Nissan has hired a new management team for its Infiniti brand after years of poor sales performance. Infiniti president Johan de Nysschen comes from Audi, and the brand is now located in Hong Kong in an effort to target the Chinese market. Infiniti sales were 172,000 in 2012, and Infiniti managers say the limited model lineup compared to Lexus and Mercedes hurt the brand. Sales of BMW in comparison are much higher for 2012 at 1.85 million, and Lexus 477,000. A new goal of 500,000 was set for 2017, with a focus on the Chinese market. Infiniti will target smaller Chinese cities and versions of the Infiniti will be manufactured in China.

The World Bank's Jim Yong Kim leads an effort to bring infrastructure development to war torn regions, including $1 billion in investment in the war torn Democratic Republic of the Congo. This would help build hydroelectric power plants, roads and agricultural infrastructure, especially along the border with Uganda and Rwanda. This is where Kim sees the World Bank making the greatest difference. Kim is unique because he brings a background in anthropology and medicine, compared to the background in politics and finance of previous World Bank presidents. He increased committments to sub-Saharan Africa to about $14 billion in the current fiscal year ending June 2013, from $12.2 billion in 2012. This is his first year at the World Bank.

Here Spanish newspaper El Pais describes the new role of China's chief economic representative He Lifeng sent to negotiate with the US and his success in getting a 90 day reprieve where US brings tariffs to 30% and China to 10%. He replaces Liu He who was educated at US Universities and was fluent in English. Yet because he is only now representing China overseas what is overlooked is Lifeng's extraordinary connections to the economic emergence of China in Asia. He was just graduating as a civil servant in China when president Xi was vice minister of Xiamen, Fujian province. He studied at Xiamen University getting a Ph.D in economics in 1979. He shares the struggles of going through the Great Proleterian Cultural Revolution experienced by Xi in rural areas.  Lifeng has driven development of China's state driven economy, as deputy director of the National Developement and Reform Commission in 2014, and driector in 2017, as Xi emerged as leader of China. ...

This marks the D Day celebrations for the US in World War II to be held on June 14, Saturday. The president DJT referred to this in his remarks in the White House with German chancellor Merz. It is not just Army Day but the entire war effort under FDR that won World War II under Generals Eisenhower, Marshall and Patton on the European Front against the Nazis occupation of Europe that is being celebrated. DJT again referred to it in an Oval Office meeting on June 10 on the situation in Los Angeles.  Even German chancellor Merz called it Liberation Day for Germany from the Nazis. The Weimar democracy did not survive the years of French imposed high war reparations and hyperinflation leading to the Nazis taking over. US Gen. Pershing was clear that no Armistice should be signed that the war should end with the complete defeat of the Kaiser in Germany and this would have given the US a role it lacked in a final peace settlement that allowed Germany to build a democratic process to replace Prussian militarism. ...

U.S. ambassador to NATO, Kailey Hutchinson, received the demand from National Security Adviser Bolton to have ambassadors from all countries work overtime to get the declaration done by July 6. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

Alexander Freund of DW.com looks at the BRICs conference in Xiamen, China, and says its members are all facing serious problems at home. China's growth has slowed, and it faces problems with large debt, need to reorient the economy away from dependence on exports, and a bubble in real estate markets. Russia and Brazil are both hit by drop in oil and commodities prices, and Brazil's ruling elite faces corruption charges. South Africa's economy under president Zuma faces problems of mismanagement of the economy and corruption. Only India says Freund, is the bright light in this group. The Modi government in India is working on removing barriers to growth such as bureaucratic hurdles, unification of tax scheme through the new unified GST for the whole country, and efforts to attract foreign investment. In many ways the BRICs has become a thing of the past as China focusses on its own Belt and Road Initiative and tackles its internal problems. The border dispute between India and China at the time of the BRICs conference in Xiamen shows a lack of policy agreement on economic and development priorities between the two major countries in that group. This had the effect of reducing whatever impact BRICs had in the past. The term originated at an American investment bank and it appears to be an odd grouping of countries today. ...

The U.S. Senate passes a motion that allows the chamber to proceed with a debate on a health care bill. The motion passed 51-50 with Vice President Mike Pence casting the deciding vote. Republican Senators Collins and Murkowski voted against the motion. This report in the WSJ says this sets in motion a process in which debate will take place and amendments will be made. It is not clear what shape the bill will take. Under the process used only a simple majority is needed in the Senate, yet this allows for many amendments to be made.  Only hours after this motion passed by one vote, a bill replacing major parts of the Affordable Care Act failed to pass 57 votes against and 43 in favor. Senator John McCain who arrived in Washington from Arizona following brain tumor surgery, delivered strong criticism of the way the Republican healthcare bill was rushed through allowing very little debate. Experts have commented on the way the bill was rushed through with a thin majority for passage, with very little debate, first by Democrats in 2009 and now in the House by Republicans. With the same pattern now followed in the Senate by Mitch McConnell, the Republican leader in the Senate. A backup bill would remove just the individual and employer mandates and a tax on medical devices- the elements Republicans agree on, if no majority can be put together for the healthcare bill. ...

Senator McCain's vote for the Republican tax bill is uncertain, says this report in NYT. McCain opposed the 2001 and 2003 Bush administration tax cuts on the grounds of benefiting the rich and not doing enough for the middle class. McCain is known to oppose large spending that aggravates the deficit, and the current Republican plan would add $1.5 trillion to the deficit. In 2003 McCain said on the Senate floor he could not support the use of "billions of federal dollars to cut taxes for our nation's wealthiest." How will he vote this time? Holtz-Eakin, his policy adviser in the 2008 campaign says he is not sure, it all depends on what is better, the status quo or this change.

President Trump says the U.S. could permanently cut off funding to the WHO and revoke U.S. membership if the group does not make changes in the way it operates showing a lack of transparency in its operations and dependence on China. Mr. Trump says the WHO has shown "alarming lack of independence" from Beijing. In a direct letter to the Director-General Tedros Ghebreyesus -"it is clear the missteps by you and your organization in responding to the pandemic have been extremely costly to the world." Mr. Trump gave the WHO 30 days to make "major substantive improvements" or he would cut funding and reevaluate U.S. membership. Mr. Trump said in the letter that the WHO ignored early reports of the virus spreading in Wuhan, failed to share information with other countries. The U.S. which has the largest contribution by far to the WHO was unable to influence the organization. The U.S. has influence in finance at the IMF, the World Bank, and in the tech world, yet this did not extend to important matters of public health. It could be that public health had become an afterthought in the rush to prominence in tech and finance. The contributions of the U.S. exceed anything any other country has made. During the 2 years 2018 and 2019 the U.S. contributed $893 million, according to WHO records, cited in the WSJ. During this period the contribution of China was $86 million with an additional $50 million added recently. The $2 billion Mr. Xi said China will contribute is incorrectly reported as for the WHO, it is what China says it will use to support Africa and other countries in the world to fight the pandemic. ...

The Economist points out serious problems at India's state owned banks. Following a $21 billion or 1.3 trillion rupee bailout from the government, and a new bankruptcy law to help banks deal with bad loans, the Indian banking sector was seen as recovering. Last week (Feb. 2018) showed new problems at three of the largest state owned banks. PNB, Punjab National Bank, is faced with fradulent transactions for 114 billion rupees, about a third of its market capitalisation. A jeweller, Mr Nirav Modi, had PNB employees issue letters of credit which were then used to borrow overseas, but the credit was not shown in PNB's books. The State Bank of India, SBI, is faced with losses after tackling bad loans. The Reserve Bank of India, India's central bank and bank regulator, has taken action to have banks recognize more bad loans to clean up the banking system.  The Bank of Baroda, the third largest state owned bank, is exiting South Africa after entering that market and lending to the controversial Gupta family that is seen as having undue influence on the government of ex- president Jacob Zuma of South Africa.  These events have battered the reputation of state owned banks in India. One private lender HDFC bank alone now has market capitalization worth more than the entire state owned banks in India. State banks are worth less than net assets in the market, showing a huge credibility gap. The bad loan situation that goes back to previous governments is affecting the growth rate in India's economy and creating new pressures on the government of prime minister Modi as it faces general elections in 2019. ...

The alliance between the PRD on the left and the PAN party on the right in Mexico on an anti-corruption platform creates a third option in Mexico after the PRI under president Nieto, and the party of Lopez Obrador. Obrador and the candidate of the PAN/PRD Ricardo Anaya, 38 years, now are level in polls with 32 percent support and the PRI candidate Antonio Meade at 25%. The Nieto administration is tainted with several corruption scandals and about 75% of Mexicans want a change in government, in a Reforma poll. Obrador contested for the PRD in 2006 in a close election, and in 2012 formed his own party. If successful this would be the first time three parties form together to form a coalition government in Mexico, with the Citizens Party joining the PRD/PAN coalition. This is similar to the way in which the left and the right are getting together to topple the old politicians with new younger faces in other countries- including in France, and in Italy in upcoming elections with the left and the right represented in the En Marche movement in France, and in the Five Star Movement in Italy. In Germany a left -right coalition is being put together with the CDU and the Social Democrats coming together on social issues. After state elections in 2016 the opposition winning 3 governorships from ruling PRI, and the election in the state of Mexico where a divided field made it possible for the ruling PRI to hold onto power even after losing 1 million votes, both the PRD and the PAN parties realized the need to come together on an anti-corruption platform. Corruption and rejection of the old politicians bringing in a younger generation into politics is a major issue in many countries. ...

China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. A small group of advisers and Macon including Nicholas Sarkozy of the Les Republicains voted to have new elections. Les Republicains governed France under presidents De Gaulle and some of De Gaulle administration members Pompidou, Giscard and Sarkozy. Sarkozy was seen as aloof and was succeeded by the Socialist party's Francois Hollande. At that point in 2017 at the end of Hollande's term the Socialists failed to take up working class families issues, and it marked the beginning of the National Rally of Jean and Marine Le Pen gaining worker support. Macron was a minister in the Hollande government who detected an opportunity in the loss of support for both Sarkozy's Les Republicains and Hollande's Socialists. He set up his own movement for renewal of France saying France needed newer people than the old administrations and got an infusion of support from young people. Yet Macron lacked a specific program to get back the voter support of working class families as he implemented policy on climate without addressing concerns of cost of living leading to yellow vest protests. He was reelected im a close election with a challenge from National Rally 58% to 42% in second round after having only 5% point margin over Le Pen in first round, with help from the left vote. Macron spent the first two years of second term fighting the unions and labor over pension reform, when his measures failed to pass the Assembly he used executive action. As a result support in small towns and other parts of France has shifted to National Rally, with the immigration issue adding to support and young people frustrated by Macron not tackling key issues of working class people decided to shift to the National Rally and to Melenchon left party, and to Socialist parties. As Macron is closely allied with Les Republicains ideology he is looking for away to rebuild the LR and his EN Marche as an alternative in 2027 presidential elections. ...
