The 30 by 30 target agreed to by countries at COP15 in Montreal, the Montreal Kunming conference, commits to protecting and restoring 30% of the Earth's surface by 2030. China was an active participant and made the decision to put this target into the final document. Biodiversity is an essential and important part of the plan for climate change action. COP15 Montreal complements the work done at COP26 in Egypt. Countries will report on their progress to 30 by 30 targets every year. Also part of biodiversity targets is the reform of $500 billion in environmentally damaging subsidies.

The pandemic, the economic management, and the surge in the US dollar is worsening the debt situation of countries in Africa. This DW.com report looks at Ghana and Zambia. The Ghana currency Cedi has lost 50% of its value in 2022. With every increase in the value of the US dollar in countries in Africa imports become costlier and business activity suffers. The result as shown in this report is the closing of many shops and parts of the market in Ghana's capital city Accra. Ghana and Zambia have raced to get IMF support as their debt condition deteriorates. Ghana began negotiations with the IMF at the end of September for a $3 billion bailout. The IMF approved $1.3 billion of the $8.4 billion that Zambia needs to restore its economy.

The full report on the BBC's future funding by a committee of the UK parliament on the 100th birthday of the BBC in November 2022. The universal license fee is being abolished in many European countries. It generates 5 billion pounds that meet 75% of the cost of the BBC. Giving open access to all as done by BBC and Manchester Guardian is still a viable and necessary model in a democracy such as ours. Yet the increasing costs for poorer households can be offset with other ways of limiting the cost for the households at lower incomes. The other hurdle for BBC is to increase its viewers beyond the 60 plus years older viewers as the choice is now wide and prolific in channels and apps. Under Conservatives BBC was getting less support. With Labour the BBC gets a new opportunity to revive its programming and fulfilling its vital function of serving the people of Britain and English speaking countries around the world.

On the occasion of Gandhi Jayanti here is the podcast of President Franklin Roosevelt's Secretary of State Cordell Hull's speech on July 23, 1942 that you can hear from the US National Archives.  Roosevelt in his letter of reply to Mohandas Gandhi's letter on July 1, 1942 one month before the launch of the Quit India Movement asking for help to achieve Hind Swaraj said- "I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government.

Roosevelt wrote back to Gandhi that "I am sure that you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations."

From the National Archives of America here is the letter Mohandas Gandhi wrote to president Franklin Roosevelt calling for American help on July 1, 1942, one month before the launch of the Quit India Movement. With Roosevelt's reply to Gandhi on August 1, 1942, offering his fullest support as stated in his foreign minister Cordell Hull's bold vision of a community of free nations such as India and the idea of the United Nations in Hull's speech made on July 23, 1942. Hull responds to Gandhi' call with the full support of Roosevelt.  Mohandas Gandhi writes to Roosevelt that- "I hold that the full acceptance of my proposal and that alone can put the allied case on an unassailable basis. I venture to think that the Allied declaration that the Allies are fighting to make the world safe for freedom of the individual and for democracy sounds hollow as long as India, and for that matter Africa, are exploited by Great Britain, and America has the negro problem in her own home. In order to make my proposal fool proof I have suggested that if the Allies think it necessary, they may keep their troops, at their own expense, in India, not for keeping internal order but for preventing Japanese aggression and defending China. As fas as India is concerned we must become free even as America and Great Britain are. The Allied troops will remain in India during the war under treaty with the Free India government that may be formed by the people of India without any outside interference, direct or indirect." Gandhi wrote with his proposal to Roosevelt - "It is on behalf of this proposal that I write this to enlist your active sympathy." Roosevelt wrote in his letter that-  "I am sure you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations... I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government." Cordell Hull stated in his speech "What we are Fighting For, July 23, 1942, that- "In this vast struggle we, Americans, stand united with those, who like ourselves, are fighting for the preservation of their freedom, with those who are fighting to regain the freedom of which they have been brutally deprived, with those who are fighting for the opportunity to achieve freedom. We have always believed, and we believe today, that all peoples, without distinction of race, color, or religion, who are prepared and willing to accept the responsibilities of liberty, are entitled to its enjoyment. We have always sought and we seek today, to encourage and aid all who aspire to freedom to establish their right to it by preparing to assume its obligations. We have striven to meet squarely our own responsibility in this respect-in Cuba, in the Philippines, and wherever else it has devolved upon us. FDR rejected Churchill's ideas of retaining the British Empire's colonies while fighting the German Nazis in the name of freedom. FDR said- " India should be made a commonwealth at once. After a certain number of years- 5 perhaps or 10- she should be able to choose whether she wants to remain in the Empire or have complete independence." 

FDR (US president Franklin Roosevelt) said -"I can't believe that we can fight a war against fascist slavery, and at the same time not work to free people all over the world from a backward colonial policy."
