Dubai with 67.3 million airline passengers surpasses London's Heathrow in 2013- the huge success of Emirates airline and the strategy initiated in 1985 of making Dubai a major airline hub

Dubai's central location, and the strategy of turning it into an airline hub pursued since 1985, has resulted in making it the second busiest airport in the world. It is set to surpass Atlanta's Hartzfeld airport, which focusses on domestic U.S. air traffic, in a few years. Dubai was rescued by neighboring Abu Dhabi during the debt crisis of 2008, and there are warnings of another real estate bubble in Dubai. Emirates airline is based in Dubai, and has made gains in market share on international routes hurting other U.S. and European airlines. The effort in Dubai started with a small airport expansion and some older aircraft in 1985.
