Another way is for president Trump to get the Saudis and Russia to make cuts in oil production and reach an agreement on supply of oil into world markets. During the early weeks of the coronavirus health crisis the impact on the world economy and demand was underestimated by both Russia and the Saudis. Russia depends on oil exports for one third of its budget and the Saudis have to cut 30% of their budget for ministries because of low oil prices, imposing hardships in both countries. ...

A new book by Levitsky and Ziblatt, two Harvard political science professors, has the alarming title "How Democracies Die." This book points out that the first line of defense against autocratic tactics by a president is for his own party to obstruct it. This has happened recently when the president of Sri Lanka's autocratic tendencies were checked by a leader of his own party Mr. Sirisena, who worked with the opposition leaders to defeat president Rajapaksa. The Republican party is the first line of defense, and the leaders have to put the country's interests first for this to happen. The authors make the point in the book that much more needs to happen in the U.S. than the reenergizing of Democrats- there has to be working together across party lines and bringing people together, enlightened liberals joining enlightened people in business, on the conservative side, and Christians.  Leonhardt says this period may just be a phase, but don't take that for granted. He won that election becoming the youngest senator in U.S. history. The family retained high ambitions for Joe, hoping that he would become president. Jill met Joe Biden during this campaign and she married Joe in 1975. Jill had spent 13 years of her career teaching English in secondary schools, and the past 27 years teaching in community colleges, including the eight years when Biden was Vice President. Along the way she studied for 2 Masters degrees and a doctoral degree. Her dissertation for the doctoral degree was on the topic- Student Retention at Community Colleges: Meeting Student Needs. Student dropout rates are high about one in three in community colleges dropout.  It is a sign of the misplaced priorities of today that Dr. Biden takes pride in her degree and many do not think this is important enough a topic for a dissertation. Not only her education and hard work studying for advanced education makes her a unique asset, there are other parts of her character that make her exceptional and right for the times. Jill Biden entered a family that in some ways after Naomi's death was broken. The were two children surviving the fatal car accident in 1972, Beau and Hunter. This story shows how she handled this in a way that required extraordinary serenity and composure. There was the ambition of the family. There was the memory of the accident and Naomi. There was the cynicism about her passion for education in fashionable Democratic party circles out of touch with the roots of the national character in education and in libraries starting with Ben Franklin and Jefferson. With president Biden entering office at a time when the U.S. as a country is broken by the very neglect of education, healthcare and working class Americans, Jill Biden at 69 years has the experience, vigor of spirit and character needed today.   ...

U.S. president Obama invited NYT's columnist Thomas Friedman to the White House for an interview on Saturday afternoon April 4, 2015. Here Friedman gives president Obama's response to his questions, and Obama's concerns about the heated rhetoric in the U.S. and Israel on the negotiations with Iran detracting and distracting from his key goals of protecting U.S. interests and Israel. On the Sunni states, Saudi Arabia and Egypt, Obama points out that there are some tough conversations needed about changes inside their societies which pose a greater threat to the governments than Iran. Obama says he understands perfectly that Israel and the Jewish people after their experience of the last hundred years are determined to not let Iran develop a nuclear weapon, and their right to be concerned that the agreement could let Iran clandestinely develop one. Obama says the verification is extensive and covers any facility in Iran, any suspicion about secret facilities, yet it leaves the subsequent decisions if Iran created difficulties, to a international body over which the U.S., UK, France, have no control. This is a principal issue for critics of the negotiated agreement. No mention is made of why Iran simply discarded the option of sending the atomic material to Russia to be processed into nuclear rods for the Bushehr nuclear plant built by Russia only a few days before the final outline was developed. And why the U.S., with allies Germany, France, UK and Japan, did not offer the Iranians an economic aid package if needed in return for the billions Iranians invested for that atomic material, to ensure that the atomic materials are shipped out of the country- to create a nuclear agreement that would be credible to all parties. The economic aid would benefit Iran modernize its oil industry, including refining operations, meet basic import needs, and provide tangible proof to the Iranian people of our best intentions for the future, that president Obama strongly espouses in the interview. The interview does show the quandary president Obama faces in Iran for strong action, that is a result of failed policies with Iran since the Eisenhower administration's intervention 1953 during the Cold War that displaced the elected government of Mosaddegh in Iran and setup the Shah's regime in 1956, the support of Saddam Hussein in Iraq in the war against Iran, which Obama mentions in this intervew. In the light of the repeated failures of the U.S. policies a Democratic party leader faces increasing reservations for taking strong action against Iran's development of nuclear weapons capabilities, preferring to exhaust every diplomatic channel, and take risks in the hope that time will give the Iranian people an opportunity to to reintegrate in the global community and pursue the peaceful development of nuclear energy. This strain in president Obama's thinking is evident throughout the interview with Friedman. Other aspects of president Obama's policy in the Middle East shared in the interview are about supporting the Sunni states in some areas, and Iran in some areas, at the same time as the nuclear issue is "put in a box" and separated from the regional conflicts. Friedman presents this as the Obama doctrine, yet it appears to be coming after a series of improvisations in foreign policy following a failure to act in 2011-2013, when the "once in a lifetime" opportunities presented by the Arab Spring were not taken up by the Obama administration, leading to the region's current disintegration....

McConnell will be remembered for his action, so will Speaker Mike Johnson and Senator Schumer and other Republicans, Democrats that worked hard to get a decisive vote for Ukraine aid of 79 For to 18 Against, with 15 Republicans and 3 Democrats voting against. Alabama Senator shifted to a yes vote saying most of that $61 billion of aid to Ukraine will be spent in the US to hire American workers in defense industries. A $10 billion loan provision with forgiveness included was a way to get the former president to support it. On the third try America's Congress gets it through in a decisive manner with overwhelming support. This is not unlike the efforts before, when Aid to Greece and Turkey had to be passed through Congress under president Harry Truman in 1948 with both countries facing a danger of Communist takeover supported by the Soviet bloc with only US support keeping democracy in both Greece and Turkey. Even in 1948 to a war weary country Harry Truman had to persist and get the support he did from the US Congress as president Biden did today April 23, 2024. ...

Iran's new president is a moderate cleric Hassan Rohani. He won the presidential election in June 2013 with 18 million votes, or 50.7% of the votes cast. The second runnerup received only 16% of the vote, making Rohani the overwhelming choice of Iranian voters discontented after years of international sanctions over the nuclear development issue and the confrontational stance of the previous president Mr. Ahmadinejad. In a televised debate before the election Rohani summed up this discontent with the economic situation: "It's nice for the centrifuges to run but people's livelihoods have also to run, our factories have also to run." He contrasted the situation when he was the chief nuclear negotiator for Iran under president Mohamad Khatami, another moderate, when Iran avoided international sanctions, with the current situation. Currently even essential aircraft parts for Iran's national airline are difficult to source. Mr. Khamanei called Rohani "the people's choice." Khamanei and Rohani met to discuss the new government, which observers in Tehran say offers an opportunity for national reconciliation. The Revolutionary Guard Corps leaders also offered their support to Rohani. The Green Movement, Khatami and Rafsanjani supported Rohani before the elections. Rohani is known for his ability to reach out to all parties. He comes from a working class family in a small town in the province of Semnan, entered theological seminary later apprenticing himself to clerics at Qom, the main home of leaders of the Shiite religion. He then attended law school at Tehran University, becoming a student activist during the Islamic Revolution in 1979. Later Rohani studied in Scotland getting master's and doctorate degrees in law, which gives him a unique insight into concepts such as the rule of law for an Iranian cleric. He was member of parliament, deputy speaker of parliament and head of the management committee of the national broadcast service, and a member of the National Security Council....

A study group at the Washington Institute for Near East Policy sends a public letter to U.S. president Obama on the Iran negotiations. It says the nuclear agreement negotiated with Iran "may fall short of the administration's own standard of a 'good' agreement." It is signed by some of Mr. Obama's main advisors during the first term. Some of these officials told the NYT that the letter was the result of serious concern that Mr. Kerry and other negotiators were moving towards major concessions that would weaken the international inspections of Iran's facilities, back away from making Iran reveal suspected past work on weapons, and allow Iranian R&D to move ahead with making nuclear fuel once the accord expires. The five Obama advisors from the first term who signed the letter are: Dennis Ross, Middle East negotiator, David Petraeus, CIA director, Robert Einhorn, State Department proliferation expert, Gary Samore, chief advisor on nuclear policy, Gen. James Cartwright, vice chairman Jt. Chiefs of Staff. Gary Samore is president of the advocacy group United Against Nuclear Iran. The letter was also signed by President Bush's national security advisor during his second term, Stephen Hadley. Such a large group of advisors to presidents Bush and Obama familiar with the details of Iran's development of nuclear technology and weapons capabilities could give Republicans support to kill any agreement that falls short on inspections during Congressional Review. On this key factor where only vague assurances are made by the Iranian side- such as signing an International Atomic Agency convention giving inspectors broad rights to visit suspicious sites, followed by Ayatollah Khamanei ruling out military sites- the letter is specific. Inspections it says " must include military (including Islamic Revolutionary Guards Corps), and other sensitive facilities. Iran must not be able to deny or delay timely access to any site anywhere in the country." Inspections work rigorously done is set as a precondition before any significant relief from economic sanctions on Iran....

DW.com sees "back paddling" in Trump's latest foreign policy speech, replacing bigotry against immigrants with the idea of a ban on Muslims entering the U.S. with "extreme vetting" of new immigrants, including an ideological screening test. Trump it says repeated his claim that he opposed the Iraq war from the beginning, which it says is false. Trump's statement that he would reduce the current nation building strategy pursued under president Bush, it says doesn't make sense because the current situation in the Middle East ( rise of ISIS and chaos in Syria) arises from American retrenchment reversing in the opposite direction the policies of president George W. Bush. It is also true that Bush started his presidency with no intention of nation building, it was only after 9/11 that he adopted this policy. The elder Bush, George W. Bush's father, is reported to have said that his son as president was ill served by bad advisors in the invasion of Iraq over weapons of mass destruction (WMD). Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. The speech was read using a teleprompter to avoid the frequent gaffes in previous speeches. Adam Nossiter of the NYT describes the coalition of right and left parties in France that have united against the National Front, called in France "the Republican Front." In the 2002 Marine Le Pen's father made it to the second round of the presidential election, but lost to centre right party leader Jacques Chirac who won 78% of the vote. Analysts say the Republican Front is coming up this time once more for daughter Marine Le Pen, as she goes into the second round of the election in 2017 fifteen years later with support in the north and northeast of the country and in the coastal south east around Marseille and Nice. Le Pen appeals to working class people with nationalist slogans. The Republican Party of former president Sarkozy represents the centre right, and it is combining with the centre left Socialist Party of president Hollande to call for the election of Emmanuel Macron and for support to Macron's En Marche movement. One expert predicts the National Front may leave the centrist views of Le Pen adviser Philippot, and return to hard right roots. Former president Sarkozy was mentioned on French television Fr24 as hoping to make a comeback by boosting the chances of the Republican Party in the June parliamentary elections, and creating a situation in which a future president works with a prime minister from the Republican Party. As the Macron En Marche movement is only one year old, it is not well prepared to contest the parliamentary elections, opening the door to the formation of new coalitions for government in France. ...

Michael McConnell, was Assistant General Counsel of the Office of Management and Budget from 1981-1983. He is now a professor of constitutional law at Stanford University. Here he tries to throw light on how the budgetary process that is required by law, and which makes the formal budget proposed by the president available for public scrutiny, was circumvented through a sequence of events starting in February 2011. The Budget Act of 1974 sets specific deadlines and a process for generating revenue, setting spending priorities, and setting the debt limit. The President first submits his administration's budget by the first Monday in February. The Congressional Budget Office has until Feb. 15 to score the budget using identical metrics for all proposals for a consistent scoring. The budget President Obama put forward in February did not take into account the growing deficit and was rejected by the Senate 97-0. The President proposed a new plan in April 2011, but the proposed budget was so vague that CBO Director Douglas Elmendorf said he could not score it. The subsequent efforts in June and July 2011 were carried out in closed door negotiations between senior Republican leaders and the Obama White House. This subverts the original intention of the law. The Budget Act says that both the House and Senate hold hearings on the proposal, with testimony from the administration, "national organizations" and the "general public." Transparency, openness and accountabilility are key aspects of a proper process that is democratic and prevents the parties from engaging in blame and competing claims. The closed door negotiating sessions and the lack of a concrete written budget proposal from the President has turned the current budget process into an effort by each side to see how it can best position itself for the 2012 presidential election. ...

It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...
