A report by international inspectors says Greece's funding requirements can be met only if bondholders such as French and German banks take writedowns of 60%, or if more loans are made to Greece more than planned. This reinforces Germany's position that Greece's debt be reduced to less than 50% for a long term sustainable solution. Volker Kauder, conservative leader in Germany's parliament, told the German weekly Der Spiegel, "the governments in Europe are going to have to get used to this," (the German position). Germany opposes using the ECB to print more euros to make loans to the eurozone bailout fund, the EFSF, which would relax prudent financial practice. After warnings from Kauder and other German parliament members, Merkel is staying firm about the German position. German law requires Merkel to get approval from a parliamentary budget committee for any additional loans.

Germany's Bundestag parliament vote eases constitutional "debt brake" March 2025. CDU's Merz and the SPD join with Greens to provide the two thirds majority to remove a constitutional debt brake put in in the Merkel years. Germany's dilapidated infrastructure from rail to other transport and public facilities, to poor childcare are a sign of how the Merkel debt brake has hurt the German economy. Four years of the Greens SPD coalition government of Scholz were wasted when the SPD and Greens wanted investment in infrastructure starting in 2021 but included Lindner of the super cautious Free Democrats as Finance Minister who opposed spending and vetoed it every step of the way. The results can be seen in Frankfurt and other cities and in the underinvestment in Deutsche Bahn rail and all over the country. Of the 27 nations represented at the EU summit meeting on January 30, 2012, all except Britain and the Czech Republic agreed to the new measures for budgetary discipline. The new fiscal compact will come into effect after 12 eurozone countries have ratified the compact. This prevents one or two countries holding up the agreement. This provides the Merkel government in Germany an agreement on concrete measures for budgetary discipline- evidence of specific action to dissenters inside the Christian Democratic party and in German public opinion- which would enable it to support efforts by the ECB, the IMF and the EU to address the crisis, including the funding of the European Financial Stability Fund. The text of the fiscal compact makes it harder to block sanctions against countries that fail to impose budgetary discipline, while at the same time making allowance for countries with excessive debt such as Italy.

The confusion among Tsipras supporters in Athens as the creditor terms that are stricter than the ones rejected in the July 5, 2015 referendum win 250 votes out of 300 in the Greek parliament on July 10, 2014. The centre right New Democracy and centre left Pasok parties and other parties support Tsipras, and the far left of Syriza abstains in the vote. Serious damage was done to the economy in the 6 months of Syriza negotiations ending in the referendum, increasing the size of a new bailout. The increase size of the bailout came as a shock in Germany reducing any flexibility for chancellor Merkel in the internal debate within Germany. In addition relations were damaged with the EU by the referendum and Syriza's handling of it. As a result opinion polls showed German support for concessions dropped to a low of 10%, increasing pressure on chancellor Merkel within her CDU party. Analysts say Greeece could lose another 10% drop in output if Greece leaves the eurozone, showing the risks taken by the far left Syriza party and economic mismanagement. Even if it stays within the eurozone Greece faces additional costs with lower tax revenues from the fallout in the economy of events in July 2015. Greek officials say the restrictions on ATM withdrawals to 60 euros a day for each account could stay in place for months. These developments are not taken into account by academics and young people in Greece as they refer to European solidarity. ...

This report in the Guardian says president Macron's party along with its small ally MoDem could win as many as three fourths of the 577 seats in parliament in the June 2017 election, or about 400-445 seats. The election showed a low turnout of 49%, with abstention highest among supporters of Marie Le Pen of the National Front on the extreme right and Le Melenchon on the extreme left.  A big loser is the Socialist Party which this report estimates losing about 200 seats. Les Republicains the other main party on the right is also a loser, as this report estimates it going from 199 seats to 70-130 seats. The National Front of Marie Le Pen could end up with one seat at worst or just below the threshold of 15 seats from 118 constituencies contested. This is because it faces competition from the right and the left parties for votes in every constitutency, and is kept out by the centre right and centre left coming together. Le Melenchon's France Unbowed is expected to win about 11-23 seats.  In this election young and working class voters stayed away, voters who supported the more extreme left and right wing parties. Chancellor Merkel called it "a vote for reforms." The big majority makes it possible for Macron to get laws to change the labor market to create more jobs, and to make changes to pension and unemployment benefits, so that France's economy can get moving again.  ...

The European Union was faced with a baseline tariff of 10% which after slow progress on negotiations is up now to 15%. EU frustration is evident in this story in the WSJ. But this could also be just a negotiating tactic of the EU. Bottom line the EU needs the US as Germany faces an assertive Russia. Germany is aware that France and Britain are further away than Germany from Eastern Europe and Russia.  Under chancellor Merz there is  much more rapport with the US than ever existed under the Merkel government or the Scholz government. Merz has disagreed with the sale of stake to COSCO in Hamburg port and many decisions from the Merkel period on immigration, being more aligned with the US in spirit. This was evident in the visit and meeting of DJT with Merz at the White House. DJT says even of Starmer of Labour that "I like him a lot." This could easily be said about the relationship between DJT and Merz. The decision by DJT on Patriots to replenish German supplies and by Merz to finance this and shift Patriots in Germany to Ukraine is a clear example of the path chosen by the two leaders for cooperation. German decisions will be driven by Merz in the direction of economic cooperation with the US with none of the condescending attitude that Merkel and even Scholz showed towards the US out of a lack of grasp of what is happening both inside Germany and the US, the need to rebuild the US and Europe after the trade disasters and lack of investment in the home base of 30 years. ...

This report in Der Spiegel shows how the efforts to act on climate change are stalled in Germany with the failure to agree on how coal fired plants will be closed in the ongoing three party negotiations. The FDP party is pro-business and no agreement is reached with the Greens and the CDU on how to move ahead with the 65% of German power plants that do not rely on renewable energy such as solar and wind. Modern gas facilities are unprofitable making this a major challenge for Germany to cut power emissions under the Paris Climate Change Agreement and German targets of the Merkel government. Spiegel points out that energy companies are not keen on keeping the old coal power plants which are now outdated and an agreement is needed.

Canada's foreign minister in a speech in parliament says Canada will now "set its own clear and sovereign course." This follows a speech by Angela Merkel of Germany saying " the times in which we could fully rely on others, they are somewhat over." Italy's new prime minister Mario Monti, was frank in his views about depending on austerity alone to meet the debt crisis, views also shared by President Sarkozy of France. Monti told an interviewer from the German newspaper Die Welt, before meeting German chancellor Merkel in Berlin: In the absence of specific help "a protest against Europe will develop in Italy, also against Germany, which is viewed as the ringleader of E.U. intolerance, and against the European Central Bank." He went on to say-"I cannot have success with my policies if the E.U.'s policies don't change." He pointed out that economic difficulties could drive Italy to "flee into the arms of populists."

Peer Steinbruck is nominated as the SPD's candidate for chancellor and seen as the strongest candidate to lead Germany. He will contest the elections against Angela Merkel. Steinbruck is a candidate who is direct and speaks his mind, and is likely to challenge Merkel's policies for the eurozone more directly before the elections in 2013. He is keen on winning the election outright and forming a coalition with the Greens party. The Greens and the SPD are working together in a coalition in North Rhine Westphalia, after winning the election in Germany's largest state. During that election the CDU leader in the state had contested the election based on his austerity policies. Steinbruck has the support of former SPD chancellors Helmut Schmidt and Gerhard Schroeder. Merkel is personally popular in Germany but her CDU party has lost elections in key states and its partner the Free Democrats have fared poorly.

This report in the NYT looks at the support for the AfD stalled at about 11% nationwide but closer to twice that in East Germany where years of neglect have led to voters shifting to far right parties. The view is presented that there is a core hard right of 10%. Yet it ignores or prefers to overlook what happened in the east which provides the real clues to what happened, so that future policy could be designed to address social goals in a way that never happened in Germany. This is in line with developments in China where president Xi is addressing social goals after years of tech and infrastructure expansion that neglected rural areas and urban poor. It is in line also with the same action taken to address social goals in US president Biden's $3.5 trillion workers and families plan. Social Democrats under Mr. Scholz and a younger generation represented by the Greens have the same challenges facing them to come up with the plans to correct these problems in Germany and with a plan designed for the neglected eastern part of the country. Helmut Kohl pushed for reunification of Germany. With the collapse of the Berlin Wall the momentum was set for this to happen. Yet looking back over that period since 1990, German chancellors and administrations for three decades from both CDU and SPD have failed to invest and create opportunities in eastern part of Germany. It makes German reunification an empty concept looked at from outside. The previous administrations including Kohl and Merkel relied too much on market capitalism to do what it has been shown not capable of doing- tackling social goals and economic crises, much less  political storms such as creation of GDR following Soviet army entering Berlinin 1945. Much commentary on the issues in east Germany show people there left to themselves after mass migration out of the east to the west leaving older people and pensioners in the east, and a sense of being ignored or forgotten. US president Biden said today in ther UN General Assembly- "Our shared grief is a poignant reminder that our collective future will hinge on our ability to recognize our common humanity and to act together." And he went on to say the next ten years to 2030 "will quite literally determine our futures."  The Social Democrats under Scholz and the Greens under Baerbock and Habeck have to come up with plans and programs that will increase ease of living and opportunities for a thriving eastern part of Germany, after the failures of market capitalism in its unregulated form during the Merkel years and predecessor administrations. ...

Sabine Kinkartz of the DW.com looks at the way in which Olaf Scholz achieved what was seen as impossible through patience, grit, and hard work in the face of adversity. SPD was seeing poll numbers of as low as 15% in the spring of 2021, just months before the election. Scholz believed in his party's ideas for the renewal of Germany, remained undeterred even after losing an election to lead the SPD to Esken and Walter-Borjans in 2019, when Esken and Walter-Borjans reinforced the idea that the SPD should stand for workers and families, what it always stood for. Scholz was put forward as candidate by Esken and Walter-Borjans in 2021 with conviction. By Spring 2021 it was clear that Scholz had achieved the impossible, getting the conservative Merkel and the CDU, with instincts against borrowing in all situations, to agree to a huge aid package for Germany to fight the pandemic, and a huge aid package for the European Union to fight the pandemic.  That Scholz remained undeterred in his campaign by low poll numbers and went on campaigning on the basis of convictions about what is right for Germans and Germany, comes from deeper convictions from his days growing up in the Hamburg youth wing of Social Democrats in the years following SPD's Wily Brandt and the post war recovery. Germany's most remembered leader after Adenauer, Willy Brandt was leader of the SPD Social Democrats from 1964 to 1987, and chancellor 1969-74. Both Adenauer and Brandt are respected some 50 years later in the world and in Germany. That Germany is going back to this tradition of leadership after the period of the Merkel years when Germany was held back, brings new hope to Europe and the world. In allying with the Greens under a younger generation leaders Scholz saw the promise of an opportunity to tackle problems of climate change and investment in infrastructure together. Both parties see borrowing as essential to invest big in the future. Scholz message to Germans, Europeans and the world is - "Big jobs, but our country is capable of doing them." A message sent out from the US by president Biden, and from Asia by the Indian prime minister. ...

Under a new program the ECB will tilt the purchase of bonds for maturing debt towards weaker economies. Leading to purchase of $208 billion of bonds of weaker  economies such as Italy. Italy's bond yields climbed to 4.2% in June 2022. This will help prevent the fragmentation of the bonds in Europe into segments and is part of new thinking at ECB after the pandemic. Italy's bond yields dropped and stocks gained after the announcing of the decision. Under Merkel such decisions simply would not take place with the different thinking under that administration.  Today solidarity is uppermost in EU after the pandemic at EU in Brussels, at the ECB, and at the chancellor's office in Germany. No one even thinks twice about this.  Italian bond yields dropped from about and its stock index gained 3.2%. The stress in eurozone is reflected by the gap between the yields of 10 year German and Italian government bonds. It dropped from 2.4% to 2.13% after the decision. To keep the two yields close and not fragment eurozone yields is what preventing fragmentation means. ...

For the first time the invasion of a free people and country in the middle of Europe is being taken seriously in Europe and the US.  In Germany Annalena Baerbock and Robert Habeck of the Greens have joined with Mr. Lindner of the Free Democrats to express the same views in the coalition government with the Social Democrats, making it clear that the German people are with the Americans and European leaders gathered at Ramstein base. The earlier symbolism of Merkel and Steinmeier and a German position of a bystander in the changes happening in the world in China and in Europe are now seen as having emboldened the Russian invasion of Ukraine. Her father was  elected as Minister President of Lower Saxony province after working at EU in Brussels. Leyen went to secondary school in Brussels. Studying economics at London School of Economics before shifting to medicine, getting her degree in 1991. She followed her husband to Stanford University, and after her return to Hanover in 1996 was elected to the state parliament in Lower Saxony in 2003. She joined Merkel's cabinet as Minister of Youth and Family Affairs in 2005, deputy leader of CDU in 2010 and Defense Minister in 2013. ...

Rationing of energy would happen if Russia completely cuts off gas supplies to Europe. Prices would essentially become meaningless, says this report. Supplies coming through Ukraine are limited to 18% with the rest of the 38% Russia supplies to European Union coming through other countries or new pipelines. LNG supplies from the US are increasing but not enough infrastructure has been built for this. This may explain also why Russia is acting now on NATO enlargement that it sees as its concern. Increasing shift to LNG and other supplies would make EU less dependent on Russia. NATO countries are also not spending enough on defense with Germany not yet at 2% and Scholz only going up to 1.5%. Russia has modernized its defense capabilities by comparison, the US mired too much in localized wars in Afghanistan and Iraq.  Russia was never "a regional power" as Mr. Obama had said with a vague understanding of European history, even while America's resources were wasted in two wars in Afghanistan and Iraq where American interests were not involved. Today the realization is that European Union and American leadership had failed under leadership of Merkel, Macron and in the Bush and Obama years. ...

The long and bruising process of exiting the European Union for Britain is being seen across EUrope as a lesson. Marie Le Pen in France and Salvini in Italy have dropped ideas of France or Italy leaving the EU. Nationalist politicians are now shifting to a new agenda of reforming the European Union from within. Voters are being reassured by politicians that it is best to remain inside the European Union. Chancellor Merkel has carefully guided the European Union through this crisis, first through the eurozone financial crisis, then through a period of migration to Europe from war torn Middle Easter and African countries, and more recently with president Macron of France facing the effort to get Britain to leave the EU. This BBC report shows how much has changed with Germany's erstwhile leaders. From 1998 to 2005 Mr. Gerhard Schroeder was head of the German government. His ties with Russian leaders and Gazprom have led to severe criticism in Germany. He survived an effort this week to remove him from the local chapter of the Social Democrat Party. He now faces a loss of his office and staff and other privileges in the German parliament. The Budget committee of parliament says "he no longer upholds the continuing obligations of his office," says this report. Mr. Schroeder has filed a suit against the German parliament in the Berlin Administrative Court. This BBC report shows how things are changed in 2022- Merkel, Schroeder, Steinmeier and other politicians of the Christian Democrats and Social Democrats face intense public skepticism of their role in a situation where Germany faces a cold winter with gas rationing. It is the Greens with Robert Habeck who are faced with the hard work of finding the energy to meet the shortfall and to build back on renewable energy to fight climate change. In a first at Davos World Economic Forum, China's president Xi Jinping uses the 2017 meeting to give a one hour long spirited defense of the world trading system, critical of U.S. president elect Trump's protectionist views without naming him. Xi pointed out that "no one will be winners in a trade war." And went on to add that restricting world trade was like "locking oneself in a dark room, keeping out wind and rain from outside but also light and air." For the first time Jinping stated that China would take the U.S. role of defending the world trading system from attack as needed. On climate change Xi defended the Paris accords, and gave China's commitment to pursue changes regardless of what the U.S. under president Trump does. This follows Chancellor Merkel of Germany's statements on the issue critical of the views of president elect Trump, and taking the lead to defend the world trading system. Xi also pointed out that many of the ills that led to voter discontent in the West were not really from the freeing up of trade but from the pursuit of excessive profit with the financial crisis of 2008.   ...
