Yicheng, Shanxi province, China- the two child policy in action 1979-2015 with a less precipitious drop in the birthrate

The Economist magazine cites the town of Yicheng in Shanxi province which followed a two-child policy since 1979 with delayed marraiges and longer gaps for the second child, as having a fertility rate of 2.1, only 0.3 points above the national rate. Population is stable with a ferility rate of 2.1 (fertility rate being the number of children a woman has in a lifetime). A two child policy would have resulted in a less precipitious drop in the fertility rate nationwide.
