Here Vivek Wadhwa describes the Tech community taking shape in Boulder, Colorado, in the U.S. He points out how tech communities can be built from the ground up with years of patient effort, by putting entrepreneurs at the heart of the effort, with everything else such as financing, university access, an government support working around and supporting the entrepreneurs efforts.
