Most opinion says it will be rejected, if not rejected outright by Conservatives and Labour MP's. A second vote may be taken. The Opposition Labour Party prepares for a new election with a divided government.

A faction of the CDU favors a strict interpretation of austerity policies for the eurozone. As CDU leader, Angela Merkel shifts policies to accomodate growing weariness in the rest of Europe with strict austerity policies to accomodate growth, Merkel faces dissent in the CDU. This is evident in the conflicting statements from the EU trade commissioner Mr Gucht, and its economic affairs commissioner Mr. Rehn, on Greece continuing in the eurozone, after Merkel's stated willingness to compromise at the Camp David G-8 summit.

The Indian lower house of parliament passed a Food Security bill in August 2013. Rieff says China made serious progress to reduce malnutrition from over 21% for children under 5 years to around 7% today after 1990. In India malnutrition for children under 5 years is above 40%. There is a lot that developing coutnries can learn from each other in this area including the Bolsa Familia program in Brazil which uses the concept of improving vaccination for children and school attendance as requirements for subsidy payments to the poor. Mexico and Indonesia have different versions of programs to help the poorer sections of society. The problem is acute in India because of indifference induced by caste and other considerations and the high level of malnutrition for children. Rief says how good is ademographic dividend when many of these children are permanently and silently impaired by malnutrition by the age of three. India's Congress party leader, Sonia Gandhi, put it differently in parliament: "What is our responsibility to these people?"

Yingluck and Thaksin Shinawatra are from the northeast of Thailand and get most of their support from this region. The Bangkok region, military, courts and business remain opposed to a transfer of power to the provinces and the policies of Shinawatra. SHinawatra's policies favor the rural areas and the newly emerging middle class in the north. The struggle is as much a social phenomenon from the economic progress of the last 2 decades in Thailand as it is a struggle for a sharing of power, say experts.

A White House aide says election advisor David Plouffe's influence affected "everything" in the Obama White House. Tom Friedman points to the influence of campaign consultants on the White House as overreaching and pervasive, going so far a to describe the campaign being developed in test tube fashion. Karl Rove pointed to president Obama keeping an eye on reelection 18 months before Nov. 6, 2012, as not a positive development. Friedman specifically mentions president Obama's failure to endorse the Simpson-Bowles commssion on deficit reductions as part of the imprint of election advisors because reducing tax expenditures or deductions might prove politically unpopular. Yet this was part of responsible governance to take on unpopular positions- something other presidents, including Democratic president Truman, did not fail to do choosing instead to educate pubic opiion on difficult steps needing to be taken. Truman took the decisions head on such as confronting the soviets in Greece and other parts of Europe and in Korea after the fall of the Iron Curtain, so soon after a major war when the public was weary of conflict.
