Would smaller companies lose out in competition with larger companies that are designated by the government as companies of systemic risk, implying government backing of these companies. Some in Congress are advocating this, and its been endorsed by the Group of Thirty (private sector regulation specialists) including its subcommitte headed by Paul Volcker.
