Turkey's parliament authorizes the government to take steps needed for national security as Islamic State forces approach its borders, attacking the Kurdish town of Kobani. Turkey is reluctant to participate in the coalition against Islamic State until the Obama administration makes clear what its policy is in relation to the bigger problem it sees causing the conflict- the Assad regime's violent suppression in Syria. Ibn Saud, described as a skilled statesman by John Foster Dulles, carefully strengthened the monarchy's role in the region for the first half of the twentieth century in his dealings with Britain and the U.S., and successors including King Abdullah continued his policies. As the Afghanistan conflict has receded into the background in American minds and the U.S. has become more careful to avoid foreign entanglements, 80 warring factions including the Taliban and the government in Kabul are meeting for talks in Doha, in Gulf state of Qatar. The effort is designed to settle the dispute and settle on an Islamic legal system for anew post war country that bases itself on Islamic values, yet ensures women's rights within the framework of Islamic values. There is an explicit urgency to shed some of the bitterness and the scars from the war once and for all.

Germany's migration crisis was made worse by economic migration from Afghanistan and North Africa in addition to the migration from war torn areas. Germany is now hosting these meetings along with Qatar, understanding the effects of such conflicts reach well beyond distant lands.

NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. Turkey's relations with Turkmen in northern Syria, and opposition to the bombing of this part of Syria by Russian planes is cited as the reason for Turkey shooting down a Russian warplane in November 2015. Prime minister Erdogan stated this by saying: "we strongly condemn attacks focusing on areas inhabited by Bayibucak Turkmen- we have our relatives, our kin there." Following the incident Turkey provided media with footage showing 10 repeated warnings in the space of 5 minutes to the two Russian planes before Turkish F-16's shot down the Russian plane. The area where the plane was shot down is a small part of Turkey that juts into Syria. This part of Turkey is called the Hatay province, with Turkmen in Hatay forming a republic in 1938 breaking away from the French mandate over Syria set up following the first world war. The following year it joined Turkey. Parts of the Turkmen in Hatay are still in Syria and this is the region Russia began bombing 2 months ago, with Turkey opposing the bombing. Russian president Putin's claim that this is part of the bombing of Islamic State positions is refuted by Turkey's prime minister Davotoglu, who says "No one can legitimize attacks on Turkmens in Syria using the pretext of fighting the Islamic State." ...

Iraq is Iran's most promising market for gas exports. Iraq needs the gas for its power stations now that Islamic State has been decisively cleared from Iraq. Yet Iraq is having difficulty making payments to Iran for gas supplies because banks are not ready to handle the payments with the reimposed tighter U.S. sanctions and restrictions. The deputy head of media at the Electricity ministry in Iraq, Sadoun Shehan, told WSJ that transfer of money by Iraqi banks is prevented because of U.S. sanctions. U.S. sanctions were reimposed by the Trump administration after they were lifted in January 2016. The new sanctions prohibit gas exports from Iran. Iran had hoped to make the sales and also export to the European Union when sanctions were lifted. Iranian exports of gas that started in 2017 were itself delayed for 4 years by the war from Islamic State.  Iran has the second largest reserves of natural gas in the world. The Trump administration's sanctions have led to a drop of Iranian crude shipments by 29% in 3 months and added to upward pressure on oil prices to take prices to $80 a barrel. This issue has implications for India and China, particularly India as it faces both higher prices for oil and the tight restrictions in purchase of Iranian oil. ...

Liz Sly of the Washington Post provides this exceptional account of the different phases of the war in Syria originating in 2011 with the Syria democracy protests, suppression of protests by the Assad regime, civil war by 2012 , Russian intervention by Putin, the U.S. under Obama and France under Hollande on the sidelines in 2012-2014. The result is a breakup of Syria by 2014 with coastal areas under the Assad regime supported by Russia and Iran, the Kurdish controlled areas, areas controlled by various rebel groups, and the control of other areas by Islamic State which also gained control of Mosul in Iraq. France conducting an air campaign in Syria in 2015 in response to terrorist attacks originating in Syria. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict. The Guardian gives this story of Khamanei's rule in Iran after 1989. He was made president in 1981 in a landslide win at that time just 2 years after the revolution in 1979 that toppled the Shah of Iran's monarchial regime. Khamanei comes from a the family of a modest cleric in the town of Mashaad who was immersed in the anticolonial writings coming out of Arab North Africa's liberation movements. His policy towards Israel and the US, difficult relations with Arab countries in the neighborhood, and pursuit of nuclear weapons technologies, led Iran to become isolated and face sanctions that hurt its economy and its oil industry for three decades. It created its own version of governing and in setting up proxy militias but this resulted in huge investments diverted from the economy of Iran, neglect of its oil industry and production under western sanctions, that led to economy collapsing and student protests every decade. This expanded in 2025 to broad sections of the population calling for a new direction. Protests were suppressed leading to a disconnect with the people by 2026. To truly understand Iran one has to step back to the 1900's ( as one must also do to understand China or India), as Iran was ruled by the Qajar dynasty at the time. The first Majlis parliament was set up in Iran in 1906 -with the help of "good" Britishers like the British agent in Rajkot who helped send Gandhi to London to study law- wished to see a constitutional setup similar to Britain and limit the powers of the monarchy so that reforms in agriculture and in the civil service could be made. It lasted until 1908. At the time other Britishers in the British Empire both in India and in London sought to maintain British influence and keep out Russian influence. It was not a coincidence that the Majlis lasted only till 1908. That year in 1908 the first discovery of oil in West Asia was made in Khozestan province by George Reynolds, with investor backing of William D'Arcy. The following year 1909 the Anglo-Persian Oil Company( later Anglo Iranian Oil Company and later British Petroleum) was formed. The oil concession was given by the Shah from Qajar dynasty. From that time on Iran became the scene of oil company interests, monarchial interests first under Qajar dynaasty and then under Pahlavis dynasty (which set itself up like Napoleon II in France from humble origins, after 1925 to replace the Qajar dynasty), and the emerging middle class lawyer and civil service, agricultural landowners class, all competing for power and influence in a Asian region with Shihite Islamic embedded in the fabric of the society. Power swung to different groups from 1925 onwards for 5 decades to the 1979 revolution that overthrew the Pahlavi temporary replacement monarchy that worked with British oil interests. West Asia became a meeting point for anticolonial writings emerging from Arab North Africa and other places that took the form of and led to a socialist style anticolonial Baathist influnce that overthrew a monarchy in Baghdad Iraq in the "Free Officers" coup of June 14, 1958 led by Karim Kassem. Out of that Pan Arabic Iraqi mood emerged S. Hussein who with weapons systems imported from the US and Europe initiated the war with Iran in 1980. The Iranian counterrevolutionary movement to Iraq began from that time with the leadership of Khomeni and Khameni from 1981. This is what one has seen swing back and forth in the West Asian region for about 5 decades to 2026, the regional Arab states mostly Sunni monarchies ranged against Iran with its Shiite and also modernizing population. US oil interests in Arab monarchies of the West Asian region from the time of FDR's meeting with Saudi's Faisal in the WWII period clashed with Iranian public interests competing with oil interests (US and British) allied to monarchial interests, and the emergence of Shiite Islamic authority in Iran in these clashes. Iranian public interests that started out with the Majlis and parliaments set up by the "good Britishers" never got a chance in Iran just as the modernizing effort of Sun Yat Sen in China in the 1900's never got a chance in the middle of the surviving monarchy in China by 1910, and the Japanese colonial interests in China from that time competing with the Nationalists Koumintang and the Communist Chinese workers movements emerging in the 1930's, all competing for influence during the Chinese civil war and in its aftermath the emergence of Mao and the CCP of China. This is the situation we in the world face today. ...

Zalmay Khalizad, a former diplomat to Iraq, reports from Iraq after discussions with prominent Iraqis, describes the state of U.S. relations with Iraq under the Abadi government. He says the Ayatollah Sistani in Iraq prime minister Abadi, and Iraqi public opinion, now favor improved relations with the U.S. following the sectarianism promoted by prime minister Maliki and Iran's expanded role in Iraq. Other reports show Iraqi opinion in transition as the U.S. withdrawal promoted by Maliki has led to 2 million refugees, and huge dislocation of people with the expansion of Islamic State from Syria into Iraq. The change in opinion is also towards promoting better relations with Sunni countries. People in the region do not see a bright future with an increase in religious tensions that only lead to more destructive behaviours and increase in refugees. Towards the end of the Bush administration there was some hope that Iraq would see a bright future, only to see this reversed under Maliki's sectarian policies. U.S. public opinion has shifted away from any involvement following the failure of the people in the region to resolve differences and live peacefully. The cost of the wars with little gained as a result of the failure of the people in the region to work together in the common interest is a part of the public debate in the U.S. presidential election of 2016. Sectarianism in the region is the root cause of the growth of the Islamic State and the expansion of the war in Syria, and this has not only worsened the situation for the people in the region, delayed economic development given large oil resources, and left the region worse off than before. It has also led to the refugee flow into Europe worsening the situation in the European Union, adding to tensions in European societies such as France, Germany, Denmark and Sweden, following terrorist attacks and political parties promoting fear of immigrants. What started as a U.S. response to terrorism originating in this region in New York, followed by the war in Iraq, has led to more convulsions in this region, a huge number of refugees, whole country populations displaced, and requires a fresh rethinking about what people in the region can do to live and work together and promote the peaceful participation of people in their own development and growth, before Western societies consider further involvement. The statement about lost to Iran in the title also suggests framing of statements in the old way that are the root of the problem. When the dust settles years from now Iranians, Iraqis, Saudis, Yemeni, Turkish, Pakistani, Indian and other Muslim societies may want to look back at this period as reflecting the dangers of getting caught up in the geopolitics of world powers, letting religious sentiment override calmer thinking, and reflect on the brighter aspects of the common Islamic heritage in Iran, Turkey, India, expressed humanly as it is always is in different ways and forms. They can also take hope and confidence in the fact that European societies have struck the same rocks and emerged calmer, wiser, and better than before....

And in the final analysis its about the hope of democracy activists in Iran and activists for modernizing element, and moderating influences in Iran's heterogenous society and in its bazaars that emphasize commercial instincts and manner over ideology, which also have popular support as they did under Khatami, to come up with a government that is more likely to work with a range of countries from China and India in Asia to Europe and the United States. And its about how the US and Europe can work towards that outcome requiring less rhetoric and more patience, firmness, and perseverence. ...

Hubbard and Erdbrink report on U.S. president Trump's visit to Saudi Arabia to begin a new chapter in relations with the Gulf nations and the Saudis. Under president Obama the U.S. distanced itself from the Saudis and the Gulf nations, preferring to pursue a policy of closer relations with Iran and signing the Iran nuclear deal. This included a policy of staying out of Syria to the point of turning down a decision to deploy U.S. airpower to maintain no-fly zones to protect refugees. Syrian government forces fighting rebels were supported by Iran. The new policy is dictated by the new conditions in the Middle East. The U.S. has sought since the presidency of Reagan to balance the power relations in the region. With the nuclear deal signed and Iran respecting the deal according to independent reports, the U.S. allied with Iran in the battle against Islamic State in Iraq,  a shift was needed to balance the support provided to Iran by Russia which worsened the refugee crisis in Syria. The Republican party and Mr. Trump were critical of the Obama Iran policy during the nuclear deal negotiations. The safety of Israel is also a factor as non-state actors were supported by Iran threatening Israeli security. For these reasons the shift is an effort to rebalance the relations in the region. The arms deal in its size and president Trump's statement that Iran had "fueled the fires of sectarian conflict and terror," can be seen as this rebalancing. A business aspect of the large arms deal is that it will promote job growth in the defense industry in the U.S.. Other countries including Germany have seen growth in their defense industry. This is not the best way forward for the Middle East, yet it is a way the U.S. and nations in the region are adjusting to realities- the collapse of the Arab Spring from within and without the help from outside, the sectarian conflict arising from the Shiite pushback from Iran following the Baathist and Sunni control of Iraq which collapsed with the U.S.invasion, where the majority of people are Shiite yet with a strong Sunni presence. Elections brought Shiites in power, leading to a Sunni response in the form of Islami State caliphate move into Mosul, Iraq's second largest city after Baghdad. A decade of conflict and the efforts by the Bush administration ended in failure and sectarian conflict, resulting in the U.S. policy of rebalancing in favor of Iran to negotiate the nuclear deal. In this sense the arms deal does not solve anything. A similar rebalancing under Reagan by arming one side, followed by arming the other, led to involvement with ground forces under president Bush. It only leaves the region poor after years of sanctions against Iran to the point where a NYT reporter was not sure whether it was safe to fly from Tehran to Mashad with Iran Air because of the lack of spare parts for the airline. War torn, with millions of refugees in Syria and Iraq, the region remains broken in many ways, waiting for a sensible non sectarian view to prevail in the interest of the people in the region. The election of Rouhani in Iran by 57% of the vote is only a sign that young people in the region given a chance would opt for a different course in future. The rest of Asia has moved forward and shows a path that can be followed. ...

President Macron announces plans to bring a draft law that aims to fight separatist cultural influences in France through the education system and through children being educated at home. These separatist influences stem from France's colonial past in Arab North Africa and influx of Arab immigrants as well as immigrants from Asian countries practicing Islam. Macron said there has been a hardening of positions in Islamic communities worldwide which has created a crisis in Islam making it important to emphasize France's tradition of secular values. Macron says Islam practiced in France must be freed from foreign influence as part of France's long tradition of laicite or state secularism values set by a law first enacted in 1905 separating church from state. In saying this Macron said he accepted the failings of French policy in letting ghettoization of communities of Muslim residents happen in France. This is a region of 5.2 million people in northern Iraq. Adjoining it is a region with a mixed Arab and Kurdish population in oil rich Kirkuk province. The referendum is being held also in these areas as the Kurdish militia the Peshmerga took control of Kirkuk following the hasty withdrawal of the Iraqi army from attacks by Islamic State. Like the other aspects of the long war in Iraq this again complicates the U.S. position. As this report shows Arabs are being displaced in this part of Iraq after moving south as refugees. The Kurdish forces were a reliable ally for the U.S. in the war in 2015-2016, yet the U.S. maintains a policy of fairness towards all communities in Iraq.

Lt. Gen. Frederick "Ben" Hodges is the U.S. Army Commander in Europe. He describes the threats facing the U.S. in an interview with Sohrab Ahmari of the WSJ. Hodges says Russians are preparing for a conflict five or six years down the road, and should have capabilities built up in 2 to 3 years. The U.S. military remains stretched with 9 of 10 division headquarters committed to some requirement, and new crises popping up unpredictably, such as Islamic State and Ukraine in 2014- a situation not faced even at the height of the engagement in Afghanistan and Iraq. The budget sequestration cuts continue to limit the army's capabilities just when additional resources are needed. Hodges calls for depth in resources as the only way for the army to be there to counteract bad actors in Europe or the Middle East, or some other place. With further budget cuts the army will have to drop down to 420,000 personnel from 500,000 today, just when the number of crisis areas are increasing, hurting preparedness and modernization....

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...
