and housing benefits. The Finns party is for less non EU country immigration. Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

Inozemtsev of the Institute of Post-Industrial Studies in Moscow, asks the question wht if the Russian economy shows no growth in 2017, and 2015-2016 become the beginning of a serious downturn. If oil prices remain low for an extended period as now looks likely with factors such as shale oil technologies, Iranian oil, and Saudi policy, playing an increasingly long term role, Russia could face some of the problems former finance minister, Alexei Kudrin, other business leaders including head of Sberbank, warned about. A major problem that Inozemtsev points to is the change in the business climate for foreign investment in 2012-2016 as the Russian economy looks more inward, and the departure of many foreign companies. During the period 2000-2008, a major boost to the economy came from foreign investment which brought with it management and technological improvements. No emerging market country, including China, can have a bright future without access to new technologies and investments from foreign investment. The current period starting in 2009 stands in sharp contrast to the earlier period with the Russian economy lacking the boost from foreign investment, facing capital outflows, and international conflicts creating a long term effect on oil prices. Russia needed time to move its economy away from commodity dependence through technological improvements and investment, yet this does not appear to be happening, raising serious questions....

Merkel prods Russia to follow Germany's example as she lands in Kiev on the 75th anniversary of the nonaggression pact signed between Nazi Germany and the Soviet Union.
