Interview with Bill Gates on the Gates foundation's educational activities and his thoughts on the budget cuts in education. The Gates Foundation launches an effort to improve education in selected school districts- Memphis, Tennessee, Hillsborough, Florida, Pittsburgh, and a charter consortium in California. The foundation has awarded $290 million for this effort to improve teacher effectiveness and set up new personnel systems. The idea is to raise the average level of quality in these schools through teacher effectiveness using a system designed by the foundation. Gates sees the need for more targeted investment in schools and close cooperation with teachers, principals, superintendents and administrative people. For this reason he sees the current budget atmosphere as counterproductive, as it will cut spending on education and act as a distraction from the hard work that needs to get done. On education spending Gates points out that one has to be careful as a society not to neglect the young as one uses resources to support the elderly. He points out that the only way to get this whole thing to work is for some increases in taxes and putting a lid on increases in medical costs, so that education in America does not get shortchanged. Recent polls show preference for some increase in taxes when it comes to supporting education spending....

Risks taken on by U.S. banks in large share buy-backs and dividends in 2011. Wells Fargo received Fed authorization for share buyback of $6.4 billion, and J.P. Morgan Chase for share buyback of $8 billion. In 2005 and 2006, 24 banks in the KBW Bank Index did share buybacks of $70 billion, only to have insufficient capital in the 2008 crisis.

World Bank estimates are for the damage from Japan's earthquake and tsunami to cost $122 billion to $235 billion, or between 2.5% and 4% of Japan's GDP. By comparison the Kobe earthquake in 1995 cost $100 billion in damages. Growth will slow in the first half of 2011 by 0.5 percentage points, but it will accelerate in the second half of 2011. Growth will also slow in countries such as Thailand, Indonesia and Philippines which export to Japan.

First sign of success in controlling the meltdown at the Fukushima nuclear plant. Some power is restored at the plant and fire trucks use giant hoses to fill the reactor with water.

The Daiichi Fukushima nuclear reactors are of a older 1970's design. A Wall Street Journal analysis of the safety record at the plant shows a safety record that is worse than other nuclear plants in Japan. Experts say the maintenance practices at the plant contributed to the nuclear meltdown. In the US spent fuel is retained in the nuclear reactor vessel during maintenance. At TEPCO's Fukushima plant the spent fuel is removed from the plant during maintenance and depends mainly on cooling water to keep the heat from building up. The additional protection of the reactor vessel is not present if something were to go wrong, as happened with the earthquake and tsunami.

The design of a flexible pay subscription model that would work, and still retain a large digital audience that supports advertising revenue, took several years. The Times expects about 300,000 paid subscribers. It gets about 30 million unique domestic visitors a month at this time.
