Academy Heights Elementary, of Pinehurst, N. Carolina, is expected to close as part of the cost cutting efforts in North Carolina. The state is trying to close a budget deficit. Monroe County's superintendent proposed closing the school to save $500,000. The school has a 98% pass rate on state exams, an award winning math program. It is ranked the second best kindergarden to 5th grade schools in North Carolina. Parents and teachers point out that many of the students come from middle class families where both parents are working, and military families from Fort Bragg, and this is not just the demographics of being near Pinehurst resort; as higher income parents tend to send their children to private schools. They point to the way staff, parents and students work to create an environment that challenges children to learn. The questions here remain ones that are being taken up throughout the country- how to invest or disinvest in education in the face of budget deficits. Should education take cuts and how much? Another twist here is that Academy Heights is in a depressed black neighborhood of Tarrytown whose residents go to to other schools even though Academy Heights urges students from Tarrytown to apply. It is an elementary school and as elementary education has a special role to play in early childhood development, how much of these cuts should fall on elementary schools? Should the best schools be cut under any circumstances or should they be supported with sacrifices made elsewhere or do moderately higher taxes make sense in these situations? Does it make sense to preserve existing excellent schools even as the search for improvement in educational systems takes place -with investments like the $290 million the Gates foundation is committing to improving selected schools? produce excellence in other schools?...

Signs of a serious bubble in house prices in Canada. Home prices in February 2011 rose 8.8% from the year before, to 365,000 Canadian dollars. This is more than double the average home price of C$158,145 in 1999, according to the Canadian Real Estate Association. A comparison with the U.S. shows home prices going up 58% between 1999 and 2006, according to the National Association of Realtors, and falling 18% after the subprime mortgage crisis. By contrast home prices in Canada went down in 2008-2009 during the global financial crisis but are now back up and surpassed the previous high. This suggests the Canadian real estate market is facing a serious bubble comparable to or exceeding the bubble in the U.S. Trends that have supported the market such as Chinese buyers in Vancouver and Toronto, depend largely on the strength of the high economic growth in China and overseas buyers. Other weaknesses- the Canadian Association of Accredited Mortgage Professionals pointed out in a study in January that of the 400,000 first time home buyers during 2010, about 50,000 would have high-debt service ratios if interest rates, now at between 2-4%, were to rise to 5%. The Canada economst at Capital Economics, David Madani, says he expects a correction of 25% in the next 3 years, as this boom unwinds. Questions about the whereabouts of Masataka Shimizu, president of Tokyo Electric Power Company, which owns the Fukushima nuclear plant. Shimizu was last seen in public appearances at a news conference on March 13, 2011. The chairman of the upper house of Japan's Diet, the parliament, calls this "inexcusable." The governor of Fukushima prefecture, Yuhei Sato, tells Japanese television that the people there cannot accept apologies, "because their anger and anxiety are extreme." Protestors walk past Tepco headquarters, chanting "No more Hiroshimas."Toko Kanoh, a former Tepco vice president, and for 12 years member of the Diet upper house, says Shimizu should talk to the public as soon as possible. This kind of disappearance is not uncommon in Japanese corporate circles. During the Toyota recall crisis, the chief of Toyota was also unavailable. Shimizu like other senior executives in the corporate elite is a lifer, having joined Tepco at 23, after graduating from Keio University. Because of the size and influence of Tepco, it produces one third of Japan's energy, he is also vice chairman of the Nippon Keidanren, the Japan Business Federation. Shimizu's role at Tepco was marked by an effort to restore profitability after the 2007 earthquake that damaged a nuclear plant. Shimizu decribed Tepco's core mission in the last annual report as "cost-cutting. He describes the need to construct "disaster resistant nuclear power stations," but at the same time in somewhat of a contradiction, says that the company had cut the cost of inspections not "by postponing them but by reducing their frequency." Just as Toyota went through a wrenching crisis after cost cutting and insulated corporate executive behaviour, which combined with technology and user behaviour put its safety reputation in risk, Tepco finds itself in severe shock. Tepco has lost two thirds of its value on the Tokyo stock exchange, and is looking for $25 billion in emergency loans. ...

An email by a Tokyo Elecric Power Company employee working at one of the Fukushima nuclear power plants shows in stark detail the struggles of workers at the plant. She writes: " My parents were washed away by the tsunami and I still don't know where they are. Normally I would rush to their house as soon as I could. But I can't even enter the area because it is under an evacuation order." She works for the plant manager of the Fukushima Daini plant. She says that where her parents lived the whole town was washed away by the tsunami. Describing her work location she says: "The scene is completely like a war zone," and that people are "working without sleep or rest." The email continues- "everyone has lost everything- their home, their job, their school, their friends, their families."

Japan's regulatory structure for the nuclear power industry is weak because of the dual role played by the regulator- Japan's Ministry of Economy, Trade and Industry. It regulates the nuclear power industry, and also promotes Japanese nuclear technology in Japan and overseas. The tasks are separated in the U.S. The Nuclear Regulatory Commission supervises nuclear plants in the U.S. It is independent of the Department of Energy which does research and promotes nuclear power. An earlier effort to correct this dual role arrangement in Japan failed, when an independent Nuclear Safety Commission was created under the cabinet. This body was never given the authority to inspect companies and mandate changes. A body that supports the commission has 4000 scientists and staff. It does research in nuclear technologies, but it has ended up becoming nothing more than a think tank, in the words of a former commission deputy chairman. What makes this situation worse, is the practice of amakudari, or "descent from heaven," a practice in Japan where senior Ministry officials retire young and take up positions in the private sector at companies like Tokyo Electric Power Company. In recent years most of the retired officials have taken positions in the energy sector. In fact Japan's Bar association investigated problems after a 2007 earthquake that shutdown a TEPCO nuclear plant. It recommended an independent regulator. The Democratic Party of Japan supported this idea before taking power in 2009. ...
