Woman and better educated suburban people supported Nikki Haley. By contrast rural less educated went to the former president. What happens to these Haley supporters is important in 2024. Many are conservatives yet they are not finding a home in the new Republican party that has shifted from what it was before to look very different from before the 2009 financial crisis. The gradual disappearance of manufacturing in America as it was shipped overseas and the damage to communities built around it, the neglect of rural areas, the spiralling cost of healthcare, were already ripping apart the social fabric, only to be hit with the 2009 financial crisis from banking mismanagement and greed. Wolfgang Ischinger, former German ambassador to the U.S. 2001-2006 and president of the Munich Security Conference, says that one thing that would make a difference in the current state of German and European relations with the U.S. after NSA spying on chancellor Merkel, is for president Obama to show contrition. The continuing dynamics are important, as is evident in the deterioration in relations in 2003 following the American intervention in Iraq when not enough was done, says Ischinger. His view is that the proposals to limit diplomatic personnel of the U.S. in European countries, or putting on hold the Trans-Atlantic trade talks, are not good ideas as they do not help restore trust. France's parliamentary elections showed the Socialist party gaining 280 seats, with two allied parties getting 34 seats, giving the Socialists an absolute majority in parliament. Greens won 17 seats and the far left 10 seats. Former president Sarkozy's Union for a Popular Movement won 194 seats and allies 35 seats, for a total of 229 seats, down from 304 seats.The National Front led by Marie Le Pen won 2 seats. Marie Le Pen and Segolene Royal both lost their seats. The absolute majority gives Socialist president Hollande more room to implement his legislative program and make changes in eurozone architecture.

The EU with its $15.4 trillion economy is a bloc comparable in size to the U.S. $19.4 trillion economy. The French State Secretary for Europe, Mr. Lemoyne, says EU does not need to be worried about the way the USMCA, new version of NAFTA was negotiated with pressure from president Trump, as the Europeans are the largest trading power in the world. The EU exports to the U.S. are $252 billion, and up 5% in the seven months of 2018 over the preceding period. The U.S. by comparison exports $153 billion which has remained at the same level with a $600 million decline in the same period in 2018.  President Trump has put pressure on the EU to help improve the trade imbalance. Soya bean exports are pointed to by the EU as this has doubled in 2018, after China responded to U.S. sanctions by limiting soyabean imports. President Trump has stated his intention to impose tariffs on European car imports - trade worth $60 billion- to get the EU to offer concessions.  ...

President Trump says he will reconsider his decision not to join the Trans Pacific Partnership. Trump says he will look for a "substantially better" deal that the one negotiated by president Obama. Trump added that the U.S. already has bilateral trade deals with six of the eleven nations in the TPP and negotiations are taking place with Japan a country with which the U.S. had difficulties in trade. This change of mind comes as Republicans in Congress and other groups including farm exporters are calling for using TPP as a way to pressure China. Wheat exporters in the U.S. say joining TPP would give them a level playing field with Australia and Canada for exports. This means reopening the negotiations with Japan conducted by the Obama administration and seeking more concessions from Japan. Japan's chief cabinet secretary says Japan has made all the concessions it could.  U.S. president Trump would have to come up with a better deal to justify joining TPP.

It is back in schools the US commitment to fitness starting in schools for all children.

“From the late 1950s until … 2013 … scholars all across our country competed against each other in the presidential fitness test, and it was a big deal. This was a wonderful tradition, and we’re bringing it back.” The president said at a ceremony bringing back the presidential test to US schools. U.S. Supreme Court nominee BrettKavanaugh, a Court of Appeals judge in the District of Columbia, could affect the Mueller investigation and issues of pardon, because of his expansive views of the presidency. He was part of the Kenneth Starr investigation of president Clinton. During that investigation he pursued it vigorously but later his opinion was that the president should be not distracted from his important duties, and should have some freedom from being prosecuted. For this reason it is not clear how he would act in the Mueller investigation. President Trump could have considered this when he selected Kavanaugh, says this report.

The Wall Street Journal in this editorial says President Obama is negotiating deficit reductions with Republicans to gain an advantage in the 2012 presidential elections. Its view is that President Obama is offering Republicans a Hobson's choice: if they agree to raise taxes they would be giving up on a campaign pledge, and if the government shuts down and seniors do not get retirement checks in August letting the Republicans take the blame. For this reason it supports Senate Minority leader Mitch McConnell's proposal to give the President the authority to make the debt limit increase, and for Republicans to withdraw from talks on the deficit reductions that involve tax increases.

US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

By pulling back from the kind of erratic immigration enforcement in Minneapolis DJT as shown by the WSJ, the administration is closer to getting a deal on the government's budget for passage in Congress. It averts a shutdown. The DHS part is being discussed and voted separately in that deal. In Congress there is more openness to talk about each other's flaws as Chris Murphy leads the Democrats. Tim Kaine says "we can do better" instead of the belligerant opposition to ICE. Lisa Mukowski says it is hopeful because the talk has shifted away from "abolish ICE" to better law enforcement and doing better law enforcement. The WSJ and business have taken the lead on this issue with "de-escalate." Congressis doing more as Republicans are critical and even in DHS Homan is now in charge, the president say "de-escalate a bit," many Republicans including Kristi Noem at DHS and government officials look for ways to do better. In this way Minneapolis has opened up new dialogue so that the American tradition of law enforcement done right that makes people and neighborhoods safe and law enforcement acts in ways that are a role model, the anger and frustration on boh sides is defused little by little in constructive ways, and topics at the heart of the matter are being discussed and sorted out for the first time in years. ...

A lucid account of the reason why Germany, Netherlands, IMF, and the ECB, took a firm stand not to allow Cyprus to continue in the EU with a banking system many times the size of its economy. The role of a casino economy, an off shore tax haven, was anathema to these leaders, and German leaders in particular in an election year. The Estonia president, Mr Ilves, makes clear his disgust with the Cypriot model when he says its too much to ask for solidarity with thugs and money launderers. It became clear to some EU leaders that the effort to protect depositors with larger accounts of over 100,000 euros from a larger contribution was an effort to protect Russians, and Russian oligarchs who were using Cyprus to launder money. The lack of the same support from the EU bureaucracy may be because of the implications elsewhere in the eurozone, such as in Spain, where about 700,000 depositors were offered assurances that they would not have to bear losses if they were misled into taking equity in the banks. The finance minister of the Netherlands, Jeroen Dijsselbloem, followed Jean-Claude Juncker as Eurogroup president in Jan. 2013. He was on the job for only 5 months as finance minister and lacked experience, the Cypriot president in his position for one month, leading to a lack of communication and absence of coordination in this crisis. Experts say the crisis should have been managed better without denting confidence in financial markets....

The US oil embargo in 2022 is not a big decision for president Biden. The US only imports 3% of its oil and 1% of its coal from combatant nations in Europe's east. 70% of the oil from that region cannot find buyers because of sanctions risk says the WSJ. This WSJ view from the Editorial Board says Biden's policy of not boosting US fossil fuels production is contrary to what makes sense in the current situation of high oil prices. Seen from the point of view of US commitments at COP26 Glasgow and global warming effects on the planet, president Biden's commitment to boost renewable energy and use this as an opportunity to make the US less dependent on fossil fuels presents an alternate perspective. One that is needed looking beyond the situation that is faced in 2022.

In 2020 even with a lead of 7 million votes Biden could have lost the election without 45,000 votes in Georgia, Wisconsin, and Arizona. Krugman in the NYT cites president Trump's reference in an interview with the Economist magazine to the expression "priming the pump." Trump in that interview in May 2017 said he had come with the expression and feels good about it. "Priming the pump" is an expression used by president Franklin Roosevelt during the Depression period. During the depression and in 2009 the economic crisis needed a stimulus response and priming the pump. The economy today with lower unemployment is not the time to increase deficits with tax cuts for the wealthy, says Krugman. Only infrastructure spending with a long term return justifies increasing the deficit. He is critical of Speaker Ryan for supporting deep cuts into Medicaid for poor people, and yet supporting the tax cuts weighted more towards helping higher income people.
