A small test is happening over student exchanges as the EU's Leyen revives the plan for a 4 year college level student exchange. Here British universities say their finances cannot handle what the EU proposes that in the year spent overseas tution would be paid to the host country university. Another concern is that this is not seen as freedom of movement which the British public have not supported.

Alternative proposed is for a 2 year exchange that the EU has with Canada and Australia.

Harris was on the Oprah Winfrey Show yesterday where she reminded television viewers about the values America needs going forward, values that stretch back to the days of previous leaders FDR, TR and Lincoln, Washington and Jefferson who penned the words in the Declaration of Independence. Anti Immigration sentiment is not new - it has just changed racial stereotypes from arguing against southern and eastern Europeans and barring Asians for "quality" in 1890-1970 to today's heated debates about Latin American nationalities.  Pew Research ( and the adjoining MPI) show highly relevant US Immigration history. Pew Research shows the foreign born share of the American population is at 13.8 percent. It reached 14.8% percent by 1890,  brought down in the interwar period by 1970 to 5 percent. It has gone back up- the wave of immigration blocked from successive Acts keeping out Chinese (1882), Japanese (1924) and all Asians(1924) has changed to include Asian migration under policies of John F. Kennedy. Pew Research shows in 2022  10.6 million immigrants living in the US were born in Mexico, making up 23% of all immigrants. This is 3.2% of the US population of 335 million in 2024 according to the Census Bureau. The promise of president Harris to sign the legislation negotiated with Republicans in Congress (Senator Lankford) in March to close the Border would remove this distraction from cost of living, housing, and climate challenges. ...

As the Nation debates immigration there is time to reflect on the anti-Asian immigration Act of 1924 that led to housing restrictions on where Asians and other minorities, and Black people could and could not stay. A Chinese farmer and gardener Lloyd Dong was able to find only one tlack family to rent to them in Coronado island near San Diego in 1939- Gus and Emma Thompson. 85 years later The Dong's (the son) are selling this Coronado home and donating two thirds about $5 million to a resource center for Black students at San Diego State University.

Wellstone's unique contribution comes from his effort to work with rural poor and poor white farmers in the tradition of Minnesota Farmers Labor Party. This part of rural roots for the Democratic party since FDR and from the  time of Woodrow Wilson in 1900 was lost by 1980. After 1990 the Republican party set up roots in rural America that continued into the Obama period when the emergence of internet and tech companies as part of Democrats distracted and led to the loss of rural support in addition to the loss of union workers support. Tim Walz is from a rural small town America and bring the Democrats closer to their roots.  Paul Wellstone was  Senator from Minnesota in 1990 from the tradition of Farmers Labor Party in the state, and the period of FDR that followed the Great Depression and continued right into the 1960's with John F. Kennedy. He was for local community organizing during all periods not just campaigns, and public policy. He was educated at UNC and was a professor of political science at Carleton College from 1969 to his election as Senator in 1990.  He died in a plane accident in 2002 during an effort to run for a third term in the Senate.  ...

Much of this report concentrates on big name schools ignoring the facts about student debt and value delivered, and the shifts in perceptions in companies that see big name schools as not necessarily an asset as inthe past. In this new situation looking objectively at value delivered the US state university system is its strongest asset and the state universities offer higher value for local students without the unneeded debt loads of big ticket institutions with a lot of debt overhang, and little additional value. In the end education is about persistence, hard work, grit and determination. A  Kamala Harris at Hastings in San Francisco can do as well or better than someone from the big name schools. After the Supreme Court decision opposing quotas for affirmative action the first results of enrollment by ethnic group and race are mixed and sometimes confusing. Some colleges and universities are seeing the same enrollment and some are moving in opposite directions for ethnic groups and race. This NYT report says if universities can get to a fair enrollment for different groups without racial quotas then these quotas may not be essential to achieve their purpose. Schools are looking at students from rural areas in ways they did not in the past, and trying innovative approaches to building a better America after the pandemic because they think it is the right way. ...

She is polling 10-20 percent and is second to AfD right wing party inthe polls in three German states of Thuringia, Saxony and Brandenburg. Nationally she is polling 9 percent. Not that this is new.It is new only in Germany with CDU/CSU and Socail Democrats, Greens, Free Democrats dominating with right wing anti migration position taken by AfD. Mette Frederiksen in Denmark the Danish prime minister has long felt that migrations hurts working class families and distracts from the main issues facing workers. On this platform she has won elections in Denmark. Scandinavia is moving in this direction taking up working class issues, policies that favor unions and workers, support child care and families, yet opposing migration, but not with extremist right wing ideologies not compatible with democracy. This is a more effective and sensible path for Europe as there are more urgent issues, climate change, child care and families, wages and incomes, cost of living action, why the need to distract the attention, the vital attention needed to these overwhelmingly important tasks. Here it is common sense that should prevail- by keeping migrants out of this, no more distraction from the tasks at hand for the Nations of Europe, and keeping borders safe. ...

As the Nation faces discord over the right Path Forward it is important to remember- the pandemic's costs for a once in a century event are still being added up. Not just 1 million dead. 1 million with struggles over Long Covid. The toll on the elderly affecting tens of millions of caregivers. 10 million affected by decision not to vaccinate- with adverse symptoms and at work, 20-50 million affected by the financial losses stemming from the pandemic hit to jobs and work in 2019-2020. As the Nation discusses its future there is a sense that many have been left behind even with the best intentions of government. With huge wins in infrastructure now and ahead of us,  the wins are not enough in cutting pharmaceutical and other day to day living costs. Harris has a plan and Trump has no plan for Cost of Living Action. Yet a lot more could have been done for cost of living action given a president with a single focus determination to fix problems, make the large investments needed and full support of both houses of Congress. It is this lack of full Congressional support of a determined president for taking action that has led to insufficient effort to fix cost of living, wages and public services- something that needs to change to bring help to the middle class and lower income working people of America. ...

It is the 25-34 years age group where Harris as gained 12 percentage points. The biggest gains is in group called Somewhat unfavorable view of Trump where Harris has gained 46 percentage points. On Immigration she makes a pledge to sign the Lankford Biden immigration law the first in four decades that closes the Border with Mexico and fixes asylum policy. "But Donald Trump believes a border deal would hurt his campaign. So he ordered his allies in Congress to kill the deal. Well, I refuse to play politics with our security. Here is my pledge to you: As President, I will bring back the bipartisan border security bill that he killed. And I will sign it into law." Trump blocked it for personal advantage at the elections to use this as an issue which has blocked a permanent solution. Confirming this is a month old interview in NYT by Republican Senator Lankford saying the legislation he drafted would have passed Congress in December 2023 and signed into law by Biden. It came up in Congress in February by this time Trump was made nominee of the party and he blocked it so that he could use the issue in an election. This says a lot about character and more than mere fact checks shifts focus on the characters of the two people running. Steve Kerr coach of the men's basketball Olympic team says decency humility, values and character, a clear authenticity are essential in a leader. People ask yourselves what you would have done in this situation, and what would Kamala have done, would she have blocked a bill that would permanently fix the Border and change US asylum policy?  Biden went on to do this by executive action bringing migrant flow numbers down to where they were under Trump and Obama, and more than that put together a bipartisan bill with Republican Senator Lankford that Kamala can now sign into law.    ...
