Building a new model for the aircraft industry requires stepping out of Ukraine's old state managed model to operating as an independent enterprise jointly owned by the state and private companies in Ukraine and Europe. This would open the aircraft industry to developing ties across Europe. Currently the industry is struggling with lack of funds, and younger managers opposed to older managers who grew up with the older model based on design and development in Kiev and manufacturing based in Russia. Difficulties with the old model included intellectual property rights of Ukrainian industry, as Ukraine developed its own technology. A Ukrainian immigrant to the U.S. developed the first helicopter.
